ARF Ghana Hay Dat Region was convened in Kingston
The third plenary meeting of the Commission for the biennium 2017-19.

Agenda of the meeting
examined in detail and evaluated the activity of the committee for the previous one year and
developed the agenda and plans for the coming year. Armenian Dat political and
regarding many campaigning priorities, the meeting conducted qualitatively
discussions, noting the recent achievements, existing challenges and
the difficulties and the direction to overcome each of them
special work.

The meeting is special
Artsakhian referred to the development of Ghana-Armenia relations
for the peaceful settlement of the issue, assistance to Javakhk, Genocide education,
future programs to be implemented around the commemoration and other programs.

Regarding the development of Ghana-Armenia relations, the meeting specially referred to the conference of French-speaking countries to be held in Yerevan in October and the expected visit of the Prime Minister of Ghana, Justin Truteau. In this direction, the commission examined the results and perspectives of the high-level consultations it had during the previous months, noting that the Prime Minister’s visit is a unique opportunity to move the bilateral relations between Ghana and Armenia to new levels and make them more efficient, not only within the framework of the forum, but also outside of it. In this sense, the committee decided, as the most powerful driving force of his work, to continue his widespread consultations to ensure new successes in political, economic, cultural and other areas.

Artsakhian
Regarding the issue, the assembly reaffirmed the determination of the committee:
to make it the focus of the agenda, sparing no effort in Ghana
The Artsakh issue should have such a positive reference that it will finally be resolved
International recognition of the Republic of Artsakh. In this direction, the assembly appreciated
the significant and unprecedented progress made during the previous months
statements.

Genocide
in the direction of commemoration, condemnation, instruction and prevention, the congregation appreciated
committee’s work and decided to give an extra boost in this direction
successful efforts of cooperation with communities.

Propaganda ground
after the committee valued its propaganda activity
opportunities, developed new modern programs: the promotion of Armenian Dat Armenian
and with the intention of making it accessible to a wider range of foreign communities.
The committee also made a decision to conduct training in the capital city of Ottawa
in the direction of the development of a training program of the Armenian Dat, which he intends
prepare young new forces for the activity of Armenian National Party.

At the end of the meeting,

Major Ally Rebukes, Warns Pashinian

The leader of a party represented in Armenia’s current government has deplored 
Prime Minister Nikol Pashinian’s harsh attacks on alleged 
“counterrevolutionary” elements in the country, saying that he is alienating 
political groups that helped him come to power.
Aram Sarkisian warned that they could no longer back Pashinian’s plans to force 
snap parliamentary elections in the coming months.
Pashinian launched the verbal attacks following the start of campaigning for 
the September 23 municipal elections in Yerevan which his Civil Contract party 
hopes to win by a landslide. Speaking at a campaign rally last week, he claimed 
that “political forces portraying themselves as guardians of the revolution” 
are secretly collaborating with the former ruling Republican Party (HHK) in a 
bid to get more votes in the polls.
Pashinian, who led last spring a protest movement that brought down Armenia’s 
previous HHK-controlled government, did not name those forces. Observers 
believe that he referred to at least some of the other parties that are 
represented in his cabinet. Those are Gagik Tsarukian’s Prosperous Armenia 
(BHK), Dashnaktsutyun as well as the Republic and Bright Armenia parties.
The latter make up, together with Civil Contract, the Yelk alliance that 
finished third in the last parliamentary elections held in April 2017. Republic 
and Bright Armenia refused to back Pashinian when he launched the 
anti-government mass protests in April.
Despite the rift, Pashinian gave his Yelk partners two ministerial posts in his 
cabinet formed in May. Still, the three parties subsequently failed to agree on 
a single mayoral candidate in Yerevan. Bright Armenia and Republic fielded 
their own candidate, Justice Minister Artak Zeynalian, who is now challenging 
Civil Contract’s Hayk Marutian.

The Republic leader, Aram Sarkisian, described as “nonsensical” suggestions 
that his party is secretly collaborating with the HHK when he campaigned for 
Zeynalian late on Monday. He also emphasized the fact that parliament deputies 
from Republic, Bright Armenia, the BHK and Dashnaktsutyun helped Pashinian 
become prime minister on May 8. “How can you say such things about the team 
that has worked with you?” he said, appealing to the premier.
“If you want to form a government only with those who marched with you, to 
reckon only with them and to build [a new] Armenia only with them, I have 
nothing to say to you,” Sarkisian went on. “But you must think about how you 
will be going about holding pre-term [parliamentary] elections.
“The two parties listed by me and the four other members of our [Yelk] 
parliamentary faction have stood with you and said that they support fresh 
elections. I can now see these people wondering whether they should keep up 
that support.”
“These people, who helped you once, may not help you this time around,” warned 
the veteran politician.
Sarkisian said that ordinary Armenians also do not like what he sees as 
Pashinian’s divisive and inflammatory rhetoric.“I am deeply convinced that our 
people … are sick and tired of fighting against each other,” he said.
Armenian Ex-Presidents Invited To Government Events

The government said on Tuesday that it will invite the three former presidents 
of Armenia to attend this week’s official celebrations of the country’s 
Independence Day.
The September 21 events will mark the 27th anniversary of a referendum in which 
the vast majority of Armenians voted for secession from the disintegrating 
Soviet Union. They include an official reception that will be held at the 
former presidential palace in Yerevan where Prime Minister Nikol Pashinian and 
most of his staff currently work.
“All three presidents will be invited to the Independence Day events,” said 
Eduard Aghajanian, the chief of Pashinian’s staff.
Pashinian swept to power in May after weeks of nationwide mass protests that 
forced Armenia’s longtime leader, Serzh Sarkisian, to resign. Sarkisian served 
as president of the republic for the past ten years. He tried unsuccessfully to 
extend his rule by becoming prime minister following the country’s transition 
to a parliamentary system of government.
Sarkisian’s predecessor, Robert Kocharian, was controversially arrested in July 
on coup charges stemming from a 2008 post-election crackdown on opposition 
protesters in Yerevan. An Armenian appeals court freed him from custody more 
than two weeks later.
Kocharian denies the charges as politically motivated. Immediately after his 
release he announced his return to active politics.
Pashinian has repeatedly defended Kocharian’s prosecution, while denying 
issuing any pressure on law-enforcement bodies investigating the 2008 violence. 
In a September 11 speech, he branded the ex-president a “criminal” and 
“traitor.”
The 43-year-old premier has also had an uneasy relationship with Armenia’s 
first president, Levon Ter-Petrosian. He played a prominent role in 
Ter-Petrosian’s opposition movement that was targeted by Kocharian in 2008. 
Pashinian subsequently spent about two years in prison on charges stemming from 
that crackdown.
Pashinian fell out with Ter-Petrosian after being released from prison in 2011. 
The two men met in July for the first time in years.
11 Charged With Vote Buying In Yerevan

Eleven persons, including a senior local government official, have been charged 
with buying votes for the Republican Party of Armenia (HHK) in last year’s 
municipal elections in Yerevan, it emerged on Tuesday.
The criminal case stems from irregularities that were reported by the 
opposition Yelk alliance on eve of the May 2017 elections won by the HHK and 
its top candidate, Yerevan’s incumbent Mayor Taron Markarian.
Yelk representatives found scandalous documents in a trash bin outside an HHK 
campaign office in the city’s Arabkir district. Most of them purportedly 
detailed vote buying operations by government loyalists, including sums of 
money and guidelines on how to buy votes.
Armenia’s Special Investigative Service (SIS) claimed to have conducted an 
inquiry. It closed the criminal case in August 2017, citing a lack of evidence.
The SIS launched a fresh probe shortly after one of Yelk’s leaders, Nikol 
Pashinian, swept to power in a wave of mass protests that brought down 
Armenia’s HHK-led government in May.
According to a senior official from the law-enforcement agency, Davit 
Kostandian, SIS investigators have found compelling evidence of vote buying in 
favor of the HHK. Kostandian said that the illegal operation was led by Hrayr 
Antonian, the head of a department at Yerevan’s municipal administration, and 
Stepan Sahakian, the executive director of a supermarket chain owned by an 
HHK-linked businessman.
The SIS official claimed that Arabkir residents were paid 10,000 drams ($21) 
each for pledging to vote for the HHK and Mayor Markarian. He did not specify 
how many votes were bought in this fashion, saying only that Antonian and 
Sahakian claim to have spent 48 million drams and 15 million drams respectively 
on vote bribes.
Neither man could be reached for comment on Tuesday. Kostandian said they and 
the nine other suspects have pleaded guilty to the accusations. Markarian, who 
resigned as Yerevan mayor under government pressure in July, has not yet been 
questioned by the SIS, added the official.
Another document found by Yelk in 2017 contained the names of police officers 
who pledged to earn the HHK a particular number of votes. The document was 
allegedly faxed from a telephone number belonging to the Armenian police.
Kostandian said that all of those policemen have been questioned by SIS 
investigators. But he declined to elaborate.
Vote buying was widespread in just about every major election held in Armenia 
in the last two decades. The HHK, which is headed by former President Serzh 
Sarkisian, was accused by its opponents and media of heavily relying on the 
practice in the last parliamentary polls held in April 2017.Observers from the 
Organization for Security and Cooperation in Europe said that they were marred 
by “many credible reports” of vote buying.
The new Pashinian-led government has pledged to prevent vote buying in the snap 
mayoral elections that will be held in the Armenian capital on Sunday. Earlier 
this month it pushed through the parliament legal amendments that significantly 
toughened punishment for the illegal practice.

“Zhamanak” seeks to rationalize mounting political tensions in Armenia 
resulting from the ongoing mayoral race in Yerevan. “Political struggle is 
quite brutal in practically all countries,” writes the paper. “And 
paradoxically, that brutal and tough character often reflects the fact that a 
particular election is really competitive. That is to say that nothing is 
predetermined in advance.”
“Haykakan Zhamanak” dismisses critics’ allegations that Prime Minister Nikol 
Pashinian is increasingly showing authoritarian tendencies and needs to be held 
in check by strong opposition. The pro-Pashinian paper acknowledges that these 
claims are now also backed by individuals and groups who “honestly” want the 
current government to be accountable. “The executive branch, namely Pashinian’s 
team, has no influence on the judicial system,” it says. “In fact, the judicial 
system is engaged in an overt sabotage against the prime minister’s team and 
pursues concrete goals: to discredit the ongoing fight against corruption and 
abuses.” The paper argues that the Armenian parliament is also not controlled 
by Pashinian.
“Hraparak” expresses concern over Monday’s police raid against an Armenian 
media outlet that circulated leaked phone calls between the heads of the 
National Security Service (NSS) and the Special Investigative Service (SIS). 
The paper argues that other news organizations also publicized the scandalous 
recordings last week. It suggests that the Yerevan.today publication was raided 
because of its alleged ties to former President Robert Kocharian. The 
authorities, it says, may have tried to bully the publication or keep up public 
support for their declared anti-corruption efforts.
Interviewed by “168 Zham,” a Russian political commentator, Stanislav Tarasov, 
sees a renewed risk of a major escalation of the Nagorno-Karabakh conflict. 
“Armenia’s recently elected Prime Minister Nikol Pashinian has made differing 
and at times contradictory statements and moves on the conflict’s resolution,” 
says Tarasov. “At the start of his tenure Pashinian said that Nagorno-Karabakh 
is a party to the conflict and must be involved in the negotiation process. But 
further processes followed the previous logic.” He suggests that Pashinian is 
still undecided about his national security strategy.

CBA holds international conference in Dilijan dedicated to 25th anniversary of Armenian dram

Karina Melikyan. Dilijan Training and Research Centre of the Central Bank of Armenia hosted a high level international conference, dedicated to Armenian national currency – dram’s 25th anniversary, the press service of Armenia’s Central Bank told ArmInfo.

Welcoming the guests, the Governor of the Central Bank of Armenia Arthur Javadyan noted, that this conference also symbolizes the 25th anniversary of independent monetary policy-making. During these 25 years, he said, the Armenian dram has resisted numerous shocks, yet it has succeeded to persist as a viable currency. He stressed, that currently in Armenia we do have an effective monetary policy and sound financial stability framework. Arthur Javadyan wished the participants fruitful and interesting discussions.

At the conference presentations were made on monetary and financial stability policies in Armenia.

A special guest and keynote speaker, Mr. Lawrence Christiano, from Northwestern University in his speech entitled “Dollarization: Tradeoff between Insurance for Households and Increased Probability of Crisis”, lectured on a contemporary and very important issue for emerging markets – the financial dollarization.

Conference participants discussed various ideas about mechanisms of and exchange of experiences in provision of price and financial stability in different countries.

To note, on November 22, 1993, the national currency – dram was put into circulation in independent Armenia. Over the past 25 years, both the banking system and the Armenian dram have been able to pass the path full of trials and create a worthy history. It is easy to imagine what challenges the independent Armenia faced then. At that time, the monetary policy and the functions of financial supervision were being formed at the Central Bank, and there were almost no government reserves. In these conditions, the most difficult issue was the formation of confidence in the financial system and the national currency. And yet, thanks to teamwork, it was possible to attain confidence in the Armenian dram and the financial system. The Armenian dram is not only a means of payment, but, first of all, a symbol of the independence of the state. The financial system of Armenia has proved that it is able to withstand serious challenges. Proof of this is the growth of deposits and loans in the most difficult period of the 2008 financial and economic crisis. So, if in 2008 the credit portfolio of banks was 615 billion drams, and assets – 1 trillion drams, then by July 1, 2018 these figures have already reached respectively 3.04 trillion drams ($ 6.3 billion) and 4.5 trillion drams ($ 9.3 billion). Annually on November 22, the day of the bank employee is also marked.

Azerbaijan has again opened cross-border fire at the Tavush province of Armenia overnight September 16-17. However this time the shooting was insignificant compared to the previous days, Armenian defense ministry spokesperson Artsrun Hovhannisyan told ARMENPRESS.

“The shootings were relatively few, our response took place partly. The situation is currently calm, we don’t have losses,” Hovhannisyan said.

Azerbaijan has been shooting at Armenian border towns of Baghanis and Koti in the Tavush province during the recent days. The village of Areni was also targeted.

Armenian foreign minister Zohrab Mnatsakanyan met with his counterpart from Artsakh Masis Mayilyan on September 17, the foreign ministry said.

The two initially held a one-on-one meeting, followed by an expanded format meeting with delegations.

The sides were pleased to note the frequent and substantive nature of the bilateral meetings, which enables to address numerous agenda issues in detail.

The FMs stressed the importance of holding regular sectoral consultations between the two foreign ministries.

Mnatsakanyan and Mayilyan exchanged ideas over a number of issued relating to the peaceful settlement process of the NK conflict within the OSCE Minsk Group Co-Chairmanship format.

Mayilyan also awarded his Armenian counterpart with the Commemorative Medal dedicated to the 25th anniversary of the Artsakh foreign ministry’s establishment.

What are police 6th department and Investigative Committee looking for at yerevan.today?

RA police 6th department and Investigative Committee conducted a search at the editorial office of yerevan.today information website this morning at 8.30.
They looked for bugs, also checked computers to clarify how the website published the youtube link of wiretapping the conversation between head of NSS Artur Vanetsyan and SIS head Sasun Khachatryan.

Satik Seyranyan, president of the Union of Armenian Journalists (UAJ) contacted Sevak Hakobyan, editor-in-chief of the website. The latter couldn’t speak, as officers of 6th department and Investigative committee banned to talk to anyone and provide information on the process.

It turned out, prior to that the apartment of the owner of the website was searched as well, and based on initial information nothing was found.
Note, days ago Yerevan.today disseminated information, which denied the information on publishing the taped conversation 2 days before, stating there was a problem with Google.

Armenia remains committed to peaceful settlement process of NK conflict, says FM Mnatsakanyan

Armenia remains committed to the peaceful negotiations process of the Nagorno Karabakh conflict settlement, within the internationally accepted format, which is called Minsk Group Co-Chairmanship, Armenia’s foreign ministry Zohrab Mnatsakanyan told reporters in Artsakh, addressing his upcoming meeting with Azerbaijan’s foreign minister.

“Yes, this is a continuous process, it will happen. I have already mentioned once, let me repeat, that I respect the rules of work in similar processes, and one of these rules is announcing the date, hour and location of the meeting in an agreed manner. Be sure, that all this will be done in an agreed-upon manner and naturally it will be available to all,” the FM said.

Addressing a question about the ongoing military exercises in Azerbaijan, the Armenian FM said: “We are constantly emphasizing the important circumstance that if we are seriously moving towards peaceful settlement, and it is exclusively peaceful settlement for everyone, exclusively through negotiations and exclusively within the Minsk Group co-chairmanship, this important factors are subject to real implementation in terms of practice, when we are working in the direction of creating an atmosphere contributing to peace. What took place during this period doesn’t anyhow contribute to the formation of such an atmosphere, both in terms of rhetoric and moreover in terms of actions. This is condemnable and unacceptable, when we have signs of tension, when we have actions of targeting peaceful civilians. Naturally this is unacceptable.

We have clearly noted that both Armenia and Artsakh are capable of defending themselves, but this isn’t our goal. We must avoid crises with all cost, avoid the situation which can simply bring disaster to this region. No one will win or lose from this. This must be clearly realized. It is unacceptable, condemnable and is seriously damaging the peaceful process”.

I am ready to debate with all the mayoral candidates, but I will not give preference to any power. Hayk Marutyan, the mayoral candidate of the “My Step” bloc, said this during the campaign on September 17, commenting on the invitation to the debate by Naira Zohrabyan, the mayoral candidate of PAP.


He mentioned that he has 11 opponents. “I will go to the debate with great love, but with all opponents. I will not go to a separate debate with any of the 11 candidates. Of course, at the same time, why should I prefer one? What law is that? It will not be true for the other candidates either. All candidates are equal to me. I call on all 21 candidates to gather, debate, talk, in any format,” said Marutyan.


He noted that he does not avoid giving interviews to the media, he just “doesn’t have enough time”. “I don’t avoid it, I don’t have enough time. Since the pre-election process is very short, we only have 12 days and 12 administrative districts, I dedicate every day to one administrative district,” he said.


As for Naira Zohrabyan’s statement that Robert Kocharyan’s and Serzh Sargsyan’s relatives are included in the list of “My Step” bloc, Hayk Marutyan responded. “Until yesterday, I was not even interested in who is whose relative, because we accept people based on their deeds, not blood ties. But since that announcement was made yesterday, I instructed the boys to understand what the problem is.”


He noted that the name of Mikael Minasyan’s uncle is Mikael Hasratyan, and “we have a person with the same last name on the list, but he is a completely different person.” “In other words, what was said is not true. Asatsi is a relative of Zori Balayan on the list. Our guys talked to Zori Balayan’s son. It turned out that we have a person with the surname Balayan, who has nothing to do with Zori Balayan, his son confirmed it. In other words, this is complete misinformation. However, regardless of everything, we accept people for their ideas and visions,” he said.


Earlier, a candidate for mayor of Yerevan of the “Prosperous Armenia” party Naira Zohrabyan had publicly invited  Hayk Marutyan of the debate, complaining that “we are inviting a debate, he is running away, because what is he going to talk about, what is he going to debate with me on the political platform?” “He is afraid, and now I say: I am a man, I invite you to a debate, come without Nikol Pashinyan, let’s see how you will solve Yerevan’s problems or is it easy to play mayor under Pashinyan’s back,” he said.

The financial component of Eurasian integration: Pashinyan received the presidents of the Central Committee of the EAEU

Prime Minister Nikol Pashinyan received the presidents of the central banks of the member states of the Eurasian Economic Union, who arrived in Armenia to participate in the events dedicated to the 25th anniversary of the introduction of the Armenian dram.


As reported by the government’s press service, the Prime Minister welcomed the guests to the government and thanked them for participating in the events of the 25th anniversary of the introduction of the AMD. Nikol Pashinyan noted that despite the non-violent velvet revolution, the Armenian dram continued to maintain its stability, which is an important factor from the point of view of economic development.


The head of the government emphasized the close cooperation between the Central Banks of EAEU countries in order to develop financial markets, promote economies, and introduce new mechanisms. The Prime Minister expressed hope that effective and constructive discussions between the heads of financial institutions will continue in favor of the development of cooperation.


The presidents of the Central Bank of the EAEU states presented to the Prime Minister the steps aimed at the further expansion of cooperation, which will contribute to the development and deepening of economies, including capital markets, and trade and economic ties within the framework of integration processes.


Thoughts were also exchanged on the possibilities of mutual settlements in national currencies within the framework of EAEU.
