YEREVAN, MARCH 21, ARMENPRESS. The Ministry of Foreign Affairs of Artsakh issued a statement about the right of self-determination of the people of Artsakh, noting that the authorities of Azerbaijan openly show that they reject negotiations with Artsakh as a means to resolving the conflict.

As ARMENPRESS was informed from MFA Artsakh, the statement reads as follows,

“For 100 days now, Azerbaijan has been subjecting Artsakh to an illegal blockade, the ultimate goal of which is to destroy the Artsakh people as such by expelling them from their historical homeland. Accompanying their actions with the use of force and acts of terror, Azerbaijan is pursuing a consistent policy aimed at forcibly suppressing the right of the people of Artsakh to self-determination. At the same time, the Azerbaijani authorities openly demonstrate their rejection of negotiations as a means of finding a solution to any issue.
 
It should be noted that for several decades, Azerbaijan has been striving to get rid of the people of Artsakh and resolve the Azerbaijan-Karabakh conflict by force. The first victims of such a criminal policy were, in particular, the Armenians who lived in Azerbaijan during the Soviet period. The deportation of Armenians from Azerbaijan organized by the local authorities in 1988-1990 and accompanied by massacres, torture and pogroms, marked the beginning of a new stage in Azerbaijan's policy of persecuting Armenians. As early as in 1991, the Azerbaijani authorities continued the deportation of Armenians from Artsakh, which, in various forms and manifestations, has continued to this day.
 
Subsequently, in violation of international law and the UN Charter, and in an attempt to get rid of the people of Artsakh and suppress their right to freedom and self-determination, Azerbaijan has resorted to force three times to resolve the conflict through direct military aggression against Artsakh. All three wars waged by Azerbaijan against Artsakh were accompanied by massive human rights violations and war crimes, including wilful killings of civilians, extrajudicial executions and torture of prisoners of war and civilian hostages, indiscriminate shelling, the use of internationally prohibited ammunition, and deliberate attacks on critical civilian infrastructure.
 
As a result of the aggression against Artsakh in 2020 and the occupation of a vast part of its territory, more than 40 thousand Armenians of Artsakh became forcibly displaced. All civilians who remained in the territories that came under the control of Azerbaijan were brutally killed by Azerbaijani soldiers. Azerbaijan’s provocations and attacks on the civilians of Artsakh, including willful killings, continued even after the signing of the trilateral ceasefire statement of 9 November 2020.
 
Widespread and systematic violations of the rights of the people of Artsakh by Azerbaijan, including massacres, deportations, torture and other inhuman acts, are not only encouraged, but also co-ordinated at the state level. The Azerbaijani authorities do not even hide their criminal intentions to carry out ethnic cleansing and genocide in Artsakh. This is evidenced by the numerous public statements made by the President of Azerbaijan. The latest such statement was made on 18 March 2023, during his defiantly provocative visit  to the Armenian village of Talish occupied during the 44-day aggression, the entire population of which was forcibly displaced.  The visit itself, as well as the aggressive and belligerent statements of the Azerbaijani senior leadership during that visit, indicate that official Baku plans to extend the scenario implemented in the occupied village of Talish to the whole of Artsakh.
 
Along with this, throughout the entire negotiation process since the 1990s, Azerbaijan has sabotaged all efforts of the international mediators, in particular, the OSCE Minsk Group co-chairing countries, aimed at a peaceful settlement of the Azerbaijan-Karabakh conflict based on international law, each time refusing at the last moment from agreements on a compromise solution. Moreover, after the war of aggression in 2020, the Azerbaijani authorities refused altogether from the peace negotiations, declaring the issues of the life and rights of the people of Artsakh as their internal matter.
 
Azerbaijan's deliberate policy of ethnic cleansing against the people of Artsakh indicates the need for the international community to reconsider their approaches to the issue of the status of Artsakh and the political settlement of the Azerbaijan-Karabakh conflict. The scale and gravity of the crimes committed by Azerbaijan at the state level against the people of Artsakh, as well as the ongoing genocidal policy, require decisive and urgent action by the international community, including the bodies responsible for maintaining international peace and security.
 
We believe that, at this stage, the development of additional legally binding obligations to resolve the conflict by peaceful means, the consolidation of the principles of non-use or threat of force and equal rights and self-determination of peoples as the basis for negotiations, as well as the restoration of the international mechanism for direct negotiations between Artsakh and Azerbaijan meet the requirements international law and the universal commitment to the protection of human rights around the world. Universal recognition of the Artsakh people's inalienable right to self-determination is the most effective way in which the international community can guarantee the protection of human rights and fundamental freedoms in Artsakh. 
 
We recall that according to international law and international practice, the denial and forceful suppression of the right to self-determination, accompanied by massive human rights violations, as well as the rejection of negotiations as a means of resolving conflict, are sufficient grounds for recognizing the right of a people to establish an independent state”.

YEREVAN, MARCH 21, ARMENPRESS. On March 21, Deputy Foreign Minister of Armenia Paruyr Hovhannisyan received the delegation of the Germany-South Caucasus friendship group of the German Bundestag, headed by the vice-chairman of the group, Tabea Rößner.

As ARMENPRESS was informed from the Ministry of Foreign Affairs of Armenia, the Deputy Foreign Minister, welcoming the visit of the German Bundestag’s delegation to Armenia, emphasized inter-parliamentary contacts in the development of Armenian-German relations. The interlocutors discussed a wide range of issues related to Armenian-German relations.

Presenting to the German parliamentarians the complex security situation in the region, as well as the consequences of the aggression carried out by Azerbaijan against the sovereign territory of Armenia, Paruyr Hovhannisyan emphasized the role of the EU's long-term observation mission in stabilizing the situation.

The Deputy FM also emphasized that Azerbaijan's illegal blocking of the Lachin Corridor, the killing of police officers, periodic violations of the ceasefire regime, as well as the intimidation of the civilian population make sending an international fact-finding mission to Nagorno Karabakh and the Lachin Corridor an imperative.

YEREVAN, MARCH 21, ARMENPRESS. Today, Prime Minister of Armenia Nikol Pashinyan received the members of the Germany-South Caucasus Friendship Group of the German Bundestag, led by the vice-president of the group Tabea Rößner, ARMENPRESS was informed from the Office of the Prime Minister.

The Prime Minister noted that Armenia attaches importance to the partnership with Germany, and the visit of the Bundestag delegation to Armenia shortly after his visit to Germany on March 2-3 proves that the relations between the two countries are developing dynamically. Referring to his visit to Germany, Nikol Pashinyan assessed it as effective and noted that he returned from Berlin with warm impressions.

According to Tabea Rößner, the visit of the parliamentarians of the Bundestag to Armenia is a manifestation of the continuation of the effective dialogue, within the framework of which they have already had meetings with their parliamentary partners and representatives of the government.

The interlocutors emphasized the role of inter-parliamentary ties in the development of Armenia-Germany cooperation and discussed issues on bilateral agenda.

The Prime Minister referred to the reforms implemented in our country, the recorded high economic indicators and highlighted the importance of the support of the European Union and Germany to the democratic agenda of Armenia. Nikol Pashinyan emphasized that the protection of human rights, the establishment of an independent judicial system, the fight against corruption, and ensuring transparency are priorities for the Government, and our country is moving forward on the way to set a high bar. Tabea Rößner noted that Germany will accompany Armenia on that path. Issues related to the promotion of women's involvement, cooperation in the fields of renewable energy and the environment were also discussed.

The parties exchanged ideas on the regional situation, security challenges, peace agenda. In this context, the Prime Minister highlighted the role of the long-term observation mission of the EU.

The crisis created in Nagorno-Karabakh as a result of Azerbaijan's illegal blockade of the Lachin Corridor was addressed. In terms of settlement of the problem, the consistent and addressed response of the international community, the implementation of the decision of the International Court of Justice published on February 22 of this year by Azerbaijan were emphasized.

Civil Contract Party nominates Anahit Manasyan as a candidate for Human Rights Defender

YEREVAN, MARCH 21, ARMENPRESS. The "Civil Contract" faction has nominated Anahit Manasyan, Deputy Prosecutor General of the Republic of Armenia, as a candidate for Human Rights Defender. The faction made that decision at the recent session, ARMENPRESS reports, the head of the faction Hayk Konjoryan told the journalists.

According to Konjoryan, the faction approached this issue very seriously and considered various candidates.

"We have tried to find the best candidate and we consider that Mrs. Manasyan with her professional abilities, past path and principles is the candidate who can be a human rights defender," he said.

Russia, China sign statement on deepening strategic partnership

YEREVAN, MARCH 21, ARMENPRESS. Russian President Vladimir Putin and Chinese President Xi Jinping signed a joint statement on the development of key areas of economic cooperation between the two countries until 2030.

ARMENPRESS reports, citing the gazeta website, the signing ceremony was broadcast on the Kremlin's Telegram channel.

The leaders of Russia and China also signed a joint statement on deepening relations of comprehensive cooperation and strategic partnership.

According to Putin, in the documents signed by the parties, the task of multiplying the trade volumes was set. He noted that trade and economic cooperation is a priority for the relations between Russia and China.

YEREVAN, MARCH 21, ARMENPRESS. US Secretary of State Antony Blinken had a telephone conversation with the President of Azerbaijan, Ilham Aliyev.

ARMENPRESS reports, according to a post on the Twitter page of the Secretary of State, Blinken expressed support for the establishment of ssustainable peace between Armenia and Azerbaijan, stressing the readiness of the US to support these efforts.

"The only way to achieve sustainable and strong peace is through direct negotiations," he wrote.

Asbarez: Vatican to Commemorate St. Nerses Shnorhali

A special event marking the 850th anniversary of St. Nerses Shnorhali’s passing will take place at the Vatican.

A committee formed to organize the event met on Tuesday in Rome to make the preliminary preparations and announce the events, slated to take place in the fall of this year.

The organizing committee is comprised of Archbishop Khajag Barsamian, representing the Catholicosate of All Armenians, Archbishop Nareg Alemezian, representing the Catholicosate of the Great House of Cilicia and Bishop Vartan Boghosian of the Armenian Catholic Patriarchate of Cilicia, along with a representative of the Vatican.

The events marking the anniversary include an ecumenical prayer at the St. Peter Basilica, and international conference at the Pontifical Oriental Institute dedicated to the legacy of St. Nerses Shnorhali’s legacy and a concert featuring his hymns and liturgical music at the Sistine Chapel.

The committee will provide more information as it becomes available.


Armenian Genocide Square Inaugurated in Israel’s Haifa

A square dedicated to the Armenian Genocide was inaugurated in Israel’s city of Haifa.

In a ceremony attended by Armenian community members and Armenia’s Ambassador to Israel Dr. Arman Agopian, the Armenian Genocide Square was officially inaugurated, reported the Armenian National Committee of Jerusalem.

The Jerusalem ANC also said that Turkey’s Embassy in Tel Aviv exerted great pressure on city officials to renege on the square naming and the event.

Present at the event were Haifa Mayor Einat Kalisch-Rotem, city council members, representatives of the Armenian Patriarchate of Jerusalem, the ANCJ and members of the Armenian communities of Israel and representatives of various communities of Haifa.

Earlier this month the city council of Haifa voted unanimously to officially recognize the Armenian Genocide of 1915 and erect a memorial to the victims in the city.

Haifa thus becomes the second city in Israel to recognize the Armenian Genocide after Petah Tikva (east of Tel Aviv), where a memorial to the victims was unveiled in April 2020.

Meanwhile, the Turkish Ambassador to Israel had demanded that the country’s government ban the monument in Haifa.

State Department Report Mentions Azerbaijan’s Brutal Execution of Armenian Soldiers

The inhumane and brutal treatment of several female Armenian soldiers in the aftermath of Azerbaijan’s invasion of Armenia has been mentioned in the State Department’s annual human rights report, which also cites the illegal execution-style killing of Armenian troops at the hands of Azerbaijani soldiers.

Soon after the aggressive breach by Azerbaijan of Armenia’s sovereign territory in September, footage depicting the brutal treatment of an Armenian soldier surfaced. Soon after, another video showing a different female Armenian soldier also made the rounds on social media sites, picked up by news organizations.

At the same time, another video depicting the execution-style killing of Armenia soldiers who were captured by Azerbaijani forces, created further uproar at the time, with Armenia’s human rights defender’s office dispatching special reports to international organizations.

The State Department cites reports by Human Rights Watch and the Belingat news portal, both of which separately investigated the killing of Armenian soldiers.

Azerbaijan’s attacks on civilian infrastructures, specifically the targeting of emergency vehicles has also been mentioned in the State Department report.

“There are credible reports that during the September conflict, Azerbaijani forces committed unlawful killings involving summary executions of Armenian soldiers in Azerbaijani custody,” said the State Department.

“The International Committee of the Red Cross studied the cases of missing persons as a result of the conflict with Azerbaijan. It is noted that after the 2020 war, 203 people (including 20 civilians) are considered missing, and three military personnel are considered missing as a result of the September 13-14 conflict,” added the report.

The State Department also presented cases of violations of human rights in Armenia, including the use of force by the security forces, bad conditions in prisons, arbitrary arrests, and restrictions on freedom of speech.

Schiff Leads Congressional Letter Calling out Biden Appointee for Reckless Statement Ruling Out Azerbaijan Sanctions

WASHINGTON—Congressman Adam Schiff (D-CA) is collecting signatures on a U.S. House letter calling out newly appointed U.S point person on Armenian-Azerbaijan issues, Louis Bono, for ruling out U.S. sanctions against Azerbaijan for its 100-day blockade of 120,000 Christian Armenians in their indigenous Artsakh homeland, a targeted legislative initiative strongly supported by the Armenian National Committee of America.

On March 8, deep into the second month of Azerbaijan’s blockade, Bono, on his first official trip to the region as Special U.S. Advisor, stated publicly: “This is not a time for sanctions… Sanctions would be counter-productive. It’s not even under consideration at this point.”

ANCA Executive Director Aram Hamparian replied within hours, noting that: “Louis Bono, by taking sanctions on Azerbaijan off the table in his very first public move, signals American weakness, confirming for Ilham Aliyev that the Biden Administration won’t back its anti-blockade talk with concrete action.”

“When our diplomats deliver scripted assurances to Azerbaijan that the United States will not impose any costs or consequences for its blockade of Artsakh, they are – quite openly and intentionally – handing Ilham Aliyev a free pass, signed by Joe Biden, to continue attacking, occupying, and ethnically cleansing indigenous Armenian lands,” added Hamparian.

The Schiff-led Congressional letter states, in part: “We are deeply concerned by your reported comments during the trip ruling out the use of economic and diplomatic sanctions against Azerbaijan for their clear aggression. It was reported that you stated, “this is not a time for sanctions … it’s not even under consideration at this point.”  As 120,000 innocent people remain deprived of their basic rights in Nagorno-Karabakh (Artsakh) for a third month, due to a blockade that the International Court of Justice (World Court) has ordered Azerbaijan to lift, this is not the time to take any tools off the table.”

In closing, the signatories affirm that: “The United States, the President of the United States, the U.S. State Department, and entire Administration must use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions.”

Congratulations on your appointment as Senior Advisor for Caucasus Negotiations at the Department. As you know, we are at an inflection point for the region, Armenia and Artsakh.

As such, it is imperative that we leverage every opportunity to reiterate strong United States engagement to ensure a swift end to Azerbaijan’s blockade of the Lachin Corridor and lasting peace in the region. Your appointment and visit to the region this month sent an important signal that the United States is still engaged and wants to play a critical role in ending the conflict.

However, we are deeply concerned by your reported comments during the trip ruling out the use of economic and diplomatic sanctions against Azerbaijan for their clear aggression. It was reported that you stated, “this is not a time for sanctions … it’s not even under consideration at this point.” [1] As 120,000 innocent people remain deprived of their basic rights in Nagorno-Karabakh (Artsakh) for a third month, due to a blockade that the International Court of Justice (World Court) has ordered Azerbaijan to lift,[2] this is not the time to take any tools off the table.

Since December 12, 2022, Azerbaijan has imposed a blockade of the Lachin Corridor, the only road connecting Artsakh to Armenia. The effect has been devastating to the population, rendering 120,000 individuals without access to food, medical supplies, consistent gas and electricity, and essential human rights such as freedom of movement. Tens of thousands have been left without heating amid plummeting winter temperatures, which forced schools to close and deprived children of access to education. Plainly speaking, it’s a humanitarian disaster.

Azerbaijan is once again weaponizing basic human necessities to further degrade already strained living conditions for the Armenians living in Artsakh. Despite the February 22 World Court decision ordering Azerbaijan to “take all measures at its disposal to ensure unimpeded movement of persons, vehicles, and cargo along the Lachin Corridor in both directions,”[3] Azerbaijan continues to try to leverage this humanitarian crisis of its own making to seek concessions from Armenia.
Azerbaijan’s actions are a direct violation of the trilateral ceasefire statement of November 9, 2020 [4], which outlines an obligation to guarantee the secure movement of citizens, vehicles, and cargo in both directions through the Lachin Corridor. The events of March 5, when Azerbaijani armed forces attacked a Nagorno-Karabakh police passport and visa directorate patrol car, killing three officers and wounding another, further underscore the need to end the blockade immediately and hold Azerbaijan accountable.

These are only the most recent examples of Azerbaijan’s belligerence, which has followed a well-documented pattern of war and provocation against Armenia and Artsakh, motivated by the bombastic rhetoric of President Aliyev and his regime. We have long passed the time for continued appeasement of Azerbaijan.

The United States, the President of the United States, the U.S. State Department and entire Administration must use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions.

We cannot allow Azerbaijan’s policy of aggression and intimidation to continue.
