ECONOMIC GROWTH AND REDUCTION OF POVERTY IN ARMENIA?
According to the 2005 report about Human development, Armenia occupies the
83rd place among the 177 countries in the world. The calculations of the
report have been made on the ground of the 2003 statistic facts and in three
directions: education, life length and Gross output.
`Armenia has improved the index of the gross output to one person, the
education index is the same, and the health index has been corrected and
reduced a little’, the report says.
Today in the Yerevan UN office the RA Foreign Minister Vardan Oskanyan
mentioned proudly that in comparison to our neighbors, Armenia has the
highest index, and in the CIS countries it takes the 5th place leaving
forward only Russia, Belarus, Ukraine and Kazakhstan.
According to the Foreign Minister, One of the important preconditions of
development is that democracy must be an end in itself. Mr. Oskanyan was not
able to explain clearly why the poverty index is not reduced alongside with
the economic growth. «There are numerous reasons», said the Minister.
The UN Permanent Coordinator to Armenia Consuelo Vidal reminded that in 2000
heads of 191 countries, including Armenia, signed the Millennium Declaration
and took up the commitment to reach 8 aims till 2005 – poverty reduction,
combat against illnesses and child deaths, environmental stability,
educational provision, as well as global cooperation.
According to Mrs. Vidal, the cooperation can be realized in three
directions: international aid, international commerce and security. In
answer to the journalists’ question Consuelo Vidal mentioned that within the
framework of the report Armenia cannot find the answers to his questions
about the international commerce field.

ARMENIA ALLOTS $200,000 IN ASSISTANCE TO VICTIMS OF KATRINA HURRICANE
YEREVAN, SEPTEMBER 9, ARMENPRESS: The Armenian government approved on
Thursday $200,000 in assistance to victims of Hurricane Katrina. Deputy
foreign minister Arman Kirakossian said the money will be released from
government’s reserve fund and will be transferred on a special US government
bank account early next week.
Kirakosian said it will take the US government a long time to recover the
area hit by the disaster, adding also that the Armenian government is ready
to provide another assistance, should the US government ask for it. He said
Armenia had offered rescuers, doctors in the first days of the disaster. He
said though Armenia’s assistance is modest and symbolic in view of the
magnitude of damages assessed at around $100 billion, but ‘it is very
important for Armenia to demonstrate its solidarity with the people of USA,
because they were among the first nations to rush to help Armenians in the
aftermath of 1988 earthquake that destroyed northern parts of the country.”
He also recalled that Armenia has been one of the world’s leading
per-capita recipients of U.S. economic assistance that has totaled $1.6
billion since its independence. In a related development, Archbishop Khajag
Barsamian, Primate of the Eastern Diocese of the Armenian Church in the USA,
issued a new directive to local parish leaders on September 7, further
outlining relief efforts for Hurricane Katrina.
In the directive, the Primate asked local parishes to conduct two special
plate collections during services on September 11 and 18. Half of the money
raised will go towards relief efforts being conducted by Church World
Service and the other half will go directly to the Armenian Church of Baton
Rouge to be distributed to parishioners in the New Orleans area as needed.

EUROPEAN EXPERT SUGGEST THREE OPTIONS FOR RESOLUTION OF KARABAKH DISPUTE
BAKU, SEPTEMBER 9, ARMENPRESS: Alen Deletroz, the Vice-President of the
International Crisis Group, a Brussels-based think-tank of independent
experts, working through field-based analysis and high-level advocacy to
prevent and resolve deadly conflict, proposed a three stage option for
resolution of the Armenian-Azerbaijani dispute over Nagorno-Karabakh.
Speaking at a meeting in Baku, he said though the key aspect of the
conflict is the status of Nagorno-Karabakh forefront, but suggested that it
be discussed in 10-15 years, Trend reports referring the Radio Liberty. He
also stressed both sides’ refusal from the use of force. According to
Deletroz, first of all it is necessary to ensure repatriation of internally
displaced persons and focus efforts on establishment of ties between
Azerbaijani and Armenian communities.
“It is possible by deployment of military forces of the countries, which
Azerbaijan and Armenia trust, in the zone of conflict,” Deletroz underlined.
He also stated that he would bring the proposals to the notice of
Azerbaijani and Armenian officials.

REPORTS ON KILLED AZERI SOLDIER – RECURRENT PROVOCATION

/PanARMENIAN.Net/ The Azeri media again spread information about an Azeri
soldier allegedly killed in skirmish opened by the Karabakh side. As head of
the department of information and propaganda at the NKR Defense Minister
Senor Asratyan in conversation with PanARMENIAN.Net reporter, the
information saying that on September 7 the Armed Forces of Nagorno Karabakh
broke the cease-fire is a recurrent provocation. In Asratyan’s words, the
cease-fire was violated by the Azeri side however the Karabakh forces did
not react to the shots. Thus, the reports on the killed soldier appear a
recurrent canard of the Azeri media.

REPRESENTATIVES OF UNRECOGNIZED REPUBLICS TO DISCUSS POSSIBILITY OF
`PARALLEL CIS’

Ossetia, Transdnesrt and Nagorno Karabakh as post soviet realities’ with the
participation of representatives of the unrecognized republicswill be held
in Moscow September 13-16. The conference was initiated by the Institute of
CIS Studies headed by Russian Duma deputy Konstantin Zatulin and Chair of
Sociology of the Moscow State University. Well known Russian political
scientists, representatives of Russian, Armenian and South Ossetian clergy
are expected to take part in the conference. The names of the officials to
represent Abkhazia, South Ossetia, Transdnesrt and Nagorno Karabakh are not
known yet.

ARMENIA PARTICIPATING IN MILITARY EXERCISE IN BATUMI

The purpose of the exercise is to train quick-response forces for emergency
situations overland and at sea. Servicemen from Albania, Armenia, Bulgaria,
Estonia, Macedonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania,
Romania, Slovakia, the U.S. and Ukraine are participating in the maneuvers,
Voice of Russia reported.

CONGRESSMAN GUTIERREZ JOINED CONGRESSIONAL ARMENIAN CAUCUS

seventh term in office, strongly supports U.S. reaffirmation of the Armenian
Genocide and has cosponsored legislation in the House of Representatives
that would properly recognize his crime against humanity, the Armenian
Assembly of America reported. Joining the Congressional Armenian Caucus Mr.
Gutierrez became its 147-th member. Additionally, Gutierrez has urged the
President to formally acknowledge the Armenian Genocide in his annual April
24 remembrance statements. Board of Directors Vice Chair Lisa Esayian said
the Assembly is pleased that Congressman Gutierrez will be part of this very
important body. “As a Chicago resident, I have witnessed firsthand the
Congressman’s efforts on behalf of his constituents and know he will be an
effective member of the Caucus.”

REMINDING OF THEMSELVES
The members of the party «New Times» are convinced that prior to the Local
Governing Bodies elections some powers use the name of their party
mentioning that the party supports this or that candidate. In connection
with this the party «New Times» has made an announcement:
«Not only in the Yerevan communities but also in the regions of Armenia the
«New Times»» did not support and is not going to support any candidate. We
are convinced that the Elections of Local Governing Bodies will be forged.
Moreover, we are sure that the candidates and the powers supporting them
will not be able to realize any reforms and they just create ground to forge
the coming elections.
The administration of the «New Times» Party is convinced that the country
needs radical reforms the realization of which can secure real progress».

VAZGEN MANOUKYAN WANTS TO GO TO THE NA
`The boycott has exhausted itself, and the right thing to do would be to
return to the NA’, announced Vazgen Manoukyan in the press conference. But
he must still persuade his colleagues in the Justice bloc to act in the NA.
Generally, the leader of the National Democratic Union finds that `The state
is not healthy’, but the people are. According to him, the authorities are
ill, and out of any control.
Mr. Manoukyan has no doubt that the people leading the country to quagmire
must not speak about Constitutional reforms and new ways. He also offers the
Orinats Yerkir party and the Armenian Revolutionary Federation to leave the
coalition and join the opposition. Why them? `The power is centered in the
hands of the members of the Republican Party, and these two parties are
curtains to cover their black deeds’. The leader commented.
VAZGEN MANOUKYAN FOR REBELLION
Vazgen Manoukyan does not intend to participate in the Constitutional
referendum. `Going to the referendum will mean to participate in the game of
the authorities’, he says. He does not advise the society even to say `No’
to the new Constitution. `It would be right to boycott it’.
Saying `No’, according to him, would mean to express an opinion about the
document. Besides, `it is easier to control the boycott that the forgeries’.
And what if the referendum is forged? `In that case we must rebel, we’ve had
enough of this’, he said.

SULEYMANOVA DOES NOT MEET INTERNATIONAL STANDARDS
The organization for protection of Gurgen Margaryan’s rights has made a
statement of protest against nominating Azerbaijani Ombudsman Elmira
Suleymanova to the post of the Council of Europe Commissioner on Human
Rights.
The statements says in part, `Not mentioning the personal characteristics of
Elmira Suleymanova and the assessment of her activities in Azerbaijan. We
would like to attract attention to some aspects of her activities as regards
the Armenian-Azeri conflict. The institute of Ombudsman served as a
mouthpiece for the line pursued by the Azerbaijani authorities supporting
anti-Armenian rhetoric, xenophobia and racism both within the country and
beyond its borders.’
The organization for protection of Gurgen Margaryan’s rights is also
discontent with the position the Azeri Ombudsman holds on Ranil Safarov’s
case. That is why the inclusion of Elmira Suleymanova in the list of
candidates for the post of Council of Europe Commissioner on Human Rights is
not honorable for an organization like the Council of Europe.
