PRIME MINISTER WINS OVERWHELMING SUPPORT IN ARMENIAN POLL

Armenia’s Prime Minister Serge Sarkisian enjoys an overwhelming lead
in popular support as indicated by a poll held ahead of presidential
elections in February, his party said in a statement.

"The poll conducted between Octber 23 and November 1 gives Sarkisian
support of 38 percent of the surveyed electorate," the statement said,
adding that Sarkisian’s rival Levon Ter-Petrosian, a former president,
garnered only six percent.

The poll, carried out by British polling company ComRes Ltd, questioned
2,000 Armenians.

Sarkisian, Kocharian’s chosen successor for president, is viewed
as the uncontested frontrunner in the presidential poll, though
Ter-Petrosian, who last month announced he would also run for the
top job, is expected to mount a serious competition.

Ter-Petrosian led Armenia from its independence from the Soviet Union
in 1991 until 1998, when he was forced to resign by key members of
his cabinet, including then prime minister Kocharian, for advocating
a peace plan for Karabakh that was seen as giving too much to rival
Azerbaijan.

Backed by Armenia, the ethnic Armenian enclave broke away from
Azerbaijan in a war in the early 1990s that left thousands dead and
forced more than a million people on both sides to flee their homes.

Yerevan, November 13, Noyan Tapan. On November 12 a two-day workshop
dedicated to the problems of a productive attampt of implementation of
the facultative record of proceedings of the Convention against
Torture, which was organized by the Open Society Institute
and the Helsinki Committees of Armenia and Bulgaria, started in
Yerevan. Armenia ratified this record of proceedings in 2006, assuming
the responsibility for developing national preventive mechanisms
for its implementation. It is envisaged to introduce suggestions
concerning the preventive mechanisms of the record of proceedings
based on the results of the workshop to the authorities of Armenia.

Krassimir Kanev, the Director of the Bulgarian Helsinki Committee,
mentioned that places of imprisonment are more open in front of society
in Armenia than in many European countries, including Switzerland,
the founding country of the record of proceedings.

Silvia Pogolsa, the Human Rights Officer of the OSCE Office in
Yerevan, told journalists that preventive mechanisms usually work
in corresponding institutions due to the monitoring conducted by
non-governmental organizations (those institutions, including places
of imprisonment, are regarded as closed in certain countries). In this
respect, she attached imprortance to the holding of a monitoring in
the places of imprisonment of the Ministry of Justice and the places
of preliminary detention of the police. In her words, it is necessary
that orphanages, old-aged pensioner’s homes, psychiatrical hospitals
as well should be open. In the estimation of the OSCE Officer, this
process has a positive start and course in Armenia.

Council of Europe Secretary General [Terry Davis] is on a two-day
visit to Yerevan. Davis has already met Armenian Prime Minister Serzh
Sargsyan. The prime minister said that cooperation with Council
of Europe is extremely important for Armenia. As far as Armenia’s
integration into Europe is concerned, the two men described the
12 May [2007] parliamentary election as progress in this sphere and
according to them, it is a good basis for the forthcoming presidential
election. The two men attached importance to efforts towards regional
peace and stability and touched on the Nagornyy Karabakh peace process.

Davis said that the Council of Europe has not assigned a role of
passive observer within framework of the OSCE Minsk Group in regard
to this issue and tried to do its best to establish mutual trust
between the parties to the conflict. Welcoming any such step, the
prime minister also said that at the stage of the settlement of the
conflict it is necessary to rule out any biased statement or approach
by any organizations or persons interested in the settlement of the
conflict which can become a means of pressure on the OSCE Minsk Group
or the conflicting parties. The Council of Europe secretary general
will also meet [Armenian] parliament Speaker Tigran Torosyan and
Foreign Minister Vardan Oskanyan.

BOOK ABOUT ARMENIAN GENOCIDE PUBLISHED IN RUSSIA

YEREVAN (YERKIR) – A book titled "We are alive… We are still on the
way… Ag Tah: a four-year battle," was published in Rostov-on-Don,
Russia.

The Yerkramas, the newspaper of Armenians of Russia reported that book
contains recollections of those who survived the Armenian Genocide in
the Ottoman Empire. Nazar Kapikian and Kulpek Galustian, the authors
of the memoirs, served in small defense units for four years. These
were the years of heroic resistance of the people who were persecuted
for just being Armenians.

Kapikian and Galustian’s memoirs were first published in Paris in 1932.

By initiative of their heirs, the book was translated into Russian
and published this year.

"This is not a book of reproach or a book of justification. This is
a book of the truth," the publishers said.

Azay Guliyev, a member of the Azerbaijan-France inter-parliamentary
friendship group, said in an interview with Trend.

France, a chairing country at the OSCE Minsk Group, must not eternalize
the separatist’s name. With respect to eternalize Monte Melkonian,
who participated in the occupation of Azerbaijani lands, a ceremony for
the opening of a memory plaque on his house was held in the French city
Klamar on 10 November. Arriving in Nagorno-Karabakh [the Azerbaijani
region under Armenian occupation] in 1991 Melkonian, from California
St, USA, fought in the battles against Azerbaijan. On 12 June 1993 he
was killed in a battle in the district of Agdam, Azerbaijan. Guliyev
said that France as a country, mediating in the resolution of the
Nagorno-Karabakh conflict, should not support separatists.

According to Guliyev, such a position weakens public confidence
towards France and mocks all hopes for Paris. Armenian Armed Forces
have occupied 20% of Azerbaijan including the Nagorno-Karabakh region
and its seven surrounding districts. In 1994, Azerbaijan and Armenia
signed a ceasefire agreement at which time active hostilities ended.

The co-chairs of the OSCE Minsk Group ( Russia, France, and the US)
are currently holding peaceful negotiations.

The only thing the Georgian rose leaves behind is the thorn

It was perhaps by some irony of fate that the Sahakashvili
Administration adopted the model of obvious tyranny in Georgia,
a country that was proclaimed as the citadel of democracy just four
years ago, after the "Revolution of Roses". Especially, considering
that the developments occurred on November 7, the 90th anniversary of
establishing the Bolshevik dictatorship in Russia. Under the directive
issued by President Sahakashvili, who had come to power through
demonstrations and acts of disobedience, acts of mass violence were
organized against the peaceful demonstrators and the hunger-strikers
on the 7th of November, a state of emergency was proclaimed for a
period of 15 days, the demonstrations and strikes were prohibited,
the activity of some mass media was discontinued.

On November 7 the Georgian President, who was considered a democrat,
showed the whole world a mode of action characteristic to the most
usual dictator, i.e. organizing massive scuffles and subjecting the
peaceful demonstrator to gas attack.

The organized attack on "Imedi" television, broadcast all over the
world, was particularly shocking. It reminded of the episodes of the
coup d’йtat organized by the Pinochet servicemen in Chili.

It is well-known that the Western countries always pay a special
attention to the issue of ensuring freedom of speech; therefore, they
now have to distinguish themselves from the cruel acts committed
by the Sahakashvili regime and make appeals of conciliation and
dialogue. However, to what extent is such practice justified, when
the Administration itself previously chose the Bolshevik practice
of accusing the rivals of high treason in order to reckon with the
Opposition.

And the publication of some incomprehensible records of the
conversations of the employees of the Russian Embassy in Georgia
and the leaders of some pro-Opposition parties were so unconvincing
and artificial that even the Speaker of the US State Department
distinguished himself from such accusations during his speech.

The drama performed in Tbilisi on November 7 came to prove the
well-known political-scientific fact that it is impossible to achieve
an in-depth change of the political and economic system through
colored revolutions. The only thing the imported flowers, i.e. the
roses, leave behind is the thorn, which begin pricking the hand of
the importers themselves. Now, President Sahakashvili’s dictatorship
becomes a serious problem not only for Georgia but also the "importing
country", i.e. the United States.

The political fiasco lauded by the roses should, in the near future,
become a bitter lesson for our political forces and politicians as
well. The thorough and comprehensive study of that lesson will be
strictly important for proper orientation, especially during the
forthcoming internal political developments.

Certain forces and figures acting on the political arena of Armenia
during the recent years made the "Rose Revolution" of Georgia a
specific textbook of political science, studying which they wanted to
lead our people into the same temptations. Now, it will be interesting
to listen to their enthusiastic assessments once again. But the most
ridiculous thing will be the comparison of those assessments and the
current developments.

Because, if a revolution is staged in a country with the purpose of
establishing tyranny at the end, why then is the former administration
accused of being tyrannical?

YEREVAN, NOVEMBER 7, NOYAN TAPAN. The Pyunik – Ararat delayed game
took place on November 7 in the Armenian Football Higher League
Championship. It ended with the score of 4 to 1. Thus, Pyunik gained
57 points and irrespective of the results of the championship’s
last tour, kept the title of Armenian champion. This is Pyunik’s
7th uninterrupted champion victory and in general 10th victory in
independent Armenia’s championships.

Another delayed game, Banants – Mika, ended with the score of 0 to 1.

The games of the last, 28th tour will take place on November 10,
and the other two prize-winners of the championship will become known.

USAID launched an anti-corruption conference on November 7, which is
the first step in the activity initiated by USAID. "Mobilizing Action
Against Corruption" the activity of the USAID is called.

The purpose of the activity is to fight corruption. For this purpose,
the activity involves creating possibilities for the citizens of
Armenia to fight corruption, changing the mentality of the public and
shaping an attitude toward the consequences of corruption, increasing
the likelihood of the citizens to stand up against corruption, as
well as enable structural changes in Armenia which will help reduce
the risk of corruption.

The new U.S. program will provide technical assistance to the
Armenian government in battling corruption. The NGOs will also get
assistance. The activity will create a mechanism of response to
complaints, centers for anti-corruption assistance and protection in
all the ten regions of Armenia, as well as in Yerevan. The program
will implement anti-corruption activities in collaboration with the
government agencies.

In the end the initiators of the activity defined corruption: abuse of
entrusted power for the private interest. This definition is applicable
to anyone in power, the booklet of the activity informs, adding that
the private interest implies not only personal but also group interest.

The Armenian national chess team has real chances to win silver medals
during the European Championship in Greece. In the 8-th tour the
Armenian national team tied the meeting with the Azerbaijani national
team 2:2. Vladimir Hakobyan was defeated by Temur Rajabov. Gabriel
Sargsyan defeated Turkish Ghashimov. Aronyan and Asryan tied their
matches.

Now the Armenian national team occupies 2-3 places with 12 team
and 19 individual points. The Israeli team occupies the 2-nd place
with additional index. In the final 9-th tour the Armenian team will
compete with the Israeli national team, thus the success would enable
our team to become a European champion. The Russian national team
has already won the title of the champion.

The Armenian women’s national chess team defeated Poland 2.5:1.5. Our
team is in the 3-rd place with 12 team and 19 individual points. Russia
is the leader here as well. In the final tour our women chess players
will compete with Georgia.
