REPORT ON NAGORNY KARABAKH IN PACE AND LATER ADOPTION OF PACE
RESOLUTION DICTATED FROM WASHINGTON: RUBEN TOVMASIAN
YEREVAN, FEBRUARY 12. ARMINFO. The report of PACE Rapporteur on Nagorny
Karabakh David Atkinson and later adoption of the PACE resolution
were dictated from Washington. First Secretary of Central Committee
of the Communist Party of Armenia Ruben Tovmasian stated during the
news conference at the discussion club Azdak.
According to him, the recent events round the process of settlement of
the Karabakh problem are links of one chain – statements of Assistant
of State Secretary of the United states Elizabeth Jones, the report
and resolution of PACE, the arrival of the OSCE Monitoring mission –
all they took place by order of official Washington. The untalented
foreign political course of the incumbent authorities of Armenia
resulted in that “the ring round Armenia and Nagorny Karabakh is
being tightened”, the leader of Armenian communists stated.

YEREVAN, FEBRUARY 12. ARMINFO. The only ideology the people believes
and has believed is the socialistic ideology, and the only real
revolutionary party is the Communist party of Armenia. First Secretary
of the Central Committee of CPA Ruben Tovmasian stated during the news
conference at the discussion club Azdak, commenting on the statement
of leader of the party “New Times” Aram Karapetian, according to which
the party New Times begins the process of national revolution in the
country in April 2005.
According to Tovmasian, the revolution is a hard process, and it is
necessary to get prepared for it thoroughly, and not declare about
it during the press conferences. Speaking about the current internal
situation in the country the leader of Armenian communists stated that
the social-economic situation in the country remains grave, the plunder
of the country is being continued, rates of unemployment and emigration
from the country increase. Socialism gave all and to everybody –
free apartments, job, medical service and education. Just that’s why
the people will follow only the Communist Party of Armenia, and nobody
else, the first secretary of CPA CC is sure. He also mentioned that
the Communist Party does not intend to join to anybody and become an
ally of a political bloc or federation – other political forces of
the republic must think to consolidate with the CPA”.

Azerbaijan Indignant At Vladimir Zhirinovsky’s Proposal ForIntegrati
AZERBAIJAN INDIGNANT AT VLADIMIR ZHIRINOVSKY’S PROPOSAL FOR INTEGRATING
NAGORNO KARABAKH REPUBLIC IN CIS
YEREVAN, FEBRUARY 12. ARMINFO. Azerbaijan is indignant at the proposal
bo Vice Speaker of Russia’s State Duma Vladimir Zhirinovsky for
integrating Nagorno Karabakh Republic into the CIS.
To remind, in his recent statement Zhirinovsky also called Nagorny
Karabakh a historical Armenian land. But this is not his only such
statement. A few days ago Zhirinovsky made a statement about Kazakhstan
in which Almaty has seen calls for ethnic strife and disrespect for
national dignity. As a result the Kazakh FM has proclaimed Zhirinovsky
persona non grata.
Azeri MP Mais Safarli says that Azerbaijan should follow Kazakhstan’s
example. Moreover if attempting to enter Azerbaijan Zhirinovsky must
be arrested.
The Azeri FM is more amicable. FM representative Tair Tagizade agrees
that Zhirinovsky’s statement on Kazakhstan was insulting but there was
no insult of the Azeri people in his statement on nagorny Karabakh. He
just showed that he does not know the history, roots and development
of the Azeri-Armenian conflict and is completely incompetent in the
politics. “We can just regret at his statements,” says Tagizade. But
these statements should not, cannot and will not affect Russia’s
position of recognition of Azerbaijan’s territorial integrity and
that country’s efforts in the framework of OSCE Minsk Group.

calling on the CIS countries to recognize the genocide of Armenians
of 1915 in Ottoman Turkey and “to raise this question at European
level”. First Secretary of Central Communist party of Armenia Ruben
Tovmasian informed during the news conference at the discussion club
Azdak. It should be noted that Ruben Tovmasian had taken part in the
Moscow forum. According to him, even Azerbaijani communists voted
“for” the adoption of the resolution.

The Head of the Church of Denmark, Bishop Erik Norman Svendsen visited
the Catholicosate of Kilikia on the 8th of February and held a meeting
with His Holiness Aram I. The two spiritual leaders discussed issues
related to Christian education and inter-church relations.
His Holiness expressed his belief about the importance of renewing the
ecumenical movement and making it relevant to people’s lives. In this
context, the Catholicos and His Grace also discussed the Middle East,
the birthplace of Christianity. They emphasized the importance of
speeding up the peace process and bringing to a halt the emigration
of Christians.

“If we politicize a street incident we will break up the activities
of the law enforcement bodies”, ARFD faction leader Levon Lazarian
tried to justify the vague and wait-and-see attitude of the ARFD on
the criminal situation in the country and especially on the skirmish
in one of the Yerevan districts.
Taking into consideration that so many crimes, including the murder of
party-fellow Poghos Poghosyan, is Levon Lazarian sure that the justice
will triumph without politicization of the problem? In answer to this
question he said that many criminals have already been arrested and he
believes that the law enforcement bodies will justify themselves. The
great number of armed guards and their activities he conditioned
by the absence of law on guards and mentioned of the importance of
the bill “On Guards” he had submitted to the consideration of the
National Assembly.
“In soviet times only one person had his own guards and they were

Minasyan said.
Leader of RPA Galust Sahakyan used rather sharp expressions. He
stated that such incident negatively tell in the society and people
lose the feeling of security. In his opinion the authorities are
behaving naïvely and indifferently and do not combat criminal

cannot expect much of a policeman or investigator, who earn 20-25
thousand drams month. Sahakyan considers that the law enforcement
system badly needs reformation.

LAPEER — Assisted-suicide advocate Jack Kevorkian is back in prison
after undergoing surgery for a double hernia, his attorney said Monday.
Mayer Morganroth said Kevorkian returned to the Thumb Correctional
Facility in Lapeer on Sunday. Morganroth said Kevorkian is in pain and
will receive some follow-up treatment, but he didn’t know if Kevorkian
would be released again or if he would be treated at the prison.
“They don’t really tell us. They just grab him and take him to the
hospital,” Morganroth said.
Kevorkian, 76, is serving a 10- to 25-year sentence for second-degree
murder after being convicted of giving a fatal injection of drugs to
a Lou Gehrig’s disease patient in 1998.
He was released from prison last Thursday and underwent surgery Friday
at Foote Hospital in Jackson. Kevorkian was kept in a separate wing
apart from other patients and was under constant guard.
Kevorkian said his cell had been cleared of his books and other
belongings when he returned Sunday, Morganroth said. Morganroth said
the prison cleaned it out for security reasons but was returning
Kevorkian’s belongings on Monday.
Kevorkian has said he assisted in at least 130 deaths, but has
promised in affidavits and requests for pardon or commutation that
he will not assist in a suicide if he is released from prison. He is
eligible for parole in 2007.
Gov. Jennifer Granholm has said she won’t consider pardoning Kevorkian.

of National Assembly of Armenia with Legion of Honor is already
signed by President of France Jacques Chirac. Speaker of Armenian
parliament Arthur Baghdasarian informed in the interview to daily
“Haykakan Zhamanak”.
According to him, he has officially received the aforementioned decree
already. As regards my contacts with the West, “they are brilliant”,
Arthur Baghdasarian stressed.

left for Ankara, Turkey on Thursday.
During the visit, Mammadyarov met with his Turkish counterpart Abdullah
Gul and President Ahmet Necdet Sezer to discuss the status of bilateral
relations, the situation in the region and the Upper Garabagh conflict.
The visit by the Turkish Prime Minister to Azerbaijan scheduled for
March will also be discussed during the visit.*
