PASSPORT VALIDITY TERMS TO BE PROLONGED FOR 5 MORE YEARS IN CASE OF THEIR FITNESS FOR USE

YEREVAN, APRIL 7, NOYAN TAPAN. It would be right to introduce the
institute of double citizenship through constitutional reforms. Alvina
Zakarian, Chief of RA Passport and Visa Department, expressed such
an opinion during the April 6 meeting with journalists. According to
her, the ban on double citizenship in the current Constitution creates
great obstacles for RA citizens abroad in issues of getting education,
job, etc. A. Zakarian said that by the decrees of RA President RA
citizenship was given to 25 former citizens of other countries and
126 persons were deprived of RA citizenship in the first quarter of
the current year. In 2004 RA citizenship was given to 248 persons and
425 persons were deprived of RA citizenship. In the first quarter of
the current year 28 foreign citizens were given residence permit for
a 3-year term, 156 persons for a 1-year term, 644 foreign citizens
were given a special residence permit. According to A. Zakarian, 53
469 passports were printed in the first quarter of 2005, including
1633 passports for 16-year-old under age persons. And in 1995-2004
2 mln, 676 thousand, 240 passports of RA citizens were printed. It
was mentioned that unlike the first batch of passports that are more
vulnerable from point of view of protectability the passports of the
second batch have a number of protective features. It’s planned to
enter photos to the passports by a digital method from the beginning
of 2006. A. Zakarian also reported that though the passport validity
term is 10 years, according to the respective government decree,
the term is prolonged by 5 more years in case of its fitness for use.

and PR Department, the company AREVA Energietechnik GmbH (Germany)
was announced the tender winner with a contract sum of 7 mln 350
thousand euros.

RA President Holds A Working Meeting With The RA Civil Service Counc

RA PRESIDENT HOLDS A WORKING MEETING WITH THE RA CIVIL SERVICE COUNCIL CHAIRMAN

YEREVAN, April 7. /ARKA/. RA President Robert Kocharyan held a
working meeting with the RA Civil Service Council Chairman Manvel
Badalyan. According to the RA President’s Press Service, in the
course of the meeting the results of introducing civil service were
discussed. The President emphasized the necessity of a full-fledged
activity and efficiency of the system, and appointments of leading
specialists to the posts of civil servants. In his turn Badalyan noted
that the RA Civil Service Council alongside with other tasks continued
the work on detecting cases of documents forgery by people occupying
posts in the system of civil service, or claiming to the posts. In the
course of the meeting the sides discussed the legislative amendments
initiative of the Council.

Growth In Europe and Central Asia Region Accelerates To 6.8 Percent,

GROWTH IN EUROPE AND CENTRAL ASIA REGION ACCELERATES TO 6.8 PERCENT, WORLD BANK SAYS

YEREVAN, APRIL 7, ARMENPRESS: Economic growth increased in the
Europe and Central Asian region by 6.8 percent in 2004, while global
growth reached 3.8 percent-the fastest rate in four years, says the
World Bank’s Global Development Finance 2005: Mobilizing Finance
and Managing Vulnerability. In Europe and Central Asia, the growth
reflects a positive international trade and capital flows environment,
as well as the benefits of continued reform, including improvements
in investment climate and governance across much of the region.

The positive impact of EU accession in Central Europe and the Baltics,
and progress with candidacy for EU membership in Bulgaria, Croatia,
Romania, and Turkey are also contributing to growth. Other factors
include continued political stability in Southeastern Europe, and
the positive impact of high commodity prices in the Commonwealth of
Independent States (CIS).

“Europe and Central Asia’s growth is outpaced only by East Asia’s,”
comments Pradeep Mitra, Chief Economist in the World Bank’s Europe and
Central Asia unit. “Rising oil prices have certainly played a part, but
more important are continuing reforms, democratization, and increased
political stability, which underpin the continued surge in investment.”

Globally, developing countries outgrew high-income countries, and
the gains were widespread-all developing regions grew faster in 2004
than their average over the past decade. But global growth momentum
has peaked, and developing country gains are vulnerable to risks
associated with adjustments to ballooning global imbalances-especially
the $666-billion U.S. current account deficit.

Specifically, inflationary pressures are building in Europe and
Central Asia, which could lead to tighter domestic monetary policy,
which, in combination with expected increases in world interest rates,
should mean higher regional interest rates, slowing investment, and a
dampening of consumption demand. Coupled with the negative influence
of a strong real effective appreciation by a number of the region’s
larger economies, and a leveling off of oil incomes, regional growth is
expected to slow to about 5.5 percent in 2005 and 4.9 percent by 2006.

The strong global performance was underpinned by solid U.S. growth
and rapid expansion in China, India, and Russia. Record expansion of
6.6 percent in developing countries was encouraged by favorable global
conditions and supported by years of domestic policy improvements. As a
result, financial flows to developing countries during 2004 reached
levels not seen since the onset of the financial crises of the
late 1990s.

Net private capital flows, including debt and equity to developing
countries, increased by $51 billion to $301.3 billion in 2004. Of this,
net foreign direct investment (FDI) totaled $165.5 billion, up by $13.7
billion in 2004. FDI to Europe and Central Asia has stabilized over
the past three years at 23 percent of the developing-world total,
significantly above its 9 percent share in 1994. In 2004, FDI to
the region reached an estimated $37.6 billion, up from $35.6 billion
in 2003.

Developing countries themselves continued to increase their exports of
capital in tandem with their strengthening current account balances,
which reached an aggregate surplus of $124 billion in 2004. FDI
outflows from developing countries rose to an estimated $40 billion
in 2004, up from $16 billion in 2002; these outflows are coming,
for the most part, from the same countries receiving the bulk of
private capital inflows, namely Brazil, China, Mexico and Russia.

“This recovery of financial flows is a welcome sign of renewed market
interest in developing countries and a tribute to the substantial
strengthening in economic fundamentals achieved in many countries,”
says Francois Bourguignon, the World Bank’s Senior Vice President
for Development Economics and Chief Economist. “But we should also
keep in mind that current global financial imbalances pose risks-of
disorderly exchange rate movements, or of interest rate increases-that
could threaten these gains. Developing countries need to prepare
themselves for adjustments, some of which could be sudden.”

The report points to a baseline scenario in which tightening of
U.S. fiscal policy and higher interest rates-along with strong growth
among developing countries-starts to redress global imbalances and
reduce the U.S current account deficit. But it also highlights the
risks to this outlook, and argues that developing countries need to
reduce their vulnerability to shifts in market sentiment prompted by
higher-than-expected interest rate hikes, or a greater-than-expected
depreciation of the U.S. dollar.

Open Society Institute Plans Extensive Study Of Problems

OPEN SOCIETY INSTITUTE PLANS EXTENSIVE STUDY OF PROBLEMS OF PEOPLE WITH MENTAL DISORDERS

YEREVAN, APRIL 7, ARMENPRESS: The Armenian branch of the Open Society
Institute plans to conduct an extensive study of social, legal and
other rights of people with mental disorders within several next
years. According to Anahit Papikian, who supervises health projects
of the Institute in Armenia, no such study was conducted, though the
need for it has matured.

She said the study could be used as a basis for implementing various
mental health programs.

The Open Society Institute is already funding a Yerevan-based center
for people with mental disorders, which renders various services
to some forty such people. The center does not provide them with
medications. The goal is to help people who spent a lot of time in
mental hospitals to get integrated back into the society.

Another center in Ashtarak gives lodgings to three such people who are
actually homeless. Papikian said financial problems and the absence
of government assistance are the main obstacles to expanding the
network of such centers.

Aktsern’s Director Tries To Dissolve Narv, Association Members Alleg

Association of Realtors and Valuers (NARV), director of the
Aktsern LTD Hakob Baghdasarian is trying to discredit and dissolve
the association. Marina Chatinian, director of the real estate
agency Bars – the NARV member, stated this at the April 6 press
conference. According to her, since August, 2004, H. Baghdasarian “has
been impeding the association activities by various unfounded legal
actions, requesting that sittings and general meetings of the NARV
Board be forbidden.” It was noted that Aktsern’s director has also
seized the NARV accounting documents. NARV was founded in December,
2001 by the real estate agencies Aktsern and Bars. In 2004, it became a
full member of the Union of Real Estate Associations of Central Europe.

Draft Decision Of NA Interim Commission Concerning Drafts OfConstitu

DRAFT DECISION OF NA INTERIM COMMISSION CONCERNING DRAFTS OF CONSTITUTIONAL REFORMS TO BE COMPLETED ON APRIL 8

YEREVAN, APRIL 7, NOYAN TAPAN. During the April 6 sitting RA NA interim
commission on issues of European integration finished discussing
the drafts of amendments and additions to the Constitution. During
the April 8 sitting the commission will approve its draft decision
concerning submitting the 3 bills officially put into circulation
for discussion at the NA plenary sittings. The preliminary variant
of draft decision submitted to the commission by Tigran Torosian,
NA Vice-Speaker, Chairman of the interim commission, suggests fixing
the reasons and goals of necessity in constitutional reforms and
offering NA after discussing the 3 bills as alternative ones to take
as a basis through voting the bill, which most of all corresponds to
the proclaimed goals of the constitutional reforms. The draft decision
also suggests that the authors of the bills should revise them taking
into consideration the intermediate conclusion of CE Venice Commission
and proposals made during the discussions of the interim commission
that started on February 11. The draft decision also envisages to
suggest the Venice Commission joint discussion of the revised bill
taken as a basis before the second reading in order to provide the
complete correspondence of the latter to European standards. T.Torosian
considered it expedient to fix one more “suggestion, rather a wish,
beholding to nothing “: to suggest that the authors should use all
resources to submit a united draft for the NA discussion in the
first reading. Grigor Ghonjeyan, the main reporter, objected to
the last points. In his affirmation, at present no possibility to
combine the 3 bills is foreseen, that’s why the NA is to estimate the
correspondence of the drafts to the goals of constitutional reforms. He
also doesn’t agree to the point suggesting that not the bills being
in official circulation and discussed in the interim commission but
their revised variants should be discussed in the first reading in
NA having an apprehension that the Venice Commission will object to
it in the future. The NA interim commission agreed to T.Torosian’s
proposal about officially notifying the Venice Commission on April
7 about the intention to discuss the revised variants.

Venice Committee Considers Wrong Absence Of Transitional Theses InPr

VENICE COMMITTEE CONSIDERS WRONG ABSENCE OF TRANSITIONAL THESES IN PRELIMINARY VARIANTS OF DRAFT CONSTITUTIONAL REFORMS

YEREVAN, APRIL 6, NOYAN TAPAN. The NA Interim Commission on
Eurointegration issues completed discussion on the conent of
drafts of Constitutional reforms at the April 6 sitting. “Adoption,
Amendment and Referendum of Constitution”, the last but one head
of the drafts authored by ULP fraction and Arshak Sadoyan was left
without amendments. So, adoption of Constitution and amendments in it
are carried out by the means of referendum, on the initiative of the
RA President or the National Assembly. The President of the Republic
appoints a referendum on the initiative or with the consent of the
majority of the NA MPs total number. A draft put on a referendum is
considered adopted, if more than half of participants in the ballot,
but not less than one third of citizens included in electoral rolls,
voted for it. As an addition to the above-mentioned theses of the
acting Constitution, the political coalition proposed to adopt
that the provisions of some articles of the Constitution may be
amended by law as well. At least one third of the total number of
NA MPs or the RA President may represent such an initiative, and
at least two thirds of of total number of MPs will be needed in
such cases. According to the conclusion of the Venice Commission,
the proposal to adopt Constitutional amendments by the NA qualified
majority, without putting it on the referendum “makes easier the
process of Constitutional amendments, at the same time keeping the
demand to solve important issues by a referendum, hence the Commission
is for it.” ULP and political coalition have not presented proposals
on the last chapter, “Transitional Theses” of the Constitution yet,
mentioning that they will be represented after discussion of the
package of the constitutional reforms. The Venice Commission did not
consider such a decision to be right. According to the Commission,
transitional theses are an indivisible part of the Constitutional
reforms and “may relate to very important and delicate issues which
must not be avoided during the parliamentary disc ussions.”
