Trade between Russia and Armenia surged by 68 percent to $336.17m
in the first six months of 2007 compared to the same period a year
earlier, the press office of the Russian Transportation Ministry
reported today.

This figure was announced in Yerevan at the ninth meeting of the
intergovernmental commission on economic cooperation. Russia’s
investment in Armenia’s economy went up by a factor of 3.5 to $32.6m
in the first quarter of 2007 compared to January-June 2006.

The two countries have agreed that the Russian IT and Communications
Ministry and Armenia’s Transportation and Communication Ministry
would sign an agreement on cooperation in the IT, mail service,
and telecommunication sectors.

YEREVAN, SEPTEMBER 14, ARMENPRESS: Millennium Challenge Account –
Armenia (MCAA) has announced the award of a consulting contract to
"Hayjrnakhagits Institute" CJSC for the design and construction
supervision of a project that will rehabilitate six main irrigation
canals (Artashat, Low Hrazdan, Armavir, Talin, Arzni-Shamiram, Shirak)
of the MCA-Armenia Irrigated Agriculture Project Infrastructure
Activity.

The contract was signed by MCA-Armenia CEO Ara Hovsepyan and
"Hayjrnakhagits Institute" Director Yuri Javadyan. According to the
contract, "Hayjrnakhagits Institute" should: develop preliminary
designs for the six main canals and final designs for ancillary
structures; prepare two-phase bidding documents for the construction
firm that will carry out the rehabilitation work; collect baseline
data for an environmental and social impact assessment; supervise
construction activity during the canals’ rehabilitation stage.

In total, these six main canals serve around 120.000 hectares
of farmland which is more than half of area served by Water User
Associations.

The contract value is USD 1,500.000. The duration of work will be
46 months.

After the Soviet era, due to the lack of maintenance, irrigation
canals deteriorated. Water losses increased, which led to a worsening
of irrigation of thousands of hectares of land.

MCA-Armenia’s program will rehabilitate around 200 km of main canals
which will reduce water losses by up to 50%.

Millennium Challenge Account-Armenia (MCA-Armenia), a State Non
Commercial Organization established by the Government of Armenia,
is responsible for overseeing the transparent implementation of the
Compact signed between the Millennium Challenge Corporation and the
Government of Armenia.

"The OSCE should function as a regional organization with precise

The Organization for Security and Cooperation in Europe (OSCE) was
founded upon conclusion of Helsinki Accords in 1975 confirming the

French Jews were relieved to learn of the arrest and conviction of
Nizar Ouedrani, a man who assaulted a young Jew wearing a kippah in
Paris last July, as the victim was walking toward a synagogue.

The incident is one among dozens, but for the first time, Jewish
leaders noted, the court opted for a severe sentence.

On Saturday, July 21, two men and a boy were going to their synagogue
on Petit Street when a man driving a truck honked at them and started
shouting anti-Semitic slurs. When 24-year-old Yossef Zekri tried to
calm the driver down, the latter jumped out of the car and started
hitting him while shouting, "Dirty Jew, I’ll finish you." Ouedrani
hit Zekri on the head with a vacuum cleaner and ran away. He was
caught the next day after police traced his license plate number.

In court, Ouedrani testified he didn’t realize his victim was a Jew,
but failed to convince the judge, who sentenced him to nine months
in prison (of which six months are suspended).

"We believe that this ruling, the first to be as severe as we expected,
is exemplary and will dissuade thugs from attacking our community,"
Sammy Ghozlan, the head of the Vigilance Bureau Against Anti-Semitism,
said.

With the Ouedrani case, the battle against "new" anti-Semitism has
entered a new phase.

Until 2002, the left-wing government led by Lionel Jospin refused
to even recognize the spectacular increase of anti-Jewish attacks
triggered by the second intifada.

Local Jewish organizations, strengthened by American Jewry, demanded
President Jacques Chirac present a firm battle against anti-Semitic
attacks.

The French president and his new center-right Interior Minister
Nicolas Sarkozy — now France’s president — launched a plan to
fight anti-Semitism, including reinforced surveillance of synagogues
and unprecedented efforts on behalf of police to hunt down the
attackers. The next phase was to get offenders to court. The French
Assembly approved the Lellouche legislation, doubling the sentences
for anti-Semitic and racist assaults.

Jewish community leaders fought forcefully for serious sentences
following dozens of symbolic rulings that failed to dissuade new
aggressors.

The Ouedrani ruling, the first severe court decision after an
anti-Semitic attack, opens the door to a new phase of the battle
against anti-Semitism. Authorities appear to have taken every possible
measure and precaution, yet anti-Jewish attacks continue as if nothing
had been done.

"There are no new ideas on how to fight anti-Semitism, no new plan in
the horizon," said policeman Michel Thooris, who follows anti-Semitism
issues. "French Jews voted massively for Sarkozy hoping that he
would put an end to hatred, but he has no new answers. It sometimes
seems as though hearing about anti-Semitism is starting to annoy our
leaders…" and the French in general, Thooris said.

Simone Veil — former minister, European Parliament speaker and current
president of the Shoah Remembrance Foundation — told me, as we were
visiting the Shoah memorial with President Sarkozy, that certain forms
of anti-Semitism denounced by schoolteachers could easily be countered.

Since the beginning of the second intifada, French professors in
troubled schools have complained that their Muslim pupils have
been refusing to learn about the Shoah, claiming it was Zionist
propaganda. The pupils have prevented professors from teaching
the Shoah and the trend has extended to other lessons that involve
Jews. Anti-Semitic assaults against Jewish pupils and teachers have
also increased.

"I actually noticed that Arab pupils failed to appear in class for
courses on the Shoah long before the second intifada, but at the time
I didn’t understand what motivated them," said Irene Saya, the head
of the teachers association PEREC (For a Republican and Civil School).

In 2002, a dozen professors gathered their testimonies in a book
called, "The Lost Territories of the Republic." Irene Saya said that
nothing has changed in five years.

"Jewish professors and pupils are subject to anti-Semitic remarks and
it feels like there isn’t much to do. Anti-Semitism isn’t just going
to disappear," Saya said. "The ministry created a special department
for these issues but there are no official figures and no real measures
to battle anti-Semitism in school."

"The way I see it, the pupils who refuse to study are not at fault,"
Veil said. "The teachers are the ones who should find solutions to
this problem and find ways to teach what happened in WWII. But I
think some of these professors don’t really want to make that effort."

Every year, the Shoah Memorial sends up to 10,000 adolescents from
throughout France to Auschwitz.

Troublemakers aren’t invited. It also launched several projects
commemorating the genocides perpetrated in Rwanda and against the
Armenians.

"Today, we have to talk about Rwanda if we want schools to keep on
teaching about the Shoah," sarcastically observed the leader of one
European Jewish organization.

Obviously, most of those who combat genocide and fight racism do so
genuinely, and their efforts often lead to positive results.

"We have to be irreproachable at a time when revisionists are still
trying to distort history," Veil said.

Anti-Zionism and the boycott of Israeli products and skills are
viewed by French Jews as another form of anti-Semitism. But, unlike
other countries, France has successfully countered the phenomenon,
launching the France-Israel Foundation in July 2005 to reinforce ties
with the Israeli government and encourage collaboration in various
fields, from literary exhibits to stem cell research.

The foundation has prevented boycotts that would have isolated Israel
in the intellectual and commercial fields. It instigated French
investments in the Israeli film industry, for example, leading to
the success of the Israeli Film Festival of Paris and to numerous
productions and prizes, the latest ones being the awards granted
at the Cannes film festival to two Israeli films, "Jellyfish" and
"The Band’s Visit."

Israeli movies, once rare in French theaters, have become common and,
at times, even popular.

Those who supported the boycott against Israel, mainly within the
pro-Palestinian association CAPJPO (Coordination of the Calls for
a Fair Peace in the Middle East), are about to observe a new high
in French-Israeli relations since the annual book fair — the major
cultural event of the year — selected Israel to star the 2008 exhibit.

Sarkozy is apparently looking for global answers, fighting boycotts
with reinforced collaboration and battling racist extremists by
offering new alternatives. In theory, every issue can fall into place.

Since recent anti-Semitic attacks are perpetrated mainly by young
Muslims, Sarkozy’s plan to annihilate anti-Semitism consists of putting
all his energy into solving the conflicts in the Middle East in order
to avoid new tensions between communities.

When inviting Hezbollah representatives to Paris in July, only a few
months after he compared them to Nazis, Sarkozy hoped to get things
moving, but assured the public he would not invite Hamas.

Sarkozy, a great admirer of George Bush, has multiple initiatives in
the Middle East.

The man, who a few months ago was criticized for his Jewish descent
by extremist leader Jean-Marie Le Pen, has already managed to reduce
the National Front Party to nothing, attracting most of its voters
and leaving it penniless after two major electoral defeats.

Maybe the French president’s plan to annihilate anti-Semitism isn’t
all that impossible. The Jewish community voted massively for that
plan. Now, it is holding its breath.

the RA Minister of Defense. Reflecting on this announcement Vugar
Seidov, an Azerbaijani politician said: "Harutyunyan cannot mention
a case when Azerbaijan threatened Armenia". Seidov mentioned that
Armenia confirmed that it had occupied Azerbaijani territories by
such announcements. To elucidate this and other issues we turned to
the RA Minister of Defense Michael Harutyunyan.

– In 1990s Azerbaijan began the war. They were aware that Karabakh
has never been the part of Azerbaijan.

The small part of Azerbaijani territories is under the control of
Karabakh troops and is a security zone. The Azerbaijani part could
not shell Stepanakert, Martakert, Hadrut and other habitats for the
second time.

– Thus, do you consider that such statements made by various officials
are proper, while the conflict settlement negotiations are in the
process?

– The statement that we will defend our country and our nation is quite
proper and normal. By this, we also mean the defense of Karabakh. The
defense of Karabakh is also connected with the defense of Armenia. We
should give a correct solution to the conflict. Karabakh has never
been the part of Azerbaijan and will never be. We will do our best
to see Karabakh as an independent state or the part of the Republic
of Armenia.

– Your deputy Manvel Grigoryan and his relatives appear in
conflicts. Won’t you take certain measures to punish the perpetrators?

– You may forward that question to Manvel Grigoryan.

– But you are his head, aren’t?

– Manvel Grigoryan works very well as my deputy. I appreciate his
efforts. He is a 50-year-old man and can answer to such everyday
questions. As a deputy, I have no problems with him.

– The member of the parliament beat the bodyguard of a deputy together

problem and should be solved privately?

Israel’s adviser for Turkish embassy in Washington, Lenny Ben-David
called for Israel’s government and Jews in the United States to be
careful regarding Armenian claims against Turkey.

In his article "Turkey and Armenia: What Jews should do" published
in THE JERUSALEM POST the Israeli diplomat said there are reports on
massacres of hundreds of thousands of Muslims and thousands of Jews
by Armenians, but it is still unspoken.

"Israel’s government and Jews in the United States must be careful
when treading through the minefield of Armenian claims against
Turkey. Jewish leaders in Armenia reported that they have heard local
claims that Jews organized the 1915 massacres of Armenians.

There are accounts of Armenian massacres, between 1914 and 1920,
of 2.5 million of Armenia’s Muslim population.

Recently, Mountain Jews in Azerbaijan requested assistance in building
a monument to 3,000 Azeri Jews killed by Armenians in 1918 in a
pogrom about which little is known. AND WITHIN our own lifetime –
just some 15 years ago – Armenian troops massacred hundreds of Azeri
Muslims. This from Newsweek, March 16, 1992: "Azerbaijan was a charnel
house again last week: a place of mourning refugees and dozens of
mangled corpses dragged to a makeshift morgue behind the mosque. They
were ordinary Azerbaijani men, women and children of Khojaly, a small
village in war-torn Nagorno-Karabakh overrun by Armenian forces on
Feb. 25-26. Many were killed at close range while trying to flee; some
had their faces mutilated, others were scalped."," the article says.

Ben-David stressed in the end that the US Congress and the Jewish
community should encourage historians on both sides to objectively
examine what took place.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. The delegation of the French
Socialist Party, which is in Armenia on a one-day visit at the
invitation of the ARFD, met with the RA President, Prime Minister,
Foreign Minister on September 6.

Francious Holland, the delegation’s head, party’s First Secretary, said
this during his meeting with journalists. He said that issues regarding
the role of France in Armenia’s development and Armenia-France-Turkey
relations have been discussed during those meetings.

According to F. Holland, the French Socialist Party is going to
negotiate with Turkey about issues related to Turkey’s membership to
EU. In his words, several preconditions will be put before Turkey, the
most important of which is the recognition of the Armenian Genocide. It
was also mentioned that the party is working out a bill on determining
a punishment for denying the Armenian Genocide.

Azerbaijan, Baku / Trend corr. S.Ilhamgizi / Activists of the Karabakh
Liberation Organization (KLO) who were planning to hold a protest
against the visit of Armenians to Baku were set free after three
hours of being detained, Akif Nagi, the Chairman of the organization,
told Trend News Agency.

The meeting of the Council of Interior Ministers of CIS countries
will be held in Baku from 6 to 7 September. The Armenian Interior
Minister will also be among the meetings’ attendees. The Azerbaijani
government has guaranteed security for all of their guests.

Elkhan Hasanov, the chief of the Narimanov Police Station, with twenty
policemen, went to the KLO’s office.

Akif Nagi, the Chairman of the organization, and four members were
taken to the police station, where they were detained for three hours.

In response to all of the warring, the chairman of the organization
wants to hold a protest which will begin from the KLO office on
6 September.

The conflict between the two countries of South Caucasus arose in
1988 as a result of territorial claims by Armenia against Azerbaijan.

Since 1992, Armenian Armed Forces have occupied 20% of Azerbaijani
territory including the Nagorno-Karabakh region and its seven
surrounding Districts. In 1994, Azerbaijan and Armenia signed a
ceasefire agreement at which time the active hostilities ended. The
Co-Chairs of the OSCE Minsk Group ( Russia, France, and the US)
are currently holding peaceful negotiations.

of the French Socialist Party Francois Hollande told a news conference
in Yerevan.

"The second condition for successful talks is improvement of Turkey’s
relations with the neighbor states, specifically Armenia. We think
that we can advance via talks only. It refers to peaceful settlement
of the Nagorno Karabakh problem as well.

Negotiations with Turkey can produce effect," Mr Hollande noted.

A dilemma: Politics versus economy

Some analysts of the pessimist variety believe that the sudden change
of heart of the Anti-Defamation League (ADL), an American Jewish
organization, to support the Armenian claim of genocidal annihilation
of Ottoman Armenians in 1915 by the government of the day is due to
the July signing of a memorandum of understanding between Turkey and
Iran related to gas and oil transit.

Beside transportation, both governments also agreed on realizing joint
energy investments. At a time when the US government is at odds with
Tehran and Israel is considering the destruction of Iranian nuclear
plans by any means possible, such moves must aim to pressure Turkey to
withdraw from further cooperation with Iran, although Turkey’s energy
concerns are serious and the new deal offers many opportunities in her
national interest.

So far the two sides have agreed to increase their cooperation in the
production of electricity and in the construction of natural gas power
stations. It is not only the US government that feels uneasy with the
Turkish-Iranian cooperation, as it is currently pursuing a policy to
isolate Tehran from the rest of the world. Russia is equally
displeased because Turkish-Iranian cooperation threatens Russian
access to Turkmen natural gas resources.

Turkish government officials do not look at the matter from a
political angle; they say that Turkey is hungry for energy and they
are after it wherever it is available and cheap. Iran is a neighboring
country and it has plenty of resources to offer. To this end, Turkey,
Iran and Pakistan founded the Economic Cooperation Organization (ECO)
in 1985. The organization expanded seven years later to include
Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan,
Turkmenistan and Uzbekistan. Now Turkey wants to revitalize this
economic cooperation that can only offer a humble 5 or 6 percent of
her total national trade.

Officials of the Turkish Energy Ministry have announced that, starting
next year, Turkey is making plans to invest $3.5 billion in Iran’s
South Pars offshore gas field. In order to avoid the wrath of powerful
players in the area, Ankara prefers a joint venture with an EU member
state that is already operating in the Iranian theater. One of the
aims of this future joint venture is said to be exploration of gas
fields in the Asalouyeh region. This region is rich with natural gas.
In fact the South Pars-North Dome area is where the world’s largest
gas-condensate field is located, in the Persian Gulf. It is shared by
Iran and Qatar. The region is estimated to hold 53.8 billion cubic
meters of natural gas and 56 billion barrels of condensate. If Turkey
can gain economic and operational access to this region, it will no
more be merely a transit corridor for Caspian oil and gas.

Ankara also wants to develop a Turkish-Iranian-Turkmen joint venture
to sell natural gas to the EU. Indeed, there is growing European
interest in purchasing Iranian natural gas via Turkey. If the
outstanding problems of the Nabucco natural gas pipeline are solved in
due time, this can become a lucrative reality sooner rather than
later.

However the Bush administration is rather reluctant to see Ankara
cooperating with either Iran or Russia. Washington prefers that Turkey
concentrate its efforts on Azerbaijan’s Shah Deniz project to develop
the Caspian Basin gas resources and a pipeline system to bring those
resources to Turkey with the intent of conveying them to international
markets via Turkey. America’s second preferred project is to encourage
Ankara to buy natural gas from Iraq. But this is too idealistic, given
the Kurdish insurgent elements operating out of Iraqi territory and
the ensuing Turkish-US tension. But the Americans are insistent. US
Ambassador to Turkey Ross Wilson diplomatically warns Ankara that, "A
major increase of Iranian gas exports to Turkey and beyond may hinder
the development of gas resources in Azerbaijan, Kazakhstan, and
western Turkmenistan that might come to Turkey."

These words put Turkey in a bind — while Washington is increasing its
political pressure on Iran by considering adding Iran’s Revolutionary
Guard to its list of terrorist organizations, Turkey is trying to keep
a balance between its alliance with the US and its neighbor Iran, for
matters of economic expediency. If the US Congress adopts a resolution
to impose sanctions on European and other foreign companies that
invest in Iran’s petrochemical industries, Turkey’s economic plans
will drastically suffer. The US would make it obvious that Ankara has
fatally weakened Washington’s efforts to isolate Iran.

This dilemma can only be solved if Turkey sides with the US, but to
the cost of losing its future energy projects. Can Washington
compensate for these losses in other ways? Doubtful! This must be the
dark side of politics.
