Day of referendum has been appointed and the people are to decide on their own whether to go to the voting or no and whether to say yes or no, deputy from Bright Armenia faction Taron Simonyan told the reporters today.

As to whether the RA president had an opportunity to send the draft on constitutional amendments to the CC but did not do it, the deputy said, “It is difficult for me to comment on it. Let the president comment on his actions himself. The Constitution gives him an opportunity to apply to the CC, but the president did not choose this option.”

The deputy said they expressed their position at the voting and added that the faction will convene a special session to discuss how to act till the referendum.

As to whether Bright Armenia will head the “No” headquarters, Simonyan said the issue is yet to be discussed.

“The propaganda has not only launched, but Mr Pashinyan made a statement on Facebook. It means the propaganda machine has been operated on the highest level,” Simonyan said.

Bright Armenia faction is ready to apply to the CC if necessary number of signatures are gathered, head of Bright Armenia faction Edmon Marukyan told Aysor.am, referring to the statement that the 1/5 of NA deputies may apply to CC to appeal the decision of the president to conduct constitutional referendum.

“But there are no signatures. If there are, we are ready. The PAP stated that it waits for the conclusion of the Venice Commission, consequently they will not join this initiative at this phase. This is why it is senseless to apply to us with this question. If we do not get the necessary number of signatures why to initiate it. We have 17 signatures, bring the other 10 to apply,” Edmon Marukyan said.

Chairman of the NA’s State-Legal Affairs Standing Committee Vladimir Vardanyan earlier stated that if 1/5 of the National Assembly deputies apply to the Constitutional Court to appeal the president’s decision or decree, the CC will decide to suspend this process or not.

The president signed the decree appointing referendum for April 5.

The referendum is aimed at ceasing the tenure of the CC chairman Hrayr Tovmasyan and six judges.

During the trial over the murder of cadet of the Vazgen Sargsyan Military Institute Haykaz Barseghyan today, accused-on-trial Vache Sahakyan’s attorney filed a motion with the court to change Sahakyan’s pre-trial measure to bail, as reported the victim’s legal successor Ani Torosyan, who reported that the amount of bail was set at AMD 1,000,000.

Haykaz Barseghyan’s fellow cadets Gnel Tevosyan, Norik Sahakyan, Vache Sahakyan anmd Movses Azaryan are charged with the murder of Haykaz Barseghyan.

Based on the charge, on January 29, 2015, between 2 a.m. and 3 a.m., they brutally killed cadet Haykaz Barseghyan in the bedroom of the military unit, and later, to conceal the traces, they hung his body from a horizontal bar at the training square and, on his behalf, left a note stating that he had committed suicide. The accused-on-trial don’t find themselves guilty.

Armenia to hold referendum on Constitutional Court in April

YEREVAN (Reuters) – Armenia will hold a referendum on suspending the powers of a majority of members of its Constitutional Court, a move seen by political analysts as Prime Minister Nikol Pashinyan’s attempt to remove judges who have opposed him.
 
A bill on holding the referendum on April 5 was adopted by parliament earlier this week and signed by President Armen Sarkissian on Sunday.
 
The constitutional amendments would suspend the powers of seven judges who were appointed before a peaceful revolution against corruption and cronyism which brought Pashinyan to power two years ago. The court’s two other judges, who were appointed later, will maintain their powers.
 
Pashinyan on Thursday called the Constitutional Court’s decisions a “threat to democracy”.
 
Last September the court ruled that a criminal case against Armenia’s former president Robert Kocharyan was partly unconstitutional. Kocharyan has been charged with acting unlawfully by introducing a state of emergency in March 2008, following a disputed election.
 
“The only hope of the former corrupt regime is pinned on the Constitutional Court and its president Hrayr Tovmasyan,” Pashinyan told parliament on Thursday.
 
Tovmasyan was charged in December with abuse of power while he was the country’s justice minister. He has denied the charges.
 
The seven judges were appointed by the Republican party, who ruled the country at the time, and former president Serzh Sarksyan.
 
Members of the Republican party, now in opposition, criticized the decision to hold the referendum.
 
“This is an illogical, illegal and unconstitutional change,” the party said in a statement.

Prosperous Armenia Party still hasn’t discussed whether it will challenge the decree of President of Armenia Armen Sarkissian in the Constitutional Court or not. This is what member of the Prosperous Armenia faction of the National Assembly of Armenia Naira Zohrabyan told Armenian News-NEWS.am today.

Chair of the Standing Committee on State and Legal Affairs of the National Assembly Vladimir Vardanyan today told reporters that if 1/5 of the deputies of the National Assembly apply to the Constitutional Court, challenge the decision or the President’s decree, the Constitutional Court will be the entity that will decide to suspend the procedure or not.

The President of Armenia has signed a decree according to which the referendum for constitutional amendments will take place on April 5, 2020. The amendments will terminate the powers of the members of the Constitutional Court elected prior to April 2018, and out of the 9 members, 7 were elected prior to April 2018.

Taron Simonyan: The highest-level agitation campaign has already begun on the referendum issue

ArmInfo.The President of Armenia could appeal to the Constitutional Court on the issue of referendum, but did not use this option. On February 10, MP from  Bright Armenia faction Taron Simonyan stated this in a conversation  with reporters.

According to the MP,  Bright Armenia  expressed tits position on this  issue during a vote in parliament.  "We convened a special meeting to  discuss the matter regarding our future tactics before the  referendum. I don't know exactly when this meeting will take place,  but we will make a statement on this issue in the near future,"  Simonyan emphasized.  He also emphasized that the highest level  campaign  had already begun. "The campaign has not only begun, but  Prime Minister Nikol Pashinyan made a corresponding statement on his  Facebook page. This means that the campaign has already begun and is  taking place at the highest level," the MP noted.

When asked whether it is possible at the level of judges of the  Constitutional Court to appeal the appointment of a referendum,  Simonyan replied that the President and one fifth of the MPs can  appeal to the Constitutional Court, "he concluded.

RA Prime Minister calls on Armenian citizens abroad to take part in referendum on constitutional amendments

ArmInfo.RA Prime Minister Nikol Pashinyan called on Armenian citizens who, for objective and subjective reasons are abroad, to come by April 5 and  participate in  the referendum on constitutional amendments.

In his address posted on Facebook, the head of government noted that  there is an opportunity for return, bearing in mind the appearance of  low-cost carriers such as Ryanair and Wizz Air in the Armenian  market.  "Say yes to the revolution, say yes to the rule of law, say  yes to the present and future of Armenia," Nikol Pashinyan said.

In an interview with Interfax news agency,  former head of the NSS  of Armenia Artur Vanetsyan stated that the new political force will  be centrist – center-right, and that traditions and progress will be  harmoniously interwoven in the basis of ideology and programs. <At  the moment, there is a process of extensive consultations with  like-minded people and possible partners, and only after all possible  discussions we will put forward specific program provisions and a  roadmap for further actions. The new political force will be the  opposition, "Vanetsyan said. According to him, currently there are  many problems in Armenia that need to be resolved, and the government  has moved away from the goals of the" velvet revolution "in spring  2018. The ex-director of the NSS believes that there can be no return  to the past in Armenia. On the other hand, public support for the ruling "My Step" is  still quite large, and the natural downgrade is highly dependent on  the number of mistakes that the new government has made and will  continue to make.  <Usually in Armenia the opposition could not be  united, it was always divided into different, rival groups.  The  formation of a new, serious political force is not easy, it is still  difficult to expect instantaneous successes, but the appearance of  such political applications already indicates, at a minimum, the  formation of a political request>, the political scientist noted.  To  recall, Arthur Vanetsyan was appointed to the post of director of the  National Security Service of the republic on May 10, 2018, after  Nikol Pashinyan was elected prime minister. September 16, 2019  Vanetsyan was relieved of his post. On February 6, 2020, he announced  his intention to create a party and begin a political career.

Armenian Foreign Minister met with Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization

According to the press service of the RA MFA, the interlocutors  touched upon the activities of the Organization, its tasks and steps  taken by the international community to solve them. In this context,  the parties emphasized the importance of steps taken to use the  potential of science, in particular, innovation and information  technology, including through a wider involvement of industry  experts.  Zohrab Mnatsakanyan confirmed Armenia's commitment to the  goals of disarmament and non- proliferation of nuclear weapons and  noted that in 2006, having ratified the Treaty on the  Non-Proliferation of Nuclear Weapons, Armenia was always in favor of  its ratification by all states.

In the context of discussing the results of work with the  Organization and prospects for expanding cooperation, the Minister  and Executive Secretary Zerbo praised the active participation of  Armenian experts in the work of the Preparatory Committee of the  Organization.

Both sides also noted the importance of strengthening nuclear  security at the national and international levels through the  ratification and implementation of international legal instruments,  as well as the adoption of national legislation. In this regard, the  Armenian Foreign Minister praised the activities of the Garni seismic  station in Armenia, as well as the technical assistance provided by  the Seismic Protection Agency of Armenia in order to build the  capacity of the National Data Center.


Antiquities of “Tapan” museum displayed in Hermitage

The antiquities of “Tapan” museum of the Armenian church complex in Moscow will be displayed in Hermitage. The collection consists of saint remnants and ancient manuscripts, the diocese of the Armenian Apostolic Church in Russia and Nor Nakhijevan reported.

According to the source, the collection will be on display from February 15 to May 15 in the Winter Palace of Hermitage and allow r the visitors to get familiarized with the rich spiritual heritage of the Armenian people and its cultural life through more than twenty unique artwork.

The exhibition of antiquities of “Tapan” museum is organized at the initiative and blessing of the Primate of the diocese of the Armenian Church in Russia and Nor Nakhijevan Archbishop Ezras Nersisyan.
