2nd President of Armenia Robert Kocharyan released: Court of Appeals approves attorneys’ appeal

The Court of Appeals has approved the appeal of attorneys against the decision of the 1st instance court to remand 2nd President of Armenia Robert Kocharyan in custody, Kocharyan’s attorney Robert Sahakyan told reporters.

45 MPs signed a petition to change Kocharyan’s precautionary measure, but the Prosecutor General’s Office rejected it.

The Court of Appeals has examined the appeal of attorneys for two days after which it was announced that the court’s ruling will be released on August 13, at 16:00.

New round of US sanctions against Russia and Iran may harm Armenia’s economy

YEREVAN, August 13. /ARKA/. A new round of US sanctions against Russia and Iran could seriously jeopardize the economy of Armenia unless alternatives to support it are found, said today Suren Sargsyan, an expert in American affairs.

Speaking to reporters he said Armenia’s economy is closely linked with Russia, and new anti-Russian sanctions can cause serious damage to it, first of all, affecting the amount of remittances from Russia to Armenia.

On US sanctions against Iran Sargsyan said it is for the first time the US administration disregards the vital economic ties between Armenia and Iran. “Anti-Iran sanctions may affect energy and other joint projects, and to avoid serious consequences for Armenia, it is necessary to revise previous agreements,” he said.

Sargsyan said also it is necessary to actively engage Armenian lobbying organizations in the US to prevent serious damage to the Armenian economy. “We must do everything possible to increase American financial assistance to Armenia, which is the smallest since Armenia’s independence.’.

In July 2017, the US approved a reduction in the amount of aid provided to Armenia from $20.4 million in 2016 to $6.2 million in 2018.

Last week Washington said it would impose fresh sanctions against Russia by the end of August after concluding that Moscow had used a nerve agent against a former Russian spy Sergey Skripal and his daughter in Britain. 

On the same day, US President Donald Trump  threatened Iran with the most severe sanctions to be imposed in November. -0-



Après la disparition d’Arsène Tchakarian, les oeuvres inspirées par "l’Affiche rouge" et le Groupe Manouchian

Arsène Tchakarian, décédé le 4 août à l’âge de 101 ans, était le dernier survivant du groupe Manouchian. Déclinaison parisienne des FTP-MOI, cette organisation résistante comptait une majorité d’immigrés, Arméniens, Italiens, Espagnols et Juifs polonais. 23 de ses membres seront exécutés en 1944. Leur histoire, symbolisée par l’Affiche rouge, a inspiré poètes, chanteurs et cinéastes.

“L’Affiche rouge”. Pour l’Histoire, ces deux mots accolés évoquent le placard collé en 1944 sur les murs de Paris et de plusieurs grandes villes de France à 15 000 exemplaires par les autorités nazies et dénonçant un groupe de 23 Résistants communistes dirigé par le poète arménien Missak Manouchian. Ils venaient tout juste d’être exécutés.

Les 23 résistants arrêtés sont fusillés, à l’exception de la seule femme tombée entre les mains des nazis et qui sera décapitée quelques mois plus tard. Arsène Tchakarian n’avait pas été arrêté et il était le dernier survivant de ce groupe de FTP-MOI, Francs Tireurs Partisans de la Main d’Oeuvre Immigrée. Il vient de mourir à 101 ans. D’origine arménienne lui aussi, il était l’auteur d’un des nombreux livres consacrés au Groupe Manouchian “Les Francs-Tireurs de l’Affiche rouge”, publié en 1986. Après la guerre et jusqu’à ses derniers jours, Arsène Tchakarian intervenait dans les établissements scolaires. Il témoignait alors sans relâche devant les collégiens et les lycéens de la vie sous l’Occupation et de l’action de la Résistance. Il était aussi un farouche défenseur de la reconnaissance du génocide arménien de 1915.

En 1956, le poète communiste Louis Aragon écrit “Strophes pour se souvenir”, publié dans “Le roman inachevé”. Le poème s’inspire des derniers mots écrits par Missak Manouchian à son épouse Mélinée, quelques heures avant d’être fusillé : “… et je te dis de vivre et d’avoir un enfant”. (Mélinée survivra, grâce à la famille de Charles Aznavour qui la cachera). La mise en musique par Léo Ferré de ce texte magnifique et sa publication sur l’album “Aragon” en 1961 sous le titre “L’Affiche rouge”, contribueront grandement à attirer l’attention du public sur le Groupe Manouchian. L’artiste la chantera dans tous ses concerts jusqu’à la fin de sa vie en 1993.

Paul Eluard, exclu avant guerre du Parti Communiste, avait publié dans les premières années d’après guerre son propre poème dédié à l’Affiche rouge, moins connu aujourd’hui que celui d’Aragon et dont voici un extrait.

C’est que ces étrangers,
comme on les nomme encore,
Croyaient à la justice,
ici-bas, et concrète,
Ils avaient dans leur sang
le sang de leurs semblables
ces étrangers savaient
quelle était leur patrie.

Deux films français racontent l’histoire du groupe Manouchian, le premier sort en 1976 et obtient le prix Jean Vigo. C’est “L’Affiche rouge” de Frank Cassenti. Missak Manouchian y est interprété par Roger Ibanez. Le film est très théâtral, à mi-chemin entre la fiction et le documentaire. Le réalisateur a imaginé de faire intervenir les  survivants auprès des comédiens qui sont censés mettre sur pied un spectacle consacré à l’Affiche rouge.

Plus récent, “L’Armée du Crime” de Robert Guédiguian sort en 2009. D’une facture plus classique, le film relate à la fois les faits de résistance et le destin du groupe Manouchian. Le rôle du chef de groupe est interprété par Simon Abkarian, arménien comme son personnage et physiquement très proche de lui. Guédiguian colle de près à ce que l’Histoire a retenu de ce drame.

De nombreux documentaires ont été consacrés au groupe Manouchian, notamment en 1993 pour le cinquantenaire de l’exécution des 23 Résistants. Nous retiendrons ici celui qui a fait polémique au milieu des années 1980.

En 1983, Mosco signe “Des terroristes à la retraite”. Ce documentaire d’une heure dix dont le commentaire est dit par Simone Signoret et Gérard Desarthe est surtout composé d’interviews des survivants, alors encore relativement nombreux. Parmi ces témoignages pour l’Histoire, celui de Mélinée qui, contrairement au voeu de son mari dans sa dernière lettre, ne s’est jamais remariée. Le film s’ouvre sur l’appel aux morts, au cimetière d’Ivry où presque tous les fusillés du 21 février 1944 ont été enterrés et où a été élevée une stèle à leur mémoire.

Le film ne sera montré au grand public qu’en 1985. Le Parti Communiste avait fait pression pour que le film soit interdit : il ne pouvait pas accepter l’accusation, notamment de Mélinée. Elle était en effet convaincue que Missak Manouchian et son équipe avaient été sacrifiés pour des raisons tactiques par le commissaire politique des FTP Main d’oeuvre immigrée. Une situation qui ne fut pas propre à Paris mais que les groupes MOI d’autres villes comme Lyon (bataillon “Carmagnole”) ou Grenoble (bataillon “Liberté”) ont également connue. Il faudra des interventions politiques, notamment celle du ministre Georges Fillioud pour vaincre les pressions. “Des terroristes à la retraite” sera finalement diffusé en juillet 1985 aux Dossiers de l’écran. Le débat qui suivra sera l’occasion d’incidents et d’intimidations.

Mosco consacrera en 1993 un autre film au même sujet : “Ni travail, ni famille, ni patrie – Journal d’une brigade FTP-MOI.”

D’autres documentaires portent des regards différents ou complémentaires sur le drame du Groupe Manouchian. C’est le cas de “La traque de l’Affiche rouge“, en 2006 de Denis Peschanski et Jorge Amat avec la participation du quotidien “L’Humanité” et la fondation Gabriel-Péri.

Pascal Convert, l’architecte du monument aux fusillés érigé au Mont-Valérien, réalise en 2002 “Mont-Valérien, au nom des fusillés“.

Côté littérature, nombre de livres, d’études et de mémoires ont été consacrés à l’Affiche rouge et au Groupe Manouchian. Nous n’en citerons que quelques-uns. Benoît Rayski, le fils d’Adam Rayski membre du Groupe, a publié en 2009  “L’Affiche rouge – 21 février 1944” . Didier Daeninckx et Laurent Corvaisier ont publié une vie de Manouchian en bande dessinée “Missak, l’enfant de l’Affiche rouge”. Et bien sûr le livre d’Arsène Tchakarian dont il a déjà été fait mention.

New postage stamp on 100th anniversary of Armenian General Athletic Union

On July 26, the stamp dedicated to “Sport. 100th anniversary of the Armenian General Athletic Union” was put into circulation.

This process was done by Deputy Minister of Transport, Communication and Information Technologies Armen Arzumanyan, Deputy Minister of Diaspora Babken Ter-Grigoryan, Chairman of the Central Board of the Armenian General Athletic Union Garnik Mkrtichyan, Chairman of the Union of Philatelists of Armenia Hovik Musayelyan, Acting Chief Executive Officer of “HayPost” CJSC Hayk Avagyan.

The logotype dedicated to the 100th anniversary of the Armenian General Athletic Union and a scene from an event organized by the Armenian General Athletic Union are depicted on the stamp.

The postal stamp has a nominal value of 330 drams and it is printed in French “Cartor” printing house with 40.000 copies. The author of the stamp is designer of “HayPost” CJSC Vahe Muradyan.

CSTO Secretary General arrives in Yerevan Special Investigative Service for questioning over 2008 case

Moments ago CSTO Secretary General Yuri Khachaturov arrived at the Special Investigative Service HQ in Yerevan.

The Armenian general has been summoned for questioning over the ongoing March 1, 2008 case.

The March 1 case concerns the 2008 post-election unrest in Yerevan, when mass protests erupted after Serzh Sargsyan was elected president. Robert Kocharyan was the outgoing president at the time. Khachaturov was serving as head of the Yerevan garrison in 2008.

Asked by reporters whether or not he has concerns over being named a suspect, Khachaturov said : “No”.

Ex-President Robert Kocharyan is also due to make an appearance at the Special Investigative Service.

Khachaturov was appointed to lead the Collective Security Treaty Organization (CSTO) in 2017.

Prime Minister Nikol Pashinyan considers the incident in Panik village of Shirak province impermissible and provocation against Armenian-Russian relations and Armenia’s sovereignty.

“I want to clearly record that this incident is impermissible, I consider it provocation against Armenian-Russian relations and Armenia’s sovereignty. The guilty should be found and held accountable. The point is to understand with which procedure this incident should be investigated. In any case, I know that the police prepare materials and hope further process will be effective,” PM Pashinyan said at today’s Cabinet meeting.

Refugees in Armenia: "We want revolution in our life as well"

Established by the UN General Assembly, the World Refugee Day is celebrated every year on 20 June. Under the 1951 Convention, refugees have the right to work, housing, education, government and public assistance. As a result of Armenia’s aggression and occupation, Azerbaijan has become one of the countries with the largest number of internally displaced persons per capita. Today their number has exceeded 1.2 million people. Over the past 20 years, Baku has spent $6 billion to ensure the social welfare of these people, that enabled to significantly reduce poverty and unemployment. More than 250,000 IDPs have been provided with new houses and apartments in Azerbaijan.

On the other hand, many people who left Azerbaijan during the active phase of the Nagorno-Karabakh conflict remained in Armenia. However, many of them have lived in dormitories for 30 years already – the government has no money to provide refugees with housing. On June 20, refugees living in Armenia gathered in front of the UN office building. According to Hetq.am, the head of the Refugee Voice public organization Oksana Musaelyan handed over a letter to the office, after which the picketers went to the government building, demanding a meeting with Prime Minister Nikol Pashinyan. They held banners reading: “We have been refugees for 30 years”, “We have waited for an apartment for 29 years”, “Stop ignoring us”. “We want a revolution in our lives as well… The government is waiting for us to die, and then this issue will be finally solved,” the assembled said.

However, housing is not their only problem. According to the same publication, after the adoption of the 1995 citizenship law, the process of “voluntary” naturalization of Armenian refugees from Azerbaijan has been started with the granting of citizenship, which gave them the right to be elected, vote and leave the country. Twenty-five years later, according to the State Migration Service of Armenia, about 20,000 refugees from Azerbaijan still retain refugee status. But those refugees which received Armenian citizenship as a result of the naturalization program – about 83 thousand people – are also convinced that naturalization was forced. They consider themselves victims of the trap set by the country’s migration policy. Such sentiments are associated with unjustified hopes that acquiring citizenship would radically change their situation. Nevertheless, making them de facto citizens was not enough. Both naturalized citizens and those who have retained refugee status remain the poorest, most marginalized and vulnerable segments of the population, for whom problems of housing, education and employment remain unresolved in the vast majority of cases.

At the same time, Yerevan pursues a policy aimed at settling the occupied territories of Azerbaijan by Syrian refugees. Observers say that it can be regarded as evidence of Armenia’s attempts to use human suffering for illegal purposes. The Armenian government’s silence about refugee problems and avoidance of their presence on the territory of the country is viewed by them as a cynical policy that turns people into pariahs.

Today, the UN proceeds from the premise that “refugees, internally displaced persons and migrants are not the problem; the problem lies in conflict, persecution and hopeless poverty.” The only solution to the problem of internally displaced persons is a just solution to the Nagorno-Karabakh conflict and the safe return of people to their homes.

Azerbaijani Press: Campaign on Pashinyan’s son’s military service in Karabakh turned into show

The campaign carried out by the Armenian media in connection with the Armenian Prime Minister Nikol Pashinyan’s son doing military service in Karabakh has been turned into a show, Spokesman for the Azerbaijani Foreign Ministry Hikmat Hajiyev said at a press conference on July 11.

He noted that in this way the populist government of Pashinyan is trying to maintain its rating and image in the society.

“The 100 days of Pashinyan’s government are approaching, but instead of taking serious steps to solve the aggravated social, political and economic problems during these hundred days, the Armenian government is trying to maintain its rating through populist steps,” Hajiyev said.

The spokesman added that sending Armenian citizens to do military service on the territory of Azerbaijan is another proof that Armenia is an aggressor country.

“Such actions are not constructive and do not serve to ensure peace in the region,” he stressed.

Armenia captured Nagorno-Karabakh and seven surrounding regions from Azerbaijan in a war that followed the Soviet breakup in 1991. More than 20,000 Azerbaijanis were killed and nearly 1 million were displaced as a result of the war.

Large-scale hostilities ended with a Russia-brokered ceasefire in 1994 but Armenia continued the occupation in defiance of four UN Security Council resolutions calling for immediate and unconditional withdrawal.

Unfortunately, peace talks mediated by Russia, France and the U.S. within the OSCE Minsk Group have produced no tangible results so far due to Armenia’s unconstructive position on the issue.
