IF NAGORNY KARABAKH PROVES TO BE PART OF AZERBAIJAN BY SOME MIRACLE,
THERE WILL REMAIN NO ARMENIAN: ARMENIAN DM

YEREVAN, MARCH 30. ARMINFO. Establishment of two Armenian countries is
within the interests of the whole Armenian people, says Defense
Minister, Secretary of the Presidential National Security Council
Serzh Sargsyan speaking at hearings on Karabakh in the Armenian
Parliament today. The optimal formula of Karabakh’s status is a single
Armenian people – two Armenian states, the minister says.

In his speech, the minister says that both successes and definite
difficulties have been fixed in the sphere of foreign policy in
Armenia. However, it is necessary to draw lessons from the experience
achieved. That is why the Armenian nation, state and non-state
structures must consolidate their potential to counteract the cynic
and sly rival, which enjoys Turkey’s support, Serzh Sargsyan says. In
this connection, we should regularly specify our approaches to
Karabakh issue and the current parliamentary hearings are a good
example for it.

Speaking on the genesis of the conflict, the minister says that the
first stage of the conflict started yet in the period of Royal
Russia. He says that the second stage was of hidden nature and was in
the Soviet period of time. In that period Azerbaijan exerted a hidden
pressure on Karabakh people and already in 1987 various signals were
received in Nagorny Karabakh and Azerbaijan from the Central Committee
of the CPSS i.e. NKR people was advised to fight for its self-
determination while the Azerbaijani authorities were advised to
protect the territorial integrity and not to let Karabakh people to
push itself around. Sargsyan says that Sumgait, Baku and other pogroms
were organized with consent of USSR authorities. However, already in
1991 the Karabakh people has become self-determined o the basis of the
USSR legislation on the order of withdrawal from a Union Republic and
held a referendum of independence in conformity with international
norms with participation of international observers.

As regards the issue’s presentation in the international arena, he
points out the importance of creation of scientific works which will
contribute to presentation of the real essence of the conflict and
creation of a positive image of the Armenian people. He says that 4
scenarios of the conflict’s settlement have been on the negotiation
table during the whole process – NKR’s joining Armenia, independence
of Nagorny Karabakh, establishment of a common state in the territory
of Azerbaijan, a high status of autonomy of Nagorny Karabakh as part
of Azerbaijan. Proceeding from the principles of security and
democratic development of NKR, the Armenian party has insisted on the
principle of self-determination of the Karabakh people. Meanwhile,
Azerbaijan supports its territorial integrity and is ready to provide
high status of autonomy. At the same time, Armenia’s position in
settlement of the conflict has not changed – it keeps insisting that
NKR cannot be part of Azerbaijan or an enclave, and that it is
necessary to secure land borders with Armenia, NKR’s participation in
international processes, high guarantees that Azerbaijan will not
resume military actions, the minister says. He says that if a common
agreement is reached around these principles, a single concept of
presenting Karabakh issue in the international arena can be
elaborated.

The minister says that Karabakh conflict differs from other conflicts
in the post-Soviet space just by the fact that NKR has gained
independence in conformity with the laws and international legal
norms. And a reasonable use of this argument can form a favorable
attitude of the international community to the people of Nagorny
Karabakh, the minister says.

He says that at the initial stage of the conflict Azerbaijan could
solve it in a peaceful way. However, it preferred starting military
actions and transforming the problem into an armed conflict. It
becomes clear that if Nagorny Karabakh proves to be part of Azerbaijan
by some miracle, there will remain no Armenian. As regards the enclave
existence of NKR, it is evident that Karabakh will not be able to
develop and exists without borders with Armenia. It cannot integrate
into international processes either, the minister says. At the same
time, Sargsyan points out the importance of deepening democratic
processes in NKR. Otherwise, Karabakh people may loose the disposal of
the international community and efficiency of the negotiation process
depends on the skilled comparison of public and nonpublic parts of the
settlement, the minister thinks. He also says that a bill on the
concept of national security will be presented by 2007, which will
indicate exclusively peaceful way of settling the Karabakh conflict.

The Armenian Democratic Liberal Party (ADLP) was formed by Turkish
Armenians in 1908, has been active overseas since 1915, and has been a
participant in Armenia’s political life since 1991. The party has now
launched an ugly attack against Patriarch Mesrob Mutafian. A
statement issued by the party’s central committee in Boston and
published in its official press organ Azg directly targets the
Armenians of Turkey and their patriarch. The statement alleges that
Mutafian was elected patriarch with the support of the Turkish
Republic, that he has not made any efforts to defend the rights of
Armenians, and that he has not raised his voice against injustices.
It adds that Diaspora Armenians have been monitoring Mutafian’s
actions with anxiety for a long time, that no one in the [Turkish
Armenian] community has dared to criticize this “young patriarch,” and
that Mutafian is not on good terms with [Turkish] Armenian
intellectuals.

Unbridled Ambition

Charging that the Patriarch of Turkey has been working to bring other
Armenian churches under his influence to satisfy “his unbridled
imperial ambitions,” the statement of the Boston Central Committee
says:

“Patriarch Mutafian refuses to answer our criticisms and sees the
views of the ADLP as a bankrupt ideology. The ADLP’s ideology that
Mutafian says is bankrupt is based on the democratic system and stands
for the recognition of the Armenian genocide and the independence of
the historic homeland of the Armenians (Eastern Anatolia). Only a
community that lives under the fearsome rule of the Turkish army could
declare these ideals to be bankrupt.”

They Cannot Belittle Us

In the meantime an article

Website <; says that the reason for
these allegations is the international legal action Mutafian has taken
to recover the funds and real estate that was bequeathed to the
Patriarchate by Garabed Melkonian of Kayseri in 1921. The Bebiroglu
article says: “The Armenians of Turkey are strong enough to defend the
Patriarch. We cannot allow anyone to belittle us.”

The Melkonian Gift

In 1921 Garabed Melkonian of Kayseri bequeathed his wealth of millions
of dollars and real estate holdings to the Armenian Patriarchate of
Turkey for the construction of an orphanage and school in his name.
Because the conditions were more attractive [in Cyprus] the school and
orphanage were built in Nicosia under the name Melkonian in 1924.
However because of the uncertainty of the future of the Patriarchate,
in 1926 all authority over the Melkonian school and its endowment was
turned over to the Armenian General Benevolent Union (AGBU), which is
an auxiliary organization of the ADLP, on condition that the AGBU
comply with the terms of the Melkonian trust and that it pay a
symbolic donation to the Patriarchate each year.

Last year the AGBU decided to close the school without giving warning
to anyone and to sell its properties for $60 million. On the surface,
the goal of this action was to open a college in Armenia. Melkonian
alumni and Armenians in all corners of the world oppose this decision
vehemently. It has now been determined that the real estate that was
said to be worth $60 million is actually valued at $150 million. In
contrast the planned college in Armenia would cost only $3 million to
$5 million. Lawyers researching the background of the dispute
eventually knocked on the doors of the Armenian Patriarchate of Turkey
which appears as the legal beneficiary in the trust deed. Mutafian
had the issue examined by his own lawyers and filed a lawsuit against
the AGBU. After the lawsuit was filed in Paris [as published],
criticisms against Mutafian turned into an ugly attack.

AMBASSADOR DESIGNATE TO RUSSIA VISITS PRIMATE

Sydney, Australia – On Thursday, 31 March, 2005 the Australian
Ambassador-designate to Russia, Mr Bob Tyson paid a courtesy visit to His
Eminence Archbishop Aghan Baliozian, Primate of the Armenian Church of
Australia and New Zealand. Over the coming weeks, Mr Tyson will take his
post in Moscow replacing Ambassador Leslie Rowe who in 2003 accompanied an
Australian Government delegation to Armenia headed by the Attorney General,
The Hon. Phillip Ruddock MP.

During the meeting, the Primate enlightened the Ambassador-designate on
issues pertaining to Armenia, welcoming the close relations being forged
between the governments of Armenia and Australia. Mr Tyson disclosed his
intention to visit Armenia soon after his posting since the Australian
Embassy in Moscow is accredited to Armenia as well as ten other countries of
the region.

The Primate today also welcomed twelve Year 10 students from St Gregory’s
Armenian School to the Diocesan Office. The students recorded on video an
interview with the Archbishop posing a series of thought provoking questions
on Armenian youth, how he envisaged the future of Armenian youth in Sydney
and issues relating to the Armenian Genocide in light of upcoming community
events commemorating the 90th anniversary.

Alanson native headed for Peace Corps

Having acquired a background in nonprofit management while in graduate
school at Indiana University, an Alanson native will get a chance to apply
it during an upcoming stint in the Peace Corps.

Jenny Zeisler, a 1998 Littlefield High School graduate, expects to leave for
Peace Corps service in Armenia on June 3. Following three months of language
and job training in that country, she’ll work for two years as an adviser
for one or more nongovernmental, or nonprofit, organizations. Zeisler will
assist with needs such as fund-raising, volunteer management, leadership and
program development.

“I believe working with the Peace Corps will not only give me the
opportunity to help a culture grow and sustain itself, but will also afford
me the privilege of learning about the world through the lens of a different
culture,” Zeisler said, adding that “I am dedicated to helping curb the
wealth disparity that is ever growing in our world.”

Early in her involvement in the federal Peace Corps agency, Zeisler expects
she’ll be living with host families. Later on, she’ll have a chance to
obtain her own apartment or continue living with a family.

She’ll be paid a living wage consistent with the local economy. The Peace
Corps will provide for her airfare to Armenia and any medical needs, and
will offer her a $6,000 stipend at the end of her service.

While in her teens, Zeisler served on the Petoskey-Harbor Springs Area
Community Foundation’s Youth Advisory Committee, which helps the endowment
make decisions on youth-related funding requests. She credits this
experience with boosting her interest in community service and philanthropy.

“In the YAC, I found a place where passion met concern, and my joy of living
was embraced,” Zeisler said. “I was able to serve my community, gained
valuable experience, made lifelong friends and found my calling in life. So
joining the Peace Corps seemed like a logical next step.”

In Peace Corps service, Zeisler senses the opportunity to learn about a new
culture through immersion, to apply past education and experience in a
real-life situation, and to expand on her skills.

By serving in a nation where economic resources are more limited than in
many others, Zeisler said she’ll likely get a new sense of what’s needed to
survive and what she can live without. She also expects to better understand
the “frustration and difficulty of being an outcast, not being able to
communicate fully – things immigrants in the United States go through
daily.”

Zeisler obtained a bachelor’s in professional communications from Old
Dominion University, with minors in sociology, philosophy and music. At
Indiana University, she completed a dual master’s program in public
administration – with an emphasis on nonprofit management – and in
philanthropic studies.

She currently lives in Norfolk, Va., with her father, Dennis. She’s working
for an arts festival on a seasonal basis.

Her mother, Kathleen Betts, now lives in Traverse City.

During her Peace Corps service, Zeisler hopes to correspond with teachers
and students in Littlefield.

After she completes her stint in Armenia, Zeisler said there are a variety
of paths she may consider taking: staying abroad and working for the foreign
service, moving to New York City, working for an arts or grantmaking
organization or teaching and doing research at the college level.

DENIES TALKS TO SELL STOCK WEST

MOSCOW, March 30 (RIA Novosti) – The Vneshtorgbank, or VTB, is not currently
engaged in stock negotiations with Western bidders, Andrei Kostin, bank
president, said to a news conference. The EBRD-European Bank for
Reconstruction and Development-and the International Finance Corporation
were previously expected to purchase a block each.

VTB-EBRD talks were suspended this month, and no encouragement to resume
them has come from the federal Cabinet for now, said Mr. Kostin.

The appearance of new holders is no cure-all. Sufficient capital is what
matters most. “The VTB is efficient enough as it is,” he remarked. More than
99 per cent VTB stock is government-held for today.

Even if a resolution is made to privatize the bank through public share
placement, that will not be done overnight. “The matter has not gotten on a
practical footing for now, and will not, in the near future,” stressed the
VTB president.

The VTB is engaged in reverse transactions-to buy Central Bank stock in
Russia’s overseas banks. These deals may come to a successful end within the
year, he added.

The National Banking Council determined, toward last year’s end, to sell
Central Bank-held stock of such banks to the VTB. The Vneshtorgbank has for
now met in talks with the host countries’ supervisory agencies. Germany’s
and Singapore agencies did not demand the deals coordinated with them, so
the acquisitions will be quite quick, said Mr. Kostin.

As for the UK and France, an understanding has been made with those
countries to submit all necessary papers before April’s end, so as to obtain
an authorization within next summer, and finish the deals before this year
ends.

Mr. Kostin views the CIS market as top priority in VTB activities outside
Russia. The VTB has every chance to dominate it-that is what makes the
post-Soviet market so attractive. Last but not least, the VTB sees every
support from other Commonwealth countries’ top.

Last year and at this year’s start, the VTB purchased control blocks of the
Armenian Savings Bank and the United Georgian Bank. It also registered a
Ukrainian-based affiliate, January last, and now intends to purchase another
bank in Ukraine.

The Vneshtorgbank also has prospects to establish an affiliated bank in
Angola, where a Russian diamond-mining company is doing well. “We’ll be
following our clients,” remarked the bank president.

As for starting East European branches, the VTB is not nursing any such
plans. “I don’t quite see what we can do in Eastern Europe, and we have no
intentions for the region,” he said.

Armenia and Azerbaijan leaders to meet over tensions in
Nagorno-Karabakh

YEREVAN

The presidents of Armenia and Azerbaijan will discuss the rising
tensions in the disputed enclave of Nagorno-Karabakh at a meeting in
Warsaw on May 16, Armenian Foreign Minister Vardan Oskanian said
Wednesday.

Armenian President Robert Kotcharian and his Azeri counterpart Ilham
Aliev will meet on the sidelines of a Council of Europe meeting.

Long-simmering tensions over the disputed enclave of Karabakh in the
volatile Caucasus have flared recently, sparking fears that the
escalation of hostilities along a ceasefire line between Armenian and
Azeri forces could lead to a new war.

Armenia has controlled Karabakh and seven surrounding regions which
make up 14 percent of Azerbaijan’s internationally recognized
territory since the two former Soviet republics ended large-scale
hostilities with a ceasefire in 1994.

“La Germania ha una responsabilita’. Non perche i suoi
esponenti politici abbiano ordinato lo sterminio degli armeni ma
perche ne sono stati gli spettatori. Poiche hanno detto ai
loro alleati di allora: fate quello che ritenete piu
opportuno”, ha detto Aznavour in un articolo scritto per il
settimanale tedesco Die Zeit in edicola domani.

“Se i tedeschi dovessero riconoscere il genocidio, si
tratterebbe di una grande cosa, in tal caso gli alleati si
vedrebbero costretti a fare la stessa cosa”, ha aggiunto.

Il cantante, che ha oggi 80 anni e che e’ molto noto in
Germania come anche in Italia, si e’ appellato al tempo stesso
al governo turco perche ammetta finalmente il genocidio di
oltre un milione di armeni nel 1915.

“La Turchia non puo’ continuare per generazioni e
generazioni a vivere con questa macchia”, ha detto Charles
Aznavour alla Zeit, che ha diffuso una anticipazione

With the Czech Republic temporarily moving above the
Dutch thanks to their 4-0 victory in Andorra earlier
in the day, Marco van Basten’s team knew that only
three points at the Philips stadium in Eindhoven would
be enough to return them to the summit. The home team
made the perfect start as Castelen gave them an early
lead, before Manchester United FC striker Van
Nistelrooij effectively sealed the win just past the
half-hour.

Late adjustment
Van Basten was forced to change his team shortly
before the match when Hamburger SV defender Khalid
Boulahrouz pulled out with a hamstring injury.
However, the Dutch scored after 38 seconds in
Saturday’s 2-0 win away to Romania, and also began at
breakneck speed tonight, with the breakthrough not
long delayed again.

Castelen celebrations
To the delight of the home PSV Eindhoven captain Mark
van Bommel was heavily involved as, from his
third-minute corner, club-mate Philip Cocu –
Saturday’s early scorer – had a header blocked but
Castelen was on hand to bundle in his first
international goal from close range.

Shahgeldyan shot
Undaunted, the visitors rallied and might have drawn
level in the eleventh minute as Armen Shahgeldyan’s
shot from outside the penalty area was blocked by the
legs of Netherlands goalkeeper Edwin van der Sar.

Cool finish
However, visiting goalkeeper Roman Berezovsky was by
far the busier of the two custodians, but was
powerless to prevent Van Nistelrooij doubling the
advantage in the 34th minute. Again Van Bommel was at
the heart of the move, Van Nistelrooij collecting his
pass before rounding Berezovsky and rolling the ball
into the empty net.

Further chances
The Dutch might have increased their advantage in the
second 45 minutes, Berezovsky doing well to deny Van
Nistelrooij his second and the home side’s third,
while a Joris Mathijsen header was cleared off the
goalline and Giovanni van Bronckhorst struck the
crossbar with a long-range strike.

Romanian test
The win was already assured, however, and Van Basten’s
players moved on to 16 points from five games,
maintaining their one-point lead over the Czechs.
Third-placed Romania are the Netherlands’ next
visitors, on 4 June, when Armenia – who stayed sixth –
play F.Y.R. Macedonia, the side immediately above
them.

Haigazian University launches its new website:
A generous gift for the university’s 50th anniversary.

After more than 6 months of hard work, Haigazian University has succeeded
in launching its new website.
The total makeover came to fruition through the efforts of Webserv, the
software company, and Mrs. Tzovig Oghassabian, the University’s Webmaster,
who acted as the liaison between the software company and the various
departments of the university, in addition to closely monitoring the flaws
of the previous website, and designing the new layout.
The project objectives were threefold: implementing a full fledged dynamic
portal with various services and features, which are of interest to
Haigazian students, academic staff, and researchers; including a new
designed layout with the spirit of Haigazian University; and accommodating
two features, easy-to-use and easy to expand, maintain and manage.
Structure wise, the portal general outline includes information for new
students, current students, alumni and friends, staff, donors and
information about Haigazian University, admissions, faculties,
publications, libraries and multimedia centers.
In addition, the portal general features incorporates; news and
announcements, where users can view updated news and announcements in the
home page as well as search for archived news; electronic newsletter
enabling users to subscribe and receive the university’s publications;
calendar-based events where users can be updated with upcoming events of
the university.
The aesthetic transformation is major; it portrays the real spirit of the
university: the arcades of the Mugar building are decorating the home
page, with the Haigazian 50th Anniversary logo, in addition to the
