YEREVAN, June 5. /ARKA/. The World Bank (WB) will issue a US $25mln
credit to Armenia for the 2nd Education Quality and Relevance
Project. A relevant agreement was signed by Head of the WB office
in Yerevan Aristomene Varoudakis and RA Minister of Finance Tigran
Davtyan.

The WB Board of Directors approved the credit for Armenia on May 13.

The credit will be issued on the terms of the International Development
Association (IDA) for 40 years at an annu8al interest rate of 0.75%,
with a 10-year grace period.

The project is aimed to improve education methods, preparation of
children for primary school, integration of the Armenian higher
education system with the European one.

"The project is a logical continuation of the previous credit program,"
Davtyan said.

The WB issued the first, US $19mln, credit for the Education
Quality and Relevance Project for 2004-2008. The project consisted
of four components: improvement of the comprehensive education and
assessment system, application of new education technologies in
schools, retraining of teachers and enhancement of the management
efficiency of the education system.

Head of the WB office in Yerevan Aristomene Varoudakis stressed
that the elaboration of an education improvement program by the RA
Government and the WB amid the global crisis is praiseworthy.

Since 199 2, when the WB established cooperation with Armenia, it
has issued US $1.187bln credits to the country.

Catastrophe is the internal combustion of Atom Egoyan’s movies. Recall
the skidding school bus from 1997’s "The Sweet Hereafter," in which a
small town reels from the deaths of 14 children, or the legacy of the
Armenian genocide that dizzies the characters in 2002’s "Ararat." In
"Adoration," which feels like the completion of a trilogy of grief,
the catastrophe is prevented. Four hundred people do not die on an
airplane bound for Tel Aviv because security catches a bomb that was
placed in a pregnant woman’s bag by her Arab husband.

The film follows a Toronto high-schooler named Simon, who is
encouraged by his teacher to translate and retell the old news
story in French class — as though he were the unborn child of the
woman unintentionally carrying the bomb. The class is rapt by Simon,
who suddenly becomes a symbol in a debate over martyrdom vs. mass
murder. His story hits the Web, and then everyone is in on the
discussion (even passengers from that aborted flight). The bomb that
didn’t go off aboard the flight instead goes off years later in the
classroom, on the Internet and at home, where Simon has been raised
by his brooding uncle since his mother and father died in a car crash
a decade earlier.

The complex story structure teeters between the revelatory and the
absurd, depending on how much you buy the irritating-then-intriguing
performance by Arsinée Khanjian (Egoyan’s wife, the Armenian-Canadian
actor), who plays Simon’s teacher as a woman whose hidden agenda makes
her behavior bizarre and self-righteous. Lending a much-needed dose of
realism are Devon Bostick, smart and searching as the orphaned Simon,
and Scott Speedman, pained and cynical as Simon’s guilt-ridden uncle.

"Adoration" is a delicate rumination on how innocence and truth evolve
in the aftermath of catastrophe, as people stake emotional ownership
in tragedy. Simon finds himself without territory to claim in his
parents’ death, and his teacher thinks the best way to the truth is
through a lie. Some might call this manipulation — of character and
of viewer. Others would rightly call it an exercise. A provocation
of debate.

On June 4 the President of Armenia, Serzh Sargsyan, had a meeting
with the President of the Russian Federation, Dmitry Medvedev. This
was the 16th meeting between the two Presidents after Serzh Sargsyan
assumed office.

During a conversation in an atmosphere of full understanding the
parties discussed issues related to the cooperation between two
strategic partners, as well as a number of questions on the regional
and international agenda.

Russian president Dmitry Medvedev assessed the frequent meetings
with Serzh Sargsyan as useful from the perspective of development of
Armenian-Russian cooperation and the development of personal relations.

Expressing gratitude for the invitation to participate in the
International Economic Forum in Saint Petersburg, President
Sargsyan said the forum acquires a new importance under the global
financial-economic crisis.

The Armenian President thanked his Russian counterpart for providing
a $500 million stabilization loan.

The interlocutors dwelt on the process of settlement of the Karabakh
conflict. "After our last meeting we have been working with our Russian
colleagues towards implementations of the agreements reached. The
Armenian side has been diligently working with the support of the
Minsk Group on the settlement of the Karabakh conflict, searching
for ways that would allow the people of Nagor no Karabakh to live
safely in their homeland and determine their own future," President
Sargsyan stressed.

The parties discussed the issues connected with the further
expansion of the Armenian-Russian economic cooperation, and turned
to the strategic cooperation within the Collective Security Treaty
Organization and the creation of coalition forces.

Later the Presidents of Armenia, Russia and Azerbaijan had supper,
during which they discussed the peaceful settlement of the Karabakh
issue.

AGMA RELOCATES TO NEW OFFICE NEAR MUSEUM SITE

Washington, DC – In a major step forward, the Armenian Genocide Museum
of America (AGMA) announced that, as of June 1, it has relocated to a
new office adjacent to the future home of the museum and memorial two
blocks from the White House. Since late 2006, the AGMA office had been
located on 19th Street, NW, in Washington, DC.

"This move represents another important milestone in the museum’s
continuing progress over the past two years," said Dr. Rouben Adalian,
AGMA Director. "Being adjacent to the museum building site will
facilitate our efforts to open the museum and memorial under difficult

"CAPITAL ASSET MANAGEMENT" BECOMES OFFICIAL MARKET-MAKER OF BONDS OF ARMENIAN INECOBANK

YEREVAN, June 3. /ARKA/. Capital Asset Management closed joint stock
company became the official market-maker of the bonds of Armenian
Inecobank.

The marketing and communication department of NASDAQ OMX Armenia stock
exchange reports that as from June 2 2009 Capital Asset Management cjsc
will be officially announcing buying/selling prices for registered
discount bonds of Inecobank closed joint stock company that were
included in Bbond list of NASDAQ OMX Armenia on May 11 2009.

This tranche listed under ENECB1 includes 7,000 bonds – 50,000Drams
each; the redemption period is 365 days and annual yield is
9.5%. According to the report, as a market-maker Capital Asset
Management cjsc will be supporting the liquidity of Inecobank’s bonds
while providing a permanent opportunity to investors to buy or sell
the bonds on the secondary market.

Inecobank closed joint stock company was registered on February
7, 1996.

Currently it provides the whole range of banking services through
its headoffice and branches in Yerevan and in four regions of Armenia.

The biggest stockholders of Inecobank are member of KfW group DEG
company (Deutsche Investititions-und Entwicklunsgesellschaft mbH)
and the International Financial Corporation.

Total capital of Inecobank was about 9.36bln Drams at the end of Q1
2009; total assets exceeded 48.4bln Drams .

In February 2009 Inecobank became a member of NASDAQ OMX Armenia;
it has access to all exchange markets, including the market of
government and corporate securities, REPO instrument market and the
foreign exchange market.

Capital Asset Management closed joint stock company has been a
member of the stock exchange since December 2006. In February 2008
the company became the market-maker of the bonds of Converse Bank
(CVBKB1) enlisted in Bbond.

On January 27 2009 Armenian Stock Exchange open joint stock company was
officially renamed as NASDAQ OMX Armenia open joint stock company. It
was founded as a self-regulating organization registered in Armenia
on February 13 2001 embracing 21 dealer organizations. On November 9
the stock exchange was reorganized to an open joint stock company. OMX
(NASDAQ OMX today) has been the 100% owner of NASDAQ OMX Armenia and
the Central Depository since January 7 2008.

By June 1 2009, twenty-three securities underwent listing on NASDAQ OMX
Armenia stock exchange with the capitalization reaching 53.2bln Drams.

of expenses of the ArmTech congress, told RA economy minister Nerses
Eritsyan a news conference today.

The budget of the forthcoming congress will reach about USD 1 million,
Rich Goldman, chief executive officer of Synopsis Armenia said.

According to him, much to be anticipated from the congress, since
the event will be held in close cooperation between the government,
educational and R&D institutions, which is a guarantee of success of
the congress.

The ArmTech congress will take place in the Silicon Valley, California
between November 5 to 8, 2009. 300 to 350 participants and 30
companies from Armenia are expected to take part in the congress

Residents of Yerevan are electing the first City Council today.
According to the Law on Local Self-Governance in Yerevan, the 65-member
City Council will be elected with the proportional representative
system for the term of four years. Seven political forces are running
for the Yerevan City Council – the Republican Party of Armenia, the
Prosperous Armenia Party, Orinats Yerkir Party, the Armenian
Revolutionary Federation Dashnaktsutyun, the Labor-Socialist Party of
Armenia, the people’s Party and the Armenian National Congress bloc.

According to the Electoral Code, the parties and blocs should cross the
threshold of 7 and 9% respectively. If any of the parties receives more
than 40% but not an absolute majority, it gets the absolute majority of
seats in the City Council, and the rest of mandates are distributed
among the candidate lists entitled to participate in the distribution
of mandates.

The Law on Local Self-Governance in Yerevan states that any of the
forces gets more than 50 seats in the City Council, i.e. an absolute
majority, the person on the top of its list is considered an elected
Mayor. If none of the parties gets an absolute majority, the Mayor is
elected by the City Council through secret voting.

The elections of the Mayor take place during the first sitting of the
newly elected City Council. The first sitt
ing is convened after the
official publication of the decision on the election of the members of
the Council. Before the Mayor is elected the sitting is chaired by the
eldest member of the Council.

The Mayor will assume office on the third day after being elected by
swearing in during the City Council.

All 439 precincts were opened in 13 electoral districts of Yerevan at 8
a.m., where 771 477 citizens of Yerevan will have an opportunity to
participate in the elections for the Yerevan City Council.
International and local observers are following the voting process.

According to the Electoral Code, the preliminary results will be summed
up no later than 24 hours after the end of the voting.

Election Commission, said 29.36% turnout was recorded in elections to
Yerevan city council by 14:00 local time.

`Yerevan has 771,477 people eligible to vote. Of them, 226,487 have
come to polling stations as of 14:00 local time’, he said.
Elections to the city council are being held in Yerevan for the first
time. The council will consist of 65 members.

The first number in the list of the party than wins the majority of
seats in the council will automatically take up the mayor post.
Six political parties and one bloc will run in the elections.

Three of them ` Republican Party of Armenia, Prosperous Armenia and
Orinats Yerkir ` are members of the ruling coalition.

Other competitors are Armenian revolutionary federation Dasgnaktsutiun,
People’s Party, Labor Socialist Party of Armenia and Armenian National
Congress opposition bloc.

Baku, Fineko/abc.az. Azerbaijani President Ilham Aliyev made speech
at the solemn meeting in connection with the 91st anniversary of
Azerbaijan Democratic Republic.

During his speech he summed up results of the first stage of war
with Armenia for territorial integrity and 15 years of attempts of
peaceful settlement of Nagorno Garabagh conflict.

President Aliyev stated that in 1991-93 country’s independence bore
formal character.

"Precisely in those years – following occupation of Shusha and Lachin
in 1992, and Kalbajar in the first half of 1993, one can say that it
was decided the ate of the first stage of war, but only the first
stage. We try to obtain peaceful settlement of Armenian-Azerbaijan
Garabagh conflict. But together with that we do not rule out all
other options," he said.

President Aliyev emphasized that the period of 1993-2003 was years
of stability and development for Azerbaijan. During those years bases
of statehood were built in Azerbaijan. In literal sense it was built
an independent state. The political and economic reforms that have
been continued today were launched in those years and were aimed at
Azerbaijan’s integration into world community.

"In a word, 1993-2003 years played a decisive role in development of
Azerbaijan as an independent state. Today remain adherent to policy
of our national leader Heydar Aliyev and continue it," President
Aliyev said.

He also refuted the attempts of the Armenian side occupying 20% of
Azerbaijani territory to present principle of self-determination of
peoples equally at the same level with the principle of territorial
integrity. For that the President cited the Helsinki Final Act of 1975.

"Armenia is an independent state and the Armenian people has once
self-determined. The Azerbaijan government and Azerbaijani people will
never allow creation of thre second Armenian state on the Azerbaijani
land. Today negotiations on the conflict settlement have acquired a
more intense character.

Azerbaijan, as always, holds constructive positive position based on
international law. Today at the table of negotiations is the issue of
return of all occupied lands to Azerbaijan and return of all refugees
and IDPs to their native lands. Different speculations appear on this
matter, and that is why I want to claim once more that the issue of
mechanism of Nagorno Garabagh separation from Azerbaijan is out of
question during negotiations. Neither today nor in 10 years nor in
100 years Nagorno Garabagh will be an independent state. Azerbaijan’s
position is unambiguous. Despite all the pressure exerted upon us we
are going to defend to the end this position. I want to re-stress that
for 15 years after ceasefire start we have demonstrated constructive
position. But together with that we pay much attention to building
of army in Azerbaijan," President Aliyev said.

He added that Azerbaijan’s defence budget exceeds the State Budget
of Armenia.

"Azerbaijan’s growing capacities, its significance, authority in the
world and turning into an important country certainly strengthens
all our positions. We intend to follow our policy aimed at isolating
Armenia from all regional and global projects until our lands are
released," President Aliyev said.
