Eldar Mahmudov, the Azerbaijani National Safety Minister, said that
if the opposition holds any action within law, security bodies will
not hinder them.

As Trend reports, according to Mahmudov, any illegal action of the
opposition will be prevented.

The Ministry will not admit instability on the eve of the parliamentary
elections. It is capable to prevent similar violations.

Mahmudov also informed journalists about the two Armenian citizens
kept in prison. He noted that handing over them to other country was
very difficult and long process. “We’re working in this direction,
hold negotiations with some countries. It is seems to me that positive
solution will be reached in the issue”,- he added.

Orhan Pamuk is accused of publicly denigrating Turkish identity

The EU’s enlargement commissioner and several MEPs have strongly
criticised Turkey for bringing renowned author Orhan Pamuk to court.

Mr Pamuk has been charged under Turkey’s criminal code with insulting
the country’s national character.

The court case followed comments by Mr Pamuk about the deaths of one
million Armenians and 30,000 Kurds in Turkey.

The trial of Turkey’s most internationally-acclaimed author is not
due to start until mid-December.

But his case has caught the eye of European politicians weighing up
Turkey’s bid for membership of the European Union.

‘Regrettable’

Enlargement Commissioner Olli Rehn, the official responsible for
shepherding Turkey through the membership process, did not mention
Mr Pamuk’s case when he made his opening statement.

Turkish journalists protested over freedom of speech earlier this
year But he was pressed on the issue over and over again by members
of the European Parliament.

They were clearly upset that the court had been brought under a new,
supposedly more liberal penal code that the European Commission had
pushed Turkey to introduce.

One MEP described the court case as “most unfortunate”. Another stated
that it was “unacceptable” that Turkey should join the EU while it
still practised such restrictions on free speech.

Mr Rehn agreed that the court case was regrettable, while stressing
that Turkey had made clear positive progress on human rights.

He said he had serious concerns over the interpretation of the penal
code, and that the case was in contravention of the European convention
on human rights.

Yerevan, 12 September: [Azerbaijani President] Ilham Aliyev’s
frequent public statements about an increase in the military budget
of Azerbaijan are “moves in wrong direction”, the vice-president
of the International Crisis Group (ICG), Alain Deletroz, said in
Yerevan today.

Addressing a news conference in Yerevan today, Alain Deletroz said
that “the arms race will be extremely dangerous for the sides of the
Nagornyy Karabakh conflict and for the region on the whole”. This is
why, the ICG vice-president thinks, “Armenia and Azerbaijan should
use the chance for the settlement of the conflict given by the Prague
process”.

Alain Deletroz said that on 14 September the International Crisis Group
will issue its report which contains recommendations to the parties in
the conflict for the settlement of the Nagornyy Karabakh problem. The
ICG vice-president mentioned basic recommendations to the authorities
of Armenia and Nagornyy Karabakh listed in the report: to continue
the Prague process; not to allow appearance of new settlements on
occupied territories; to pull out troops from the occupied territories.

As for determining the status of Nagornyy Karabakh, Alain Deletroz
thinks this issue cannot be solved today and it is necessary to return
to it in 10-15 years “by means of democratic procedures”. The ICG
vice-president believes that till that time Nagornyy Karabakh will
be under the protection of international security guarantees.

(ATC) Chairman Brent Scowcroft urged Speaker Dennis Hastert to decline
discussion of the Armenian Genocide Resolution, reported the Armenian
National Committee of America (ANCA). Scowcroft’s message specifically
notes he is “gravely concerned about plans to debate in the House
of Representatives H. Con. Res. 195, a resolution “Commemorating
the Armenian Genocide”.” In his words, the discussion on the floor
of the U.S. House would be “counter-productive to the interests of
the United States.” The ATC Chairman reminded that when the French
Senate passed such a resolution, “it cost France over $1 billion in
cancelled contracts and lost business opportunities.” “We strongly
urge you to review the attached letter that Turkish Prime Minister
Erdogan sent Armenian President Robert Kocharian on April 10, 2005,
seeking to normalize bilateral relations as well as address painful
long-standing historical issues. Although Armenian President Kocharian
rejected his offer, we are encouraged that Prime Minister Erdogan
and his government, by reaching out to Armenia with an offer for an
open dialogue on difficult issues involving Turks and Armenians,
are taking an historic step. Turkish-Armenian rapprochement is in
the best interests of both nations, and the ATC believes now is the
time for reconciliation. We sincerely hope that President Kocharian
and his government will take the opportunity to reciprocate the olive
branch extended by Prime Minister Erdogan,” Scowcroft’s letter notes.

(ANSA) – TORINO, 13 SET – Sono 190 i giovani ufficiali che, tra
oggi e domani mattina, conseguono la laurea in Scienze Strategiche:
186 appartengono all’ Esercito italiano, tre sono Armeni e due
Albanesi. Sono i sottotenenti che, dopo aver frequentato i primi
due anni di studio presso l’ Accademia di Modena, hanno terminato l’
iter nella Scuola di Applicazione di Torino.

La cerimonia si e’ svolta alla presenza del generale Gaetano Romeo
e del rettore dell’ Universita’ torinese, Ezio Pelizzetti, che
hanno sottolineato la sempre maggiore importanza della formazione
culturale dei professionisti impegnati nelle Forze Armate. “Il 70%
dei nostri volontari possiede un diploma di scuola media superiore –
ha sottolineato il gen. Romeo – e nelle donne la percentuale sale
all’ 85%”. I nuovi laureati si iscriveranno a uno dei cinque corsi
di laurea specialistica attivati presso l’ ateneo torinese. Sono i
corsi biennali in cui Scienze Strategiche viene declinata secondo
differenti indirizzi: Scienze Strategiche e delle Comunicazioni,
Logistiche, Politico-organizzative, Economico-Amministrative e dei
Sistemi Infrastrutturali.

Grazie ad accordi bilaterali, possono accedere ai corsi di laurea
interateneo anche giovani di Eserciti stranieri. Nel nuovo anno
accademico da poco iniziato sono in 12. Provengono 4 dall’ Afghanistan,
uno dalla Thailandia, uno dall’ Etiopia, tre dall’ Albania, due dalla
Macedonia e uno dall’ Azerbaijan.

Stanno, invece, ultimando gli studi sette Albanesi, dei quali cinque

WASHINGTON, D.C., SEPTEMBER 13, ARMENPRESS: According to a new report,
“Doing Business in 2006: CIS Economies Pick up the Pace of Reform,”
issued by the World Bank and International Finance Corporation on
September 12, the economies of the Commonwealth of Independent States
(CIS) are increasing the pace of reform to help small and medium
businesses generate more jobs-with Georgia among the top global
reformers.

But it also said that reformers in the region lag behind their Eastern
European neighbors, and heavy legal burdens on business remain in
most countries. Doing Business in 2006: Creating Jobs, cosponsored
by the World Bank and the International Finance Corporation, the
private sector arm of the World Bank Group, finds that such reforms,
while often simple, can create many new jobs.

“Jobs are a priority for every country, and especially the poorest
countries. Doing more to improve regulation and help entrepreneurs
is key to creating more jobs–and more growth. It is also a key to
fighting poverty.

Women, who make up three quarters of the work force in some developing
economies, will be big beneficiaries. So will young people looking
for their first job. The past year’s diverse range of successful
reformers – from Serbia to Rwanda – are showing the way forward. We
can all learn from their experience,” said Paul Wolfowitz, President
of the World Bank Group.

The annual report, which for the first time provides a global ranking
of 155 economies on key business regulations and reforms, finds that
every country in the CIS improved at least one aspect of the business
environment-among the highest rate of reform of any region. But the
pace of reform is slower than with the new entrants to the European
Union, which are aggressively courting entrepreneurs with far-reaching
reforms that streamline business regulations and taxes.

With regard to Armenia, it says the government introduced case
management into courts, streamlining contract enforcement, increased
the flexibility of employment law and established public credit
registries. Overall, European nations were the most active in enacting
reforms. The top 12 reformers in the past year, in order, were Serbia
and Montenegro, Georgia, Vietnam, Slovakia, Germany, Egypt, Finland,
Romania, Latvia, Pakistan, Rwanda, and the Netherlands.

In the list of world economies in terms of the report’s
ease-of-doing-business index, Armenia ranked at 46, Russia at 79,
Moldova at 83, Kyrgyz Republic at 84, Kazakhstan at 86, Azerbaijan
at 98, Georgia at 100, Belarus at 106, Ukraine at 124, and Uzbekistan
at 138.

Parliamentary delegation headed by Chairman of the Milli Majlis of
Azerbaijan Republic Murtuz Alaskarov on September 11 having finished
the visit to the USA, has come back home.

At the Heydar Aliyev International Airport M. Alaskarov informed
journalists that the delegation took part in the Second World
Conference of the chairmen of parliaments, which passed in the United
Nations General Assembly in New York.

In the action, discussed were issues of the role of legislature in
settlement of the international problems, multilateral cooperation,
the contribution of parliaments to democracy and other questions

Speaking at conference, attended by chairmen of parliaments of
about 150 countries, Murtuz Alaskarov has in detail informed on the
Armenia-Azerbaijan, Nagorno-Karabakh conflict, about preparation for
parliamentary elections to take place in Azerbaijan in November of
this year, has carried out a number of bilateral meetings.

Within the framework of conference, also took place the meeting with
chairmen of parliaments of GUAM member countries. At the meeting GUAM
in the international organization, roles of parliaments the exchange
of opinions on transformation has taken place in the decision of
conflicts, realization of the project of the frame program between
GUAM and the USA, etc.

At airport, the deputy speaker Ziyafet Askarov, the head of Milli
Majlis Administration Safa Mirzoyev and other officials met Murtuz
Alaskarov.

Turkey will top the bill when EU diplomats meet tomorrow. A new
compromise formula is being mooted in Brussels that allows membership
negotiations to start on 3 October provided Turkey recognizes Cyprus
if it ever becomes a full member in around 15 years. Cyprus is expected
to accept the draft making way for formal approval at an extraordinary
meeting of the General Affairs Council at the end of September.

“I would have preferred it if the Government of Turkey had not felt
it necessary to issue its declaration stating that its signature of
the Association Agreement Protocol did not amount to recognition of
the Republic of Cyprus. By doing so the process has frankly been made
more difficult,” admitted UK Foreign Secretary Jack Straw.

Since enlargement on 1 May 2004, the EU customs union has been
comprised of the old 15 Member States but also of 10 new countries
including Cyprus, which Turkey does not recognize. Ankara is the only
country in the world to recognize the Turkish Republic of Northern
Cyprus. One of the conditions for Turkey starting negotiations with
the EU on 3 October 2005, as foreseen, was full acceptance of the EU
Customs Union, including its member Cyprus, by Turkey.

Speaking last week in London, the UK Foreign Secretary Jack Straw
admitted that Turkey’s refusal to recognize Cyprus at the end of July
was ‘unfortunate’. “Turkey’s declaration raises genuine concerns –
which we, as Presidency, are working hard to address – does not
mean that we should delay the start of Turkey’s historic accession
negotiations. We should have faith in the power of the Union to help
resolve problems,” continued Straw.

French politicians have been highly critical of Turkey’s refusal to
recognize Cyprus and have also demanded historical acceptance of the
Armenian genocide. Starting negotiations with Turkey may still be
delayed. September elections in Germany are likely to see CDU leader
Angela Merkel unseat Gerhard Schroder, possibly herself becoming
German Chancellor. Merkel has been a vociferous opponent of Turkey
entering the European Union.

The European Parliament has also voiced concern. “Negotiating means
accepting each other as negotiating partners. The negotiating partners
of Turkey would be all 25 EU-member states. How can Turkey negotiate
its accession to the EU without recognizing one of its members?” said
Hans-Gert Poettering, chairman of the conservative EPP group in the
European Parliament.

Die Kunst fuhlt sich bekanntlich längst nicht mehr fur den
schönen Schein, sondern fur dessen Zerstörung zuständig. Deshalb
ist es keine Uberraschung, wenn auch die zur Zeit im Berliner
Martin-Gropius-Bau noch bis 3. Oktober zu sehende Ausstellung
â~@~^Urbane Realitäten: Fokus Istanbul” die einschlägigen
turkischen Symbole verdreht. Die Brechungen von Minarett,
DönerspieÃ~_ und Halbmond lösen einen Schwindel aus, der auf jedes
monolithische Kulturverständnis heilsam wirken muss. Nicht wenige
Arbeiten der gut sechzig Kunstler aus zwanzig Ländern unterliegen
dabei aber einer merkwurdigen Dialektik: Man erwartet so sehr, die
eigenen Erwartungen durchkreuzt zu sehen, dass die gebrochenen
Klischees wiederum zu solchen zu werden drohen. Manche Subversion
verläuft derart augenfällig in den Geleisen des Mainstream, dass
sie letztlich affirmativ wirkt. Die Provokation gelingt dennoch –
nicht zuletzt, weil der turkische Staat beim Umgang mit seinen
Symbolen traditionell wenig Humor zeigt.

Ubersehen wird bei der munteren Hybridität, dass die Bruchlinien,
an denen reale Gefahr lauert, nicht, wie uns die Ideologen des clash
of cililizations glauben machen wollen, vornehmlich entlang
kultureller Grenzen verlaufen. Konflikte drohen vielmehr zwischen
globalisierten Eliten und dem Heer der Globalisierungs-Verlierer.
Auch hier gilt: It’s the economy, stupid. Der Riss verläuft mitten
durch die Kulturen.

Diskussionsstoff genug fur eine internationale Konferenz, die am
Wochenende unter dem Titel â~@~^Modell Turkei?” im Haus der
Kulturen der Welt und im Martin-Gropius-Bau stattfand und, so der
Untertitel, â~@~^neue Formen urbaner Offentlichkeiten und die
Kunstszene Istanbuls” beleuchtete und die in den rasanten
Entwicklungen der heimlichen turkischen Hauptstadt liegenden Chancen
und Gefahren auslotete.

Die Bevölkerung von Istanbul ist seit den Funfzigerjahren von einer
auf geschätzte zwölf bis 15 Millionen explodiert. Die anhaltende
Landflucht bedeutete nicht zuletzt eine Provinzialisierung der
traditionell offenen Gesellschaft, eine Entwicklung der Metropole zum
Moloch . Seitdem lernt die Stadt mit konkurrierenden
Identitätskonzepten umzugehen, die ihre historischen
Tiefendimensionen zwischen Asien und Europa, Byzanz, Osmanischem
Reich und Republik neu ins Bewusstsein gebracht haben.

Der Turkei bietet sich heute nicht mehr allein der kemalistische
Nationalismus, sondern auch der osmanische Kosmopolitismus und der
politische Islam als Leitidee. Der Historiker Ilber Ortayli
bezeichnete den Nationalismus als â~@~^europäische Krankheit”,
die eine â~@~^bluhende Kultur hervorgebracht” habe, â~@~^die man
19. Jahrhundert nennt.” Die traditionelle, heute oft nostalgisch
verklärte Istanbuler Multikulturalität, als unter osmanischer
Herrschaft Griechen, Juden und Armenier das Stadtbild prägten, gilt
vielen heute als Gegenmodell zu den Homogenisierungen des
republikanischen Nationalismus. Die Kernfrage lautet, wie sich die
auf dem turkischen Nationalismus fuÃ~_ende Republik Turkei mit den
kosmopolitischen Traditionen versöhnen kann, während gleichzeitig
der Islamismus das Paradigma der ethnisch homogenen Gesellschaft
durch das nicht weniger rigide Paradigma einer religiös homogenen
Gesellschaft ersetzen will.

Anzeichen fur eine Ruckkehr zur kulturellen Vielfalt und zum
Pluralismus lassen sich am Bosporus vor allem seit den
Neunzigerjahren ausmachen. Dabei sind es uberraschenderweise nicht
zuletzt die islamistischen Bewegungen und Strömungen, die ein
Aufbrechen bewirkt haben. Wenn es heute neben der streng-säkularen
kemalistischen eine sich auf den Islam berufende Elite gibt, ist das
nicht zuletzt eine kulturelle Bereicherung. Ob die neue Vielfalt als
bedrohliche Instabilität oder als lebendiger Ausdruck der offenen
Gesellschaft verstanden wird, liegt letztlich im Auge des
Betrachters. Wo, mit anderen Worten, die Parallelgesellschaft
anfängt und die gesellschaftliche Freiheit aufhört, ist eine Frage,
die weder in der Turkei noch bei uns zu Ende diskutiert worden ist
– auch nicht an diesem Wochenende.

The European Armenian Federation with the support of the Christian
Democrats is organizing a “Conference on Turkey” in the European
Parliament (EP) on September 22.

Several important figures including former French Foreign Minister
Michel Barnier are expected to participate in the conference titled
“December 2004-October 2005: Has Turkey Changed?”

Under the auspices of the EP Vice-President Ingo Friedrich, the
conference aims to evaluate the reform process in Turkey and if the
country is ready or not for European Union membership negotiations,
which will start in 10 days time.

However, the fact that the conference is being organized by the
European Armenian Federation, well known with its views against
Turkey, increases the possibility that the meeting could turn into
an anti-Turkey platform.

Apart from Barnier, EP Socialist Group Chair Martin Schulz, EP French
member Jacques Toubon, also known for his views against Turkey,
Armenian Parliament Foreign Relations Committee Chair Armen Rustamyan,
EP Turkey Rapporteur Camiel Eurlings and Pierre Mirel from the European
Commission Directorate-General for EU Enlargement are expected to
take part in the conference.
