YEREVAN, MAY 5, ARMENPRESS. Russian presidential spokesperson Dmitry Peskov commented on the current domestic political situation in Armenia, reports TASS.

Peskov said that what is happening in Armenia is the country’s internal affair, but added that Moscow is interested that the situation is solved as soon as possible.

“Armenia is our ally, is our partner in integration formats that are very important for us. Armenia is our greatest friend. Therefore, we are interested that this period ends in Armenia as quickly as possible and there is a period of stability in the country which will allow to gradually move on the implementation of the trilateral agreements over Karabakh that were reached with the participation of the Russian President”, Peskov said, adding that the stability in Armenia will also allow to move on the direction of developing the bilateral relations.

YEREVAN, MAY 5, ARMENPRESS. Signing a peace treaty with Azerbaijan means that a solution to the Nagorno Karabakh conflict should also be found, the Secretary of the Security Council of Armenia Armen Grigoryan told reporters when asked on the status of Artsakh.

When asked to comment on political analysts’ views that a peace treaty with Azerbaijan would mean the withdrawal of Russian peacekeeping forces from Artsakh and recognition of Artsakh’s remaining part as part of Azerbaijan, Grigoryan answered that it is difficult to say what the political analysts mean while making such claims.

“We see the solution to the conflict with ensuring security, the security of our compatriots living in NK, as well as ensuring rights. The status must be determined accordingly. Guarantees of ensuring security will also be there, and at this moment we don’t know what kind of guarantees will exist from an institutional perspective, we will discuss this during negotiations and if we reach any decision and see that the security of our compatriots will definitely be ensured we will give consent to it,” Grigoryan said.

YEREVAN, MAY 5, ARMENPRESS.  Deputy Minister of Education, Science, Culture and Sports of Armenia Karen Giloyan received Secretary General of the Serbian Chess Federation Andrija Jorgic on May 5.

As ARMENPRESS was informed from the press service of the Ministry, the Serbian delegation consisted of Biljana Obradović, President of the Armenian national community of Serbia, Darko Obradovic, Program Manager of the Center for Strategic Analysis of Serbia, and Liliana Stojanovic, Editor of Borba newspaper.

The meeting was also attended by Arkady Papoyan, Head of the Department of Foreign Relations and Diaspora of the Ministry of Education, Science, Culture and Sport.

Welcoming the guests, Deputy Minister Karen Giloyan expressed readiness to strengthen the Armenian-Serbian sports relations within his powers.

The Secretary General of the Serbian Chess Federation Andrija Jorgic, thanking for the reception, noted that this is his first visit to Armenia, he has great impressions, and he arrived in our country with a special mission.

“We know that chess is taught in Armenian schools, and we would like to apply that practice in our country. Armenia is a country with a great chess history and traditions, and we will be very happy to cooperate with you. My mission is to study the methodology of teaching chess in Armenia, try to apply that experience in Serbia.”

Stating that we are ready to share our experience with friends, Karen Giloyan noted, “Teaching chess in secondary schools has undoubtedly had a positive effect on the popularization of the sport. We can give your specialists the opportunity to get training here, to study our experience. We can also provide specialists to conduct master classes in Serbia.”

Darko Obradovic, Program Manager of the Center for Strategic Analysis of Serbia, and the other guests also emphasized the need to raise the Armenian-Serbian relations to a new level, to create cultural, sports and educational bridges between the two countries.

The Secretary General of the Serbian Chess Federation will visit the Chess Academy of Armenia on May 5 and will meet with the founder-president of the academy Smbat Lputyan.

YEREVAN, MAY 5, ARMENPRESS. Finance Minister Tigran Khachatryan received Ambassador of Kazakhstan to Armenia Bolat Imanbayev, the ministry said in a news release.

Welcoming the guests, the Armenian minister highlighted the cooperation directions between the two countries and expressed confidence that the Armenian-Kazakh relations have a great development prospect.

In his turn the Ambassador emphasized the necessity of boosting the activity of the Armenian-Kazakh inter-governmental commission and touched upon the opportunities of expanding the trade-economic cooperation.

At the meeting the sides also attached importance to the development of integration processes within the Eurasian Economic Union and achieved a number of agreements over their implementation.

Armenia to get around 23 mln Euro loan to build, equip kindergartens and schools

YEREVAN, MAY 5, ARMENPRESS. The Armenian government approved today the proposal to sign the loan agreement (22 million 600 thousand Euros) between Armenia and the International Bank for Reconstruction and Development (IBRD) aimed at improving education.

Minister of Education, Science, Culture and Sport of Armenia Vahram Dumanyan introduced the draft to the Cabinet members today.

He said that the program “Improving Education” kicked off with the support of the World Bank in 2015.

“136 preschools have been established within the framework of the project, involving 13,580 children aged 4-6, 13 high schools have been renovated, 107 high schools have been equipped with 335 laboratories of natural sciences. 585 schools have been equipped with computers. Thanks to them, remote learning rooms were set up in those rural schools which are lacking teachers. Teachers of mentor schools now teach these subjects online in 53 such schools. More than 4000 teachers and administrative staffers have been trained in the use of information tools in the teaching process, the subject standards and programs of 6 educational spheres have been revised”, the minister said, adding that 15 universities have been provided with grants, as a result of which innovative research centers have been established in these universities.

Given the final results, the minister said that the government applied to the World Bank requesting to provide additional funding to ensure the program continuation.

“By the new program, affordable preschool education services will be created in 80 settlements, involving around 3000 children aged 4-6, 74 high schools will be renovated and equipped in accordance with the construction and security standards. 200 public schools will be provided with 5 engineering and natural science laboratories, works on use of education management information system, further digitization of processes, installing new opportunities for data visualization will be carried out, the creation of innovative research centers in universities will continue”, the minister said, adding that it is planned to implement 5 grant programs on the sidelines of the project. The total cost will be 28,25 million Euros, including 22,6 million Euros from loan resources, and 5.65 million Euros from the state budget.

He also informed that the government will donate a land to Spitak community of Lori province in order to build a modular kindergarten in Lusaghbyur.

YEREVAN, MAY 5, ARMENPRESS.  The Argentine newspaper La Nación published an article on the Armenian Genocide, emphasizing that Turkey’s denial should be a call for sobriety for Turkey’s NATO allies.

As reported by ARMENPESS, the article reminds that April 24 marked the 107th anniversary of the Turkish state’s attempt to exterminate the Armenian people in 1915. “More than 1.5 million Armenians were persecuted and killed, which Pope Francis described as the first genocide of the 20th century.”

It is stressed that Turkey’s denial of its responsibility for the genocide committed as a state policy should be a call for sobriety for its NATO allies.

The article recalls Çavuşoğlu flashing the “Gray Wolves” sign at Armenians in Uruguay, emphasizing that it is a racist, militarized, far-right Turkish organization that denies the fact of genocide.

In the context of the Armenian Genocide, the article emphasizes that the new perpetrators of crimes against humanity also intend to conceal their actions by presenting them as a war.

“The Republic of Argentina, home to the largest Armenian community in Latin America, has set the recognition of the Armenian Genocide as a state policy and should continue to fight for it in the international arena,” the article reads.

Today, Prime Minister Nikol Pashinyan visited the Compulsory Enforcement Service to attend a solemn event organized on the occasion of the Day of the Compulsory Enforcement Officer. Minister of Justice Karen Andreasyan, the Chief Compulsory Enforcement Officer Sergey Meghryan and other officials were also present.

Prime Minister Pashinyan congratulated those present on the occasion of the Day of the Compulsory Enforcement Officer, emphasizing that the service in our reality either did not exist in the past or existed very weakly. “There are many important civilizational nuances here. Due to this circumstance, if you remember, initially there was a lot of negativity about the Compulsory Enforcement Service, because it was perceived that a service was created that takes away, or cuts forcibly something from the people? This is a very important fact. But the reality or mission of the Compulsory Enforcement Service is a little different. Here we should keep in mind that the main mission, which is very important for the state and the public, is that, after all, the Compulsory Enforcement Service is the executive body of justice. And when he takes it, he does it to restore justice; in essence, he gives it to those who have been wrongfully deprived. And when it takes away something, it does it to restore justice; in essence, it gives it to those who have been wrongfully deprived. And secondly, it is very important to have such a civilizational subtlety, which, with great difficulty, nevertheless is fulfilled by your service. That civilizational subtlety is the following. Each of us must understand and record that our actions, behavior, lifestyle bring with them certain consequences. And it is when we find out our relationship with these consequences that we have to formulate the public relations that we are all striving for. In this regard, I will consider the rightful work of the Compulsory Enforcement Service not only purely legal, but there are many important civilizational nuances here. Because, yes, sometimes it is very unpleasant when there are traffic jams or various fines. Because, yes, sometimes it is very unpleasant when one receives traffic or other fines. But our message from this must be that as a result of all this, as a result of this relationship, we must be able to adjust our daily life, our customs, our discipline in such a way that we find the right balance between the public and personal interests. In this respect, the Compulsory Enforcement Service is extremely important. It is very important that this point of view is realized by both the service and the public,” Nikol Pashinyan said.

According to the Prime Minister, due to objective and subjective circumstances, the image of the Compulsory Enforcement Service is obviously improving, because it is this perception that people are beginning to understand that this is a very important tool for protecting the legitimate interests of the state, law, individuals, organizations. “I must say that in many cases the negative attitude that exists and will still exist towards the Compulsory Enforcement Service, unfortunately, does not depend on the service itself, because it is already conditioned by to what extent the judicial acts made by the courts are credible for the public. Of course, the problems in our judicial system, the negatives that come from them, unfortunately, often fall on you. Here, too, it is very important that we do our best to make the judicial acts in the Republic of Armenia as credible as possible, so that the atmosphere around the Compulsory Enforcement Service becomes more and more positive”, the Prime Minister said.

Nikol Pashinyan noted that when assessing, planning the activities of state institutions, developing their strategies, one should not consider only the mechanical side of the issue, because they ensure the rule of law, have important civilizational significance, important significance in correctly balancing the individual-society, individual-law, individual-individual relations. “I hope that we will continue to follow this path, because I know that this perception becomes more and more present in our government every day. I must emphasize one more circumstance. We attach great importance to another dimension of the Compulsory Enforcement Service, because in the 2021 report on the activities of the Government, we emphasized that in the previous year, as a result of the activities of the service, the state budget received 600 million AMD. And we have set a goal to increase the revenues that are used to meet public needs.

 

Having said all this, I want to thank all of you for the work and service, I want to thank you for the willingness to face the shortcomings, to be ready to correct those shortcomings, to wear the shoulder board with honor. I would like to express my conviction that as a result of the work carried out within the framework of this ideology, the reputation of that uniform, shoulder board, service will continue to rise, and finally we will come to the public conclusion that the Compulsory Enforcement Service  acts not against, but for the sake of the citizen, right, law and justice,” said the Prime Minister.

The solemn swearing-in ceremony of the newly appointed Compulsory Enforcement Officers took place, after which the Prime Minister handed over medals and letters of gratitude to a group of employees of the Compulsory Enforcement Service on the occasion of their professional holiday.

Asbarez: Calif. Community College League Honors Dr. Armine Hacopian

Every year the Community College League of California honors the enduring dedication and service of California’s community college trustees with the ‘Fulfilling the Trust’ Award, for having persevered continuously in serving students. 

This year, Dr. Armine Hacopian, the President of the Glendale Community College Board was recognized with this prestigious award for having achieved more than two decades of dedicated service and enduring commitment to Glendale Community College.  

CCLC membership is comprised of all 116 California Community Colleges and the elected trustees from each community college district who serve their respective communities. 

In an interview, Dr. Hacopian expressed her appreciation to the CCLC Board for this award and to all those registered voters in Glendale who have voted for her during the past five elections.

“This recognition is significant because I was recognized by my peers who are very closely involved in higher education, and understand the challenges they must overcome as leaders, in order to serve our students and the internal and external constituencies,” said Hacopian.

Dr. Hacopian is a life-long educator with extensive background in education, serving students in pre-k to graduate schools in a-variety of capacities.  Her background includes earning many degrees and credentials and serving as a board member to numerous community based organizations.  She has been honored by multiple organizations and elected officials as well. 

“Serving on the Western Prelacy Board of Regents of Armenian Schools for many years, was one of my most fulfilling leadership roles,” Dr. Hacopian recalled fondly. 
 
Her years of board leadership as GCC Trustee include many successful benchmarks.  She was unanimously elected by her co-trustees to be the Board President at GCC for five (one-year) terms.

In addition, she helped pass two bond measures (in 2002, for $98,000,000, and in 2016, for $325,000,000) for construction and capital improvements of old buildings which has brought assurances to students that they would be learning and studying in facilities that were geared towards careers for the 21st century.  

The raised funds from the sales of the bonds also would be earmarked for the state-of-the-art science center (being build now), with technology focus, new performing arts center, and an up-to-date athletic facilities as students compete with other community college students to transfer to four year universities.
  
Along with her co-trustees, Dr. Hacopian worked closely with State Senator Anthony Portantino for GCC to be closed on April 24th (without loosing any State funding) so that students and employees would have the opportunity to participate in April 24th, Genocide Commemoration activities. 
 
According to Dr. Hacopian, “this action was very important and timely for GCC as 40 percent of the student population is of Armenian background.”

She considers herself to be a bridge-builder who connects ‘social bridges’ between GCC and various organizations.
 
As the current GCC Board President, Dr. Hacopian encourages students to consider attending GCC while they are still in high school as GCC and GUSD have many dual enrollment programs where students can complete college coursework while still in high school.  

She said that her motto has always been “to lead with service in my heart and student access and success in my mind.”
