ARMENIAN REFUGEES AND INTEND TO EXERT EFFORTS TO MAKE THEIR LIFE MORE

STEPANAKERT, MARCH 24. ARMINFO. NKR authorities admit their
responsibility for the fate of Armenian refugees and intend to exert
efforts to make their life more comfortable, says a statement delivered
today by NKR Foreign Ministry.

According to the document, a report of the OSCE MG fact-finding mission
was presented at the OSCE Permanent Council’s sitting in Vienna on
March 17, and the MG Co-Chairmen proposed their recommendations to
both the parties and the international community.

NKR FM made an official inquiry to the OSCE and received appropriate
documents presented at the OSCE PC sitting. On the base of received
documents, Ministry ascertain the high objectivity of the OSCE MG
mission’s report, says the statement.

The statement also noted that the mission covered only the territories
controlled by NKR authorities and does not reflect the entire picture
of humanitarian catastrophe happened as a result of a war unleashed
by Azerbaijan when about 500.000 Armenians became refugees and lost
their property, fatherland and believe in future.

NKR FM appeal to the international community to follow the example of
Armenian and American governments providing humanitarian, financial
and other aid to NKR people. Ministry confirms devotion of NKR people
and authorities to the peaceful settlement of all the moot points
and highly appreciated peacemaking efforts exerting by the OSCE MG
Co-Chairmanship and international community, says the statement. -r-

on the 90th Anniversary of Their Relocation and Massacre on Apr 24
1915 – Germany Should Contribute to Provide Peace Between Turks and
Armenians” will be considered in the German Bundestag Apr 21 or 22,
says the author of the motion, the president of the German-Caucasian
Parliamentary Group in the Bundestag Christoph Bergner.

Earlier Bergner said that he is convinced that despite the importance
of German-Turkish relations the German MPs will follow the voice of
their conscience when deciding on the motion.

YEREVAN, MARCH 24. ARMINFO. Non-recognition of the Armenian Genocide
of 1915 in ottoman Turkey after 90 years is a disgrace to the whole
humanity. An employee of the Institute of History of the National
Academy of Sciences of Armenia, Doctor of Historical Sciences,
Professor Stepan Stepanyan says at a press- conference at the
Discussion Club “Pakagits.”

He says that the modern Turkey is as responsible for the Genocide as
the Young Turks, as Turkey denies and even insists on alleged
massacre of Turks by Armenians. Turkey must be made to compensate
some $60 bln to the successors of the Genocide victims and to return
the Western Armenia it had occupied.

Levering harsh criticism at the USA, which does not recognize the
Genocide to favor Turkey, Stepanyan notes that already 15 countries
in the world have recognized the Genocide, including Russia and
France. Germany is due to recognize the Genocide despite the fact
that 3 million of that country’s citizens are Turks. In this
connection, Stepan Stepananyan presented a newly published book
“Armenian Genocide” in Russian (500 samples), which he had worked on
for 3 years. If Turkey announces its archive open, it means that many
document have been liquidated, so the truth must be searched in
archives of other states.

In response to the question on possible participation of “Zionists
and masons” in organization of Genocide as several Armenian
historians say the professors notes that he respect the memory and
activity of all his colleagues, but he is sure that the main
organizers of Genocide were the Turks – Talahat-pasha, Enver-pasha
and Jamal-pasha.

Le président russe Vladimir Poutine devait arriver jeudi soir à
Erevan pour une visite de travail visant notamment à s’assurer de la
fidélité de son meilleur allié dans le Caucase, alors que la Géorgie
voisine et d’autres pays de l’ex-URSS se tournent vers l’Occident.

“Les positions de la Russie dans la Caucase se sont affaiblies vu le
tournant pro-occidental pris par la Géorgie. Poutine tentera de
sauver l’Arménie de l’influence américaine et d’obtenir d’Erevan un
voeu de fidélité”, souligne l’analyste Viktor Kremeniouk de
l’Institut USA-Canada à Moscou.

L’Arménie, en conflit avec ses voisins (l’Azerbaïdjan à propos de
l’enclave de Nagorny Karabakh, territoire azerbaïdjanais peuplé
majoritairement d’Arméniens, et la Turquie avec laquelle elle n’a pas
de relations diplomatiques à cause du génocide arménien de 1915),
reste l’alliée la plus fidèle de Moscou dans la région, et abrite une
importante base militaire russe.

“Tout gouvernement arménien fera des concessions politiques et
militaires à la Russie tant que ces deux problèmes ne seront pas
levés”, souligne l’analyste arménien Alexandre Iskandarian.

La tendance pourrait changer, selon M. Kremeniouk et l’Arménie sous
l’influence d’une importante diaspora qui vit aux Etats-Unis et en
Europe pourrait se tourner vers l’Occident comme la Géorgie,
l’Ukraine ou la Moldavie.

Le problème du Nagorny Karabakh ainsi que la construction d’un
gazoduc entre l’Arménie et l’Iran, vu d’un mauvais oeil par Moscou,
devraient également être abordés au cours de cette visite.

“Poutine pourrait donner des garanties à Erevan que la Russie
soutiendra la position de l’Arménie” pour laquelle l’indépendence du
Karabakh n’est pas négociable, souligne M. Kremeniouk.

Le Karabakh a proclamé son indépendance en 1991, avec le soutien
d’Erevan qui l’a défendu durant une guerre de trois ans, faisant près
de 30.000 morts et un million de réfugiés.

Un cessez-le-feu a été signé en 1994, mais un traité de paix est
toujours en cours de négociation.

La Russie co-préside avec la France et les Etats-Unis le groupe de
Minsk chargé par l’Organisation pour la sécurité et la coopération en
Europe (OSCE) de trouver une solution négociée à ce conflit.

Le gazoduc que l’Arménie et l’Iran ont commencé à construire en fin
de l’année dernière en dépit de l’opposition de Moscou et de
Washington “inquiète la Russie qui craint de perdre son monopole sur
le marché gazier arménien”, souligne M. Iskandarian.

Ce gazoduc pourrait à l’avenir être utilisé pour faire transiter le
gaz iranien vers la Géorgie et l’Ukraine, deux ex-républiques
soviétiques désormais pro-occidentales et qui dépendent de livraisons
de gaz russes.

M. Poutine accompagné de son épouse Lioudmila aura jeudi un dîner
avec le couple présidentiel arménien avant d’aborder l’essentiel de
son programme le lendemain.

Vendredi le président russe s’entretiendra avec son homologue Robert
Kotcharian et le catholicos arménien Karékine II. Il participera
également à la cérémonie d’ouverture de l’Année de la Russie en
Arménie alors que Mme Poutine inaugurera pour sa part avec la
première dame arménienne un centre du livre russe dans cette
république caucasienne qui abandonne progressivement la langue de
Pouchkine depuis la fin de l’URSS en 1991.

MOSCOW. March 25 (Interfax) – The legendary Noah’s Arc is not on
mount Ararat, the objects mistaken for remains of a giant ship are
natural, members of an expedition to mount Ararat, Turkey, told a
press conference at the Interfax central office on Friday.

The expedition was organized by the Kosmopoisk research center and
the Unknown Planet Television company.

“Everything we saw, all the samples we collected indicate that
Noah’s Arc is not located on Ararat’s western slope. In any case,
not after the 1840 eruption that destroyed everything, including
fossilized wood, no ship could have survived that,” said Kosmopoisk
head Vadim Chernobrov.

Azerbaijanis living in Russia have appealed to President Putin
expressing their discontent over the recent attack on the Azeri
diaspora leader Soyun Sadigov.

“Sadigov is closely involved in maintaining the Russo-Azeri relations
and solving the problems of Azerbaijanis living in Russia. Moreover,
as a chairman of the “Garabagh” International Charity Foundation,
he is actively involved in the settlement of the Upper Garabagh
conflict. Therefore, it is obvious that this action was committed by
forces opposed to his activity,” said the appeal.

The diaspora leader’s car was subjected to a shooting by unidentified
individuals on March 18. Sadigov was not hurt, however, his driver
Zuyev was injured.

Sadigov, born in the Garayazi county of Georgia in 1960, received the
title of the Soviet Union unarmed self-defense champion in 1978. He
is a candidate of science and is also engaged in business.

The deputy commander of the US troops in Europe, Air Force Gen
Charles Wald, will visit Azerbaijan next week. Ekspress has learnt
from diplomatic sources that Wald will visit Azerbaijan as part of
his tour of the South Caucasus. The Pentagon general will leave Baku
for Tbilisi and then will go to Yerevan.

The source said that US ambassador to Azerbaijan Reno Harnish and
Azerbaijani Defence Minister Safar Abiyev had confidential
discussions of the preparations for Wald’s visit on 17 March. The US
embassy’s press service did not comment on the meeting.

Gen Wald is to meet the country’s top officials and ambassadors of
NATO countries in Azerbaijan during his visit to Baku. Even though
the Defence Ministry’s press service has verified reports on Wald’s
visit to Azerbaijan in an interview with Ekspress, it said that “it
is early to talk about specific issues to be discussed”.

Wald’s visit this time is probably aimed at discussing the US
programmes being implemented in the South Caucasus and cooperation
between NATO and Azerbaijan. A general of NATO’s European command and
the director of the Force Planning Section [in the Defence Policy and
Planning Department], Frank Boland, also confirmed this in an
interview with Ekspress yesterday [23 March]. He said that Washington
is concerned about the plight of security programmes, specifically
about projects related to the security in the Caspian Sea and of oil
pipelines.

“The security of the Baku-Tbilisi-Ceyhan [BTC] main export oil
pipeline after it is put into operation might be seriously discussed
during the visit,” he said.

Azerbaijan’s official bodies have not yet reacted to reports that the
Pentagon’s mobile forces could be involved in ensuring the security

deployed in Azerbaijan in the near future and it seems reasonable
that in this way Washington will achieve stability in the region and
also help Azerbaijan in the Karabakh resolution,” former state
adviser Vafa Quluzada told Ekspress commenting on Wald’s upcoming
visit.

It is no secret that safe transportation of Azerbaijani oil to the
western markets is of great importance to NATO. The pipeline is to
start operating soon. Washington’s efforts to speed up events under
such circumstances are understandable. The Americans understand that
the forces that act against Washington’s interests in the region
might target the BTC. At the same time, it cannot be ruled out that
the Pentagon is coming to the region with other objectives under the
guise of ensuring security.

Baku, 24 March: The management board of the federal national and
cultural autonomy of the Azerbaijanis, Azerros, has appealed to
Russian President Vladimir Putin over an attempt on the life of the
president of this organization and the head of the international
charity foundation Karabakh, Soyun Sadiqov.

The head of the autonomy is making efforts to develop and maintain
stable relations between Russia and Azerbaijan and takes an active
part in helping Russia’s Azerbaijanis resolve their problems, the
appeal said. As head of the Karabakh charity foundation, Sadiqov
is also actively involved in attempts on all levels to resolve the
Karabakh conflict.

The Azerbaijanis urged President Putin to instruct the appropriate
authorities to punish the culprits. “We are confident that the
authorities will not allow the repetition of such provocation that
could shatter the balance in inter-ethnic relations,” the appeal said.

Family narrowly avoids deportation to Russia

Porter’s last-ditch efforts help professional figure skaters stay in Vegas

A Las Vegas family of figure skaters was granted a 90-day reprieve
from their scheduled deportation to Russia this morning after Rep. Jon
Porter, R-Nev., intervened on their behalf.

It was an emotional scene as Anna Petrachenkova, her husband, Vladimir
Khatin, and their 11-year-old son Timofey, had waited anxiously
with more than a dozen friends and colleagues this morning at the
Immigration and Customs Enforcement office on Pepper Lane to learn
their fate.

A spokesman for the congressman said Porter had been in contact with
the federal immigration officials in Washington, D.C., on Wednesday
and had secured a stay of the deportation order for the family.

“I have hope now where I did not have hope before,” the 40-year-old
Khatin said.

He, his wife and son must return to the office April 15 for a
meeting to discuss the family’s request to remain in the United
States permanently.

Khatin and Petrachenkova said they will consult with an immigration
attorney prior to their meeting with immigration officials next month
and will do whatever is necessary to gain legal status.

“This is a family that has followed the rules and has tried very hard
to become citizens. Unfortunately the avenues that they had used were
unsuccessful,” Porter said this morning. “Now we have some opportunity
to pursue other channels. We have a lot of folks who are working very
hard for the family.”

Porter said he has been talking about the case with a variety of
federal officials, from those responsible for immigration and homeland
security matters to staff at the White House.

Petrachenkova said she applied for a stay of deportation earlier this
month but received a form letter in the mail Wednesday stating that
her application could not be processed. She had written a check for
$250 when the actual cost of processing the request was $155.

“I couldn’t believe such a mistake happened,” Petrachenkova said.

As she hugged friends and wiped tears from her cheeks this morning,
Petrachenkova said she would celebrate her family’s small step toward
victory with a trip to the flower shop.

“I need to buy him (Porter) a bouquet,” Petrachenkova, 35, said.

Suzanne Butler, whose granddaughter is one of Petrachenkova’s skating
students, said she was stunned to learn of the family’s immigration
woes about two weeks ago.

“No one knew and they (the family) didn’t know that we would want
to help them,” Butler said. “This is a good, honorable family. They
deserve to stay.”

The news that the family had been granted a 90-day stay came after a
tense morning of waiting. In the small lobby of the federal office,
Timofey sat with his head between his knees as a friend patted his
back and spoke words of encouragement. Seated next to him was his
mother, who trembled and sobbed, alternately clutching her son and
pressing her hands to her face. His father sat stoically next to
her, occasionally venturing outside to talk to the small crowd of
supporters, take calls on his cell phone and chain-smoke cigarettes.

The family lost its four-year legal battle to stay in the United
States when the 9th U.S. Circuit Court of Appeals denied its claim for
political asylum last year. A Feb. 16 letter instructed the family to
be at the federal office at 8:30 this morning, ready for deportation
with no more than 44 pounds of luggage apiece.

Instead the family put its faith in Porter and left luggage and
the family dog at home this morning when they got into their white
minivan and headed to the immigration office. Petrachenkova could
hardly speak at that time.

Once they got to the immigration office several of Petrachenkova’s
students and their parents paced outside and peered toward the tinted
glass of the office, hoping for some sign of activity.

When Khatin emerged waving a letter explaining the 90-day stay, there
were cheers and hugs. A handful of tissues was passed around as men,
women and two little girls wiped their eyes.

The family could also benefit from a private bill, granting them
citizenship, that would need to be authored by a member of Nevada’s
congressional delegation. Such bills are not unusual and have been
authored by lawmakers from various states. However the passage requires
a floor vote and Congress is in recess until the first week of April.

Of the 108 private bills introduced last session only three passed,
Porter said.

“I think they have a better chance through the legal channels,”
Porter said this morning. “Our goal this week was to make sure we
could get a stay and help the family find other options.”

A spokeswoman for U.S. Sen. Harry Reid, D-Nev., confirmed Wednesday
that the Senate minority leader would not be intervening on the
family’s behalf.

“We’re sympathetic to their situation but we’ve looked at the case
and they’ve exhausted all legal remedies,” said Shannon Eagan,
a spokeswoman for Reid.

The family could reapply for visas to return to the United States
following their deportation, Eagan said.

“Sen. Reid would support them in that effort and he encourages them
to consider that option,” Eagan said.

In January Reid effectively blocked the deportation of 18-year-old Emma
Sarkisian and her 17-year-old sister, Mariam, who spent two weeks in
federal custody awaiting deportation to Armenia. While the girls had
been born in Armenia they had spent most of their lives in Las Vegas
with their father, Rouben Sarkisian, who has U.S. resident status,
one step below citizenship.

Unlike Rouben Sarkisian, neither Petrachenkova nor Khatin are legal
residents. And the Russian family also did not face being split up,
as the Sarkisian family did.

Petrachenkova and Khatin first sought political asylum in December
2000, when their contract as performers with “Moscow Stars on Ice”
finished and their visas expired. But the pair said they faced
extortion threats from authorities and gangsters in their native
village outside of Russia if they returned home.

During a prior visit home the thugs had threatened the life of their
son and had shown up at their apartment in Russia waving handguns
and demanding money, Petrachenkova said.

While their case made its way through the U.S. courts, the family
was given permission to work and travel, arriving in Las Vegas about
three years ago. Timofey, who finished sixth in this year’s Southwest
Pacific Regional Championships, said he wants to one day compete in
the Olympics for the United States. He is an honor roll student at
Odyssey Charter School, a distance education program.

Friends, colleagues and students of Petrachenkova and Khatin, both
of whom teach at the Las Vegas Ice Center, have spent the past few
days feverishly collecting signatures on a petition in support of
the family. Matt Tryba, whose daughter trains with Petrachenkova,
said an immigration attorney advised him to gather a minimum of 2,000
signatures if he expected to win support from an elected officials.

“He (the attorney) told me that 2,000 signatures equals 50,000 votes,”
Tryba said. “What we have to do is show there’s real support for these
people otherwise what makes them special? Why should a politician
care enough to help?”

As of Wednesday more than 2,500 signatures had been gathered,
Tryba said.

Jeremiah Wolf Stuchiner, the Las Vegas attorney who represented the
family in the appeal of the deportation order, said if he had been
advising them five years ago he would have recommended they trade on
their skating skills.

“Applying for residency as highly trained artists might have been a
more successful route,” Stuchiner said

hopes that Armenian and Azerbaijani Presidents will hold a regular
bilateral meeting.

In the course of the press-conference in Yerevan the Russian President
said that he and the Armenian President discussed the settlement of
the Nagorny Karabakh issue, situation in the Transcaucasia and the
issues concerning the development of the transportation infrastructure.

Speaking about the perspectives for the settlement of the conflict in
Nagorny Karabakh (Armenian enclave in Azerbaijan, which proclaimed
its independence from Baku) Putin assured that “Russia will render
all the necessary assistance to settle the conflict.”

The Russian President noted that at the talks they both seriously
considered the regional problems.

“Our countries are interested in the stabilization of the situation
in the Transcaucasia, formation of the trustworthy atmosphere and the
formation of relations, which will contribute to the development of
the social and economic spheres,” Putin said.

Moreover, the Presidents closely considered the issue concerning the
development of the transportation infrastructure. Putin reminded that
the first ferry from the Russian port Kavkaz (situated on the left bank
of the Kerch strait, which divides Ukrainian Crimea and the Russian
Taman peninsula) came to Poti port with cargo for Georgia. “I hope that
in the future this ferry route will be used for deliveries of cargo for
Armenia and other countries in the region,” the Russian President said.

“These steps will open broad opportunities for business, serve for the
creation of new jobs, intensify the economic life of the region and
provide for the enhancement of the integration processes,” President
Putin said.
