IN A WEEK

On July 11 the OSCE Minsk group co-chairs will arrive in Baku. The meeting
of the Foreign Ministers of Armenia and Azerbaijan depends on that visit.
The Azeri Foreign Minister Elmar Mamedyarov informed about it, day.az
reports. {BT}

`If after the discussions with the OSCE Minsk group co-chairs with the
conflict sides there is a necessity of meeting of the two Ministers, the day
of the meeting will be decided. If there is no necessity, there will be no
meeting’, said Mamedyarov.

On July 13 the co-chairs will leave Baku for Yerevan.

TRAVELLING AS IMPETUS FOR COOPERATION

Today RA Prime Minister Andranik Margaryan Ebrahim Derazmisu, governor of
the Iran Islamic Republic Hormozgan region and his delegation.

The sides found the mutual visits important mentioning that they will
contribute to the enhancing of cooperation which is important for the whole
region. The head of the Armenian delegation voiced confidence that Iran will
keep its balanced policy towards the Southern Caucasian countries which,
according to him, is one of the important factors in securing peace and
stability in the region.

Referring to the mutual economic relations, the sides mentioned the positive
index recorded in the field for the last few years and the growth of the
circulation of goods. They also mentioned the importance of mutual
cooperation especially in the power field and joint efforts in the
construction of the gas-pipe Iran-Armenia and joint Hydro power stations on
the river Arax. During the visit the sides signed a document about the
cooperation of the Hormozgan region and Ararat region.

Prime Minister Andranik Margaryan has confirmed that the Armenian Government
is ready to support the realization of the above mentioned programs as much
as it can.

Law and Constitution can’t but be violated

LAW AND CONSTITUTION CAN’T BUT BE VIOLATED

`Laws including the organic law cannot but be violated in Armenia. It is a
natural process. However the violations should be unique but not bear mass
character’, Gurgen Arsenyan, leader of the United Labor party considers.

Tigran Torosyan shares his opinion. `The Constitution is violated in any
country. However the decision of the Constitutional Court is needed for
certain cases. Unless the law is discussed and declared anti-constitutional
it cannot be considered to be such’, he says.

Tigran Torosyan considers that we have advanced a little on the path of
formation of constitutional culture. However today’s holiday should be one
of the most favorite holidays of our society.

Head of the Armenian Police Hayk Harutyunyan, President’s representative
Armen Harutyunyan and head of the parliamentary majority Galust Sahakyan
consider that the Constitution has never been violated.

CONSTITUTION – NOT AN INSTRUMENT IN HANDS OF AUTHORITIES

Today the Constitution Day was celebrated in the Constitutional Court. The
presentation of Gagik Harutyunyan’s book entitled `Constitutional Culture,
Lessons of History and Modern Challenges’ also took place.

The CC Chairman delivered an hour speech dedicated to the history of
constitution of different countries of the world noting that they do not
always become better after the reformation. `For example the US Constitution
was changed 27 ties during the period of its existence’, he said. To note,
US Ambassador John Evans was the only foreign diplomat present at the
meeting and he had to listen to the reporters in the Armenian language for
two hours over the absence of a translator.

Gagik Harutyunyan pointed out to the necessity of reforming our constitution
and reminded that the constitution is not an instruments in the hands of the
authorities but a law that should be kept. Vice Speaker Tigran Torosyan in
his turn noted that the Constitution is not an museum exhibit and it should
undergo changes.

Opposition at the event was represented by Raffi K. Hovannisian, Heritage
party leader and Gurgen Arsenyan, chairman of the United Labor Party. There
were no representatives of the ARFD and Orinats Yerkir present.

To note, those celebrating the Constitution Day were less in number than
those, who gathered complaint of the violations of the Constitution at the
CC building.

‘The Autumn’s’ Sun in Vayots Dzor

‘THE AUTUMN’S SUN’ IN VAYOTS DZOR

Recently, a new achievement was registered in the cultural life of Vayots
Dzor. By the financial assistance of Samvel Sargsian, head of the local
administration, as well as thanks to the efforts of Sona Sargsian,
responsible for cultural affairs, the old traditions of the Yeghegnadzor
People’s Theatre were restored.

The 70th anniversary of Hrant Matevosian was celebrated at the regional
cultural center. The organizers of the arrangement represented the play “The
Autumn’s Sun” to the judgment of art lovers. The play was staged by Nairi
Hovhanissian. Flora Margarian, actress, played the role of Aghoun, the
character, who was locked in the small world or a village reality and lived
only in her dreams.

Verzhine Movsisian, the widow, and Hrachya Matevosian, brother of the
writer, were also invited to the arrangement. They expressed their gratitude
to the Yeghegnadzor people and emphasized the importance of the fact that
the literature of Hrant Matevosian was still highly estimated in the
regions. They added that the writer didn’t like the city much; his heart
belonged to the village life, to the people who worked in the fields and in
the highlands.

‘CANVAS, OIL PAINTS 2005’

“Canvas, Oil Paints 2005” exhibition opened at “Academy” picture gallery on
July 1. Modern Armenian artists exhibited their pieces there. The exhibition
will be open till July 15. About 23 modern Armenian artists represented
their painting to the judgment of the art lovers. Gor Vardanian, head of
“Academy” gallery, said that the exhibition will be held annually and each
July the modern Armenian artists will have the opportunity to organize a
collective exhibition.

Narek Avetisian, Ararat Sargsian, Arthur Sargsian, Teni Vardanian, Grigor
Mikaelian and many other artists represented 1 or 2 pieces each for the
exhibition.

THE CENTRAL BANK OF THE REPUBLIC OF ARMENIA

STATEMENT

The Central Bank’s policy in the area of money transfers in the Republic of
Armenia

Integration of the Armenian economy into the world economy and volumes of
private money transfers growing year after year bring in new challenges.
These include:

– Proportional development of all possible establishments and instruments of
money transfers [some may be counted] under cooperation of the private and
public sectors;

– General public’s accessibility to the money transfers systems, and
ensuring warrants for safe and reliable functioning of such systems;

– Creation of qualitative criteria and defending user interests in the money
transfers area;

Exclusion of fraud, now widely practiced worldwide, via the money transfers
systems and prevention of using this for criminal offence and terrorism
funding.

In light of these challenges, the Central Bank sets its own objectives, as
follows:

a/ Discussing the possibilities and ways of development of the system with
the representatives of the private sector by rendering technical assistance
when needed;

b/ Contribute to a free competitive environment in this area in order to
make sure affordable and reliable payment services throughout Armenia;

c/ Establish clear and acceptable conditions for the money transfers
activities, and create a proper surveillance system specifically to take
money transmitters from shadow and have them operate within the legal
framework;

d/ Reduce the risks associated with the transfer of money via the money
transfers systems; and

e/ Rule out chances for money laundering and terrorism funding via the money
transfers systems functioning in Armenia.

Under the Armenian Law on `Payment and Settlement Systems and
Organizations’, the Central Bank will deal with these objectives by
clarifying legal status of money transmitters (remittance business
providers) (issuance of license to them) and regulating and supervising
their business.

A. Licensing

The legal status of money transmitters in Armenia will be clarified by way
of issuing a license to perform money transfers. To get a license, managers
of such organizations should comply with the qualification criteria, and the
organization itself should meet the requirements, set by the Central Bank.

B. Regulation

The Law authorizes the Central Bank to set safety, technical adequacy,
hardware and software environment and the recompensing amount requirements
to the money transmitters.

In connection with these requirements, the Central Bank’s policy is as
follows:

1. Safety and technical adequacy requirements to the location of business

To make sure both customers and employees of the organization are secure
while cash assets are authentic and reliably protected in performing cash
money transfers, the Central Bank has initially set strict requirements,
irrespective of the amount of currency in circulation. The organization
shall meet these requirements in performing money transfers in any place.
Apart from money transfers, the organization may only render FX
purchase/sale and postal services.

2. Hardware and software environment requirements

The hardware and software requirements cover verification, integrity and
confidentiality of payment and settlements documents and other related
information during an electronic exchange, and maintenance, limited
accessibility to and prevention of loss and/or distortion of electronic
information.

In the time ahead, the Central Bank’s requirements will be confined to
maintaining internally regulating documents and adhering to the provisions
laid down in such documents.

The Central Bank will periodically conduct monitoring of internal
regulations of money transmitters in order to identify associated risks and
develop proposals for minimization of such risks. In the meantime, the
Central Bank will closely cooperate with these organizations to find
compromising solutions to the arisen issues.

Later on, with a developing legal framework for circulation of electronic
payment and settlements documents, active involvement of interested parties
(banks and money transmitters organizations operating in Armenia) may
contribute to develop certain criteria/requirements covering the said
issues.

3. Requirements to the recompensing amount

The recompensing amount is designed to indemnify people making transfer of
money against possible losses if the money transferor organizations fail to
perform their professional obligations.

In the near future, in order to give shadow money transmitters a doorway to
operate within the legal framework, the Central Bank will determine a small
size of recompensing amount of AMD 500.000, the 500-fold of the minimum
salary.

In the future time, the Central Bank will intend to increase the
recompensing amount by way of determining differentiated sizes of such an
amount, depending on the value, amount, geography of transfers, and
applicable payment instruments, using accumulated statistical data and
holding multi-aspect discussions with the money transmitters.

C. Supervision

To evaluate, restrain and timely respond to the risks of customers of money
transmitters, the Central Bank will exercise off-site and on-site
supervision to carry out monitoring of potential risks and their extent, as
well as a detailed review of customer complaints and applications. The
Central Bank will resort to sanctions in case of infringements.

Supervision will be exercised in connection with the fight against money
laundering and funding of terrorism. The Armenian Law on `Legalization of
Criminal Proceeds and Combating Terrorism’ provides that organizations
dealing with money transfers should submit reports to the Central Bank.

On the way of facing challenges and resolving the tasks, the Central Bank
will always seek consultation with money transmitters. The Central Bank
expects that its cooperation with money transmitters would create
preconditions for broadened spectrum and higher quality of services from the
payment and settlements organizations in the near future, with the inclusion
of new affordable products and instruments.

Georgia’s Energy and Fuel Minister puts off visit to Armenia

GEORGIA’S ENERGY AND FUEL MINISTER PUTS OFF VISIT TO ARMENIA

YEREVAN, JULY 5, ARMENPRESS: Georgia’s fuel and energy ministry said
today minister Nika Gilauri’s visit to Armenia that was expected to take
place today, was postponed, saying the postponement was not caused by a
Monday breakdown at Imereti power transmission line that sent Tbilisi and
several eastern provinces of the country in a 60-minute blackout.
Gilauri was supposed to discuss in Yerevan the start of construction of a
new power line from Armenia, which he said on June 30 would kick off in a
month. He said the new power line with a capacity of 330 Kwatt/h will become
an alternative electricity supply source eliminating Georgia’s full
independence on Kavkasioni power line. The construction of a new power line-
Gardabani-Hrazdan, will be mainly funded by Georgia’s government, which is
set to release some $12 million for this.

Christi’s catalogue presents paintings of Armenian Artist

CHRISTI’S CATALOGUE PRESENTS PAINTINGS OF ARMENIAN ARTIST

YEREVAN, JULY 5, ARMENPRESS: A catalogue of paintings and other
artifacts, released by famous British Christie’s auction, called British and
Continental Pictures, includes now the works by an Armenian painter Simon
Galstian who was born in 1914 and died in 2000. This means that the starting
price of his paintings at auctions will start from $1,500-$2,000.
The painter’s son, Vigen Galstian, described the appearance of his
father’s works in the catalogue as ‘a big event,’ saying until now only the
works by famous Armenian painter of sea scenes, Ivan Aivazovski, Sarian,
Bashinjagian and Hovnatanian were included in it.
Galstian said it was not a fortuity, as his father’s works had been
included in the catalogue in 2002 and 2004. The Armenian national picture
gallery has on display one work by Simon Galstian and a dozen of others are
kept in store-rooms. Many other his works are in private museums and
collections in Paris, Istanbul, Moscow and Los Angeles.

GDP OF AZERBAIJAN TO INCREASE BY 16 PERCENT AGAINST ARMENIA’S 8.5

Interfax news agency informs that the first 6 months of 2005 marked 16
percent growth in Azerbaijan’s gross domestic product, whereas Armenia is
lagging behind with only 8.5 percent. Azerbaijan is leading in the sphere of
industrial growth as well with more than 19 percent growth. The index for
Armenia was 4.5 percent.
