Armenian MP: Azerbaijan’s criminal acts will continue until relevant accountability mechanisms are in place

Armenian MP Taguhi Tovmasyan, who represents the opposition With Honor faction, released a statement on Monday, denouncing the criminal proceedings against Artsakh President Arayik Harutyunyan by the Azerbaijani law enforcement authorities. The full text of her statement is provided below.

“The representative of the Prosecutor’s Office of Azerbaijan, presenting a story of some missile attack on Gyanja as a reason, has made a statement related to the criminal prosecution of President of the Republic of Artsakh Arayik Harutyunyan.

The representative tells about some missile attack in the case when Azerbaijan, in gross violation of the fundamental principles of pacific settlement of disputes, refrainment from the threat or use of force, unleashed a large scale military aggression against Artsakh, used prohibited weapons, targeted the civilian population and infrastructures of Artsakh.

I draw the attention of my international colleagues on the fact that the representative of the authorities of the state (i.e. Azerbaijan), which imposed a war on the civilians of Artsakh, announced about the initiation of criminal cases against the legitimate president of the state (i.e. Artsakh), which carried out self defence.

Such absolutely unacceptable behavior by Azerbaijan pursues a criminal goal to cause fear among the civilians of Artsakh.

The president of the Republic of Artsakh is presented as “a leader of a self-proclaimed regime”, whereas the “Declaration on Proclamation of the Nagorno Karabagh Republic” was adopted on September 2, 1991. On December 10, 1991 NK population declared the establishment of the Nagorno Karabakh Republic by plebiscite, which fully complies with both international law norms and the letter and spirit of the USSR laws of that time.

I have addressed the international organizations in separate letters to condemn such unlawful conduct by Azerbaijan against the institute of the President of the Republic of Artsakh, who was elected by the people of Artsakh through democratic elections.

The criminal acts by Azerbaijan will be continuous until relevant accountability mechanisms are in place.”

Azerbaijani MPs have already arrived in Yerevan, says Armenian pro-government MP

Azerbaijani lawmakers have already arrived in Yerevan to attend the meetings of the Euronest Parliamentary Assembly slated for 21 and 22 February, Maria Karapetyan, an MP from Armenia’s ruling Civil Contract party and head of the Armenian delegation to Euronest, told reporters on Monday.

“Two MPs and one accompanying official have come. If I’m not mistaken, one of the lawmakers is non-partisan, while the other represents the ruling New Azerbaijan Party,” she said.

Armenian MPs have had no contacts with them so far, Karapetyan said.

“Naturally, given the institutional formats in which Armenian MPs communicate with parliamentarians of all countries, including Azerbaijani MPs, when they go on business trips, such meetings are expected this time as well,” the MP added.

Artsakh war volunteers block road leading to Yerevan airport

Volunteer fighters of the 2020 Artsakh war on Monday blocked the road leading to Yerevan’s Zvartnots International Airport to protest against the launch of flights between Yerevan and Istanbul and Armenian-Turkish normalization process.

The protest came shortly after two Azerbaijani lawmakers arrived in Yerevan to attend the meetings of the Bureau and the Committees of the Euronest Parliamentary Assembly (PA) slated for 21 and 22 February.

“We have gathered here to announce that we are against friendship with the Turks. Our soldiers are standing guard at combat positions to prevent the enemy from advancing, whereas the Turks are allowed to come here freely and drink coffee,” said one of the protesters in military uniform.

“Why on earth should the Turks come here? If I come across a Turk, I’ll shoot him, are you setting me up? Wasn’t it the Turks who slaughtered our children?” another angry protester said.

Police officers tried to force protesters out of the road, and a scuffle ensued. After several unsuccessful attempts, the police managed to restore traffic on the road.

Azerbaijani forces open indiscriminate fire at Artsakh army positions

The Azerbaijani Defense Ministry spread disinformation yet again, accusing the Artsakh military of opening fire at Azerbaijani combat positions deployed near the villages of Shosh and Taghavard on 20 and 21 February.

The Artsakh Defense Ministry denied the Azerbaijani allegations as “entirely false” in a statement on Monday, adding the Azeri troops themselves violated the ceasefire in the area.

“The ceasefire was actually violated by the Azerbaijani army units that fired indiscriminately on the Defense Army positions. There are no casualties or material damages as a result of the ceasefire violation,” the ministry said.

The Russian peacekeeping command has been alerted about the ceasefire violation by Azerbaijan.

Saghatelyan: Ruling party reaffirms its commitment to ‘serve Turkish-Azerbaijani interests’

Opposition Hayastan (Armenia) faction MP and Deputy National Assembly Speaker Ishkhan Saghatelyan on Monday denounced the pro-government MPs for refusing to join an opposition-drafted statement condemning the Shushi Declaration ratified by the Turkish and Azerbaijani parliaments earlier in February.

“On 15 June, 2021, in occupied Shushi, the Turkish and Azerbaijani presidents signed a declaration, which poses serious threats to the territorial integrity of the Republic of Armenia, the exercise of the Artsakh people’s right to self-determination, as well as the international recognition of the Armenian Genocide. The declaration has recently been ratified by the parliaments of Azerbaijan and Turkey,” the MP wrote on Facebook.

“The Hayastan faction tabled a draft statement, by which the Armenian parliament, as a state structure with a primary mandate, should have given its assessment to the ratification of the declaration, thus highlighting that the Shushi Declaration is unacceptable to Armenia.

“As it was expected, the ruling Civil Contract faction MPs turned down the draft statement condemning the ratification of the Shushi Declaration at a meeting of the parliament’s Standing Committee on Foreign Relations. Rejecting the statement, the Civil Contract party reaffirmed its commitment to serve the interests of the Turkish-Azerbaijani tandem, once again confirming that they have taken the path of Turkification.

“Under the guise of peacekeeping efforts, the current authorities are leading the Armenian people to new concessions, new losses and a new war,” Saghatelyan noted.

War participants block Yerevan international airport road

The participants of the Artsakh (Nagorno-Karabakh) war in the fall of 2020 on Monday closed off the road to Zvartnots International Airport of Yerevan.

They are against the arrival of an Azerbaijani delegation in the Armenian capital.

As reported earlier, the meetings of the Euronest Parliamentary Assembly will take place in Yerevan on Monday and Tuesday, and an Azerbaijani delegation also will attend them.

These war participants told reporters that they are against the reopening of the Yerevan-Istanbul flights, too.

Security Council chief briefs Euronest PA vice president on Armenia position on Karabakh conflict settlement

YEREVAN. – Secretary of the Security Council of Armenia, Armen Grigoryan, on Monday met with Andrius Kubilius, a Lithuanian Member of the European Parliament and Vice President of the Euronest Parliamentary Assembly, the Office of the Security Council of Armenia informed Armenian News-NEWS.am.

The secretary of the Security Council presented to his interlocutor Armenia’s positions on stability in the region, the settlement of the Nagorno-Karabakh conflict, the unblocking of regional communications, and the demarcation and delimitation of the Armenia-Azerbaijan border.

Also, Grigoryan stressed the need for the Karabakh conflict’s settlement under the auspices of the OSCE Minsk Group Co-Chairs, as well as presented humanitarian issues that need to be addressed urgently.

Kubilius, for his part, lauded the course of democratic reforms in Armenia, and stressed that Lithuania is ready to expand the scope of its bilateral cooperation with Armenia and contribute to the deepening of Armenia-EU cooperation.

Russia intends to officially raise relations with Azerbaijan to alliance level

Russian President Vladimir Putin will hold talks with his Azerbaijani counterpart Ilham Aliyev, who is on an official visit to Russia, on Tuesday, the Kremlin press service reported.

The statement said that following the talks, a declaration on allied cooperation would be signed, taking relations between Russia and Azerbaijan to the allied level.

According to the Kremlin, the parties plan to discuss a whole range of issues of further development of bilateral relations in political, trade and economic and humanitarian spheres.

“It is meant to consider the implementation of the agreements of the leaders of Russia, Azerbaijan and Armenia on Nagorno-Karabakh of November 9, 2020, January 11 and November 26, 2021, including measures to restore economic and transport links in the South Caucasus,” the Russian presidential press service added.

Protest against arrival of Azerbaijani MPs in Yerevan

In front of the Armenia Marriott Hotel, located in the centre of Yerevan, a protest demonstration organized by the ARF Armenian Youth Federation is held.

The protesters oppose the arrival of Azerbaijani MPs in Armenia.

Earlier Azerbaijan’s Milli Majlis announced the names of the delegation members, who have already arrived in Yerevan.

Parliament said the event will be attended by members of the Azerbaijani delegation to the Euronest Parliamentary Assembly Tahir Mirkishili and Soltan Mammadov.

The MPs will present the position of the Azerbaijani side on the issues to be discussed at the meetings.

Meeting of Euronest PA bureau was held in Yerevan

ArmInfo. On February 21, a meeting of the bureau of the Euronest Parliamentary Assembly was held in Yerevan.

According to the press service of the RA National Assembly, the meeting was attended by the heads of the delegations of the parliaments of Armenia, Georgia and Ukraine, as well as the political groups of the European Parliament from the countries of the Eastern Partnership.

During the meeting, the MPs of the Eastern Partnership countries provided information on the political processes taking place in their countries. Issues related to the security and political situation in the EU and the Eastern Partnership region were also discussed.

It is also noted that on February 22, at the Karen Demirchyan Sports and Concert Complex, meetings of the commissions of the Euronest Parliamentary Assembly on political issues, human rights and democracy, energy security, economic integration, social issues, education, culture, civil and public issues will be held.
