YEREVAN, JULY 16, ARMENPRESS. President of Armenia Armen Sarkissian held a meeting today with Ambassador of Belarus Igor Nazaruk who is completing his diplomatic mission in Armenia, the presidential office told Armenpress.

President Sarkissian thanked the Ambassador for his personal contribution to the strengthening of the Armenian-Belarussian ties and the productive work, wishing further success to the diplomat. Armen Sarkissian said the Armenian-Belarussian relations have a great development potential in all spheres and expressed confidence that they will continue expanding and strengthening.

The Ambassador said he is completing his mission, but will stay one of the best friends of Armenia.

ECHR rejects request to apply interim measure in case over constitutional changes in Armenia

The European Court of Human Rights (ECHR) decided on Wednesday not to apply an interim measure requested in the case Gyulumyan and Others v. Armenia concerning the recent amendments to the Constitution of Armenia.

The four applicants, Alvina Gyulumyan, Hrant Nazaryan, Feliks Tokhyan and Hrayr Tovmasyan who were judges of the Constitutional Court (CC) of Armenia at the time of the constitutional reform, requested in particular that the European Court indicate to the Armenian government that they freeze enforcement of the constitutional amendments and preserve their offices.

The court decided to reject the request as outside the scope of application of Rule 39 (interim measures) of the Rules of Court, since it did not involve a risk of serious and irreparable harm of a core right under the European Convention on Human Rights.

ECHR reminds that in 2015 the Constitution of Armenia was amended, introducing a 12-year non-renewable term of office for Constitutional Court judges and establishing a 6-year non-renewable mandate for the president of Armenia’s highest court.

However, pursuant to a transitional arrangement, judges who had been appointed before the entry into force of these amendments were to continue serving under the old rules, according to which CC judges were appointed until their retirement. Similarly, the president of the CC was to keep his mandate until retirement

Recently, it was decided to amend the Constitution in a manner that all judges of the CC would have a 12-year term of office, regardless of their date of appointment. The six-year non-renewable mandate of the Constitutional Court head was also to be applied. Failing the ability to hold a planned referendum due to the sanitary crisis, these amendments were adopted by parliament and entered into force in June 2020 and effectively terminated the term of office of the first three applicants in the case, judges of the CC, and the mandate of the fourth applicant as president of the top court of Armenia.

Casualties are feared in Azerbaijan and Armenia in the border clash, Azerbaijan’s Defense Ministry said. In a statement, it said that the Armenian army fired at positions held by Azerbaijan in the Tovuz region.

An armed incident occurred today on the Armenian-Azerbaijani border in the Tovuz region. According to the press secretary of the Minister of Defense of Armenia – Shushan Stepanyan, Azerbaijani troops made an attempt to violate the state border in a UAZ car. 

Casualties are feared in Azerbaijan and Armenia in the border clash, Azerbaijan’s Defense Ministry said. In a statement, it said that the Armenian army fired at positions held by Azerbaijan in the Tovuz region.

Shushan said – after a warning from the Armenian side, the Azerbaijani servicemen, left the car and returned to their positions. However, the incident is not over yet.

After a short time, the Azerbaijani military opened artillery fire in an attempt to capture Armenian positions. However, in return fire, the enemy was thrown back, having suffered casualties, said Shushan.

There are no losses from the Armenian side. According to the Azerbaijani Defense Ministry, the army of the largest Transcaucasian republic lost two soldiers and five were injured.

YEREVAN, JULY 10, ARMENPRESS. Garo Paylan, an Armenian member of Turkish Parliament representing the People’s Democratic Party (HDP) commented on the decision of the Turkish authorities to grant Hagia Sophia a status of a mosque.

ARMENPRESS reports Paylan wrote on his Facebook page, ”Sad day for the Christians and all those who believe in pluralistic Turkey. The decision of turning Hagia Sophia into mosque will make the life of Christians here and Muslims in Europe more complicated. Hagia Sophia was the symbol of our rich history’’, he wrote.

Turkey’s top administrative court on Friday annulled the 1934 government decree that turned Hagia Sophia into a museum, paving the way for Hagia Sophia to be reconverted into a mosque.

Deputy Speaker: Mikael Minasyan cannot be on the wanted list all his life

ArmInfo. Mikael Minasyan should  deal with the criminal cases presented to him, and not with his  assumptions about the work of 89 MPs. Deputy Speaker of  RA  Parliament Alen Simonyan stated this in an interview with reporters.

He stated that there is still a lot of time before the change of  power. “Minasyan still has some influence in the media space, but  even earlier, when all this space belonged to him and his  father-in-law Serzh Sargsyan, this did not help them,” Simonvn  emphasized.

The Deputy Speaker said that Minasyan, and it wasn’t only him, cannot  be on the run all his life.

Opposition factions in the National Assembly stated that there were  no problems in the judicial system and tried to impede the  implementation of reforms. If there are no problems in the judicial  system, how did these people manage to escape from Armenia by a court  decision?>, Simonyan concluded. 

Theater: A new open-air performance to be staged at Goris amphitheater

Old Goris town in southern Armenia is known for its amphitheater where the local Drama Theatre named after Vagharshyan offered open-air performances. Since the first days of the pandemic, the theatre decided to resume the theatrical performances in the amphitheater made of ravines and hills.
 
Director at Goris Drama Theater, Honored Artist of Armenia Shant Hovhannisyan told Panorama.am about their previous experience in performing at the amphitheater and the positive feedback from the audience.

“We performed mainly for tourists who were interested in the format and  enjoyed the performances in natural caves that created an ancient colorful setting,” Hovhannisyan said. He added that rehearsals of the new performance – ‘Pheasant’ by Aksel Bakunts – is underway with due consideration of all safety measures. As a separate work, ‘Pheasant’ will be performed by the theatre for the first time. The date for the premiere is yet to be set.

The theatre director said that the amphitheater has a seating capacity of 15-20 people and is better adjusted for mono-performances, while the natural rock shelters serve as pavilions.

COVID-19: Armenia reports 759 new cases, 814 recoveries in past 24 hours

YEREVAN, JUNE 26, ARMENPRESS. 759 new cases of the novel coronavirus (COVID-19) have been registered in Armenia in the past 24 hours, bringing the total number of confirmed cases to 23,247, the National Center for Disease Control and Prevention said today.

814 more patients have recovered. The total number of recoveries has reached 12,149.

13 people have died in one day, raising the death toll to 410.

The number of active cases stands at 10,557.

The number of people who had a coronavirus but died from other disease stands at 131.

So far, 105,046 people have passed COVID-19 testing.

YEREVAN, JUNE 19, ARMENPRESS. Russian President Vladimir Putin published an article on the occasion of the 75th anniversary of the victory in the Great Patriotic War, touching upon the historical realities, the subsequent developments and current challenges.

The article is titled “75th Anniversary of Great Victory: Shared Responsibility to History and Future”.

“75 years have passed since the end of the Great Patriotic War. Several generations have grown up over the years. The political map of the planet has changed. The Soviet Union that claimed an epic, crushing victory over Nazism and saved the entire world is gone. Besides, the events of that war have long become a distant memory, even for its participants. So why does Russia celebrate the 9th of May as the biggest holiday? Why does life almost come to a halt on June 22? And why does one feel a lump rise in their throat?” Putin wrote. “They usually say that the war has left a deep imprint on every family’s history. Behind these words, there are fates of millions of people, their sufferings and the pain of loss. Behind these words, there is also the pride, the truth and the memory”.

The Russian leader presents the story of his family and what impact the war has left on their fates. “For my parents, the war meant the terrible ordeals of the Siege of Leningrad where my two-year old brother Vitya died. It was the place where my mother miraculously managed to survive. My father, despite being exempt from active duty, volunteered to defend his hometown. He made the same decision as millions of Soviet citizens”, the President said.

“People of my age and I believe it is important that our children, grandchildren and great-grandchildren understand the torment and hardships their ancestors had to endure. They need to understand how their ancestors managed to persevere and win. Where did their sheer, unbending willpower that amazed and fascinated the whole world come from? Sure, they were defending their homes, children, loved ones and families. However, what they shared was the love for their homeland, their Motherland”, Putin said.

The Russian President noted that all have a responsibility to their past and future to do their utmost to prevent those horrible tragedies from happening ever again. He says “it is essential to pass on to future generations the memory of the fact that the Nazis were defeated first and foremost by the entire Soviet people and that representatives of all republics of the Soviet Union fought side by side together in that heroic battle, both on the frontlines and in the rear”.

Putin in his article also thoroughly touches upon the historic developments, the reasons of the start of the Second World War, the archival documents, international treaties, the accusations against Russia, etc. He also thanks allies for assisting the Soviet Union that time.

He also discusses the current challenges and the fight against the novel coronavirus pandemic. He says the world is facing an economic crisis, countries are making great efforts for public health and assisting the citizens.

“Our ability to work together and in concert, as real partners, will show how severe the impact of the pandemic will be, and how quickly the global economy will emerge from the recession. Moreover, it is unacceptable to turn the economy into an instrument of pressure and confrontation. Popular issues include environmental protection and combating climate change, as well as ensuring the security of the global information space.

Drawing on a shared historical memory, we can trust each other and must do so”, Putin said.
