Armenian, Russian Foreign Ministers meet in Moscow

On May 30 RA Foreign Minister Edward Nalbandian had a meeting with his
Russian counterpart Sergey Lavrov. Following the face-to-face meeting
the consultations continued in an enlarged format.

Issues related to the deepening and reinforcement of Armenian-Russian
relations were discussed.

The parties expressed appreciation for the allied relations and
strategic partnership between the two countries. The sharp growth of
cooperation in the economic, cultural and a number of other spheres was
noted. Minister Nalbandian underlined that our special strategic
partnership with Russia will continue reinforcing in all directions,
based on the traditional ties between our peoples.

Reference was made to the Armenian-Russian cooperation on the
international arena, the joint work within the Commonwealth of
Independent States and the Collective Security Treaty Organization and
coordination of positions and views within international organizations.

The interlocutors discussed the process of settlement of the Karabakh
issue. Minister Nalbandian reconfirmed Armenia’s commitment to solving
the issue through negotiations and continuing the talks based on the
proposals presented by the OSCE Minsk Group Co-Chairs.

The parties turned to issues of security and stability in the South
Caucasus.

The meeting was followed by a joint press conference, during which the
Ministers presented the framework of the issues discussed and the
results of negotiations and responded to the journalists’ questions.

Later an official dinner was served in honor of RA Foreign Minister
Edward Nalbandian.

Today Minister Nalbandian will continue the meetings in Moscow.

Heritage Has No More Expectation in Terms Of Implementing PACE reqs.

STEPAN SAFARIAN: "HERITAGE" HAS NO MORE EXPECTATION IN TERMS OF
IMPLEMENTATION OF PACE RESOLUTION REQUIREMENTS UNTIL JUNE 20

YER EVAN, MAY 27, NOYAN TAPAN. Quite a long time has passed since the
adoption of resolution No 1609 by the PACE, but, except for some
discussions and failed attempts, there have been no developments in
Armenia in terms of implementation of the resolution requirements,
secretary of NA "Heritage" faction Stepan Safarian stated at the May 27
press conference. According to him, the leader of "Heritage" party
Raffi Hovannisian took a step on implementation of one of the PACE
requirements, namely, the requirement on starting a dialog of political
forces. However, his letter to the president Serge Sargsian and the
head of the Popular Movement Levon Ter-Petrosian with the appeal to
engage in dialog has given no result.

Speaking about creation of three new standing committees at the
National Assembly (this is presented as a step aimed at increasing the
rights of the opposition), S. Safarian said that the fact that the
function of territorial development is given to one committee, while
that of territorial administration to another shows that no serious
approach is taken to these committees in the NA. The existence of new
committees, in his words, will just provide some people with the
opportunity to have a new woman secretary, an office car, etc.

As for the PACE requirement on immediate release of the political
figures and activists who were arrested for political reasons, S.
Safarian noted that the authorities understand "release of those
arrested" as "giving a suspended sentence to them". He said that
"Heritage" has no more expectation that Armenia will fulfil the
requirements of resolution No 1609 until June 20.

Safarian also expressed mistrust towards the idea of establishing
"Public Council" which was put forward by advisor to the RA president
Garnik Isagulian. In his words, "Heritage" cannot understand what such
a public council is. "Besides, we have no faith in G. Isagulian," he
added.

RA Prime Minister Tigran Sargsyan issued a congratulatory message on
the occasion of the Republic Day. The message states, in pat:

`Dear compatriots,

I congratulate you on the Republic Day – the 90 the anniversary of
proclamation of the First Republic of Armenia. After a break of nearly
600 years, on May 28, 1918 the restoration of the independent Armenian
statehood was a result of the glorious heroic battles the Armenian
people fought in Sardarapat, Bash-Aparan and Gharakilisa. We should
never forget the May victories that were achieved due to national
unity, exceptional unanimity, becoming the basis for the new
expressions of the freedom-loving spirit of our people, the new
historical feats in the Artsakhi war. The victories achieved in the
battlefield give us the will and resoluteness to preserve and develop
what has been achieved through the joint struggle of generations,
strengthen our independent statehood to resist the contemporary
challenges and to create a more prosperous future for our people.

Once again I congratulate all of us on this beautiful day – on the
occasion of the Republic Day, and wish you health, peaceful sky and
strong faith in the future of our people and the independent Armenian

The European Union is more anxious about possible renewal of war in
Karabakh with regards to energy security, as some communications
are only 20 kilometers away from the conflict area, Johannes Rau,
German expert, doctor of philology, professor, member of the Forum
on international security under the academy of leading staff of
Bunderswer, said in an interview with Day.az.

Speaking about the threat of resumption of military actions,
the expert said this way of conflict resolution is possible, but
extremely dangerous.

"All communications are passing via Azerbaijan. Some of them are
only 20 kilometers away from the conflict area. Therefore, the energy
security of Europe requires peaceful resolution of the conflict. But
I do not rule out the second variant as well," he said.

According to Johannes Rau, the resumption of war is dangerous,
primarily, for the European Union and the United States. "Perhaps,
even Russia would be less anxious about the renewal of hostilities,
while the European Union and the United States will have a serious
reason to be anxious," the expert noted.

The pop singer Dima Bilan gave to Russia its first victory at the Eurovision
contest at its 53rd edition Saturday in Belgrade with his song developed by
US R&B star Timbaland "Believe", ahead of Ukraine and Greece.
Russia, which was among the favorites, has clearly benefited from votes in
several countries of the former Soviet Union. with a total of 272 points ahead
of Ukraine (230) and Greece (218) represented by the energetic Ani Lorak and
Kalomira.

The Russian president Dmitri Medvedev and Prime Minister Vladimir Putin
congratulated Sunday the winner of the Eurovision Song Contest, Dima Bilan,
considering his victory as a "triumph" for Russia.

In Saturday Armenia is the fourth place, Serbia, the host country, sixth and
Azerbaijan, a newcomer to the competition, took the eighth place.

Bosnia-Herzegovina and Sweden who were among the favourites, could
respectively finished in the 10th and 18th place.

The French Sebastien Tellier, whose decision to sing in English has caused
great controversy in his country shared the 18th place with Sweden.

THE Ireland, which has failed in the semi-finals, is so far the most
Eurovision award-winning with seven victories.

Two of the founding countries of the contest, Great Britain, five times
winner, and Germany shared the last place with Poland and obtained only 14
points.

Finland did not do well either and his representative The heavy-metal band
Terasbetoni , finished at the 22nd place.

Bulgarian Court Rules in Favor of Armenian Genocide Recognition

The District Administrative Court in Bulgaria’s Danube city of Ruse rejected
Friday the appeals against the declaration of the City Council recognizing
the Armenian genocide in the Ottoman Empire.

The appeals were tabled to the Court by the Ruse District Governor Mariya
Dimova, and by city counselors from the ethnic Turkish Movement for Rightsand
Freedoms party.

The Court ruling states that the declaration recognizing the genocide over
Armenians and Bulgarians in the Ottoman Empire could not be disputed because
it was not an administrative act, it was only declarative, and had no legal
consequences.

The declaration recognizing the Armenian Genocide in the Ottoman Empire
between 1915 and 1922 was adopted by the Ruse City Council on April 17.

A POLICEMAN CONDEMNED

The general court of Avan and Nor Nork regions found
it affirmed to condemn the police officer of Nor Nork
taking into account the appeal of RA Special
Investigative Service reported the press service of
the RA Chief Prosecutor’s Office.

According to the source Nikoghosyan was informed a
secret information of investigating the organizers and
the territory of the illegal demonstration at Opera
Square and he let one of the organizers to know about
it. It is known that he talked with Suren Hayrapetyan
the relative of the former president Levon
Ter-Petrosyan by the phone. In the result when the
police officers asked the organizers to allow them to
investigate the territory they were against it as they
have already been informed.

A. Nikoghosyan accepted the appeal at the court. The
court made a decision to arrest Nokoghosyan for two
years.

Cannes Review: Adoration

Adoration, the newest film by critically acclaimed filmmaker Atom
Egoyan, is a beautifully evocative film, though some may find its
convoluted storyline distracting. In many respects, the film very much
evokes one of my favorite films, The Sweet Hereafter, Egoyan’s 1997
Palm d’Or winner. Where The Sweet Hereafter dealt with the impact of
guilt and grief in a small community following a tragic school bus
accident, in Adoration Egoyan deals with grief and loss on a more
personal level, while also blending in ideas about the subjective
nature of reality and identity in a technological age. In a world
where who we are can be invented, reinvented, and broadcast to the
world via chat rooms and virtual reality avatars, can we ever really
know another person — or even ourselves?

The story centers on a young boy, Simon, (Devon Bostick), who, while
completing a school assignment translating a newspaper story about a
man who planted a bomb on his pregnant girlfriend, spontaneously
re-imagines the story as if the couple were his own parents, and he
the unborn child his father plotted to blow up along with his mother
and 400 other innocents on a flight to Israel.

Simon’s French teacher, Sabine (Egoyan’s wife, Arsinée Kanjian) who
also teaches drama, encourages him to read his story to the class as
if he really is the son of the couple in the newspaper story. When he
puts his story out on the internet, though, it starts to have an
impact he never imagined: His friends, random folks philosophizing
about terrorism, and the actual survivors of the botched bombing
attempt are all drawn into his story and react to it.

The performances in the film are excellent, but Scott Speedman
(Underworld), who plays Simon’s Uncle Tom, who’s raised his nephew
since his parents died, surprises here with a particularly thoughtful
and restrained portrayal of a man troubled by unresolved family
history. Tom’s a man who’s filled with a dark rage always simmering
just below the surface, threatening to explode upon the nearest
target. Bostick is also great; the 16-year-old has an intense,
intelligent screen presence beyond his years, and I’ll be watching to
see what he does in the future.

Visually, the film is everything one would expect from an Egoyan film;
it’s shot by Paul Sarossy, who also shot The Sweet Hereafter and
Exotica (along with many other films), and it’s perfectly framed and
crisply shot. Egoyan’s script is thoughtful, smart, and layered with
issues and imagery. I expect the critical divide on the film to fall
mostly into the camps of those who love Egoyan’s work and those who
don’t. Some find him obtuse and overly intellectual; I like the
chances he takes with his films, and his unique way of examining the
mundane and tying it to larger issues, and he does that very well in
Adoration.

The use of music is fantastic; Simon’s mother was a violinist, and his
parents met when his mother brought in her violin to be repaired by
his father. Mychael Danna, who scored Egoyan’s previous films (along
with many other films including Little Miss Sunshine and Monsoon
Wedding) uses violin music extensively, adding to the film’s emotional
depth.

The film shifts back and forth both in time and in Simon’s real
memories of his parents juxtaposed against his imagined history as the
child of the couple in the story. Rachel Blanchard and Noam Jenkins
play the parents in both versions, so you have to pay attention to
what’s real and what’s not. The scenes with Sami and Rachel were shot
with a long lens, giving them a soft, dreamy air that visually
separates them from the scenes set in the present.

Egoyan uses the technology of internet chat rooms to look at how we
define ourselves by our personal histories, real or imagined. Simon
uses his storytelling to work through his own doubts about the death’s
of his parents some years earlier in a car accident, and secrets he
doesn’t understand about his family history and dynamic, but he
doesn’t consider the greater impact his masquerade might have on
others.

In a way, Simon’s fable evokes the nature of the internet as a whole;
people create personas based on who they want to be rather than who
they are, disengage emotionally in their interactions with others in
ways they never would in face-to-face interactions, and act rather
than react. While Egoyan doesn’t out-and-out disdain technology in
this film, he is questioning the way the internet can take the
humanity out of human interaction, as people use public spaces to work
through private conflicts and issues.

The Presbyterian Church of Scotland calls on UK to
recognize Armenian Genocide

recognition of the Armenian Genocide by the UK was
taken this week when the General Assembly of the
Presbyterian Church of Scotland passed a motion
calling on the UK on the government to recognize the
Genocide.

The Church followed the example of the Presbyterian
Church of Wales which called on the UK government to
recognize the Genocide in 2006, independent French
journalist told PanARMENIAN.Net.

This is the result of an intense work by lobbyists Ara
Krikorian, Edgar Danielyan and Eilian Williams were
instrumental in persuading the Church to like to this
decision.

PM Gordon Brown, who belongs to the Presbyterian
Church will attempt to resist this pronouncement by
his Church, said Armenia Solidarity, British Armenian
All Party Parliamentary Group, Nor Serount Armenian
Genocide Trust.

ARMENIA AND RUSSIA SIGN MEMORANDUM ON ESTABLISHMENT OF CORPORATE ADMINISTRATION HIGHER SCHOOL

YEREVAN, MAY 23, ARMENPRESS: Today the National Academy of Sciences
of Armenia and the Russian Government Academy of Economy signed in
Yerevan a memorandum on establishment of Corporate Administration
Higher School in Yerevan.

On behalf of Armenia the memorandum was signed by Radik Martirosian,
president of the National Academy of Sciences of Armenia and on behalf
of Russia by Abel Aghanbekian, an academician of the Russian Academy
of Sciences and head of Business Administration Doctor program.

Radik Martirosian emphasized the establishment of the Corporate
Administration Higher School saying that it will promote preparation
of skilled specialists for Armenian economy.

According to Abel Aghanbekian, the new school will recruit the best
Armenian and Russian professors and specialists to teach the students
who may become business doctors after 3 year-long tuition.

The new school will offer courses on marketing, strategic business,
international business, corporate administration as well as foreign
languages.

The new school will start operating from September.

"There is enthusiasm and desire, we have managed to secure funds
as well and therefore the initiative is quite feasible. The biggest
investment is to invest in people," Abel Aghanbekian said.

According to him, Armenian businessmen in Russia donated heavily
to help realize this idea, but the main financing is to come from a
businessman Radik Vanunts, who also signed the memorandum. The school
is supposed to become later into a self-supporting entity.
