Opposition leader predicts repeat of Kyrgyz revolution in Armenia

Yerevan, 4 April: “A revolution in Armenia should not be based only on
social contradictions, otherwise the Kyrgyz scenario can be repeated,”
the leader of the opposition New Times Party, Aram Karapetyan, stated
during a meeting with representatives of the Armenian intelligentsia.

He described as a mistake the statements about the ethnic physiological
incompatibility of the Armenians and Kyrgyz and about the impossibility
of the Kyrgyz revolution repeating itself in Armenia. The events
of 1990 and 1996, when an outraged crowd beat up the speaker of
parliament, point to a possible repeat of the Kyrgyz scenario,
Karapetyan said.

The leader of the New Times Party thinks that various strata of
the population might unite around a charismatic leader in Armenia,
as was the case in Georgia and Ukraine.

He noted that “a revolution without a leader is inconceivable and
even in cases when revolutions were led by several leaders, one leader
remained in the end”.

Karapetyan welcomed the readiness of the Orinats Yerkir [Law-Governed
Country] Party for a dialogue, adding that further cooperation is
possible only if Orinats Yerkir quits the ruling coalition.

Stepanakert, 5 April: A new public organization called the Karabakh
union of medical workers has been established in the Nagornyy Karabakh
Republic [NKR], Arminfo’s special correspondent in Stepanakert reports.

The chairman of the organization, the republic’s chief traumatologist
Ashot Adamyan, said that the purpose of the union is to assist a
complex solution to the problems of the Nagornyy Karabakh health
system, the development of this sphere and to increase the professional
level of Karabakh medical workers.

Speaking about the condition of the republic’s health system in the
last 10 years, Ashot Adamyan noted that there was certain progress,
but a lot still needs to be done.

He said that they had held consultations with their Armenian
colleagues, official and unofficial structures before the establishment
of the organization.

First “Armenia” Cargo Arrives In Poti From Russian Port Of Kavkaz

FIRST “ARMENIA” CARGO ARRIVES IN POTI FROM RUSSIAN PORT OF KAVKAZ

YEREVAN, APRIL 6. ARMINFO. 18 carriages with grain for Armenia arrived
today in Poti (Georgia) by train ferry from the Russian port of Kavkaz,
says the press secretary of Armenia’s transport and communication
ministry Tamara Galechyan.

The 1,400 tons of grain imported into Armenia by the Victoria Trade
company are being discharged now to be sent to Armenia in 1-2 days.
Galechyan says that this is an experimental shipment with the schedule
of regular shipments to be agreed on during subsequent talks with
the Georgian side.

This is the second shipment by the Kavkaz-Poti train ferry – the first
one was for Georgia. The operations are carried out by the Annenkov
ferry capable of carrying 26-28 carriages. The ferry belongs to the
Russian Anship company having its operator in Georgia – Angeorgia. The
Kavkaz-Poti agreement was signed by Russia and Georgia Jan 10 2005.

Stepanakert, 6 April: NKR [Nagornyy Karabakh Republic] Foreign
Minister Arman Melikyan received personal a representative of the OSCE
chairman-in-office, Andrzej Kasprzyk, at the NKR Foreign Ministry on
5 April.

The prospects for settling the Karabakh conflict and the situation
on the contact line between the armed forces of Nagornyy Karabakh
and Azerbaijan were discussed during the meeting, the press service
of the NKR Foreign Ministry reported.

The sides discussed also a number of other issues of mutual interest.

YEREVAN, APRIL 5. ARMINFO. Apr 1 the authorized capital of Sil
Insurance, one of the leading Armenian insurance companies, was
increased nearly fourfold to 231.5 mln AMD, says the company’s director
Levon Mamikonyan.

In 2004 the volume of the company’s insurance premiums grew by 35%
to 234 mln MD. The volume of compensations totalled 32.6 mln AMD –
100% growth against 2003 with the planned level being 79.5 mln AMD. In
2004 the company made 1,099 contracts worth a total of 57 bln AMD.
The net profit fell by 12% to 15.3 mln AMD against 17.4 mln AMD
in 2003 – this because of big volume of compensation. In 2004 the
company dealt with 94 insurance cases against 43 ones in 2003. In
several indices the company has gone 1-2 ranks up.

Mamikonyan says that Sil Insurance continues leading in car
insurance. Last year the company insured 2,960 cars with 452 contracts
made. In 2004 the company increased the number of realty deals –
540 against 183 in 2003. The growth in realty insurance is due to
developing mortgage crediting in Armenia, says Mamikonyan.

Cargo insurances is third in number of deals. In 2002 and 2003 the
company tested this product and in 2004 entered the open market –
95 deals in 2004 against 37 ones in 2003. 99% of the deals are for
international cargo operations. Yerevan Brandy Company, US Embassy
in Armenia, Ararat Cement Plant, Noy Wine-Brandy Plant and other big
companies are Sil Insurance’s clients in the sphere.

In 2004 the company reinsured 88.7% of insurance risks against 90%
in 2003. In reinsurance Sil Insurance cooperates with HSBC Brokers,
TRYG Baltika, Rosgosstrakh, Ingosstrakh and one of the biggest
reinsurance companies in the world French SCOR

Concerning plans Mamikonyan says that this year the company is going to
start providing travel and medical insurance services. Travel insurance
is yet a small market in Armenia. This is a very painstaking business,
says Mamikonyan. This market has been small because an average of
2,000 people have travelled outside the country until recently. But now
the interest is beginning to grow as is the number of travelers abroad.

In Armenia Sil Insurance actively cooperates with Armeconombank,
Artsakh and Prometey banks.

Yerevan, 5 April: Armenian President Robert Kocharyan received the
chairman of the Chamber of Deputies of the Belgian parliament, Herman
de Croo, at his residency today.

The sides highly rated the level of Armenian-Belgian relations and
noted that this was proved by the fact that Belgium is Armenia’s main
trading partner among EU countries, the press service of the Armenian
president has told Arminfo new agency.

The sides also noted the need to expand the political dialogue between
the two countries, which can also be promoted by the intensification
of parliamentary cooperation.

The meeting discussed a number of issues related to European
integration, specifically within the framework of the EU’s New
Neighbourhood policy. The sides also discussed issues and processes
taking place in the region.

Yerevan, 4 April: Armenian MPs met a delegation of the Chamber of
Deputies of the Belgian parliament led by its chairman Herman de Croo
in an extended format at the National Assembly today.

On behalf of all Belgian MPs, Herman de Croo expressed readiness to
help Armenian delegations in international structures, the National
Assembly’s press service has told Arminfo. Croo said that Armenia was
an important country in the South Caucasus and added that Belgium was
interested in its democratic and economic development. He welcomed
Armenia’s readiness to establish friendly relations with all countries
in the region and said this would guarantee the development of the
region. Croo said that all political forces of his country were
represented in the delegation, which was a rarity.

For his part, Armenian Parliament Speaker Artur Bagdasaryan thanked
the Belgian parliament for the recognition of the Armenian genocide
back in 1998. Bagdasaryan said Armenia attaches great importance to
the visit by the Belgium delegation. He said this was the first high
level visit by a Belgian delegation to Armenia. Bagdasaryan expressed
the hope that the visit would give a boost to the development of
Armenian-Belgian relations.

The speaker also talked about the great importance of Belgium’s help
in getting Armenia involved in the EU’s New Neighborhood policy.

Touching on regional processes, Bagdasaryan pointed to Armenia’s
attempts to forge friendly relations with all countries of the region
and its readiness to resolve all issues through negotiations. However,
not always do the neighbors respond positively, he said.

By participating in the South Caucasus parliamentary initiative
along with Georgia and Azerbaijan, Armenia hopes for the creation of
a parliament of the South Caucasus countries which will serve as an
arena for discussing regional issues, Bagdasaryan said.

The first time I met an honest Armenian who made sense, I thought he was crazy. That’s how thoroughly brainwashed I was. It took me a number of years to realize this.

The headline of a recent article in LE POINT (Paris, March 10, 2005) reads: “Is Prime Minister Erdogan a successor of Ataturk who wants to make of Turkey the first secular Muslim state, or is he a Muslim head of state who wants to introduce Islam into Europe?” Further down we read: “Of the 2 million Armenians in Turkey, 1,5 million were exterminated in the 1915 genocide. There are no more than 40,000 or 50,000 Armenians left in Turkey today.” The article goes on to speak of the desecration of 5th-century Armenian churches in Kars.

Every other Armenian I meet these days is convinced he is the only authentic Armenian who knows what’s best for the nation and everyone else is at best a disoriented second-class citizen who should assume a passive stance and follow his guidance. Which is why I refuse to write as an Armenian. Instead, I write as a human being or, to be more precise, as a former Armenian who is trying very hard to recover his humanity. And if you think I am being too critical of my fellow Armenians, I suggest you stop speechifying and start listening.
I have an 81-year old born-again Armenian friend (whose every other sentence is a quotation from the Scriptures) who believes Armenians were massacred because they were evil.
“Now that I have placed a safe distance between myself and my fellow Armenians, I feel much better,” writes another friend from his deathbed.
I could go on, but I rest my case.
And to those who love to quote Ottoman sayings in order to settle an argument in their favor, I ask: “Did you know that the most frequently quoted saying among Armenians is not in Turkish but in Armenian, and it is: “Mart bidi ch’ellank!” (We will never acquire the status of human beings, or, We will never recover our humanity.)
To our partisans (in whose eyes the Party can do no wrong), dime-a-dozen flimflam pundits, and loud-mouth panchoonies, I say: Next time you open your mouth, ask yourself: “Will my words alienate a fellow Armenian?” And if alienation leads to assimilation and assimilation is “white massacre,” please feel free to rephrase the question.

CARD HELPS TASHIR FARMERS TO IMPROVE CATTLE HERD

   YEREVAN, APRIL 5, ARMENPRESS: The Center for Agribusiness and
Rural Development (CARD) that replaced the formerly active USDA
Marketing Assistance Project has launched a new program in Tashir
region of Lori province to improve the local herd of milk cows.
   CARD is supported by the USDA Foreign Agricultural Service (FAS).
As part of this project milk cows in the region will be inseminated
artificially together with a set of preventive veterinary measures.
   A veterinary clinic and a drugstore were established recently as
an affiliation of a local Elita milk consumers cooperative and
several cattle-growing farms were provided with Jersey semen brought
from the USA and the equipment necessary to carry out artificial
insemination.

“Vox Populi” Sociology Center at he Electoral Systems- Center held the
second poll among the citizens of Yerevan about their awareness in
the current initiative of the constitutional amendments. The first
poll was carried out on October 6-9, 2004, while the second one was
held on April 13, this year.

In response to the question whether they will participate in the
referendum of constitutional amendments this Sunday, 19% of the
questioned answered “Yes, I will,” 22% answered “I will sooner
participate,” 39% said “I am not likely to participate,” 67% answered
“No. I will not participate,” and 53% said, “It’s hard to answer.”

During the past six months the number of the people who would
participate in the referendum decreased from 22% to 19, while the
number of the citizens that would not participate increased from 46%
to 60%.

In response to the question whether the citizens know what
constitutional amendments the political forces offer, 19% said,
“Yes,” 123% said “No” and 58% was hard to answer.

The public poll testified that though the number of the informed
people increased from 8% to 11%, this is still a low indicator. The
number of the citizens that are unaware increased to 67% during the
past six months.
