Josep Borrell’s trip to China cancelled by Beijing – Reuters

YEREVAN, JULY 4, ARMENPRESS. The European Union’s top diplomat, Josep Borrell’s scheduled trip to China next week has been cancelled by Beijing, an EU spokesperson told Reuters on Tuesday.

“Unfortunately, we were informed by the Chinese counterparts that the envisaged dates next week are no longer possible and we must now look for alternatives,” Nabila Massrali, spokesperson for Foreign Affairs and Security Policy at the European Commission told Reuters in a written statement on Tuesday.

Iranian ambassador confident in further development and strengthening of ties with Armenia

YEREVAN, JULY 4, ARMENPRESS. Prime Minister Nikol Pashinyan held a farewell meeting with outgoing Iranian Ambassador Abbas Badakhshan Zohouri on Tuesday.

During the meeting Prime Minister Pashinyan thanked the ambassador for his “effective activities” and contribution to the “consistent development of the Armenian-Iranian relations”, the Prime Minister’s Office said in a readout.

Pashinyan said that Ambassador Zohouri’s term coincided with a difficult period of time for Armenia, but nevertheless the partnership between Armenia and Iran continued to steadily develop in various areas.

In particular, Pashinyan underscored the consistent increase of bilateral trade, the participation of Iranian companies in the construction of the Meghri border checkpoint and the Armenia-Georgia Friendship Bridge, the opening of the Iranian consulate in Kapan, the increase of inbound Iranian tourists, close cooperation in road construction, infrastructures and energy, and bilateral high-level contacts.

Ambassador Abbas Badakhshan Zohouri thanked the Armenian Prime Minister and the government for active cooperation and expressed confidence that the Armenian-Iranian cooperation will continue to develop and become stronger.

Ambassador of Lithuania presents credentials to President Khachaturyan

YEREVAN, JULY 4, ARMENPRESS. Ambassador of Lithuania Andrius Pulokas presented his credentials to President of Armenia Vahagn Khachaturyan on July 4.

President Vahagn Khachaturyan congratulated the newly appointed ambassador on assuming office and wished him success in fulfilling his responsible mission, the presidency said in a readout.

"The cooperation between our two countries covers quite a wide range and I am confident that through your appointment we will truly activate and expand its scope. Therefore, we have a lot to do. I am pleased to congratulate you once again on your appointment," President Khachaturyan noted.

Ambassador Andrius Pulokas expressed gratitude for the reception and noted, "For me, it is a special mission to make our friendship, our relations and cooperation more comprehensive and visible for our peoples and society."

During the meeting, the President highly valued the friendly relations and cooperation established between Armenia and Lithuania since the independence of Armenia both on bilateral and international platforms. The President specifically emphasized the effective cooperation of the two countries within the framework of the European Union and the Eastern Partnership.

Touching upon the Armenian-Lithuanian close cooperation, the newly appointed Ambassador noted that the visit of President Vahagn Khachaturyan to Lithuania at the beginning of the year significantly fostered the cooperation in trade, economy, business and other spheres of the two countries.

During the discussion, President Khachaturyan introduced the details of the implemented and ongoing reforms in the domestic life of Armenia, continuous changes and flexible developments in the economy. The President emphasized that the present Government pays special attention to the fields of science and high technology which is another opportunity for effective interaction and the use of Lithuanian best practices in these fields.

In the course of the meeting, the sides discussed the issues and opportunities related to the exercise of the existing potential of cooperation between Armenia and Lithuania in the fields of trade, economy, education, science, high technologies and digitalization.

Both sides emphasized mutual high-level visits between the two countries and the promotion of multi-level cooperation resulting from them.

Speaker Simonyan meets with Marshal of the Sejm of Poland

YEREVAN, JULY 4, ARMENPRESS. On July 4, the delegation led by the Speaker of Parliament of Armenia Alen Simonyan met with the Marshal of the Sejm of Poland Elżbieta Witek as part of an official visit to the country.

The parties stated that the meetings and discussions planned during the official visit will have their contribution to the promotion of bilateral cooperation, the parliament’s press service said in a readout.

Alen Simonyan noted that the peoples of the two countries are connected by centuries-old historical relations, reminding that last year marked the 655th anniversary of the formation of the Armenian community in Poland. He expressed gratitude for the care and attitude shown to Armenians at the state level in Poland.

The importance of inter-parliamentary cooperation, including friendship groups, in the expansion of bilateral relations was underlined.

 The holding of joint sittings of the Committees on Foreign Relations of the Armenian National Assembly and the two chambers of the Polish Parliament was highlighted by both sides.

Emphasizing the opportunities for interaction on various international platforms, Speaker Alen Simonyan mentioned that as a co-author of the Eastern Partnership, Poland plays an active role in strengthening Armenia-EU relations, and Armenia expects Poland’s support in the effective implementation of the Agreement.

Touching upon the establishment of stability and security issues in the region, the President of the National Assembly presented details on the situation on the borders of Armenia and in Nagorno-Karabakh as a result of the Azerbaijani aggression. Simonyan reminded that since 12 December 2022, Azerbaijan has blocked Nagorno-Karabakh, grossly violating international humanitarian law and the Trilateral Statement of 9 November 2020, and also ignores the legally binding decision of the International Court of Justice against Azerbaijan in February 22. He attached great importance to the deployment of the EU Monitoring Mission (EUMA), which is favorable in terms of security, ensuring stability in the region and building trust on the ground. “We also know that in the middle of this year, Poland plans to expand the involvement of observers in the mission, which is very commendable,” the Speaker underscored. Alen Simonyan noted that during various meetings with all international partners, the Armenian authorities raise the necessity to impose sanctions on Azerbaijan and expect targeted responses.

Elżbieta Witek emphasized that parliamentary diplomacy ensures uninterrupted communication between parliaments, thanks to which accurate information about countries is obtained. Speaking of democratic values, Witek attached importance to accountability to the people, emphasizing the positions regarding international partners as well. In this context, the Marshal of the Polish Sejm opined on further multi-sectoral expansion of cooperation. Regarding the conflicts taking place in different parts of the world, Elżbieta Witek noted that Poles, regardless of political views and differences, always unite against aggression and for peace, making their voices heard.

The Speaker of Parliament of Armenia expressed hope that the voice of Poland will be heard in the matter of the development of democracy and establishment of peace in Armenia.

After the meeting, the members of the delegation took a tour the Parliament building.

State Revenue Committee collects by 24% more taxes and state duties compared to last year

The State Revenue Committee of Armenia collected 1 trillion 103.9 billion AMD in tax revenues and state duties in January-June 2023, which is by 216.7 billion AMD or 24.4% more than the indicator of the same period last year, and by 353.7 billion AMD or 47.1% more than the index of the same period of 2021 (the index does not include the amounts of the state duty paid for the export of copper concentrate, molybdenum concentrate and molybdenum), ARMENPRESS was informed from the State Revenue Committee.

Armenian FM, Ambassador of Iran refer to the vision of the two countries on establishing peace in the region

YEREVAN, JULY 4, ARMENPRESS. On July 4, Foreign Minister of Armenia Ararat Mirzoyan received Ambassador of the Islamic Republic of Iran Abbas Badakhshan Zohouri, who is completing his diplomatic mission in the Republic of Armenia, ARMENPRESS was informed from MFA Armenia.

Noting that the tenure of Ambassador Zohuri coincided with a very difficult period for Armenia, Foreign Minister Mirzoyan highly appreciated the Ambassador's efforts in contributing to deepening of mutual understanding and relations between Armenia and Iran. The Minister also wished him success in his diplomatic path.

The interlocutors discussed various issues on the agenda of Armenian-Iranian cooperation. Both commended the high level of political dialogue between the two countries. It was emphasized that the cooperation between the two countries stems from the imperative to face regional challenges as well as from the historically established friendly ties between the two peoples.

The willingness to maintain the positive dynamics of high-level mutual visits and regular consultations between the two ministries was reaffirmed. The steps aimed at the implementation of economic projects of mutual interest and the use of the existing potential for the advancement of bilateral trade were highlighted.

The vision of the two countries to establish peace and stability in the South Caucasus and the efforts in that direction were touched upon.

Armenia Denied EU Military Aid

The European Union has refused to provide Armenia with military aid from a 
special fund designed to boost EU partners’ defense capacity, parliament speaker 
Alen Simonian said on Tuesday.

Simonian complained about the rebuff as he met with Poland’s President Andrzej 
Duda during a visit to Warsaw.

He told Duda that the Armenian government had requested “technical assistance” 
from the European Peace Facility (EPF) which the EU created in 2021 to help 
developing countries buy military equipment.

“Through that mechanism, the EU allocates aid to Ukraine, Moldova and Georgia,” 
he said, according to the Armenian parliament’s press office. “Unfortunately, 
Armenia’s request was rejected on the grounds of the EU’s mediation efforts in 
the improvement of relations between Armenia and Azerbaijan as well as the issue 
of ‘conflict sensitivity.’”

“I would like to repeat that we are talking about technical assistance aimed at 
increasing [Armenia’s] defense capacity,” added Simonian.

The speaker, who is a key member of Prime Minister Nikol Pashinian’s political 
team, did not specify what kind of security aid was sought by Yerevan.

Ukraine is the main beneficiary of the EPF, having received 4.6 billion euros 
($5 billion) in military aid from the EU fund since being invaded by Russia in 
February 2022. As recently as on June 26, EU countries agreed to increase the 
maximum size of the fund by 3.5 billion euros to 12 billion euros. The bulk of 
the extra funding is expected to be channeled into the Ukrainian military.

A member of the Russian-led Collective Security Treaty Organization (CSTO), 
Armenia is not known to have ever received major weapons from the EU or its 
individual member states. Russia has long been its principal supplier of 
military hardware and ammunition.

As well as criticizing the EU’s refusal to provide such aid, Simonian praised 
the 27-nation bloc for deploying earlier this year 100 or so monitors along 
Armenia’s volatile border with Azerbaijan.

Russia has been very critical of the deployment, saying that it is part of the 
West’s efforts to drive Moscow out of the South Caucasus.




Pashinian Praises U.S. Peace Efforts

Prime Minister Nikol Pashinian praised U.S. efforts to facilitate an 
Armenian-Azerbaijani peace deal when he congratulated U.S. President Joe Biden 
on America’s Independence Day on Tuesday.

“We highly appreciate the position of the United States in supporting the 
territorial integrity, sovereignty and democracy of the Republic of Armenia, 
which was demonstrated in practice in 2021-2022,” Pashinian said in a 
congratulatory message to Biden publicized by his press office.

“We also highly appreciate the U.S. efforts to establish lasting and sustainable 
peace in the South Caucasus, normalize Armenia-Azerbaijan relations, and address 
the rights and security of the people of Nagorno-Karabakh,” he wrote.

Pashinian also praised the current state of U.S.-Armenian relations, saying that 
they are based on “mutual trust between our governments.”

In recent months, the United States has stepped up its involvement in 
negotiations on an Armenian-Azerbaijani peace treaty. The U.S. State Department 
hosted two rounds of marathon talks between the Armenian and Azerbaijani foreign 
ministers in early May and last week.

Later in May, Pashinian expressed readiness to recognize Azerbaijani sovereignty 
over Karabakh through that treaty. His statement was hailed by a senior U.S. 
official but strongly condemned by Karabakh’s leadership and the Armenian 
opposition.

A few days later, the State Department welcomed Azerbaijani President Ilham 
Aliyev’s offer of “amnesty” to Karabakh’s leaders conditional on their 
“surrender” to Baku. The move prompted criticism from not only the authorities 
in Stepanakert but also the Armenian Foreign Ministry.

A senior Karabakh lawmaker said on Monday that Karabakh’s leadership turned down 
last month a U.S. offer to meet with Azerbaijani officials in a foreign country 
for talks on the Armenian-populated region’s “integration” into Azerbaijan. 
Washington had not reported such offers.




Man Arrested For Insulting Pashinian

The Armenian police have arrested a young man who allegedly called Prime 
Minister Nikol Pashinian a “traitor” after approaching him in a public park in 
Yerevan.

Pashinian was confronted by the 21-year-old man, Davit Avetisian, as he strolled 
in the city center together with his family on Sunday. Avetisian was detained on 
the spot and remained under arrest on Tuesday.

Armenia’s Investigative Committee said that it is conducting a criminal inquiry 
into an act of “hooliganism” that took the form of verbal abuse and other 
“inappropriate phrases.” It gave no other details of the incident.

Avetisian’s lawyer, Ara Papikian, said the criminal proceedings are based on a 
police officer’s claim that his client described Pashinian as a “traitor” and 
“scumbag.” He claimed that the police are not telling the whole truth about the 
incident and that Avetisian shouted the insults while being choked by one of the 
officers.

“Davit approached him not to call him a traitor,” Papikian told RFE/RL’s 
Armenian Service. “He said, ‘You will answer for my fallen friend and other 
guys.’ They toppled him to the ground … only then he uttered those words.”

Avetisian appeared to refer to Armenians killed during the 2020 war in 
Nagorno-Karabakh. Opposition leaders and other government critics blame 
Pashinian for Armenia’s defeat in the six-week war that left at least 3,800 
Armenian soldiers dead. They have also denounced as treasonous his apparent 
readiness to agree to the restoration of Azerbaijan’s control over Karabakh.

Alen Simonian, the Armenian parliament speaker and a close Pashinian associate, 
was likewise branded a “traitor” by an opposition activist as he visited a 
popular dining area of central Yerevan in April. The Canadian-Armenian activist, 
Garen Megerdichian, said Simonian ordered his bodyguards to overpower him before 
spitting in his face. Simonian did not deny that.

Avetisian was not formally charged with hooliganism as of Tuesday afternoon. 
Under Armenian law, law-enforcement authorities must indict or free him before 
Thursday.

“Insults were decriminalized in our country long ago. I think this is the reason 
why they still can’t charge Davit,” said Avetisian’s lawyer.

The arrested man is a son of Varuzhan Avetisian, who led an armed group that 
seized a police base in Yerevan in 2016 to demand that then President Serzh 
Sarkisian free the jailed leader of their radical opposition movement and step 
down.

The three dozen gunmen, who took police officers and medical personnel hostage, 
laid down their weapons after a two-week standoff with security forces which 
left three police officers dead. All but two of them were released from custody 
shortly after Sarkisian was toppled in the 2018 “velvet revolution” led by 
Pashinian.

Varuzhan Avetisian and six other key members of the group called Sasna Tsrer 
were sent back to jail in May 2022 after Armenia’s Court of Cassation upheld 
prison sentences handed down to them by a lower court. Avetisian received a 
7-year jail term.

Armenpress: Armenia celebrates Constitution Day

YEREVAN, JULY 5, ARMENPRESS. July 5 marks Constitution Day in Armenia, a public holiday honoring the adoption of the constitution through a nationwide referendum on July 5, 1995. Since then, the constitution has been amended twice through nationwide referendums (in 2005 and 2015). 

The constitution established Armenia as a sovereign, democratic, social state governed by the rule of law.

The 2015 amendments changed the political structure from a semi-presidential system to a parliamentary republic.

With 220 articles, the constitution defines the human being as the highest value in the Republic of Armenia, the public power’s duty to protect and respect the rights and freedoms of the people and that state power shall be exercised in conformity with the constitution and the laws, based on the separation and balance of the legislative, executive and judicial powers.
