Norwegian Refugee Council spends $10m on projects in Azerbaijan

The Norwegian Refugee Council (NRC) Baku office has spent $10 million
on various projects in Azerbaijan so far, head of the office Berit
Olsen told a news conference on Monday dedicated to the 10-year
activity of the NRC office in the country.

Olsen said the NRC office will rehabilitate 8 public buildings and 8
schools and improve living standards of 2,500 internally displaced
persons (IDPs) in Azerbaijan in 2005. Fifteen houses in Gadabay
District bordering on Armenia will be restored for their residents to
return home, she said.
Olsen noted that the NRC will implement a series of projects in
Azerbaijan this year, such as the “Dentistry assistance program” for
Azeri children. Another project called “Teaching human rights” worth
$383,000 envisages stepping up human rights awareness in the
country’s schools attended by refugees and IDPs.
Olsen pointed out that the Council also plans to realize an education
and food distribution program for Chechen children settled in
Azerbaijan within the “Teaching human rights” project. According to
NRC estimates, there were 583 Chechen children, born between 1987 and
1998, in Baku as of March 2005.
The Norwegian Refugee Council, operating in Azerbaijan since 1995,
was founded in Oslo in 1946 to provide assistance to refugees and
IDPs and step up their protection internationally. The NRC has
assisted 75,000 displaced persons, refugees and local residents in
the country thus far.

The so-called Armenian genocide commemoration drew many Armenian
representatives from all over the country.

April 21- The Armenian lobby in America has finalised the motion on
the so-called Armenian genocide and said that they expect President
George Bush to announce it on 24th April.

On the 90th anniversary of the alleged genocide, April 24, Ankara
expects that the word “genocide” would not be uttered in the US
congress but terms of similar meaning to be used.
In a meeting on Thursday, attended by more than 20
congressmen, the Democratic Party candidate for the 2003 presidential
elections, John Kerry, said that they would work hard to have
Washington recognise the Armenian genocide.
“President Bush should request Turkey to change its position,
since 1.5 million people were killed. This is a big genocide. We
shall take a lesson from history,” Kerry said.

Chief of the Turkish General Staff Hilmi Ozkok announced a demand for
an official Greek apology for the attack against the Turkish flag
during the visit of theTurkish Land Force Academy students to Athens.

Turkish-Greek friendship is of great importance to the Turkish Armed
Forces (TSK). Ozkok emphasized that Greece tops the list of defense
expenses within the European Union (EU) countries and it continues
armament of the Aegean islands. Comparing the defense expenditures of
the two states the Chief of Staff revealed that the figures show that
Turkey spends $164 per capita whereas Greece spends $709 on defense.
Ozkok disclosed his views on foreign and domestic politics in a
meeting at the Commandership of the Air Forces Academy in Istanbul
yesterday.

Secularism is the precipitating force for democracy in Turkey said
Ozkok, continuing, “Turkey is neither an Islamic state nor an Islamic
country” and in case of a transformation to the moderate Islamic
country model, the Military would raise objections. The Chief also
drew attention to the fact that Armenia that did not recognize
Turkey’s territorial integrity and continued its occupation in
Karabagh. He went on to say that Armenia carries so-called genocide
allegations on international platforms with no legal basis. As for
US-Turkish relations, Ozkok criticized the US for not taking any step
towards curbing the presence of the Kurdistan Workers’ Party (PKK)
with the warning that Kirkuk is ready to explode. Ozkok said that
Iran’s nuclear studies are being closely followed with concern and
that for this reason the Turkish Military supports the EU Member
States’ initiative to find a peaceful solution. Ozkok found it wrong
to perceive EU membership as a “favor”. Meanwhile, he announced
personnel reduction in TSK by 150,000 troops.

Baku, April 21, AssA-Irada — Moldova supports Azerbaijan’s position
on the Upper Garabagh conflict.

The issue was in focus at a meeting of President Ilham Aliyev with
his Moldovan counterpart Vladimir Voronin in Kishinev on Thursday.
Voronin said Moldova supports all steps by Baku at restoring its
territorial integrity within international organizations.

The two presidents also exchanged views on putting the Upper Garabagh
and Dnestr conflicts on discussion at the UN General Assembly and
the GUUAM summit due on Friday.

GUUAM is a regional organization comprising Georgia, Ukraine,
Uzbekistan, Azerbaijan and Moldova.

The two presidents said they hope the summit will be important for
the organization’s activity, expressing confidence that it will
become a strong regional organization in the future. The integration
of Azerbaijan and Moldova into the European Union will further
accelerate. Suitable environment has been created for the economic
and trade relations between the two countries, they said.*

Baku, April 19, AssA-Irada — The Milli Majlis (parliament) plans to
publish a new reference book on Upper Garabagh in English and Azeri
by September, according to Parliament Speaker Murtuz Alasgarov.

The book will be compiled by a special commission that includes
historians engaged in studying the Upper Garabagh conflict and
several MPs.*

Interview mit Armeniens Außenminister Oskanjan

DIE WELT: Vor 90 Jahren, am 24. April 1915, begann der Genozid an den Armeniern
in der Osmanischen Türkei. Wie beurteilen Sie heute dieses Verbrechen?

Wardan Oskanjan: Es war der Beginn der schrecklichsten Kapitel in der Geschichte
des 20. Jahrhunderts. Aus politischen Motiven wollte ein Staat ein ganzes Volk
gezielt ausrotten. Die Jungtürkische Regierung versuchte im Schatten des Ersten
Weltkrieges, sich von der sogenannten armenischen Frage “zu befreien”. Die
Armenier wollten indes nichts anderes, als in ihrer historischen Heimat frei zu
leben. Im Zuge des Völkermordes wurden 1,5 Millionen Armenier getötet,
Hunderttausende mußten aus ihren historischen Siedlungsgebieten fliehen.

DIE WELT: Warum vergessen die Armenier den Genozid nicht einfach?

Oskanjan: Fast jede armenische Familie hat Opfer zu beklagen. Es ist unsere
moralische Pflicht, unsere ermordeten Familienangehörigen nicht zu vergessen.
Gleichzeitig erinnern wir uns an unsere Geistlichen, Intellektuellen,
Politiker – an alle, die ausgerottet wurden. Vor allem wollen wir jedoch, daß
den Opfern wie den Nachgeborenen Gerechtigkeit widerfährt. Bis heute wird der
Völkermord ausgerechnet in dem Land nicht verurteilt, wo er beschlossen und
exekutiert wurde. Allein schon aus juristischen Gründen fordern wir, daß der Tod
der Ermordeten nachträglich registriert wird und die Verbrecher benannt werden.

DIE WELT: Ist die Anerkennung des Völkermords eine Vorbedingung für die Aufnahme
diplomatischer Beziehungen mit Ankara?

Oskanjan: Nein. Umgekehrt erwarten wir von der Türkei, daß sie uns ebenfalls
keine Vorbedingungen stellt. Im übrigen wird in der Türkei bis heute derjenige
strafrechtlich verfolgt, der den Begriff “Völkermord” im Zusammenhang mit dem
Völkermord an den Armeniern auch nur erwähnt.

DIE WELT: Warum streben Sie eine internationale Anerkennung des Genozids an?

Oskanjan: Die Armenier trauern nicht mehr allein um ihre Ermordeten. Die ganze
Welt erinnert sich inzwischen mit uns an dieses Verbrechen gegen die Menschheit.
Armenien wird den 90. Jahrestag des Beginns des Völkermords unter dem Motto
“Verhindern, Anerkennung und Erinnerung an die Opfer” begehen. Denn wir wollen
die universale Bedeutung des Verbrechens betonen. Uns geht es um die
kompromißlose Ächtung eines jeden Versuchs, ein Volk zu vernichten.
Internationale Institutionen, darunter das Europäische Parlament, haben die
Türkei aufgefordert, sich ihrer Geschichte zu stellen und sich mit der eigenen
Vergangenheit offensiv auseinanderzusetzen. Die schwarzen Seiten der türkischen
Geschichte bleiben virulent, solange sich die Türken nicht mit ihnen aussöhnen.
Dabei sollten sie denselben Mut aufbringen wie die Deutschen, die sich ihrer
Vergangenheit gestellt haben.

DIE WELT: Wie schätzen Sie die Bereitschaft der Türkei ein, den Völkermord
offiziell anzuerkennen?

Oskanjan: Inzwischen handelt es sich auch um einen Faktor der türkischen
Innenpolitik. Die Haltung und die allgemeine Bewertung von Völkermorden sagt
viel aus über das politische Wertesystem einer Gesellschaft. Es gibt erste
Anzeichen dafür, daß einige türkische Intellektuelle offen über die Tatsache des
Völkermords an den Armeniern sprechen und ihre Gesellschaft auffordern, für das
Verbrechen die Verantwortung zu übernehmen. Ich achte den Mut dieser Personen,
die versuchen, einen Weg für Versöhnung zu finden. Es ist ein wichtiges Signal,
das vor allem an die türkische Regierung gerichtet ist. Wir sind bereit, unseren
Teil der Strecke zu gehen. Wir warten bis heute, daß uns jemand entgegenkommt.

DIE WELT: Sollte Ankara vor Aufnahme von EU-Beitrittsverhandlungen den Genozid
anerkennen?

Oskanjan: Der Beitrittsprozeß der Türkei zur EU kann zu Erfolgen in den
armenisch-türkischen Beziehungen führen, insbesondere was die Öffnung der Grenze
und die Anerkennung des Völkermords betrifft. Tatsache ist aber, daß die EU
Beitrittsverhandlungen mit einem Staat aufnehmen will, der seit mehr als einem
Jahrzehnt die Grenze nach Armenien blockiert und für deren Öffnung unannehmbare
Bedingungen stellt. Im Vergleich zu anderen EU-Beitrittskandidaten ist die
Türkei nicht reif, diese Verhandlungen zu führen. Wir sind beunruhigt, daß die
EU im Fall Türkei eine rein politische Entscheidung fällen wird.

DIE WELT: Was erwarten Sie von Brüssel?

Oskanjan: Wir hoffen, daß die Europäer die Türkei auf die Notwendigkeit
hinweisen, daß sie den ersten Völkermord des 20. Jahrhunderts offiziell
anerkennen muß. Zudem muß die EU deutlich machen, daß Grenzblockaden und die
Leugnung eines Genozids den Werten widersprechen, mit denen sich Europa in der
Welt präsentiert.

Baku, 18 April: The issue of political prisoners in Azerbaijan remains
open. Today, they number over 130 people and more than 40 have been
put on the wanted list, Leyla Yunus, director of the Institute for
Peace and Democracy, told a round table today.

Yunus dismissed statements by MP Asim Mollazada and the head of the
public and political department of the Presidential Executive Staff,
Ali Hasanov, that the problem with political prisoners has already
been resolved in Azerbaijan. She said 44 prisoners from the list
of 716 prepared by rights activists are still in jail. The rights
activists have prepared a new list of political prisoners and will
send it to the Council of Europe, she said.

She said the rapporteur of the Parliamentary Assembly of the Council of
Europe, Malcolm Bruce, would deliver a report on political prisoners
in Azerbaijan on 23 May at the Council of Europe committee on human
rights and legislation.

Yunus also said 75 military officers have been arrested. They are
forced to give testimonies against two generals, she said, but did
not give specific names.

CONVENTION FOR MEDICAL / HEALTHCARE PROFESSIONALS:

The Armenian Healthcare Association of the Bay Area will present the
9th Armenian Medical World Congress, to be held at the Fairmont Hotel
in San Francisco from Wednesday, June 29 through Saturday July 2,
2005. The Congress will feature new developments in diabetes, heart
disease, mental health and other specialties as well as cover ongoing
healthcare projects in Armenia.

According to Dr Jerry Manoukian, Congress Chairman, approximately
400-500 participants are expected from the US, Canada, Europe, Armenia
and South America. Keynote speakers will include the Ministers of
Health of Armenia and the Republic of Karabagh.

This convention of Armenian physicians, dentists, nurses, pharmacists
and other healthcare personnel will follow the 8th Congress, held
in 2001 in Toronto, and the 1st International Medical Congress of
Armenia, held in 2003. These meetings have been coordinated through
the efforts of the Armenian Medical International Committee (AMIC),
and have been held in North America, Europe, and Lebanon.

Following the instructions of RA Prime Minister Andranik Margaryan,
RA Minister for territorial administration and coordination of
infrastructures Hovik Abrahamyan, Head of the emergency situations
department at the RA government Edik Barseghyan, representatives of
the agricultural ministry, state committee for water industry left
for Armavir region. The officials are going to examine the emergency
situation caused in the region on April 21 by the sudden increase
of river Araks flow and to undertake measures aimed at prevention
of emergencies.

Currently works are being carried out on the spot aiming at
fortification of the dam and prevention of possible risk threatening
the nearby settlements of Getashen, Janfida, Pshavan and some others.

In today’s press conference Arshak Sadoyan blamed the representatives
of RA authorities who misinform the society because of their own
ambitions. The NA delegate claims that the Venice Committee experts
have liked his draft constitution most.

According to Arshak Sadoyan, the Europeans especially liked the
article of the Constitution in which the order of forming the
Government is shown. In his draft Constitution Arshak Sadoyan offers
to give the right of forming Government to the NA. If the Parliament
does not manage to form Government twice, the right is given to the
President of the country, and the NA must approve the Government he
has formed. But if they do not approve, the President has the right
to dissolve the Parliament.

As the National Democratic Union does not have the necessary financial
means to fully publish the draft constitution of their leader,
in order to introduce his draft to the community Arshak Sadoyan has
decided to publish it in the newspaper “Hanrapetutyun”. Before making
arrangements Sadoyan already announces that if the newspaper refuses
to publish his draft, this will prove that the authorities are against
the real amendments to the Constitution.
