WATCH: Asbarez Interview with L.A. City Councilmember Mitch O’Farrell

Los Angeles City Councilmember Mitch O’Farrell, who represents Council District 13, on Tuesday visited the Asbarez offices, where he sat down for an interview with Asbarez Editor Ara Khachatourian.

It was O’Farrell’s first in-person interview with Asbarez since the pandemic, so the topics discussed covered the 2020 April War and the City Council’s response, as well as the key issues impacting voters in the upcoming June 7 Primary Elections. O’Farrell is running for re-election.

He condemned Turkey and Azerbaijan for mounting an aggressive attack on Artsakh in the fall of 2020, and said that the appropriate response must be given to the “war crimes” committed against the population of Artsakh and Armenia. He also discussed his leading role in steps taken by the L.A. City Council at the time of the war.

O’Farrell also welcome President Joe Biden’s recognition of the Armenian Genocide last year, saying that efforts to educate people about the Genocide and other such atrocities must become a priority.

However, the interview focused more on issues that are of concern to voters as they prepare to cast their ballots in the June 7 Primary.

One of the key issues that is of utmost importance to constituents is proliferation of homelessness, which has reached crisis proportions, that is impacting every resident in Los Angeles.

O’Farrell discussed his and the City Council’s efforts to curb homelessness, saying that his approach has been to shelter—“find a roof over their heads”—as a way to mitigate the further growth of the situation.

Justice Department Defends Biden’s Right to Waive Section 907

President Joe Biden

The Justice Department on Thursday defended President Biden’s right to waive Section 907 and continue shipping U.S. arms and military aid to Azerbaijan, the Armenian National Committee of America reported.

In a 19-page response to a temporary restraining order filed by California-based attorney Harry Kaladjian.

On April 30 Kaladjian requested for a temporary restraining order was filed against President Biden and Secretary of State Antony Blinken, which would block the waiver of Section 907 restrictions on U.S. aid to Azerbaijan.

In the legal action, Kaladjian called for enjoining the Biden Administration from certifying the Section 907 waiver “until such time as the Government of the United States properly reports on the effects of any waiver of Section 907 pursuant to the Government Accountability Office (GAO), and until the Government of Azerbaijan ceases all forms of Armenophobia.”

Kaladjian fired back at the flawed Justice Department defense of Section 907 waiver authority by filing an 11-page brief detailing how the President’s failure to enforce this law “supports Armenophonia,” and subjects Armenian Americans to “discrimination and marginalization.”

The matter remains before U.S. District Judge Stephen V. Wilson of the U.S. District Court for the Central District of California, Eastern Division.

Asbarez: Uruguay Senate Places Hold on Turkey Envoy Nomination after Cavusoglu’s Grey Wolves Gesture

Turkey’s foreign minister Mevlut Cavusoglu flashes the Grey Wolves terrorist group’s sign at Armenian protesters in Montevideo, Uruguay on Apr. 23

The Uruguay Senate unanimously agreed on Tuesday to not move forward with the appointment of a new ambassador to Turkey, citing the “embarrassing incidents” caused by Turkish Foreign Minister Mevlüt Çavuşoğlu when he was visiting Montevideo last month.

The news was reported by MercoPress.

Çavuşoğlu was on an official visit to Uruguay to attend the opening of a new Turkish embassy and also kick off negotiations for a bilateral free trade agreement, when on April 23 he flashed the hand gesture used by the ultra-nationalist Grey Wolves organization to a group of Armenian protesters in Montevideo, a day before the anniversary of the Armenian Genocide.

The Turkish foreign minister’s actions drew the condemnation of Uruguay’s President Luis Lacalle Pou, who said that Çavuşoğlu behavior should be “strongly criticized (…), the community is hurt, and rightly so.” Uruguay’s Foreign Minister Bustillo, echoed Lacalle Pou’s sentiments saying his counterpart’s gesture was “inadmissible.”

Uruguay Senator Lilliam Kechichian proposed the hold on the approval of the new ambassador to Turkey

“I reject and condemn any insulting conduct or gesture that implies physical or moral violence,” Bustillos said, referring to Cavusoglu’s Grey Wolves salute.

Earlier this week, Çavuşoğlu defended his actions, saying that it was “the necessary response” to the protesters’ “unpleasant attitudes.”

“After these unacceptable and ugly attitudes, we gave the necessary response,” said Çavuşoğlu, according to the Hurriyet Daily News. The minister also said he did not consider his attitude an insult. “We said that we should look to the future,” he added.

The decision to hold the nomination of a new ambassador, Hugo Cayrús, in response to the Turkish leader’s behavior was proposed by opposition Senator Liliam Kechichian, who praised the candidate but cited the incident for her request.

According to MercoPress, the Senate is now waiting for Foreign Minister Bustillo to report on the current state of relations with Turkey after the incident. Cayrús already appeared weeks ago before the Senate International Affairs Committee at a nomination hearing.

Armenia adds Karabakh conflict to Azerbaijan’s peace proposal

PanARMENIAN
Armenia – May 5 2022

PanARMENIAN.Net – The Secretary of the Security Council of Armenia Armen Grigoryan has said that Yerevan has sent a 6-point response on the normalization of relations to the 5-point one proposed by Azerbaijan.

Azerbaijan in mid-March disclosed the contents of its single-page proposal on normalization of relations with Armenia, which contains five “principles”, including “the mutual recognition of sovereignty, territorial integrity, inviolability of international borders and political independence of each other.”

“There was nothing unacceptable for Armenia in those 5 points. Armenia says with its 6 points that the Nagorno-Karabakh conflict should be resolved in order to have a comprehensive peace agreement,” Grigoryan said Thursday, May 5, Pastinfo reports.

“At the moment, our approach is that the two packages – the 5+6 – should be combined, negotiations on the peace agreement should start, so that we can find a long-term solution to the Nagorno-Karabakh conflict.”

Grigoryan also weighed in on a statement from Azerbaijani President Ilham Aliyev, who said that “Armenia must officially recognize the territorial integrity of Azerbaijan, as well as the fact that it does not have any territorial claims against Azerbaijan, and will not have any in the future either.” Otherwise, he threatened, “we will not recognize the territorial integrity of Armenia, we will announce it officially.”

According to the Armenian Security Council chief, such statements do not contribute to the formation of the peace agenda.

Aram I urges courage to reject deal threatening Karabakh security

PanARMENIAN
Armenia – May 5 2022

PanARMENIAN.Net – Catholicos of the Great House of Cilicia Aram I has said that the people of Nagorno-Karabakh have the courage to reject any proposal that could threaten the security of the Armenians of Artsakh (Karabakh).

“We must have the courage, and the people of Artsakh have the courage to reject any offer, coercion or agreement that could threaten the security of the Armenians of Artsakh and to question the will of the people of Artsakh to freely express their will,” the Catholicos said in a tweet on Wednesday, May 3.

Karabakh President Arayik Harutyunyan said Tuesday that his government was not going to deviate from the principle of the right of peoples to self-determination.

Days earlier, Armenian Prime Minister Nikol Pashinyan said that the number one beneficiary of the settlement of the Nagorno-Karabakh conflict is Artsakh and its people, which means nothing can be negotiated implemented in secret. According to the Prime Minister, the agenda of peace is aimed at overcoming the difficulties that followed the war, to guarantee the security, the rights and the future of the people.

Criminal case on Karabakh war transferred to Investigative Committee

PanARMENIAN
Armenia – May 5 2022

PanARMENIAN.Net – The criminal case related to the 44-day war in Nagorno-Karabakh (Artsakh) has been transferred from the Anti-Corruption Committee to the Investigative Committee, according to Gor Abrahamyan, an Adviser to Armenia’s Prosecutor General, Sputnik Armenia reports.

Abrahamyan noted that the prosecutor made such a decision in order to ensure an objective and comprehensive investigation of the case.

The parents of the servicemen killed in the war asked the Prosecutor General’s Office on April 18 to initiate a criminal case to investigate allegations about Prime Minister Nikol Pashinyan handing over the territories of Artsakh.

The families of deceased servicemen have been demanding an answer to their application since April 25.

Armenian Police Detain Protesters Calling for PM to Step Down

May 5 2022

TBILISI (Reuters) -Police detained dozens of protesters who marched and blocked roads in Armenia’s capital Yerevan on Thursday calling for the resignation of Prime Minister Nikol Pashinyan over his handling of the Nagorno-Karabakh crisis.

Local television footage showed officers grabbing protesters and dragging them into vans. Police said they had detained 49 protesters as of midday.

The landlocked South Caucasus country has seen a string of protests in recent days as pressure mounts on the embattled premier.

Pashinyan has faced heavy criticism for agreeing to a Russian-brokered ceasefire that saw Armenia defeated by Azerbaijan in a six-week war in 2020 and lose significant territory in and around the disputed region of Nagorno-Karabakh.

Russia is a close ally of Armenia. It has a military base in the northwest of the country and sent peacekeepers to Nagorno-Karabakh under the accord that ended the fighting.

Asked about Moscow’s position on the protests, Kremlin spokesman Dmitry Peskov said it was entirely a domestic issue for Armenia.

“We are interested in this period ending in Armenia as soon as possible and for a period of stability to resume, allowing us to gradually move towards the implementation of the trilateral agreements on Nagorno-Karabakh,” Peskov told reporters on a conference call.

Pashinyan angered the opposition last month when he said the international community had urged Armenia to “lower the bar” on the status of Nagorno-Karabakh, an enclave internationally recognised as part of Azerbaijan but populated and until recently fully controlled by ethnic Armenians.

Azerbaijan said last month it was ready for negotiations on a peace treaty with Armenia, but said Yerevan needed to renounce any claim on its territory.

Pashinyan – who says he agreed to the Russian-brokered ceasefire in 2020 to avoid further losses – has insisted he will not sign any peace deal with Azerbaijan without consulting ethnic Armenians in Nagorno-Karabakh.

Russia interested in soonest stabilization in Armenia – Peskov

Public Radio of Armenia
May 5 2022

The developments in Armenia ate the domestic affair of the country, but Moscow is interested in the soonest settlement of the situation, Kremlin Spokesman Dmitry Peskov told TASS.

“This is entirely an internal affair of Armenia,” Peskov said, referring to opposition rallies in the country.

He stressed that Yerevan is an ally of Moscow. “Armenia is our ally, it is our partner in several very important integration formats, Armenia is our great friend,” Peskov said.

“Therefore, of course, we are interested in seeing this period end in Armenia as soon as possible and a period of stability begin again, which will allow us to gradually move towards the implementation of thե trilateral agreements on Karabakh that were finalized with the participation of the President of Russia, as well as develop our bilateral relations, in general,” the Kremlin Spokesman said.

The opposition has been holding protests in Armenia since mid-April, demanding the resignation of Prime Minister Nikol Pashinyan.
