Documentary on Armenia’s tourism shot

YEREVAN, JUNE 12, NOYAN TAPAN. An one-hour documentary presenting the
history, culture and tourist opportunities of Armenia has been shot
with the purpose of advertizing the country’s tourism. Head of the
Tourism and Territorial Economic Development Department of RA Ministry
of Economy Mekhak Apresian announced at the June 12 that the
documentary was filmed by the ministry in cooperation with two famous
Spanish companies. Among the obligations of these companies is to
ensure the film’s broadcasting.

225 thousand euros was allocated from the state budget for shooting the
documentary. M. Apresian said that two authoritative television
companies have already shown interest in it. One is TVE company (Spain)
with a 450-million audience, and the other is a Scandinavian television
company. Negotiations are being conducted with them.

Taraf newspaper on Friday ran a headline that came many as extremely
horrifying. The news story connected with the headlines discloses
an action plan drafted by the Operations Department of the General
Staff which aims to plan conspiracies against the ruling Justice
and Development Party (AK Party) and Fethullah Gulen with a view to
portray them as potentially criminal in the eyes of the general public.

The plan prepared by the Senior Colonel Dursun Cicek talks about a
number of black propaganda move such as mobilizing the agents inside
the AK Party, defending the military officers who are defendants at
Ergenekon trial, preparing news stories about Greece and Armenia that
will create reactions among the people and that will help to expand
the voters base of the nationalist parties, and discrediting of the
popular TV serials such as Kurtlar Vadisi, Kollama and Tek Turkiye.

The plan was seized during a police search at the office of Serdar
Ozturk, who was the lawyer of retired colonel Levent GöktaÅ~_, who is
under arrest in connection with the Ergenekon investigation, (Ozturk,
too, was arrested several days ago) and it was prepared last April. The
plan heavily uses the concepts of "friendly" and "enemy" concepts
during the implementation of the activities envisaged thereunder.

The most heinous part of the plan consists of developing certain
conspiracy plots in order to charge innocent people with false
crimes. The following horrifying excepts are from this shameless plan:

– In the propagandas performed, it will be frequently noted that we
are not against religion.

– Actions will be planned without creating the impression that they
are changing the agenda of the Ergenekon trial, and the pro-religion
media will not be allowed to concentrate on this.

– We will create the impression that the supporters of Fethullah Gulen
are going too far and are directly attacking the Turkish Armed Forces
(TSK), and we will conduct activities that will make sure that even
conservative citizens will say, "This is too much. We are all Muslims,
but these supporters of Fethullah Gulen are making provocations in
order to attack on the TSK."

– Reactionaryist military officers and noncommissioned officers who
are in the category of unfavorable/suspicious will be reported to
involve in reactionaryism propaganda, and then news stories will
contracted to suggest that these people have immoral behaviors.

– As part of the operations against the reactionaryist TSK members,
intimidating propagandas will be conducted against those unidentified
reactionaryist TSK members in order to force them to make errors or
collapse on their own.

Documents allegedly prepared by a colonel on active duty have revealed
that the TSK had a systematic plan to damage the image of the AK
Party government and the Gulen movement in the eyes of the public.

– During the raids against the Light Houses to be conducted under
the military penal code, weapons, ammunitions, plans, and other
materials will be arranged to be seized so that the Fethullah Gulen
group is described as a armed terrorist organization or Pro-Fethullah
Terrorist Organization (FTO) and the investigations concerning it
will be conducted under the military jurisdiction.

It is really saddening to see that an institution whose primary
duty is to ensure the security of Turkey and Turkish people ignores
completely laws and thinks about how to manufacture crimes against
innocent people and and attempts to implement a plan to this end.

It is grievous… This is because the plot in question manufactures
crimes in order to portray innocent people as guilty in the eyes of
the general public and before the law.

The plot in question intends to help people culpable for military
crimes in order to mobilize the military judiciary.

It aims to employ the military judiciary in order to deprive people
of their right of defense.

Then?

Then, everything will be easier.

The media organizations will step in to launch a black propaganda
against Fethullah Gulen Group in order to defame them in the eyes of
the general public and convict them at the military courts.

How?

Through plots to present them as members of a terrorist organization.

Why should an organization seek to undertake such an action plan?

In 2000, then State Security Court (DGM) prosecutor Nuh Mete Yuksel
launched a case against Fethullah Gulen Hocaefendi on charges of
establishing an illegal organization. At the end of the eight-year-old
case, he was acquitted. Upon objections, the General Criminal Chamber
of the Supreme Court of Appeals upheld the acquittal decision.

Thus, it turned out that all the crimes attributed to Gulen were
just libels.

Why do they need to resort to conspiracies in order to revert an
acquittal decision given by civilian courts after a litigation process
of eight years?

Does this mean that the military courts are fairer? Is it because
they do not want to take the crimes they will manufacture to the
civilian courts?

Who can attempt to place weapons and ammunitions to the houses of
innocents students to find them later just to accuse them of being
members of a fabricated terrorist organization? Can we consider these
people as patriotic in their efforts to defame those innocent students?

I hope that the General Staff will do whatever is required about this
plot that has created great suspicions about the TSK.

Otherwise, they will be deprived of the legitimacy in the eyes of the
general public for their efforts to defend some retired or active
military officers who had involved in some illegal activities by
resorting to the principle of presumption of innocence against the
evidence obtained by prosecutors, the arsenals uncovered, and the
charges made under the Ergenekon investigation.

Similarly, their complaints that there is a systematic opposition
that aims to weaken the TSK will never be heard.

The speeches given by Chief of General Staff Gen. İlker BaÅ~_bug
on April 14 at the War Academies Command and on April 29 at the
Headquarters of the General Staff and which were described as
intellectually high must have been considerably overshadowed by
this plan.

I hope that he will soon announce that those who prepared this plan
will never attain their goals and that he will be rebuke those who
consider majority of the nation and the government as "enemy."

Until then, his statement that no one that undertakes activities
against the existing democratic regime will be allowed to stay within
the TSK will not be convincing.

ArmInfo. On May 31 Armenian authorities demonstrated their essence
to people once again, the first president of Armenia, Leader of the
Armenian National Congress Levon Ter-Petrosyan said at the opposition
rally near Matenadaran, Friday.

"If someone in Armenia had some illusions about the true intentions
of the authorities before the elections, after the past elections
these illusions dispensed as Serzh Sargsyan demonstrated that he is
not at all striving to consolidate the Armenian society",- he said.

He thinks if over the days of President Robert Kocharyan different
force departments were the main instrument of crimes and the main
obstacle on the way of democracy establishing in Armenia, the situation
has changed when Sargsyan came to power, and criminal structures
connected with the authorities took their place.

‘On 31 May practically at all the ballot stations everybody saw
skinheads which were "controlling" the election. Just these street
gangs represent today’s the incumbent authorities, just they are
their face. And the last elections demonstrated it once again’, –

ArmInfo. ‘Millennium Challenge’ Corporation has made a decision
to uphold the conclusion on stoppage of financial assistance to
Armenia. The decision was made on June 10 at the meeting of the
U.S. Government?s Millennium Challenge Corporation (MCC) Board of
Directors, chaired by U.S. Secretary of State Hillary Clinton.

According to the Corporation’s press service, as a result of the
meeting, MCC will not resume funding for any further road construction
and rehabilitation. This hold on funding is a result of actions by
the government of Armenia that are inconsistent with MCC principles
promoting democratic governance. MCC?s Board unanimously expressed
regret that this action means that MCC will not be able to fully fund
this project during the compact term.

"MCC regrets that it cannot move forward with funding road construction
in Armenia," Mr. Bent said. "The responsibility for this outcome
remains with the government of Armenia, whose actions have been
inconsistent with the eligibility criteria that are at the heart of
the MCC program. It is particularly disappointing that MCC will not
be able to partner with Armenia on completing the roads that will
benefit Armenia?s rural poor who are our friends and partners in
creating growth for the future," continued Mr. Bent.

"I do not anticipate that the Board will revisit this issue in the
future."

‘Millennium Challenge’ Programme started in Armenia in September,
2006. $235 mln were allocated for implementation of the programme
in Armenia during 5 years. The amount was allocated every quarter
based on the Armenian party’s applications. A state non-commercial
organization "Millennium Challenge Armenia" was created in the
country. It was scheduled that it will cover 750,000 farmers or 75%
of the republic’s rural population. Road construction and repair of
irrigation systems are the main components of the programme.

The Director of the "South Caucasian Railways" CJSC Vladimir Yakunin
today visited the central station of Yerevan, where ten new diesel
locomotives were put into commission. Yakunin is not very satisfied
with the activity of the company over the past years. Commenting
on the omissions of the "South Caucasian Railway," Yakunin said the
start of any activity is harder than it is assumed at the beginning.

Since January 1, 2006 the "Armenian Railway" CJSC has been handed
over to the "Russian Railway" CJSC. The "South Caucasian Railways"
is an affiliate company of the "Russian Railways."

The "Russian Railway" will invest 1.2 billion rubles in Armenia this
year, Vladimir Yakunin assured.

normalization of Armenian-Turkish relations was welcome, Armenian
senior official said.

"But these are merely statements while our position is unchangeable:
we are ready for talks without preconditions," RA Foreign Minister

question during today’s press conference.

Turkish Foreign Minister said earlier in Washington that his country

ArmInfo. Armenian President Serzh Sargsyan received France Telecom Vice
President for Mobile Communication Olaf Swantee and Director General of
Orange Armenia, the branch of France Telecom in Armenia Bruno Duthoit,
the Armenian presidential press-service told ArmInfo. According to
the France Telecom representatives, at the moment the task is set
to completely prepare for providing services in Armenia by late 2009
with the purpose to work no only in Yerevan but also in regions. It
is envisaged to invest $80 mln over the year.

Serzh Sargsyan expressed confidence that France Telecom’s activity in
Armenia will contribute to further liberalization of telecommunication
market and may become a basis for development of fields of economy. He
pointed out that the telecommunication sector in Armenia has a big
potential for development in respect of both services and tariffs. The
president stressed the significance of the new operator’s entry for
several reasons.

First, France Telecom will bring its experience and a wide spectrum
of services to Armenia, second, the entry of the new operator’s to
the market will increase the level of competition, which will be
profitable for consumers, third, a big number of investments will be
made in the country, new job positions will be created.

"We want one of the leading telecommunication operators of the
world to start working in Armenia as soon as possible",- Sargsyan
stressed. He added that the government is ready to help the company
to carry out the working tasks. France Telecom Vice President Olaf
Swantee presented the programs of Orange Armenia, the company’s work
on development of infrastructure. Swantee stressed that they are
glad to work in the Armenian market and assured that they will not
disappoint their clients.

As of March 31, 2009, France Telecom had 184 mln subscribers in 30
countries, 123 mln of them are mobile communication subscribers. In
2008 France Telecom’s turnover amounted to about 53.5 bln EUR, in
I qt 2009 – 12.7 bln EUR. In November 2008 France Telecom received
a licence to provide cellular communication services and mobile
internet-communication in Armenia for 15 years having paid 51.5 mln
EUR. To operate in Armenia, France Telecom set up a 100% branch –
Orange Armenia.

Tariff For Potable Water In Yerevan To Grow By Almost 5%

TARIFF FOR POTABLE WATER IN YEREVAN TO GROW BY ALMOST 5%

ArmInfo. Tariff for potable water in Yerevan from July 8, 2009 will
grow by 4,7% to 181 drams per 1 cub m, VAT inclusive, against the
previous 172,8 drams. Such a decision was made at Monday session of
the Public Services Regulatory Committee of Armenia, the Commission
told ArmInfo.

According to the source data, the Commission has partially met
the application of the Company which offered to increase the water
tariff to 190 drams. The necessity of tariff raise was conditioned by
reduction of the volumes of water use, growth of prices for electric
power, inflation and change of the exchange rate. The Concession
Agreement on Yerevan water industry was signed between the water
supply operator represented by Ceneral des Eaux French Company,
which manages "Yerevan Jur" CJSC, and the government of Armenia at
late 2005. Under the agreement, the tariff should gradually reduce
during 10 years to 90 drams per 1 cub m in 2015. To note, rise in the
water prices happened 9 days later upon completion of the election
of the Council of Elders of Yerevan.
