Sixteen years ago Armenia, Azerbaijan and Nagorno Karabakh singed
a ceasefire agreement, which is maintained until now, although the
Azerbaijani armed forces periodically violate the truce. Although
the situation at the contact line is stable, the recent shots from
the Azerbaijani side evidence that that country is not committed to
solving the conflict is a peaceful way, political analyst David Babayan
says. Head of the Armenian Center for National and International
Studies (ACNIS) Richard Giragosian is assured that it’s because of
the weakness of the OSCE that Azerbaijan refuses to pull back the
snipers from the line of contact.

At the 2008 OSCE Ministerial Council in Helsinki the Co-Chairs of the
OSCE Minsk Group called on the parties to withdraw the snipers form
the contact line. However, official Baku neglects the proposal, which,
according to David Babayan, complicates the process of settlement of
the Karabakh conflict.

"This shows that Azerbaijan is not interested in the settlement of
the conflict. On the contrary, it creates tension and jeopardizes
the regional stability," David Babayan said.

The weakness of the OSCE is the reason why Azerbaijan refuses to
pull back its snipers form the contact line, according to Richard
Giragosian.

"Azerbaijan always interferes with in the OSCE’s basic mission to
monitor the frontline and to ensure that both sides are maintaining
the ceasefire agreement. But the OSCE is both week and unprepared,
it has to request and beg permission from Azerbaijan simply to carry
out monitoring. This reveals the weakness within the OSCE," Richard
Giragosian said, adding that the OSCE needs to enforce the ceasefire
monitoring in a stronger way, and diplomatically needs to include
Nagorno Karabakh as a party to the conflict. "For the OSCE to become
stronger in any sense, they need to include Nagorno Karabakh in the
talks on the same level with Baku and Yerevan.

ACNIS is concerned about the fact that Azerbaijan’s political position
poses a threat to regional security and stability. "This is something
the international community should address more and better," he said.

"Azerbaijan is still many years away from becoming as strong as the
Armenian military is today. But what we see is that Azerbaijan is doing
everything to threaten everyone in the region. In other words, although
Azerbaijan knows it cannot win a war over Nagorno Karabakh, just the
fact that it constantly threatens war and uses the aggressive language
reveals that Azerbaijan is on a dangerous course," Giragosian said.

Well aware of its weakness, Azerbaijan is trying to involve Turkey
in the process. Turkey failed to tie the Karabakh issue to the
Armenian-Turkish process and thus help its younger brother, and now
Mevlut Cavusoglu is going to form a commission on Karabakh within
the OSCE, and Turkey’s Prime Minister Erdogan intends to discuss the
issue with Russian President Dmitry Medvedev.

the Promised Land

to accomplish its mission by sponsoring cultural projects that present
the history of the Armenian people to the world. As the sponsor of the
"From Ararat to Zion" film’s screening in Armenia, the company
allocated 10 million drams.

A press conference on the Armenian premiere of "From Ararat to Zion"
documentary filmed by Vem Media Art studio was held in the lobby of
the Moscow Cinema on May 5. Among speakers were the film’s director
Edgar Baghdasarian, the producer and scriptwriter Father Mesrop
Aramian, the director of photography Ruben Gasparian, as well as the
film sponsors – Director General of VivaCell-MTS company Ralph
Yirikian, Director of Flagship Ventures company Nubar Afeyan (U.S).
and Chairman of the Board of Directors of Troyka Dialog group Ruben
Vardanian.

The film’s hero is an Armenian pilgrim who has followed paths full of
threats and calls himself a person "who saw death". Thanks to this
greatest spiritual feat and sacrifice, the Armenians are now at the
center of the world and are among the main legitimate owners of the
key Christian holy places.

"Wherever the Armenians have set their foot, they have left behind
golden traces due to their work and great achievements," Ralph
Yirikian said.

The members of the crew – which made a film about the spiritual feat
and sacrifice as well as the path that the Armenians have followed
from one significant historical mountain to the other – saw the whole
way leading to the Holy Tomb through the eyes of pilgrims. The
documentary depicts the spirit of the oath that created and preserved
the holy places and monsteries of the Holy Land over the centuries. At
the cost of great sacrifice and suffering, the vilgrims come to the
Holy Land in order to sense the presence of God. Most historical data
used in the film is not preseved in the Armenian historiography, and
evidences and relics of great imporance to our identity are shown for
the first time.

"This film is a unique message to humanity. The world’s nations should
know that over the centuries Christianity has been not only a
religion, but also a world-view and a basis of national existence for
the Armenians. Throughout its existence, the Armenian nation has
displayed a deep devotion to the Christian values – despite genocide
and attemps to assimilate it and force it change its religion. The
film is also a message to us, the contemporaries: we must be worthy
descendants of our ancestors and remain true to our religion – our
indentity," Ralph Yirikian stated.

During the film shooting, its crew went to Egypt and Turkey and made
three trips to Israel. The original English text of the film is
narrated by the famous Hollywood actor Aidan Quinn. The film is also
enriched with the voice of Lisa Gerrard, a popular singer in cinema.

"From Ararat to Zion" is a film calling on the Armenians to get rid of
the complex of a small nation and take their history into their own
hands.

The film has entered the final stages of 8 international film
festivals. Its world premiere is scheduled for May 12 in the UK. It is
planned to broadcast the film in the U.S, Europe and Russia.

President of Armenia Serzh Sargsyan delivered a congratulatory address
on the occasion of the Holiday of Victory and Peace.

`The triumphant ending of the Great Patriotic War was a historical
event for our people and for our country which became a new start, a
powerful impetus to raising our economy and culture at a new level
through our peaceful and creative work. Our people did its best for
that victory. We had scores of victims who will be remembered also by
our sons. We had heroes and military leaders whose heroic deeds, as an
example of patriotism and military art will inspire the present and
future offsprings,’ the address reads in part.
Further the President mentions that on the same day in 1992 the
Armenians had a chance to celebrate another triumphant occasion – the
liberation of Shushi.

`It was our answer to those who unleashed a war, perpetrated ethnic
cleansings and massacres,’ reads the statement, adding that the
Armenian nation is resolute not to tolerate any more attempts aimed at
violating its right to live a free life.

YEREVAN (Yerkir) – A conference of Hai-Tahd committees of the Armenian
Revolutionary Federation kicked off at the Erebouni business center,
with the participation of representatives from throughout the world.
The conference will conclude its activities in the Nagorno-Karabakh
Republic.

ARF Bureau member Levon Lazarian opened the conference, welcoming
Hai-Tahd representatives from Europe, the Middle East, South America,
North America, Australia and the Commonwealth of Independent States,
as well as Javakhk and the Nagorno-Karabakh Republic.

Lazarian explained that the aim of the conference was to unify all
national forces in Armenia, Karabakh and Diaspora in order to tackle
national challenges based on a single national agenda.

In his welcoming remarks, Lazarian warned of Armenia’s `adversaries’
and their efforts to strengthen their voice and presence in different
countries and the imperative to counter those efforts.

The conference will also discuss the international recognition of the
Armenian Genocide, as well as issues of reparations for the families
of Genocide victims.

Also speaking at the conference was ARF Bureau member Hagop
Der-Khatchadourian, who echoed Lazarian’s call to action against
anti-Armenian forces lobbying against Armenian interests.

He noted that the Armenia-Turkey protocol process adversely affected
efforts to attain international recognition of the Genocide. He also
pointed to Turkey’s active engagement of the Arab World, noting that
Genocide recognition efforts there have become complicated.

Der-Khatchadourian stressed the importance of engaging international
analytical centers and think tanks, as well as dissident Turkish
academic, whose opinions differ from official Ankara.

The Bureau member emphasized the need for continued activism to
preserve and protect the right of Armenians in Javakhk, given the
continued anti-Armenian policies of Georgian authorities.

In his remarks to the conference, ARF Supreme Council of Armenia
chairman Armen Rustamian spoke of the evolving geopolitical situation
in Caucasus.

`The dynamically changing geopolitical situation in the region incites
new challenges entailing the following question: how many independent
states will there be in the South Caucasus, (3 states, 3+1, 3+2 or
3+3)?’ said Rustamian, explaining that until the Russian-Georgian war
the South Caucasus were perceived as a three-nation region. With the
addition of Abkhazia and South Ossetia to the mix, that equation
changed to a `3+2′ model. The inclusion of the Nagorno-Karabakh
Republic would make it a `3+3′ equation, which would properly
characterize the current geopolitical reality of the South Caucasus
region.

Rustamian added that Turkey was aspiring to play a larger role in the
region. `If Turkey gets involved in regional developments, Iran should
also be given the chance to maintain the balance,’ said Rustamian.

PRAGUE, MAY 8, ARMENPRESS: Within the framework of the working visit
to the Czech Republic RA Prime Minister Tigran Sargsyan met today with
his Czech counterpart Jan Fischer in Prague. In honor of RA Prime
Minister and his spouse, Jan Fischer served a working dinner at his
villa in Kramari village. During the meeting the Prime Ministers of
the two countries discussed issues on improving and deepening the
relations between the states, boosting the economic cooperation and
working out of development programs in the spheres of energy,
machine-tool construction, chemical industry, education, tourism and
culture. The parties stated that the cooperation is quite promising
and has a great potential. They mentioned that there is an opportunity
to deepen and advance the bilateral relations.

Tigran Sargsyan and Jan Fischer touched upon regional issues, as well
as issues on the relations of Armenia and the European Union, Armenia
and EU Eastern Partnership program.

At the request of reporters, RA Prime Minister Tigran Sargsyan summing
up the results of the working visit and the meeting of the European
People’s Party Bureau Group highlighted the issue of the associative
membership of Armenia to the European People’s Party. `During the
meeting with the Bureau of EPP group I stressed the main theses which
account for the necessity of cooperation between the Armenian
Republican Party and the European People’s Party. The cooperation will
grant the opportunity of getting acquainted with the broad experience
of EPP, with the reforms implemented in Europe and the values, which
serve as a ground for these reforms,’ RA Prime Minister Tigran
Sargsyan mentioned. He said it was the most important issue of the
agenda of the EPP Bureau and currently it has been registered that the
Armenian side has already started the cooperation with that
significant political unit of Europe.

`As far as we are currently presenting our problems, concerns and the
values, which serve as a basis for the reforms the Armenian Republican
Party is carrying out in Armenia, on the other hand, we are interested
in the problems and concerns of our European partners and the European
Parliament,’ Tigran Sargsyan said. According to him, the meeting in
Karlovy Vary was an opportunity to contact with the members of the EPP
Bureau, to hear their individual opinions on the current political
field of Europe, the system of values, difficulties they experienced
on their way of defending those values. `We are interested in all
these issues, as Europe itself has a number of problems: our partners
are concerned with the future of the united Europe, too, especially,
there are strong common discussions on values, worrying phenomena and
circumstances. It is of great importance to us to get acquainted with
the primary problems and issues worrying our political friends. Issues
on collaboration between the Western and Eastern parts become clearer
if we observe the phenomenon from this position,’ Tigran Sargsyan
said.

According to him, the new Eastern Partnership initiative, currently
being worked out, involves 6 ex-Soviet Union republics and implies
opportunities of learning the lessons of the past and planning a new
strategy, new agenda, so that the cooperation corrects the mistakes,
failures of the previous phase. `From this viewpoint the concerns of
our partners became more understandable for us, on the other hand,
this helps us make clearer our position, our expectations from the new
Neighborhood program and the targets we want to see as the basis of
the program,’ Tigran Sargsyan said.

In answer to the question about the Turkish forces, which are
cooperating with the EPP, and the possible promotion of peace and
stability in the region by the EPP, the Prime Minister informed that
there are groups and coordinators within the EPP, which implement
works in that direction, especially in the direction of the EU-Turkey
cooperation, and are trying to design the system of values for
justifying Turkey’s membership to the EU.

`During the closed discussions they were interested in the attitude of
the Republic of Armenia and ARP toward the membership of Turkey. From
this viewpoint we stress the reforms ongoing in Turkey and we can say
for sure that quite strong reforms have been implemented in that
country in the recent decade. There are thousands of intellectuals in
Turkey, who accept the fact of the Genocide and express their thoughts
over it without being embarrassed. This inspires us hope that sooner
or later the historical fact will be recognized by Turkey,’ RA Prime
Minister mentioned.

He said that naturally the reforms assisted by the EU have a good
influence on this process, because the investment of the European
values in Turkey- freedom of speech, tolerance and a number of other
ideas propagandized by EPP will create more favorable conditions.
According to him, on one hand accepting this system of values Turkey
will recognize the fact of Genocide, on the other hand, naturally,
having a neighbor state living with democratic values, means having a
predictable neighbor.

`This creates a more favorable atmosphere for Armenia and this is our
most important address: implementation of the Neighborhood project is
a promotion to integrative processes in the region,’ he mentioned.

As to the meeting with the Prime Minister of the Czech Republic Jan
Fischer, Tigran Sargsyan said that this meeting is agreed with the
opening of `a new page, new phase’ in the Armenian- Czech relations.

`Jan Fischer is going to visit Armenia. During this working meeting we
had an opportunity to make clearer the agenda of the Armenian- Czech
relations including the economic, and political issues, which are of
mutual interest. I think that a clearly defined agenda will give an
opportunity to make the visit of the Czech Prime Minister more
efficient and to make arrangements for forming a favorable field for
cooperation between our two countries,’ RA Prime Minister Tigran
Sargsyan said. He said it refers to signing agreements, making clear
the legislature on protecting investments and avoiding double
taxation. `I suppose we can make clear the spheres, which are of some
interest to the private sector as well,’ RA Prime Minister Tigran
Sargsyan added.

"We would not have Artsakh if Shoushi was not liberated," ex-Defense
Minister of Armenia, member of the Central Board of the Social
Democratic Hnchakhian Party Vahan Shirkhanyan told a press conference
today.

"There is no other city in Eastern Armenia that would be more Armenian
than Shoushi. It’s a unique museum, where every stone, every house
and every street is enveloped with the spirit of Armenian history,"
he said.

"This city should never again belong to Turks or Azeris. It’s a
symbol of Armenians on the territory of Eastern Armenia," Vahan
Shirkhanyan added.

Great Patriotic War was ceremonially celebrated May 5 in Cairo.

Armenian Foreign Affairs Ministry press service told Armenpress that
the event which was conducted in the big hall of the Russian Cultural
Center was organized with the joint efforts of the embassies of CIS
states accredited in Cairo. The program included musical performances
on the themes of war and victory, reciting and photo exhibition,
where every country was presented in a separate stand.

There were over 50 Armenian citizens among the 300 guests of the event.

layer, from Slovenian-based OFIS Architecture, was a recent entrant
in the Mercedes Benz Hotel Tower Competition for Yerevan, Armenia.

Comprised of two vertical towers covered in metal mesh with a
living vegetation sheath, the terraced towers are designed to be
energy efficient while still able to withstand the region’s frequent
earthquakes.

The All Season’s Tent Tower luxurious green design concept offers a
hotel, apartments, a business centre, exhibition hall, restaurants
and bars, plus a fitness centre complete with pool and spa.

The external facade includes solar panels on the atrium roof for energy
harvesting and an embedded geothermal system for heating and cooling.
