"I am sure that we will have a real chance to return the territories,
occupied by Armenia, only through developing of relations with the
West and Azerbaijan’s accession to NATO".

The due announcement was made by Alekper Mamedov, chief of the Center
of Democratiñ and Civil Control over armed forces, commenting on
the implementation of the plan of individual partnership between
Azerbaijan and NATO.

He said Turkey can be cited as an example of positive influence of
accession to NATO on the combativity of the armed forces and growth
of country’s influence in the world.

"Moreover, by means of accession to NATO, Azerbaijan will prove
its striving for western values, democratization of the country,
establishment of the society, where human rights of each citizens,
freedom of speech and equality of everyone regardless of the occupied
position, are sacred.

However, he said that Azerbaijan have problems in the said spheres
and it is early to speak about Azerbaijan’s accession to NATO.

"The work in this direction should be accelerated, otherwise, other
two South Caucasus countries would outstrip us", Mamedov noted.

He said regarding Russia’s threats to review relations with everyone
who intends to join NATO that Azerbaijan should be ready for such
provocations and make its choice in favor of western values and
integration with NATO.

"Russia will never stop supporting Armenia, therefore, we should
not hope for its assistance to the just resolution of the Karabakh
conflict", Alekper Mamedov noted.

Community Groups Increase Support of ANC-WR

Los Angeles, CA – Members of the Armenian Youth Federation from all
over Southern California gathered at the ANC-WR headquarters in
Glendale, CA on March 19, 2008 to participate in the ANC-WR monthly
public policy forum. This month’s workshop was presented by Glendale
City Clerk, Ardashes Kassakhian and was comprised of various topics,
including the importance of community activism and voter registration
in the upcoming 2008 presidential elections.

"It’s important for today’s young Armenian Americans to take advantage
of opportunities to involve themselves in the American political and
electoral process." said Ardashes Kassakhian, Glendale City Clerk.

This installment of the ANC-WR Public Policy Forum aimed to encourage
attendees to take a proactive role and stronger interest in their
local communities and government affairs.

Los Angeles, CA – Over sixty members of the Homenetmen Western United
States attended Azkayin Shkanshan from March 7-9 at the recently
acquired Homenetmen Camp Tecuya in Frazier Park, California. The
event, intended at presenting both an historical overview of late 19th
century Armenian politics and an overview of issues of concern to
Armenian Americans today, was attended by Homenetmen scouts from
Southern California, Fresno and Las Vegas.

The program, organized by the Homenetmen Western United States
Regional Scouting Council, featured a presentation by Raffi Hamparian,
ANC-WR Board Member. Hamparian provided participants with a historical
and contemporary overview of the Armenian cause.

Attendees also prepared hundreds of letters to Speaker Nancy Pelosi
expressing thanks for her efforts in bringing H. Res. 106, the
Armenian Genocide resolution, to a vote during this term of Congress.

The Armenian National Committee – Western Region is the largest and
most influential Armenian American grassroots advocacy organization in
the Western United States. Working in coordination with a network of
offices, chapters, and supporters throughout the Western United States
and affiliated organizations around the country, the ANC-WR advances
the concerns of the Armenian American community on a broad range of
issues.

ANKARA: US Refuses Engine Production In Turkey For Attack Choppers

The US administration has turned down an Italian request for the
transfer of technology for US T800 engines to pave the way for their
production in Turkey and to be mounted on Turkish attack helicopters
intended to be co-produced with Italian Agusta Westland.

Unlike an earlier statement made by Undersecretary Murad Bayar of the
Undersecretariat for the Defense Industry (SSM) to daily Hurriyet that
the Italians had ensured that an export license for production of T800
engines in Turkey at Tusas Engine Industries Inc. (TEI) facilities,
local sources close to the project told Today’s Zaman that the US has
only agreed to extend technical assistance support for the engines,
not their production in Turkey.

The engines to be mounted on Turkey’s attack helicopter play an
important role in the project since it would increase the efficiency
of the helicopters in line with the request made by the Turkish Land
Forces Command.

The US refused to sign a manufacturing license agreement (MLA) with
Italy for the LH Tech T800 engines but agreed to sign a technical
assistance agreement (TAA) that envisages technical support to be
given for the engines to be fitted on Turkish attack helicopters,
said the same sources.

The SSM and Italian manufacturer Agusta Westland signed an agreement
in September of last year for the co-production of 51 A129 attack and
tactical reconnaissance helicopters at the Tusaþ Aerospace Industries
(TAI) facilities in Ankara. The project, worth around $2.7 billion,
is codenamed T-129.

The project involves local production of software source codes and
hardware as well as the integration of high-technology avionics on
the helicopters. But due to delays in both export license approval
by the US, as well as the Italian government’s late approval of its
company transferring the necessary technology for the production of
helicopters in Turkey, the project has not yet begun.

The SSM, believing that the latest technical hurdles have been
overcome, plans to make the project effective in the first half of
April, soon after the planned meeting of the SSM Executive Committee
on April 9, during which the procurement of some arms projects will
be decided.

Plans for the acquisition of attack helicopters date back more than
10 years, to when Turkey first decided to buy them as an urgent
requirement. The Turkish Armed Forces (TSK), allegedly unhappy about
the selection of the Agusta Westland model over concerns it would not
meet its operational requirements, has urgently sought the transfer
of around 10 used Cobras from the US to meet its needs during the
increased fight with the outlawed Kurdistan Workers’ Party (PKK)
terrorists.

But US has so far turned down the Turkish offer, due to the
unavailability of Cobras, and instead offered armed Black Hawk or
possibly Apache attack helicopters.

In the meantime, the Land Forces Command refused an Italian offer for
the transfer of its own attack helicopters as an interim measure,
despite the fact that the Italian helicopters were selected for
co-production in Turkey and were intended to be used by the Land
Forces Command.

There has been increased speculation in Ankara that Turkey’s attack
helicopter plans with Italy may fail, mainly because the Turkish
configuration requests on the helicopters are hard to meet.

Turkey to opt for US Sikorsky multipurpose helicopters

The SSM Executive Committee, which includes Prime Minister Recep
Tayyip Erdoðan, Chief of General Staff Gen. Yaþar Buyukanýt and
Defense Minister Vecdi Gonul, cancelled a multipurpose helicopter
acquisition project at its Dec. 5, 2007, meeting.

Instead it decided Turkey would conduct talks with the US Sikorsky
and Italian Agusta Westland for the procurement of over 80 helicopters
for the TSK, worth around $1.5 billion.

However, Today’s Zaman has learned that the SSM Executive Committee
is expected to cancel its 2000 decision, under which a tender was
opened for the helicopters’ acquisition. Instead Turkey may now buy
US Sikorsky helicopters as a sole source.

Meanwhile, during its April 9 meeting the SSM Executive Committee
may decide on the winner of another long-awaited acquisition, the
Gokturk electro-optical satellite project — worth around $230 million.

Turkey has decided to eliminate Israel Aerospace Industries (IAI) from
the Gokturk project. A selection is expected to be made from among
Italian Telespazio, Germany’s OHB-System and Britain’s EADS Astrium.

Due to heavy French involvement in the Italian offer, the TSK
is allegedly inclined not to favor Telespazio, while reportedly
preferring German OHB-System, though local industrialists state that
Germany does not have a proven satellite system.

Britain’s EADS Astrium, meanwhile, has reportedly increased its
level of technology transfer offer to Turkey, while minimizing French
content in the project to make its system more attractive.

Turkey has reduced its ties with France following the latter’s adoption
of a resolution condemning Ottoman Turks for alleged responsibility
in a so-called genocide of Armenians during World War I.

On March 29 NKR President Bako Sahakyan met with Ralf Yirikian, CEO
Karabakh Telecom. They discussed digitalization of the fixed-line
telephone network and expansion of the mobile network.

Ralf Yirikian informed that Karabakh Telecom is likely to expand
charity programs up to 500 million drams. The focus is going to be on
the health sector. The head of state highly appreciated the company’s
charity programs.

On the same day NKR President Bako Sahakyan met with the
representatives of Tufenkian Fund headed by the president of the
Fund James Tufenkian. The head of state appreciated the long-term and
diverse activities of the fund in NKR. They discussed future programs,
and focused on the construction of a modern hotel in Stepanakert.

Saudi Arabia is reportedly preparing to counter any ‘radioactive
hazards’ which may result from a US strike on Iran’s nuclear plants.

Popular government-guided Saudi newspaper Okaz recently reported that
the Saudi Shura Council approved of nuclear fallout preparation plans
only a day after US Vice President Dick Cheney met with the Kingdom’s
high ranking officials, including King Abdullah.

As a result of the Shura ruling, the Saudi government will start the
implementation of ‘national plans to deal with any sudden nuclear and
radioactive hazards that may affect the Kingdom following expert
warnings of possible attacks on Iran’s Bushehr nuclear reactors’.

As the details of Cheney’s recent discussions with his Arab allies
remain unclear, pundits have begun to question the timing of the
drastic measure by the Shura.

Analysts claim the Bush administration had long rattled sabers with
Iran over its nuclear program and is now informing its Arab allies of a
potential war, in turn, allowing them to take precautionary measures.

With the sudden resignation of Admiral William Fallon, a high-ranking
US military official who was a fierce critic of White House war
rhetoric against Iran, and reports of the recent deployment of a US
nuclear submarine in the Persian Gulf; there is speculation that
Washington is moving forward with yet another war plan in the oil-rich
Middle East.

Marie L. Yovanovich is currently serving as U.S. Ambassador to
the Kyrgyz Republic. After receiving Armenia’s consent, President
Bush would then officially nominate Ms. Yovanovitch as Ambassador to
Armenia and submit her name to the Senate Foreign Relations Committee

According to him, on April 12, 2004, the protesters were really
peaceful, without any arms or metallic rods. "At that time we didn’t
let it come to bloodshed", he stressed. Sargsyan noted that in such
situations people’s safety is the most important thing. "How to fight
against the authorities is a matter of future. The organizers of the
March 1 mass disorders should be responsible first and foremost for
the people’s safety", he said. As Sargsyan stressed, "the Armenian
authorities proved that they use the same methods as over the past
10 years. "The authorities should conduct correct anti-propaganda to
