Armenian Ombudsperson sees great potential for democratic governance in parliamentary system

YEREVAN, JULY 4, ARMENPRESS. It is necessary to develop the parliamentary system of government as it has a great potential for democratic governance, Human Rights Defender of Armenia Kristinne Grigoryan said at a discussion on the topic of the necessity of constitutional amendments.

“We have a path to pass for the further development of the parliamentary model”, she said.

She said that the amendment of the Constitution is a goal deriving from the government’s action plan, for which there are concrete deadlines.

“I think we should not follow the calendar. For us it’s important that this process is perceivable for the people, that the Constitution really becomes that of a human, not as an incomprehensible document”, she said. “The term of office of Human Rights Defender should be clearly enshrined by the Constitution that a person could be elected to that post only once. This is directly aimed at further strengthening the independence of this institution”, she added.

Armenia and India signed a Memorandum of Understanding at the end of the 8th session of Armenian-Indian Intergovernmental Commission on Cooperation in the Fields of Trade, Economy, Technology, Science, Education and Culture in Yerevan on July 4, Armenian Foreign Ministry Spokesperson Vahan Hunanyan said in a statement on social media.

“The Agreed Minutes of the IGC 8th Session and the Memorandum of Understanding between the Government of the Republic of Armenia and the Government of the Republic of India regarding Indian Grant Assistance for Implementation of High Impact Community Development Projects were signed at the end of the 8th session of Armenian-Indian Intergovernmental Commission on Cooperation in the Fields of Trade, Economy, Technology, Science, Education and Culture”, the statement says.

YEREVAN, JULY 4, ARMENPRESS. The Institute of Oriental Studies of the National Academy of Sciences of Armenia organized an international conference today titled “The Arab states of the Gulf and the Armenian communities: current trends and issues”, aimed at discussing the cooperation opportunities between Armenia and the Arab states of Persian Gulf, as well as the development tendencies of Armenian communities in these countries.

A number of diplomats, representatives of academic circle were attending the conference.

In his remarks Armenia’s Ambassador to Tunisia and Morocco Arshak Poladyan said that the region, they are going to talk about today, is quite an interesting region in the East, where the interests of superpowers clash.

“Oil and religious factor in this region really turned into a political factor, and the region is interesting in this respect. I want to note that thanks to major efforts we managed, after Armenia’s independence, to start the process of establishing diplomatic relations with the Arab states of the East, and by 2000 we already had diplomatic relations with almost all Arab countries of the Gulf, except for Saudi Arabia, but we hope that we will manage to create new relations also with this country by the end of the year”, he said.

Ahlam Rashed Al Salami, Chargé D'affaires of the UAE Embassy to Yerevan, said that the Armenian communities are really enjoying high reputation in different parts of the world, and the Armenian community of the United Arab Emirates has a special place among many foreign communities.

“I know that the respectful participants will touch upon the UAE’s Armenian community, the achievements and current challenges. I have prepared a presentation on tolerance and co-existence in the United Arab Emirates. The UAE attaches big attention to tolerance and values in order to strengthen its positions as a global center of tolerance that is creating a respective environment for different cultures of the world, is becoming a homeland for all those nations who live in harmony and work on its land”, Ahlam Rashed Al Salami said.

Dean of the Faculty of Oriental Studies at the Yerevan State University, Ruben Melikyan, called this conference another proof that Armenia is a superpower of Orientalism.

“I don’t know when Armenia will become a political, economic and military superpower, but I have no doubt that it is a superpower of Orientalism”, he said, adding that these steps and studies could contribute not only to the development of scientific issues, but also they have a very important significance for the region.

Armenian PM receives President of National Endowment for Democracy

YEREVAN, JULY 4, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received American foreign policy expert and the President and CEO of the National Endowment for Democracy, Damon Wilson, the PM’s Office said.

The National Endowment for Democracy is an independent grant-making foundation supporting freedom and democracy around the world. 

During the meeting PM Pashinyan stated that the development and strengthening of democracy is one of the key priorities of the Armenian government, adding that democratic reforms are underway in Armenia in a number of areas. In this context he highlighted the support of the United States and other international partners in strengthening democratic institutions in Armenia.

In his turn Damon Wilson emphasized the commitment of the National Endowment for Democracy to closely cooperate with different Armenian structures towards the development of democracy.

The sides exchanged views also on the opportunities of mutual partnership.

YEREVAN, JULY 4, ARMENPRESS. On July 3, Fly Arna airline began operating flights Yerevan-Hurghada –Yerevan. Flights will be operated 2 times a week: on Wednesdays and Sundays, “Armenia” International Airports CJSC said in a statement.

“And on July 4, the airline started operating flights on the route Yerevan—Sharm el-Sheikh — Yerevan. Flights will be operated 2 times a week: on Mondays and Saturdays (starting from July 14 – on Wednesdays as well)”, it added.

EUR exchange rate down by 0.45 drams to 425.90 drams. Russian Ruble exchange rate down by 0.05 drams to 7.41 drams. GBP exchange rate up by 2.91 drams to 494.73 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 281.26 drams to 23550.32 drams. Silver price down by 9.32 drams to 258.44 drams. Platinum price stood at 16414.1 drams.

Minister of Justice of Armenia Karen Andreasyan delivered opening remarks at the high-level conference organized by the Council of Europe's Group of States Against Corruption (GRECO) and the Corruption Prevention Commission of the Republic of Armenia on the presentation of standard rules of conduct for public servants in Armenia.

As ARMENPRESS was informed from the Ministry of Justice of Armenia, in the event attended by Executive Secretary of GRECO and Head of the Action against Economic Crime Department at Council of Europe Hanne Juncher, Head of the EU Delegation to Armenia Andrea Wiktorin, Deputy Minister of Justice of Albania Adea Pirdeni, President of the Corruption Prevention Commission Haykuhi Harutyunyan and other local and international dignitaries, Karen Andreasyan presented the institutional success of the Armenian Government with EU support in the anti-corruption field.

Andreasyan highlighting the great role of GRECO in the fight against corruption, noted that the Government, in the person of the Ministry of Justice and other state bodies, is doing everything possible to fulfill all GRECO's advisory requirements and expressed hope that all of them will be implemented in the near future.

The head of the EU Delegation to Armenia, Andrea Wiktorin thanked the Ministry of Justice for the development and smooth implementation of the anti-corruption policy, and in that context emphasized the process of developing and adopting standard rules of conduct for public servants.

The conference also highlighted the importance of mentoring, training public officials and promoting good behavior at all levels of public service.
