YEREVAN, 10.04.08. DE FACTO. In 2007 the amount of the Nagorno-Karabakh
Republic foreign trade turnover made $ 277 million 392, 9 thousand,
which exceeds the level of 2006 by 75 %.

According to the information DE FACTO received at the NKR National
Statistic Service today, export had made $ 72 million 549, 6 thousand
(growth is 60 %), import – $ 204 million 843, 3 thousand (growth is
81 %).

Deficit of trade balance increased by 95 % as compared with 2006 and
made $ 132 million 293, 8 thousand.

In 2007 the amount of the NKR foreign trade turnover with the CIS
countries made $ 260 million 894, 8 thousand, or 94, 1 % of total
turnover. To note, $ 257 million 735 thousand (92, 9 % of the sum)
fall to the share of the RA.

In the total amount of export 47, 3 % make raw materials, 28, 8 % –
gems and semi-precious stones, precious metals and articles made of
them, and 10, 2 % – foodstuffs.

In import’s structure 23, 8 % make raw materials, 17, 6 % – foodstuffs,
10, 8 % – production of vegetable origin, and 9, 6 % – cars, equipment
and mechanisms.

YEREVAN, April 8. /ARKA/. The Central Bank of Armenia (CBA) approved
sketches and technical parameters of two commemorative coins – "Pasan"
and "Caucasian boreal owl" (Aegolius funereus) – to be minted under
the program "Fauna of Caucasus" in 2008-2009.

The decision was made at the meeting of the CBA Directors Board of
April 8 presided over by the CBA President Tigran Sargsian.

The sitting has also approved the sketches and technical parameters
for 12 golden coins under the international program on issue of
commemorative coins with Zodiacal signs. The CBA Board of Directors
amended Armenia’s program on issue of commemorative coins for
2008-2009.

President Serzh Sargsyan received the Chairman of the Gulbenkian
Foundation’s Board of Directors, Emilio Rui Vilar and the Ambassador
of Portugal to Armenia, Manuel Marselu Curto.

The Chairman of the Gulbenkian Foundation’s Board of Directors conveyed
to the President of Armenia warm greetings and congratulations from
the President of Portugal.

Serzh Sargsyan stressed the importance of the assistance provided
by the Foundation to our country and, in particular, highlighted the
recent agreement between the Foundation and the Matenadaran.

According to Emilio Rui Vilar, during the fifty years of its existence
the Gulbenkian Foundation has been working closely with Armenia and
the Diaspora and is ready to expand the cooperation. He also said that
currently the Foundation in involved in the movement of the European
Foundations and has submitted its candidacy for the presidency of the
Council of the European Foundations. President Sargsyan wished him
success and noted that it could become another beneficial opportunity
for Armenia.

The two sides spoke also about the Armenian-Portuguese relations. Serzh
Sargsyan underlined the interest of the Armenian side in deepening
bilateral and multilateral relations.

The parties agreed that cultural contacts and exchange of information
can become a driving force for the enhancement of the economic
relations.

THE THIRD CONFERENCE ON DIALOGUE BETWEEN THE ISLAMIC REPUBLIC OF IRAN
AND THE CATHOLICOSATE OF CILICIA TO CONVENE IN TEHRAN

The third conference on dialogue between the Islamic Republic of Iran and
the Catholicosate of Cilicia will be launched soon in the Iranian capital.

Initiated several years ago, the first conference on this dialogue was held
in the "Interfaith dialogue and Cultural Center" in Tehran with the joint
efforts of the Iranian government and the Catholicosate of Cilicia. The
second such conference took place in Antelias and the third will convene in
Tehran again.

Catholicos Aram I received an invitation from the government of Iran to
personally attend the conference. A delegation from the Catholicosate of
Cilicia and the three dioceses in Iran- Tehran, Isfahan and Tabriz – will
participate in this dialogue along with His Holiness Aram I.

issued a political statement today.

"All political forces in Armenia should address the situation
impartially to resolve the crisis in the republic. Both the authorities
and opposition, who refused to establish a dialogue and create an
atmosphere of trust, are responsible for what has happened in Armenia,"
the statement says.

According to Arman Melikyan, the lists of voters presented by the RA
Central Election Committee were incorrect.

"I have to reiterate that Armenia is not a country where the law
overrules. Now, decisions should meet the interests of the society,"
Mr Melikyan said.

"The only way-out can be establishment of political dialogue
between the leadership and opposition, with active participation
of the population. Both should stop accusing each other and reach a
consensus," he said.

April 8 (Bloomberg) — Moves by Turkish prosecutors to ban Prime
Minister Recep Tayyip Erdogan’s political party pose a "grave" risk
to Turkey’s bid to join the European Union, the bloc’s foreign-policy
chief, Javier Solana, said.

Turkey’s Constitutional Court last week agreed to hear a lawsuit
that would outlaw Erdogan’s Justice and Development Party, turning
the courtroom into the scene of a power struggle that threatens to
destabilize Turkey.

"I hope the supreme court is sensible in its ruling because it would
be a hard blow for Turkey and a blow for Turkey’s relations with us
in Europe," Solana told the European Parliament’s foreign-affairs
committee in Brussels today. "The consequences could be very grave."

Turkey has inched toward the EU since starting entry talks in 2005.

It has begun talks in six of the bloc’s 35 policy areas and completed
one. The EU blocked talks in eight areas to protest Turkey’s trade
embargo against the Greek-speaking Republic of Cyprus, an EU member.

Chief Prosecutor Abdurrahman Yalcinkaya filed the lawsuit on March 14,
arguing that Erdogan’s Islamic-leaning party is trying to hollow out
Turkey’s traditional separation of mosque and state.

`Nothing Good’

Turkey "would be in a very serious constitutional position were the
party to be outlawed," Solana said. Speaking to reporters after the
hearing, he said the impact on Turkey’s EU bid would be "nothing good,
really — I don’t want to be more specific."

The case has echoes of a constitutional challenge by the army last
year to an Erdogan-backed candidate for president that led to early
elections. Erdogan went on to win a second term with 47 percent of
the vote, the largest parliamentary majority in 40 years.

Stressing that the EU endorsed those elections as free and fair,
Solana said it would be a violation of European norms for a court to
overturn a legitimate result reached at the ballot box.

A court-ordered ouster of a democratically elected leader is "not
something very normal," Solana said. "It would be rather unusual."

Headscarves

The trigger for the court case was a decision by the parliament in
February to allow university students to don Islamic-style headscarves,
seen by defenders of Turkey’s secular traditions as an intrusion of
religion into the classroom.

While Islamist parties were shuttered in 1998 and 2001, constitutional
amendments since then make it harder for Turkish courts to close down
political parties.

Erdogan is counting on his popularity to ride out the legal
confrontation. Economic growth averaging 7 percent has won him broad
support among the middle classes and insulated Justice from critics
of its Islamist roots.

Erdogan today criticized his detractors for pursuing the "politics
of crisis," saying in Ankara that the party’s policies reflect the
wishes of all of Turkey’s 71 million people.

EU Enlargement Commissioner Olli Rehn, in charge of the entry talks,
said the confrontation with prosecutors shouldn’t get in the way of
Erdogan’s plans to overhaul Turkish society along western lines.

"It is apparent that the government now focuses on the reforms,
the legislative and political reforms, and will not let this case
disturb its focus on enhancing the rights and living standards of
Turkish citizens," Rehn told reporters at a Hanns Seidel Foundation
conference today.

Foreign Investment

Erdogan huddled with his top economic ministers today to discuss how
to prevent the tussle with prosecutors from rattling the business
community and putting foreign investment at risk.

Seeking to put its EU bid back on track amid the furor over the court
case, the government yesterday said it will amend a law that has been
used to prosecute authors for criticizing Turkish national traditions.

Article 301 of the penal code makes it a crime to "insult" the Turkish
national identity. The law has been used in attempts to muzzle hundreds
of writers and intellectuals, including Nobel Prize-winning novelist
Orhan Pamuk.

In the most notorious case to date, a journalist convicted under the
law, Hrant Dink, was later murdered by a teenage nationalist. Dink’s
crime was to challenge official denials that the World War I massacre
of Armenians by Ottoman Turks amounted to "genocide."

America. Joseph Pennington expressed hope during his meeting with
journalists, which was held on April 7, that they will be able to
work with the administrative board of the Republic of Armenia and
help Armenia to return to the democratic way. At the same time he
mentioned that before the recent developments the indices of Armenia
were already exposed to danger to some extent for being included in
the Millennium Challenges program and there is a rather long way to be
passed for improving the situation. In the words of Joseph Pennington,
that, in particular, concerns fair governing and freedom of media.

Gevorg Ter-Gabrielian, the Head of the "Eurasia Cooperation" fund,
mentioned during the presentation of the cooperative social investment
program of the above-mentioned fund, which was held on the same day,
that the researches conducted by them have shown that cooperative
social investments in Armenia and the responsibility for them are
not of special interest. According to him, one of the objectives of
the program is to introduce the social programs being implemented,
so as Armenian businessmen are able to do charity.

Joseph Pennington stated that the government of the United States of
America gives about 1.5-2 million dollars annually to the "Eurasia
Cooperation" fund through the International Development Agency.

considers various variants of expanding the authorities of the OSCE
Minsk Group and more active participation of the Minsk Group
member-countries, who are not co-chairmen (Italy, Finland, Turkey,
Belarus), in the process. Azerbaijan and Armenia are members of the
Minsk Group as well. Therefore, the talks here should take place in a
wider format and with more collectively made decisions, Azerbaijan’s
Ambassador to Russia, Polad Bulbuloglu, said to a press-conference in
Moscow.

The Ambassador said that nobody denies that over the recent period,
the Minsk Group co-chairmen have been carrying out large works, they
make maximum efforts, but the Nagorno-Karabakh conflict is not simple
problem and it is difficult to resolve it at full speed or with some
recommendations because it affects the interests of two peoples, two
countries. Bulbuloglu said that exactly due to it, such
misunderstandings as voting of the OSCE Minsk Group co-chairman
countries (the USA, France and Russia) against the Resolution
submitted by Azerbaijan to the UN General Assembly take place.

According to him, Azerbaijan considers adoption of the Resolution its
diplomatic victory because Azerbaijan’s position was supported by 40
countries. `This Resolution is not directed against other countries.
It supports the activity of the Minsk Group and describes
Azerbaijan’s position. Let somebody do not like the Resolution,
somebody vote against it, but it was very important to gain such a
Resolution. The Armenian-Azerbaijani Nagorno-Karabakh conflict may be
settled only within Azerbaijan’s territorial integrity being
supported by the Resolution of the UN General Assembly,’ Bulbuloglu
said.

Speaking of the adoption of the Resolution by the UN General Assembly
and the position of the world countries during the voting, the
Ambassador said that during the voting, Azerbaijan was supported not
only by the GUAM member-countries, but also the Organization of the
Islamic Conference (OIC) participating countries, as well as other
countries. Bulbuloglu noted that adopting the Resolution was very
important for Azerbaijan. He is surprised that big countries and OSCE
Minsk Group co-chairman countries sharply protested against the
document.

In addition, the Ambassador stated that there is no necessity to
speak about it at a personal level in Russia because the country
clearly highlighted its position in relevant documents. `Russia has
made official statements supporting Azerbaijan’s territorial
integrity within the Minsk Group and at the bilateral level.
Therefore, nobody should have doubts about Russia’s position. Russia
protested against the Resolution, saying that the Resolution is
irrelevant and may break off the negotiations process,’ the diplomat
added.

The Ambassador said that Russia, the USA and France, as mediators,
had to abstain voting. `It was unpleasant for Azerbaijan and Azeri
people to hear that the co-chairman countries of the Minsk Group,
which urges to settle the Nagorno-Karabakh conflict, voted against
the Resolution. The mediators should be neutral. Voting against the
Resolution, they complicated their future activity,’ Bulbuloglu said.

Foreign political scientists and experts think so Adopted in the
frames of 62nd session of UN General Assembly resolution "Situation at
occupied Azerbaijani territories" is evaluated by majority of foreign
experts as one of the greatest successes ever achieved by Azerbaijani
diplomacy over the passed years. Following analysts, resolution has
demonstrated that in this issue Armenia remains in absolute isolation.

Famous Russian political scientists and experts also relate adopted
resolution to the greatest success of Azerbaijan. One of leading
analysts of the Kremlin – director of the institute on political
researches, Sergey Markov, holds that adoption of this document
became weighty victory of Azerbaijani diplomacy and serious defeat
of Armenia. Presence of USA, Russia and France amongst countries
voted against resolution political scientist motivates with different
reasons. Accordingly to him this first of all connected with strong
Armenian diaspora in the mentioned countries.

Yulia Latinina, presenter of program "Access Code" which was on air
of radio station "Echo of Moscow" said: "At the most tense stage of
Armenian-Azerbaijani conflict west supported Armenia. Azerbaijan was
regarded as the country where Turks and some Asians are living.

However official Baku took the way of peace, way of development,
steady raising of GDP. Country which led honest fight in the region
didn’t want to lose its strategic position and even within very hard
conditions it started oil extracting in the Caspian Sea. We clearly
see that Azerbaijan, working on revival of own economy over 10 years,
gained the image of state in the eyes of west, having left Armenia
behind. This is very important stage".

Lengthy articles on this issue were also published by Armenian press.

Resolution is taken as defeat of Armenian diplomacy. Information
published in "Voice of Armenia" newspaper comments resolution as defeat
of Armenian diplomacy; it reads that for Armenia it is very dangerous
precedent. Failure of lobbyist activity of Armenian diplomacy in UN
is also stressed. It is underlined that over 15 years it turned to
be incapable to present some expert set in the talk process. Russian
political scientist, Sergey Markedonov, and others hold that adopted
resolution is of great importance. S. Markedonov particularly said
that for Minsk Group it is alert.

Political scientist Alexander Karavayev also draws attention to
further activity of OSCE Minsk Group involved with regulation of the
conflict. Accordingly to him co-chairs should realize that official
Baku is not contended with their activity. It seems as if "three"
turned to be in very complicated situation. They still can’t find
way out of situation.

Then political scientist, A. Karavayev emphasizes: there exists one
more important moment. Significant allies of official Baku on GUAM and
OIC have been defined. And not only OIC is becoming powerful aspect of
Azerbaijani diplomacy. The fact that the world is multi-polar should
be taken into consideration.
