Prime Minister of Armenia Nikol Pashinyan does not consider it appropriate to comment on Armen Sarkissian’s statement on the motives for resigning from the post of President of Armenia, ARMENPRESS reports he said during an online press conference organized for the representatives of mass media and non-governmental organizations.

"The decision was made by the President. I learned about it hours before it was made public. He called me 3.5 hours before the publication yesterday, and we talked about it. I asked the President of the Republic if he was discussing the issue with me or he just informed me that he had made the decision. I tried to understand whether the decision was subject to discussion or not. After that, he said he had made a decision," Pashinyan said.

He noted that the positions of the President of the Republic regarding the Constitution were known earlier. "During the previous question-and-answer session, when we were discussing the topic of constitutional amendments, I said that my position in this regard differs slightly or significantly from the position of the President of the Republic. But I also want to emphasize that after 2018, when Armen Sarkissian was elected President of the Republic and then I was elected Prime Minister, there has been no change in any provision in the Constitution regarding the powers of the President of the Republic. During all this time, the rules have not changed," said the Prime Minister.

Pashinyan noted that the announcement of the president's resignation refers to its motives. ”I do not consider it appropriate to comment on them," the PM said, adding that each official decides on what arguments such decisions should be made.

YEREVAN, 24 JANUARY, ARMENPRESS. Armenia wants to establish relations with Turkey without preconditions, ARMENPRESS reports Pashinyan said during an online press conference organized for the representatives of mass media and non-governmental organizations.

"Do we want to open the Armenia-Turkey border? Yes, we are sincere in that position. It did not happen then (ed. In 2009), now we must try to take into account the previous experience," he said.

Answering the question to what extent it is possible for Turkey to put forward preconditions for the normalization of relations again, Pashinyan emphasized. "Yes, there were no preconditions in the Armenian-Turkish protocols of 2009, but later preconditions appeared. We cannot guarantee that this will not happen again. We need to understand how interested the parties are. The process is transparent from the very beginning of the political negotiations. This has never been the case before.”

The Armenian PM mentioned that they have no secrets from the public. "Our policy will be in the realm of public announcements. But constantly leaking working information will not benefit the process."

Referring to the failure of the 2009 process, Pashinyan noted that there were factors that were different at that time. "At that time, the negotiations were conducted by the President on the Turkish side and the Armenian President on the Armenian side. But at that time Turkey was a country of parliamentary model of government. It is true that the President of Turkey was a representative of the ruling political team, but nevertheless, he was not the head of the country, the Prime Minister was the head. The dialogue is now taking place under a mandate given by the President of Turkey. In other words, this is one of the factors that can have a certain impact on the process, hopingly, a positive impact”, the PM said.

YEREVAN, 24 JANUARY, ARMENPRESS. It is in Armenia's interest for the Collective Security Treaty Organization to be an effective system, ARMENPRESS reports Pashinyan said during an online press conference organized for the representatives of mass media and non-governmental organizations.

Answering the question whether, based on the Kazakh precedent, any Armenian government in the future can suppress the internal political uprisings in the country bringing forward the same reasons, involving the CSTO forces, the Prime Minister said, “After November 9, 2020, we have had undesirable developments in Armenia for the government. We demonstrated in practice our vision on the tools to overcome these situations. After the events of November 9, when the Government, the National Assembly, the government cottages were attacked, an assassination attempt was made on the National Assembly President, no shots were fired by the authorities in Armenia, no force was used by the Armenian government. Roads were blocked, no action was taken to open the roads. We have already shown our toolkit for solving internal political problems. We went to the early elections. Our law enforcement agencies have been at their height."

Answering the question why the CSTO did not suppress the revolution in 2018, Pashinyan stated that in 2018 there was no case of violence in Armenia. "When we decided to send a peacekeeping mission to Kazakhstan, there were already street battles there, there were casualties."

The Prime Minister reminded that from the first day of his government, the activity of the Armenian side in the CSTO was aimed at improving the crisis response mechanisms.

"It would be strange if such a situation existed for the first time, and Armenia would say that it is against. It is in Armenia's interest to have a CSTO as an effective system. This answers all the questions," he said.

Pashinyan stressed that Armenia has clearly stated that the CSTO forces cannot be involved in any internal political processes, but can be engaged in the protection of objects of strategic importance. "The Armenian Armed Forces have been defending a bakery in Kazakhstan. I do not think there is anything reprehensible in it. The protection of the bread factory does not affect the internal political process in any way," said the Prime Minister.

Candidate: Ombudsman’s institution is one of few established institutions in Armenia

The ombudsman's institutions has passed a rather impressive path of development in Armenia. Kristine Grigoryan,  the now former Deputy Minister of Justice and the only candidate for the position of the new Human Rights Defender of Armenia, stated about this at Friday’s National Assembly session debates on the matter of electing the new ombudsperson of the country.

According to her, the ombudsman’s institution is one of the few established institutions operating in Armenia. As per the candidate, this institution effectively fulfills its mission aimed at protecting human rights and maintaining a democratic balance.

Also, Grigoryan presented some program priorities which she plans to implement if she is elected and, subsequently, approved as the new Human Rights Defender of Armenia.

Armenia must either force Azerbaijan to pull back its troops from Armenia's sovereign territory or ask for military assistance from the Collective Security Treaty Organization (CSTO), MP Seyran Ohanyan, head of the opposition Hayastan faction, told reporters in the parliament on Friday.

According to him, decisions cannot be made without a full assessment of the situation.

"What does the “mirror withdrawal of troops” entail? Is it about the pullout from the entire border or from those sections where the enemy has advanced into?” the MP said, stressing Azerbaijan must unilaterally withdraw its troops from the invaded areas.

In his opinion, the Armenian foreign minister should clearly explain to the public that talks are underway with the leaders of the CSTO members, the military committee, as well as international organizations to make Azerbaijan retreat.

"And if it refuses to pull back, we will have to use the military component of the CSTO together with the Armenian armed forces," Ohanyan noted.

Separately, he said, the enemy states must become neighbors for the launch of a border delimitation and demarcation process, adding a commission must be set up to carry out the work.

“Can Azerbaijan be considered a neighboring state now with its aggressive rhetoric, provocations and local attacks on the border with Armenia, let alone Tukey’s involvement?” the MP said.

"Only after thorough discussions can it be decided where the border should run through, while in the current circumstances the so-called “mirror withdrawal” proposal makes no sense to me,” Ohanyan stated.

"We are consistently making efforts to resolve the situation on the border between Azerbaijan and Armenia, but unfortunately, armed clashes occur from time to time, resulting in casualties," Russian Foreign Minister Sergey Lavrov has noted in response the media questions submitted for the news conference on Russia’s foreign policy performance in 2021. 

In Lavrov's words, a bilateral Commission on the delimitation of the Azerbaijani-Armenian border with its subsequent demarcation needs to be set up as soon as possible. 

"We are ready to provide Baku and Yerevan with any consultative assistance in this process," stressed the Russia's top diplomat. 

"As for the prisoners, Russia is active in addressing this problem. As a reminder, 146 detained persons have been returned since December 2, 2020 with the Russian peacekeepers’ mediation: 127 to Armenia and 19 to Azerbaijan," Lavrov said.

New military facilities have been commissioned in Azerbaijan’s Kalbajar district [liberated from Armenian occupation as a result of the 2020 second Karabakh war], Trend reports on Jan. 21 citing the Defense Ministry.

“According to the order of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, work to improve the combat training and social life conditions of servicemen serving in the liberated territories is underway,” the ministry said.

“Deputy Minister of Defense – Chief of the Main Department of Logistics, Lieutenant General Nizam Osmanov got acquainted with the newly commissioned modular infrastructure in the Kalbajar district,” the ministry noted.

He was informed that in order to meet all the necessary needs of servicemen, there is a dormitory, canteen, food storage, weapons room, bath and laundry facilities. Generators have been installed to provide the area with uninterrupted electricity.

Osmanov enquired on the logistics of the personnel on combat duty in the harsh climatic conditions on the state border [with Armenia] and wished them success in the service.

Turkish press: Leader of disbanded far-right group in France sentenced to 1 year in prison

The leader of a dissolved far-right group in France was sentenced to one year in prison, local media reported on Friday.

Marc de Cacqueray-Valmenier, the leader of now dissolved Zouaves Paris (ZVP), was sentenced to one year in prison over the June 2020 attack with baseball bats and tear gas at a bar in Paris.

He was banned from participating in demonstrations because of violence at a December rally by far-right presidential candidate Eric Zemmour last year and was detained on Thursday for joining an anti-vaccine demonstration on Jan. 15.

The ZVP was dissolved with a Cabinet decision on Jan. 5 over violence at Zemmour's rally.

In November 2020, Cacqueray-Valmenier had announced that he joined Armenian ranks in Nagorno-Karabakh to fight Azerbaijanis.

Asbarez: FBI Raids Rep. Cuellar’s Home, Office in Probe Linked to Azerbaijan

The FBI on Wednesday raided the home and campaign office of Texas Democratic Congressman Henry Cuellar as part of a wide-ranging federal probe relating to Azerbaijan and several U.S. businessmen, ABC News reported.

A federal grand jury in Washington is investigating the matter, but ABC News said it’s unclear if Cuellar is a target of the grand jury’s probe.

The Armenian National Committee of America said in a social media post that Azerbaijan’s Ambassador to the United States, Elin Suleymanov, “skipped town one step ahed of high-profile FBI raid and major federal criminal corruption probe into Azerbaijani bribery schemes (long an open secret in DC circles).”

After FBI agents executed a search warrant at Cuellar’s home in Laredo, Texas, an aide to Cuellar said in a statement that the congressman “will fully cooperate in any investigation.”

“He is committed to ensuring that justice and the law are upheld,” the statement said.

On Wednesday, an FBI spokesperson emphasized that any “law enforcement activity” at Cuellar’s home and campaign office was “court-authorized.”

Cuellar, who represents Texas’ 28th Congressional District along the U.S.-Mexico border, has been in Congress since 2005. In recent years he has served as a co-chair of the Congressional Azerbaijan Caucus, and repeatedly met with Azerbaijani officials, including the ambassador of Azerbaijan, Suleymanov, ABC News reported.

On the occasion of the 30th anniversary of establishment of diplomatic relations between Armenia and Greece, the famous lighthouse in the Greek city of Chania (Crete island) and the City Hall building of Alexandroupolis were lit up in the colors of the Armenian flag, the Armenian Embassy in Greece said on social media.

Armenia and Greece established diplomatic relations on January 20, 1992.
