ARMENIA PARTICIPATES IN CE RELIGIOUS DISCUSSIONS

YEREVAN, April 10. /ARKA/. Armenian Apostolic Church participated
in the Council of Europe discussions on the state of religious
convictions attended by the three main European churches – catholic,
orthodox and protestant.

This was Armenia’s first participation with Archbishop Yeznik
Petrossyan representing Armenian Apostolic Church, RA Foreign Ministry
reports

"A due education and presentation of other religions in schools will
help reduce religion-based differences. School textbooks must not
contain any intolerance or negative attitude to other religions,"
the archbishop said in his speech.

The goal of this open and transparent discussion was to find ways
to consolidate the basic CE values by means of an inter-cultural and
inter-religious dialogue.

The event was attended by the representatives of the three main
European churches, international religious organizations, CE
member-countries, as well as mass media experts.

Official delegations from 58 countries and representatives of 12
international organizations will attend the inauguration ceremony of
RA President-Elect Serge Sargsyan.

RA President’s Spokesman Viktor Soghomonyan told Armenpress that the
Russian delegation will be headed by the Chairman of the State Duma
of the RF Federal Assembly Boris Gryzlov. The US delegation will be
led by US Deputy Assistant Secretary of State, Minsk Group Co-Chair
Matthew Bryza.

Among the guests are the President of the Senate of the Czech Republic
Pøemysl Sobotka, the Presidnet of the Parliament of Turkmenistan
Aktju Nurberdiyev, Georgia’s Prime minister Vladimir Gurgenidze,
Iran’s Minister of Energy Parviz Fatah.

The ceremony will be attended also by EU Special Representative for
the South Caucasus Peter Semneby, Special Representative of the OSCE
Chairman-in-Office Heiki Talvitie, Secretary General of the Collective
Security Treaty Organization Nikolay Bordyuzha.

EU Special Representative for the South Caucasus Peter Semneby today
congratulated Serzh Sargsyan on assuming the office of the President
of Armenia, noting that all this takes place in a very important
period and is connected with a number of challenges.

Peter Semenby told reporters that within the bounds of its capacity
the European Union will help to overcome these challenges, primarily
eliminate the consequences of the events of March 1.

According to him, some steps have already been taken in this direction.

However, it is necessary to establish dialogue and fully restore the
right for freedom of assembly.

"It’s important for the dialogue to continue not only between
mediators, but also the main role players in Armenian politics. Today
is a very important day in the history of Armenia, and I expect
that positive developments will be observed in the coming days,"
Peter Semneby said.

U.S. Embassy in Pristina on April 8.

"We’re very pleased to be able to have this official re-designation
of the office so that it becomes a ceremony," said Mr Sean McCormack,
Assistant Secretary of State for Public Affairs.

"Kosovo dignitaries and local press attended the ceremony. This opening
underscores the United States’ goodwill and our desire to build a
strong bilateral relationship with Kosovo, and the Embassy will be
at the center of our efforts to strengthen our shared commitment to
freedom, opportunity, and multiethnic democracy in Kosovo," he said,
USINFO reports.

Kosovo proclaimed independence from Serbia on February 17, 2008.

Independence of the breakaway province has been recognized by 36
countries, including the U.S. and EU member states. Serbia, Russia,
China, India, Spain and Greece rate the move as violation of the
international law.

Oskanian Won’t Be In New Government

will not enter the new government.

"I will go on working and will try to make contributions to the
development of our country. But I have numerously that 10 years is too
long to be in the same office. I am not tired but I need a refresh,"
he said.

Inauguration of Armenia’s President-elect Serzh Sargsyan took place
in Yerevan today.

According to the RA Constitution, the President accepts the
government’s resignation on the day he assumes the office. The head
of state appoints Prime Minister within 10 days. The new government
is formed within 20 days after the appointment of Prime Minister.

"I think it immoral and politically incorrect to hold Serzh
Sarkissyan’s inauguration on the fortieth day of mourning over victims
of bloody events in Yerevan", said famous psychologist Azad Isa-zade.

He said the bloody events occurred in period when Serzh Sarkissyan
was striving for presidency in Armenia. "By doing so, the Karabakh
dynasty demonstrate that they do not care of the public opinion and
sufferings of its own people.

He said if there will be mass protests among Armenians, only working
powers of Armenia would be responsible for it.

"A person, who intends to rule over Armenia, should respect the grief
of the whole people", said he.

Council of Heads of CIS to discuss agreement on currency regulation

Council of Heads of CIS Governments to discuss an agreement on currency
regulation in May

ArmInfo. The Council of Heads of CIS Governments will consider an
agreement on the basic principles of policy in the sphere of currency
regulation and control in the CIS states, Vladimir Kiblov, the deputy
head of the currency regulation department at the Head Currency
Regulation Department of the National Bank of Belarus, told
journalists.

As RIA Novosti reports, this agreement stipulates liberalization of
some aspects of capital flow among the countries which ratified it,
Kiblov said. To note, Kiblov is one of the developers of the agreement.
According to him, this document includes 7 operations, the restrictions
on which are to be lifted as soon as the agreement is signed. These
operations include export and import estimations, non-trading payments
(e.g. alimony and pensions), purchase of government securities, opening
of accounts in banks by natural persons, acquisition of shares as
direct investments in property of legal persons, etc. In addition, the
agreement stipulates that the restrictions on providing credits to the
residents of other CIS countries (both natural and legal persons), as
well as on acquisition of securities of legal persons at stock
exchanges will be lifted within 2 years after the document is signed by
the countries.

Kiblov said that the document was worked out by 6 CIS countries:
Tajikistan, Armenia, Belarus, Kazakhstan, Turkmenistan and Russia.
However, he added that the rest of the CIS countries may also sign this
agreement and join the liberalization of the capital flow. At the same
time, he pointed out that a part of the restrictions on some items of
the capital flow has already been lifted in the CIS as the countries
signed the so-called "eighth article of IMF". These restrictions
include transfers of revenues from investments and non-trading
operations of natural persons (pensions, alimony, etc.). The
representative of the National Bank of Belarus also noted that if the
economic situation in the country changes, the cancellation of some
restrictions on the flow of funds may be suspended, and the country
should inform about this within a three-day term.

PACE TO MAKE EVERY EFFORT TO ENSURE STABILITY IN ARMENIA

YEREVAN, April 4. /ARKA/. The Chairman of the Parliamentary Assembly
of the Council of Europe (PACE) Lluis Maria de Puig made a statement
in Sankt-Petersburg expressing his interest in deepening democratic
values in Armenia and assuring that the PACE will make every effort
to ensure stability and continue democratic processes in the country.

The CE is confident that Armenia will maintain committed to CE values,
de Puig said at his meeting with the Speaker of Armenian Parliament
Tigran Torosian who is participating in the 30th plenary session of
CIS Interparliamentary Assembly in Sankt-Petersburg.

De Puig also expressed concern about the events happened in Armenia.

Although the reasons for imposing an emergency rule could be
understood, anyway the state of emergency set serious restrictions
in terms of democracy. He voiced his support to the report of the
PACE observer mission in the presidential elections in Armenia;
according to the report the elections of February 19 were held mainly
in compliance with international standards.

De Puig said he intends to visit the South Caucasus region soon.

The Speaker of the Armenian Parliament Tigran Torosian, in his part,
appreciated the balance stand of the PACE on the events in Armenia
and stressed the importance of the role and the mission of the Council
of Europe in solving the existing problems.

He attached importance to having a clear picture of the situation
during the upcoming discussion on activities of democratic institutions
in Armenia.

Torosian also appreciated the election monitoring and post-election
fact-finding mission headed by the PACE reporter John Prescott. In
the reports of these missions elections and post-elections processes
have been clearly differentiated which is very important for having
a clear view of the situation.

Torosian reported serious recommendations made on establishing
stability and on democratic processes in the country and considered
it useful to reflect them in the PACE resolution.

In speaking about the amendments to the law on assemblies, rallies
and demonstrations Torosian said that they were passed at a special
parliament session and have been immediately sent to CE Venice
Commission for examination.

"We have already received the opinion of the experts and agreed
with the Venice Commission to hold discussion on April 15-16," the
Speaker said.

Under the amendments passed by the Armenian Parliament on March 17,
public events may be forbidden in case of reliable evidence proving
that they aim at throwing down the constitutional order, stirring up
national, racial or religious hatred, at war and violence propaganda
or if the events may harm the state security, public order, morals
and health of the public, constitutional rights and freedoms of
other people.

The law reads that the evidence can be considered reliable if the
Police of the National Security Service provides official conclusion
on the case.

ODIHR/OSCE and the CE Venice Commission voiced concerns over the
amendments and said that they restrict the freedom of assembly,
whereas the bill authors state that the amendments are in full
compliance with the European Convention on Human Rights.

Times Square of New York. Free bus transportation to and from all New
York and New Jersey Armenian churches will be provided. The event
is sponsored by the Knights and Daughters of Vartan company. It is
co-sponsored by the Armenian General Benevolent Union, Armenian
Assembly of America, Armenian National Committee of America, the
Ramgavars and Social Democratic Hnchakyan Parties.
