Turkish press: Deputy PM Hakan Çavuşoğlu: Allegations of Turkey targeting civilians in Afrin are cover-up for PYD attacks

Deputy Prime Minister Hakan Çavuşoğlu said Turkey is being accused of targeting civilians despite the PYD’s clear disregard for human life as a blatant attempt to cover up what the terrorist group is doing.

The primary aim of Operation Olive Branch led by Turkey is to eliminate the PKK-affiliated Democratic Union Party (PYD) and Daesh elements from Turkey-Syria border so Syrians can safely return home, Deputy Prime Minister Hakan Çavuşoğlu has said.

He rejected all allegations of an invasion and called on those who accuse Turkey of it to look at their own histories.

Çavuşoğlu said the allegations of civilians being harmed in the operation were terrorist propaganda carried out by the PKK, the PYD, and the anti-Turkish lobbies.

He added that the missiles attacks by militants from the PYD and its armed wing, the People’s Protection Units (YPG), have targeted houses and places of worship inside Turkey, causing a number of deaths. He said the allegations that Turkey was targeting civilians were being spread only to cover up the PKK attacks.

The foreign minister underlined that the PKK and the PYD were not only hostile towards Turkey and Islam, they were against all humane values including those of Christianity.

He also noted President of the World Council of Arameans Johnny Messo’s statement which confirmed that the terrorists were targeting Syriacs as well.

As a politician, who was born in Western Thrace, Çavuşoğlu talked about Turkey’s relationship with Greece. He said that Turkey was working to increase cooperation with neighboring Greece but also pointed out that the latter was failing to improve the conditions of the Muslim Turkish minority in Western Thrace. The community lacks ethnic and religious freedom and does not have access to proper education.

Çavuşoğlu said the condition will be a thorn in Turkey-Greece relationship as the Greek authorities fail to bring necessary changes.

There are allegations that civilians are being harmed in Operation Olive Branch, especially from foreign media. What is your take on these allegations?

These allegations are lies spread by the PKK, the PYD, and anti-Turkey lobbies. They are nothing but terrorist propaganda trying to create an unfavorable image for Turkey.

The sad part is that these so-called news pieces are being spread when Turkey is actually being very cautious not to harm a single life.

We are hosting 3.5 million Syrians in our country for years. Moreover, Turkey is trying to help people worldwide through the Turkish Red Crescent, Disaster and Emergency Management Authority (AFAD), and the Turkish Cooperation and Coordination Agency (TİKA).

You cannot just accuse a country that is helping people around the globe of killing civilians. Our military is being very meticulous so that there is no collateral damage.

It is the terrorist PKK who targets civilians. PKK missiles launched from Afrin targeted houses of worship and killed civilians. On Jan. 24, two civilians died when one rocket fell on Çalık Mosque in Kilis. May God have mercy on their souls.

As this terrorist attack indicates, terrorist organizations do not respect life, belief or religious values. I have visited Kilis after the attack; our citizens have high morale and are supporting the operation. We see that our people have exceptional understanding and insight, which makes us proud.

PKK missiles attacks launched from Afrin also killed other civilians in Kilis and Reyhanlı, including a 17-year-old girl.

Despite the terrorist organization’s clear disregard for human life, Turkey is the one being accused of targeting civilians. This is a blatant attempt to cover up what the PKK is doing.

Our allies should never forget that terrorists do not respect any valuea and target all. Disregarding these terrorist attacks toward Turkey in order to undermine our country’s just cause might leave them in a hard spot when they suffer terrorist attacks in the future. The PKK and PYD are not only hostile toward Turkey and Islam; they are an affront to all humane values. Our Western friends should remember this fact.

World Council of Arameans (Syriacs) President Johnny Messo condemned the actions of the terrorist PYD/PKK and said Syriacs are also suffering from threats, abductions and oppression. He said “these infractions should end. We demand YPG to be respectful toward Syriacs. We call on the U.S. to relay this message to the YPG.” Until 2011, Christians constituted 10 percent of Syria’s population. Now, hundreds of thousands of Syriac Christians have fled the country and this fact is being disregarded by Western countries.

On the other hand, these terrorists have forced people to leave their homes especially in Diyarbakır with the trench warfare in 2015. I visited Diyarbakır after this incident. With my own eyes, I saw many historical structures reduced to rubble in the Sur district. Two of the 14 historical structures that were destroyed were churches. One of them was the Armenian Catholic Church, while the other was the Armenian Protestant Church.

All statements regarding the PYD/YPG show that they are a vicious terrorist organization that disregard all religious and humane values. This fact is out there for those who want to see it.

Seeing all of these, it is not possible for us to be indifferent. Regardless of their belief and origin, Turkey never turns its back on those who are being oppressed whether they are in Rakhine region or Haiti. This is the understanding Turkey has inherited from its long-lasting civilization.

Turkey has never targeted civilians and never will. We have seen this during Operation Euphrates Shield. Now, the people of reclaimed villages are welcoming our armed forces and we see them embracing our soldiers with joy.

While Turkey’s Operation Olive Branch continues to eliminate terrorist organizations from the country’s border with Syria, there are claims that the operation is actually an invasion. How would you respond to these allegations?

I would like to express that these allegations are just ridiculous, as Turkey has never been an invader. Our aim is to prevent terrorist organizations like the PKK, PYD, YPG and Daesh from establishing themselves on our border and thwart any attempts to form a terror corridor; we have exhausted every other means to achieve this. Moreover, as a result of the oppression of Arabs, Turkmens and Kurds in Afrin, many people have fled to our country. The return of the aforementioned people to their homes is also one of our aims in the operation.

The PKK and PYD have been attempting to infiltrate into Turkey through the Amanos Mountains. In addition, there are many incidents in which these terrorists have attempted terrorist attacks in Turkey. This being the case, Turkey has to achieve border security which will also allow refugees in our country to return to their homes.

Therefore, this operation targets terrorist organizations in the region and can never be defined as an invasion. Moreover, as it was the case in Operation Euphrates Shield, Turkey aims to cleanse the region from terrorist elements and wants life to return to normal in these cleansed territories. After Operation Euphrates Shield, Turkey left the control of the region to the local populace. Now, people are living in relative peace and comfort there. In this respect, we cannot accept any accusation of invasion. We advise those who accuse us of invading to look at their own histories.

Recently, President Erdoğan stated that the operation could expand to Manbij. Certain comments suggest that Turkey and the US might face each other there. What is your take on this issue?

The U.S. first promised not to allow the PYD into Manbij. Then, the U.S. allowed the PYD to move into Manbij, promising they would retreat. None of these promises were kept. We are not concerned about facing the U.S. there, as our main target is terrorist organizations like the PYD-YPG and Daesh.

President Erdoğan, who is also the commander-in-chief, has expressed clearly that the Syrian border will be cleansed of terrorist elements. Turkey will never allow a terrorist state near its borders and is determined to continue operations until all terrorist elements are cleansed. This might be Manbij or any other place that is occupied by terrorists.

Led jointly by Spain and Turkey, the UN Alliance of Civilizations is an initiative you are also responsible for. Could you inform us about the projects that are to take place throughout the year?

As you know, the U.N. Alliance of Civilizations (UNAOC) was initiated together with Recep Tayyip Erdoğan who was the prime minister then and Spain’s Prime Minister Zapatero; then, it was adopted by the U.N. and became a U.N. initiative.

The aim is to learn about other civilizations’ histories, cultures, world views and ideals, while introducing Turkey’s civilization to others. In this respect, it is a valuable initiative; the U.N. has appointed a full-time representative to it. Currently, 128 countries back this initiative.

We believe that UNAOC will contribute to world peace immensely through projects. However, this year we will focus on education, youth, media and immigration. Immigration is truly an important issue that needs social awareness. In addition, we continue to organize seminars and conferences; as we believe these are the keys to world peace and we will focus our attention on these kinds of events.

In this respect, what is your take on President Erdoğan’s visit to the Vatican?

As you know, after the U.S. unilaterally recognized Jerusalem as the capital of Israel, Pope Francis had expressed his concerns about this development and suggested a resolution that is similar to what Turkey has been advocating. In this respect, President Erdoğan’s visit is important.

The visit to the Vatican will probably lead to discussion of different facets of the two civilizations. We could say there is currently a clash of civilizations; however, it is not between religions, but other aspects. One side of this conflict is an understanding of a civilization that aims to live and let live along with rejuvenate, while the other side justifies imperialism and uses proxies to kill to further its own interest.

In this respect, we need to counter any destructive understanding by embracing all human beings regardless of their religions, ethnicities and cultures, just because they are humans. This will make the world more livable and peaceful.

As a politician who was born in Western Thrace, the Turkish minority in Greece is of utmost importance to you. In this sense, could you evaluate the conditions of Turks in Western Thrace and Turkey’s relations with Greece, especially over Greek Prime Minister Alexis Tsipras’s statement which defines Turkey as an ‘aggressive neighbor?’

Greece is our neighbor and it is a fact. Therefore, we desire to develop our relations further with Greece and increase cooperation to improve the standards of living for both countries.

Indeed, during President Erdoğan’s visits along with my own visits, we were able to work on various fields of cooperation. In the following days, we will hold a High Level Strategic Cooperation Council in Thessaloniki. Our aim is to improve cooperation and cohabitate with our neighbors. This has been a principle since Justice and Development Party’s (AK Party) rise to power in 2002.

Meanwhile, we do not want anyone to feel ostracized or alienated; this being the purpose, we have done everything so that all minorities in Turkey could feel as equal citizens. We will continue to do whatever we can for them, as they are our citizens.

As you know, per the provisions of the Treaty of Lausanne, there is a Turkish minority in Western Thrace in exchange for the Greek minority in Istanbul. Turkey is doing all that it can to allow the Turkish minority in Greece to access all their rights.

We have assured certain rights regarding associations, houses of worship and education to minorities living in Turkey. However, we fail to see the same progress in Western Thrace towards the Muslim Turkish minority. This being the case, our compatriots there are asking us to communicate with the Greek state to assure their rights.

Western Thrace is the least developed region of Greece, along with the Balkans. Today, in Western Thrace, you cannot talk about a free ethnic or religious identity. Therefore, Greece has to shift its policies towards this particular region.

Greece became an EU member in 1980. In 1985, two associations in Western Thrace which had the word “Turkish” in it were closed down with the instruction of the mayor. Legal process was initiated and European Court of Human Rights (ECtHR) found Greece unjust in its actions in 2008.

However, since 2008, Greece has been refraining from implementing the court decision and has yet to change laws which will allow these associations maintain their names. Considering how Turkey and Greece is treated by ECHR, you can see the double standard there.

In terms of associations, Greece is not allowing this Muslim Turkish minority to elect its own administration to associations. Similarly, this minority is unable to elect its own muftis; moreover, the Greek state tries to oppress the elected muftis through various court decisions.

Therefore, what we expect from Greece is the recognition of rights to this minority there which is assured by the international law. There are numerous infractions, especially in terms of education. Kindergarten has become mandatory in Greece and a child is not allowed into primary school if he/she does not have a kindergarten certificate.

The Muslim Turkish minority in Greece does not want their children to be educated according to Christian principles and become assimilated. These children are under the risk of being assimilated and becoming alienated to their own culture and language.

For this reason, this minority is demanding kindergartens to have bilingual education; however, the Greek government is against it. In addition, the people of Western Thrace were never allowed to benefit from the facilities provided by the EU. I believe Greece defining Turkey as an “aggressive neighbor” is an attempt to play the victim.

Turkish press: Oppression against ethnic, religious minorities intensify in YPG-held areas

The PKK terror organization’s Syrian affiliate, the Democratic Union Party (PYD) and its armed wing, the Peoples’ Protection Units (YPG), which has been backed by the United States as part of its anti-Daesh strategy in Syria, has recently intensified its oppression of minority communities in the areas it controls in Syria. Video footage on the World Council of Arameans [Syriacs] (WCA)’s website showed the writing “Seized by the Executive Committee of Qamishli,” in Arabic text on the outer wall of a house belonging to an Armenian Christian family. The writing in red lettering referred to the PYD and the YPG, in reference to their self-proclaimed local authority.

The video was recorded by Eddie Gaboro Hanna and shared with WCA. “What the YPG does is reminiscent of what ISIS [Daesh] did to Christians in northern Iraq. It has confiscated many more buildings like this,” Hanna was quoted as saying by the WCA. The YPG has been condemned for its atrocities against the Arabs, Turkmens, Kurds who do not share PYD ideology, or other minorities, by the international human rights organizations. The terrorist group has particularly increased its attacks on minorities and civilians after Turkey launched the cross-border operation, Operation Olive Branch, on Jan. 20, to clear the terror elements from northern Syria.

Groups like the Human Rights Watch, Amnesty International, the KurdWatch, as well as the United Nations have reported that the terrorist groups have used child soldiers, forcefully recruited members for combat, forcefully people out of areas under its control, carried out arbitrary arrests, and confiscated property, which led to major demographic changes.

Turkey has long argued against the U.S. support to YPG in the fight against Daesh, arguing that YPG has organic links with the PKK terror organization, which is listed as a terror group by the U.S., the European Union, and the U.K., and that a terrorist group cannot be defeated by another one.

According to WCA, Christians are facing more and more oppression from the PYD and the YPG and its security forces called “Asayesh.”

On Jan. 19, seven Christians, four Armenians, and three Arameans, also known as Syriacs, were abducted and faced grave human rights violations, the group said, citing local Christian sources, who spoke on condition of anonymity.

“Nevertheless, following intense negotiations, all of them were released except for Aramean Saliba A., 20, who was snatched in broad daylight out of his shop in Qamishli by the Asayesh,” the WCA said.

Saliba was first held near Qamishli, a northeastern Syrian city near the border with Turkey, where the PYD has a base, but his current location is unknown.

“Every day they kept telling us that he will be released soon. Then they said tonight, and then they said tomorrow morning. After 10 days, we stopped believing them. We are concerned about Saliba’s well-being,” said a friend following the issue closely.

A negotiator, who also wanted to remain anonymous, said the terrorist PYD was indirectly forcing people to leave their homes to grab more territory.

“The Asayesh, who has taken our young people, tell us that they have handed them over to the YPG, the Kurdish armed unit. But the YPG tells us to contact the Asayesh,” he said. The WCA reported that two more Christians were recently kidnapped.

Johny Messo, the head of the WCA, has strongly condemned the PYD and Asayesh’s ongoing terror campaign.

“Our people on the ground keep telling us about all sorts of human rights violations, including the confiscation of land, intimidations, threats, and a rising wave of kidnappings. This must immediately end. We demand that the Kurdish YPG forces respect Syria’s native Arameans. We further call on the U.S. to make this critical message clear to the YPG,” he said.

In November 2015, 18 groups, belonging to Syria’s non-Muslim minorities, issued a joint statement complaining about the violation of human rights, forceful recruitment of minorities to military, confiscation of private property, and also interfere in the educational activities and curriculum.

In many areas held by the PYD, other minorities of Syria are also present. In fact, in some areas, as in northern Syria’s Manbij, the majority can be the non-Kurds. It is reported that 95 percent of Manbij, currently held by the PYD with the support of the U.S., is populated by the Arabs.

Syrian Network for Human Rights (SNHR) reported in January 2016 that the YPG looted areas it held, committed demographics changes and ethnic cleansing in areas with no Kurdish population, and destroyed private property. According to the SNHR report, dozens of villages were destroyed by the YPG and tens of thousands were forced to migrate from areas under their oppression. It was underlined in the report that the YPG atrocities were considered war crimes, as per the Roma Agreement’s eighth article.

Similar findings, on destroying villages and forceful migration, were also reported by the Amnesty International’s report in September 2015, titled “We Had Nowhere Else to Go,” based on experts findings, satellite images, and local sources.

The Amnesty report suggests that the number of Turkmen populations in villages captured by the YPG was significantly decreased after the terrorist group took them under their control.

According to SNHR’s 2016 report, the YPG also killed at least 42 women and 51 children, while also kidnapping more than 111 children between 2011 and 2015.

Press: The process of ratification of the agreement with RA in the EU member states may be delayed

“time” the newspaper writes. “The Ministry of Foreign Affairs of the unrecognized republic of South Ossetia issued a statement regarding the Georgian-Russian agreement of 2011, which refers to the operation of transport corridors passing through the territory of Abkhazia and Ossetia, regardless of political opposition and conflict areas. That contract implies cargo transportation under the monitoring of a third party, a Swiss company, but without, so to speak, Georgian-Abkhazian and Georgian-Ossetian border legal procedures, but carrying them out only at the border of Russia.


The Foreign Ministry of the self-proclaimed Republic of South Ossetia has, in fact, announced that they are not part of the agreement, and since they are not, the agreement cannot be successful. In other words, that South Ossetian statement practically puts a cross on Armenia’s hopes or expectations of having an alternative to Verin Lars, which was regularly announced by the Armenian government starting from January of last year. On the other hand, it should be noted that last year in January, both the Georgian and Russian parties announced that there is progress in the implementation of this agreement. and are close to reaching an implementation agreement. A year later, the picture seems to have completely changed.


There is no doubt that the South Ossetian announcement could not have happened without Russia. After all, why was there no such announcement a year ago, and now there is? It sounds after another round of Georgian-Russian negotiations that took place in Prague the other day. Before that, Russian Deputy Foreign Minister, negotiator Grigory Karasin stated that Armenia applied to use the alternative, but there is no mention of a third country in the agreement, neither Armenia nor Abkhazia and Ossetia. It was obvious that the Deputy Foreign Minister of the Russian Federation is simply setting a condition that Armenia can benefit if Georgia agrees to deal with Abkhazia and South Ossetia. Why is that? the Russian side poses the question in such a sharp way, in fact, one can only guess.


What has changed over the past year that Russia’s position has changed so much? Was Moscow concerned or angered by the provision of American anti-tank weapons to Georgia or the prospect of deepening Georgia-NATO relations? But Georgia’s Euro-Atlantic course was not news a year ago either. Does Russia’s current behavior mean that new and more serious developments have begun in this matter?


On December 25, Serzh Sargsyan left for Georgia and announced in Tbilisi that they had discussed the issue of mutual development of transport and transit capacities. Immediately after that, the next day, Sargsyan left for Moscow to participate in the summit of the CIS countries. What is the point of building transit capacity if there is no alternative to the Upper Lars? Can something change Armenia and affect Russia’s position and behavior? Hardly.


But, on the other hand, does Armenia have to do that in the end, or should it finally give up those illusions and engage in the search for real and deeper alternatives, that is, instead of alternative ways, alternative markets? Which is more accessible and realistic, and which is more strategic?”

RA’s foreign debt is steadily growing. In 2017, it increased by 12 percent

As of the last day of last year, Armenia’s state debt amounted to 6 billion 774 million dollars. During one year, the RA state debt increased by 832.5 million dollars or 12 percent.


This is indicated in the indicators published by the RA National Statistical Service. The foreign debt increased by 689 million dollars during the last year and amounted to 5 billion 494 million dollars as of the last day of the year. The domestic debt increased by 143 million dollars and amounted to 1 billion 279 million dollars.


In the external debt structure, the debt of the Central Bank is 601.5 million dollars, and the debt of the government is about 4.9 billion dollars.


It is noteworthy that the law forbids the debt of the government in RA to exceed 60 percent of the volume of GDP of the previous year. Last year, the same indicator was 52.2 percent of the GDP of 2015. Growth: 6.5 percent.


This high indicator was due to the fact that the GDP growth in 2016 was insignificant – 0.2 percent. “And since we expect a greater growth of GDP this year, according to our forecasts, the debt to GDP will decrease in 2018, making 58.2 percent,” the Minister of Finance of RA stated earlier. Vardan Aramyanadding that for the first time in recent years, they plan to reduce the debt-GDP ratio from 2018.


Accordingly, in 2018, it is predicted that the public debt will grow at a slower rate compared to previous years, as a result of which, according to the forecasts of global finnakh, the indicator of public debt to GDP may decrease by 0.5-1 percentage point.


At the same time, the government is also discussing scenarios in which case they can change the law by increasing the government’s debt-GDP ratio. “We are talking about exceptional cases: war, crisis, disaster,” RA Deputy Finance Minister said months ago Armen Hayrapetyan:


The mechanism is as follows, for example, there are shocks and there is a need to increase the government’s debt ceiling. The government remains with the relevant legislative projects to the National Assembly and presents justifications.


In the context of the positive attitude and approval of the National Assembly, that threshold rises, but with the obligation to return to the previous index.


It should be noted that such a need has not yet arisen in RA, even during the April 2016 military clashes, the government did not initiate the above-mentioned legislative change regarding the increase of the debt burden.

Russian citizens will be able to participate in the Russian presidential elections in Armenia in two main polling stations. This was reported to the Russian Embassy in Armenia.


“On the day of the election of the President of the Russian Federation, March 18, from 08:00 to 20:00, citizens of the Russian Federation with permanent or temporary residence in Armenia will be able to vote in two main polling stations: № 8026 in Yerevan, at the RF Embassy, ​​and № 8031 ​​in Gyumri, at the RF Consulate,” the message reads.


Extraordinary voting for the residents of Goris, Kapan and Sisian cities will be held in the first ten days of March by the Electoral Commission No. 8026.


To participate in the voting, the voter must appear in person and present his Russian passport.


To remind, the Russian presidential elections will take place on March 18.

between the armed forces of Artsakh and Azerbaijan from January 28 to
February 3 remained relatively calm.
According to the press service of Artsakh Defense Ministry, during
this period, the enemy violated ceasefire about 150 times, having
fired more than 1500 shots in the direction of Armenian positions.
The foremost troops of the Defense Army of Artsakh largely refrained
from responding by taking the necessary steps to organize a reliable
defense of combat positions.

France FM-led delegation to arrive in Armenia for First Republic, May
battle celebrations
YEREVAN, FEBRUARY 3, ARMENPRESS. Exhibitions, lectures, concerts,
discussions – numerous events are planned in France on the occasion of
the 100th anniversary of the First Republic of Armenia and the May
Battles.
Murad Papazyan, co-chair of the Coordination Council of Armenian
Organizations of France (CCAF) told a press conference that the events
will be held nationwide – in various cities.
“This year is significant for Armenia, it is the 100th anniversary of
two important events. It is a very good occasion to carry out
information work in order for the international community to be
informed about these important chapters of our history, how the
Armenian people were able to create statehood in 1918, after the 1915
genocide”, he said.
He said the CCAF will actively participate in upcoming events in
Armenia as wlel.
In the end of May, an official delegation from France, led by the
minister of foreign affairs, will arrive in Armenia on this occasion.

YEREVAN, FEBRUARY 3, ARMENPRESS. With his speech at the annual gala
dinner of the Coordination Council of Armenian Organizations of France
(CCAF) in Paris, French President Emmanuel Macron has given new hopes
among French-Armenians, CCAF said in a statement.
His decisions on declaring April 24 as the Armenian Genocide
commemoration day in the national calendar, restoring the law
criminalizing the denial of the Armenian Genocide, assisting the
creation of a center of Armenian memory and civilization meet the
expectations of ethnic Armenians of France, who are the descendants of
the first genocide of the 20th century”, the statement says.
CCAF expressed gratitude to President Emmanuel Macron for supporting
the solution of the abovementioned issues.
CCAF emphasized that it will mobilize efforts to achieve the goals.
“We sincerely accept Emmanuel Macron’s honesty and we will do our best
that his assumed commitments become reality as soon as possible,
knowing that nothing hinders him in struggling for the long Armenian
struggle for justice, especially against the Turkish state”, the

once again introduce the issue of criminalizing the denial of the
Armenian Genocide in France to the agenda, Co-Chair of the
Coordination Council of Armenian Organizations in France Murad
Papazian told a press conference.
“Our lawyers didn’t begin working with the government’s lawyers yet.
As you know, during the annual dinner of CCAF, President Macron said
he is in favor for this process to have new course. The President also
gave his agreement for April 24 to be declared as Armenian Genocide
Commemoration Day in the calendar. We must again go into this
struggle, but already from a new angle”, he said.
According to Papazian, since the majority of MPs of France have
changed after the election, active work with parliamentarians is
implied. The Armenian community has already begun establishing
contacts with them.
Another important event is the Francophonie Summit in Yerevan of 2018,
which the French President will attend.
“We, as Diaspora, as French-Armenians, must have our role. I think
also to give political nature to that event, use this opportunity and
have new allies. To remind that Turkey and Azerbaijan aren’t
participating”, he said.

a meeting on February 2 with representatives of Armenian national and
spiritual establishments of Milan.
The Diocese of Italy told ARMENPRESS that the meeting took place in
the Hay Tun (Armenian Home) National Institution.
Armenian clergy, the Honorary Consul of Armenia in Milan Pietro
Kuchukyan, executives and representatives of various organizations,
such as the AGBU and the Youth Council of the Armenian Community of
Milan, attended the meeting.
Armen Sargsyan presented his vision on the future of Armenia, listened
to the participants’ views and ideas regarding the involvement of the
Diaspora in various programs of Armenia in the new administration
