Acting Prime Minister of Armenia Nikol Pashinyan received on October 29 OSCE Minsk Group Co-chairs Igor Popov of the Russian Federation, Stephane Visconti of France, and Andrew Schofer of the United States of America and Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk.

Nikol Pashinyan welcomed the visit of the Co-chairs to Armenia and highlighted their activities as the only internationally authorized negotiation format for Nagorno Karabakh conflict settlement. The acting PM emphasized that necessity of commitment of all the conflicting sides for a peaceful settlement.

The interlocutors referred to Nagorno Karabakh peace process following the recent political developments in Armenia. They exchanged views over the agreements receives between the Armenian PM and Azerbaijani President in Dushanbe this year. Nikol Pashinyan highlighted the implementation of the agreements that will foster the creation of an atmosphere aimed at raising mutual confidence and progressing the peace process. The sides outlined the future possible steps.

Personal exhibition of Harutyun Chalikyan’s artworks has opened today in Artists’ Union, Yerevan. It features the caricatures and sculptures of famous personalities from Armenia and all over the world. The exhibition will be on till 31 Oct.

Charles Aznavour, Serzh Tankian, Vladimir Putin, Pope Francis, Angela Merkel, Ohan Duryan, Kirk Kerkorian, Egishe Charents, Sos Sargsyan and many others have all found themselves in one cool company! What unites all of them is that they embody a new art style by Harutyun Chalikyan which he calls Sculpture-Caricatures – a unique combination of caricature and sculpture art.

Harutyun Chalikyan is an Armenian architect and artist well-known for his brilliant caricatures of politicians, artists and celebrities of various nationalities. He draws with charcoal and has a unique graphic technique that differentiates him from other artists of this genre. Uniquely combining humour and art, Harutyun creates an amazing atmosphere of joy with his works wherever they are.  

“My caricatures do not aim to mock or ridicule; they show the character and inner essence of the person. That’s why I often refer to them as psychological portraits”, – says the author. So if you want to learn more about someone just ask Harutyun to draw them – it actually takes him only 10 minutes to draw a masterpiece!

“You can recognize Harutyun’s works at first glance by his unique graphic style. And in his sculptures you can see his strive to show the moral beauty of the person”, – said Vladimir Abroyan, honoured artist of Armenia.

Famous Armenian painter Hakob Hakobyan once said about Harutyun Chalikyan – “He is a great master of drawing, with a unique ability to dispose the inner human nature of his models. Harutyun has his honorary place in our fine arts”.   

Harutyun creates not only caricatures and sculptures but also medals. In cooperation with the Gold Factory of Armenia Harutyun Chalikyan created two collections of gold medals in 2017 – those of Presidents of the Big Eight and those of famous football players. Both collections were presented in an international forum in Germany in 2017, in Russia and in other countries. 

Harutyun has presented his works in Paris, New York, Moscow, Cambridge, Yerevan and elsewhere. He is the recipient of international awards, among them Silver Plate award at the International Art Festival in Ankona, Italy. A man of many talents, he also writes humoristic and witty poems.

Harutyun Chalikyan has published a collection of his artworks in a book “Graphics and Sculpture” and is preparing to publish the second volume soon. Harutyun lives and works in Armenia, with his works having an international outreach.

When asked what gives him inspiration in creating art he said briefly and sincerely, “My wife”.

ArmChemFront2018 international conference on October 22-26 gathered in Armenia 22 leading scientists from around the world. Winners of Nobel Prize in Chemistry 2016 Fraser Stoddart and Bernard Feringa were among the guests.  
  
The general organizer of the conference was Syuzanna Harutyunyan, Professor of Armenian descent at University of Groningen in the Netherlands. The event was held in cooperation with University of Groningen and Yerevan State University with support of EU Delegation to Armenia.
  
Fraser Stoddart and Bernard Feringa, who received Nobel Prize for their design and production of molecular machines, gave an interview to Mediamax about current challenges in chemistry and prospects of development of science.
 
Chemistry and its current challenges
 
Fraser Stoddart Chemistry creates its own object, it’s not an original. It’s a very young science, but it has always reinvented itself. People often say that chemistry is an old science and it’s been around for a long time. It’s true, but this discipline has been able to regenerate and reinvent itself year after year. I feel that there is no other science that is so open to creativity. You can put it in the same league as if you decided to be a painter or a sculptor, a novelist, a composer. Thus, if you decide to be a chemist, you’re in the same position as these people – you can create lovely paintings, nice new statues, you can write novels that have never been conceived of before, or you can produce music that the world has never heard. Chemistry can do all of those things, because we are the center of creativity in all sciences.
 
Ben Feringa There are many challenges in chemistry nowadays. Today we use a lot of technologies that were discovered and developed 30, 40, 50 years, maybe in some cases, 100 years ago. I think that soon we will have to deal with how we are going to make all products in the future. It’s really important that we consider new technologies to make production processes smarter, cleaner, better, using recyclable materials. Typically chemistry provides drugs, plastics, cars, fuels, and we have to produce things in a better way now than in the past. There are tremendous opportunities for discovery for the young people to help us create a better world in the future.
 
Armenian scientific face
 
Ben Feringa I know that Armenia focuses a lot on information technologies, computing, maybe robotics. However, there is less activity in chemistry. I know that chemistry was very strong in the past, before the independence, but there are some problems now. I think Armenia should invest first of all in young people to get them interested in chemistry, so that they wish to design new materials and make them, being creative with molecules and materials. And then these young people will build a new chemical industry as there is huge potential available. Nonetheless, Armenia currently falls behind with chemistry as compared to other disciplines. So Armenia should invest in institutes and facilities to make the development possible. This country had a very good reputation in chemistry in the past, so it needs a little bit of new impulse now, and I think it would be great, if you could help stimulate young people and students to go in that direction.
 
Fraser Stoddart Our minds have been blown away by what we’ve seen here at TUMO Center, but it is lacking physics, chemistry and biology. I know an Armenian boy, one of the smartest people on the planet, who keeps telling me that genetically you are well-prepared in this country to do all kinds of creative things. Like Ben, I just hope that you can create the atmosphere in your high schools to introduce people into science and into chemistry in particular.
 
Society and science
 
Ben Feringa Every day we use smartphones, modern medicine, cars and airplanes, but many people have no idea about where this technology comes from and what kind of fundamental discoveries were needed, as well as how long it took. In my view, we should start with educating the young people about the importance of science and technology. We should also do a better job to be more open to the public and train them, explaining that the molecular world has so many things to offer, which is wonderful.
 
Fraser Stoddart Due to the politics in the Western world, many countries have lost their identity, their position and they’re not focusing on the right things. I spend huge amount of time in Asia, most of it in China, where special emphasis is put on education, science and technology. I heard the Chinese President’s address before 7 to 10 thousand people on science and technology for 70 minutes. There isn’t one leader in the Western world that could stand up and talk for even 7 seconds on the subject. This is what I find most upsetting.
 
Unless there is a change in the attitude of our leaders, which may be enforced by climate change and things like that, I’m not quite sure about how we can develop further other than by ignoring what any government or leadership says or takes and relying only on philanthropy to open up a platform of learning.
 
The future of science
 
Ben Feringa Everybody talks about the future, about a sustainable society. How are we going to drive our cars? How are we going to fly planes in the future? How will we make enough food? So we need fertilizers, we need chemicals to make it. How are we going to deal with all the materials? I think the role of chemistry will be fairly central in the future. Look at yourself, look at the world around you; everything is built on molecules and materials. How will we build a sustainable society, if we don’t deal with chemistry? Chemistry is really important and I think we have to convince our politicians or governments or industries of this importance. Particularly, we should train young people.
 
I’m really impressed with what happens here, because you get the young people confronted with the technology of tomorrow and they don’t care about what politicians say. They simply train and learn, they want to build robots, learn about IT. I think they will also learn and discover chemistry and physics and make it possible here.
 
Fraser Stoddart In my view, if somebody wants to gain entrance into a congress or a parliament, they should first of all have a first degree in science or technology or some other STEM and a second degree in social sciences.
 
At the moment many of the people, who are in government in the Western countries, walk into office without any of this background. I would also add that they should have some exposure to real life; they should, perhaps, be encouraged to have a year doing social work in their country and another year in another country. Fairly steep learning curve should be applied, before you can make it to be a member of parliament, a member of the House of Representatives, a member of the Senate, or whatever name you use. I think that’s way forward here.

Process of CSTO Secretary General replacement to be completed shortly, deputy minister says

The process of replacement of the Collective Security Treaty Organization (CSTO) Secretary General Yuri Khachaturov accused of overthrowing the Armenian constitutional order in 2008, will be completed shortly, Deputy Foreign Minister Shavarsh Kocharyan told TASS on Saturday.

YEREVAN, October 20. /TASS/. The process of replacement of the Collective Security Treaty Organization (CSTO) Secretary General Yuri Khachaturov accused of overthrowing the Armenian constitutional order in 2008, will be completed shortly, Deputy Foreign Minister Shavarsh Kocharyan told TASS on Saturday.

"The process of Secretary General’s replacement and appointment of the new CSTO head will consist of two stages. As for replacement of the CSTO Secretary General, that process will be completed shortly. As for the second stage, the CSTO regulations do not stipulate for a case like that. An all-embracing solution is required in order to work out a clear approach for such cases in the future," he said.

According to Kocharyan, "either the country that proposed the CSTO Secretary General candidacy will propose a new one, or another country in alphabetical order will take over the chairmanship in the organization."

On July 26, Armenia’s Special Investigative Service pressed charges against Khachaturov, accusing him of overthrowing the constitutional order in 2008, and asked the court to impose a pre-trial detention on him. Khachaturov, who was the Commander of the Yerevan Garrison of the Armenian Armed Forces at that time and has served as CSTO Secretary General since 2017, denied his guilt. On July 28, Yerevan City Court of General Jurisdiction released Khachaturov on his own recognizance after a $10,000 bail was paid.

Armenia was rocked by a wave of protests in the wake of the presidential election held on February 19, 2008. The protesters disagreed with its official results, with Serzh Sargsyan winning the race. The protests were organized by supporters of Armenia’s first President Levon Ter-Petrosyan who had presidential ambitions at that time.

The 29-year-old set up two goals and grabbed one of his own in the 4-0 win.

Mkhitaryan has made only five Premier League appearances for the Gunners this season.

Armenian party Dashnaktsutyun accuses PM of attempt to establish
political monopoly

The Dashnaktsutyun party, which holds seven seats in the National
Assembly, the Armenian parliament, has spoken in support of a bill
amending the parliament's rules of procedure and says the attempts to
disrupt competitive elections and to establish a political monopoly by
Prime Minister Nikol Pashinyan on the pretext of "a counterrevolution
threat" are unacceptable, the party said in a statement on Thursday.

"The draft amendments to the law on the National Assembly's rules of
procedure supported by the Dashnaktsutyun faction, which were used to
score points, were not aimed at disrupting the negotiating process
around early elections. On the contrary, they were designed to
guarantee that the parliament will be dissolved only through the law
and in a constitutional way. The need to hold early parliamentary
elections within a year is clearly stipulated in the government's
program and hasn't been disputed," Dashnaktsutyun said.

"It should be taken into consideration that holding early
parliamentary elections has implied from the start that clear steps
and actions would be taken to reform the Electoral Code and the entire
electoral system in order to hold truly free, just, transparent, and
democratic elections," it said.

"It is much more important to ensure the proper quality of elections,
form a proper political and moral-psychological atmosphere, and create
the legal and organizational preconditions for that," Dashnaktsutyun
said.

"The desire to hold elections as soon as possible jeopardizes the
organization of competitive elections and provides favorable
conditions for the ruling political force," it said.

"We see the attempt to disrupt the agenda for holding early elections
based on a common and clear-cut roadmap on the pretext of the threat
of counterrevolution as unacceptable and are firmly convinced that
political processes pursued through coercion and threats cannot lead
the country down the right path," Dashnaktsutyun said.

Violence or threats to use violence against the National Assembly and
its members, which would essentially do away with the immunity
guaranteed by the Constitution, are aimed at disrupting the normal
election process, the party said.

"We are convinced that mendacious accusations about worsening the
situation, violating agreements, and conspiracies are attempts to
divert the people's attention from creating preconditions for free and
competitive elections. We have to acknowledge that we're simply
dealing with a new attempt to establish a political monopoly under the
guise of democracy in Armenia," Dashnaktsutyun said.

"There can be no return to the past; in order to guarantee the present
and the future, past mistakes must not be replayed. We are convinced
that there is still a chance for dialogue, and a consolidation of
political forces can help us find the right way to resolve the
situation," he said.

Prime Minister Pashinyan said at the National Assembly on October 3
that early parliamentary elections should be held in December. The
leaders of the Republican Party's, Prosperous Armenia's, and
Dashnaktsutyun's parliamentary factions had earlier objected to the
prime minister's proposal and said that if elections were scheduled
for May 2019, they would agree not to nominate candidates for the post
of prime minister.

The 105-seat Armenian parliament is currently comprised of four factions.

The Republican Party controls 50 mandates.

The Tsarukyan faction, which is led by a major Armenian businessman,
Gagik Tsarukyan, holds 31 mandates.

The Dashnaktsutyun faction comprises seven lawmakers, and the Yelk
faction nine. The Yelk faction is comprised of three parties,
including Civil Contract, which Pashinyan leads.

Eight other parliamentarians, who left the Republican Party's faction
after the change of government in Armenia, do not belong to any
faction.

Some leading Republican Party members said earlier that they did not
see the holding of early parliamentary elections as an urgent
necessity but were open to discussion.

President Armen Sarkissian said on Wednesday he would initiate
consultations with Prime Minister Pashinyan and parliamentary speaker
Ara Babloyan regarding the bill on the National Assembly's rules of
procedure passed by the parliament to complicate its dissolution and
the calling of early parliamentary elections.

Pashinyan said earlier that he had met with Babloyan and
representatives of the Republican Party, Prosperous Armenia and
Dashnaktsutyun and would resign within the next few days.

Pashinyan said also that it had been agreed at a meeting with the
speaker and members of the parties that they would not nominate
candidates for prime minister, as this could provoke a new crisis.

Republican Party press secretary Eduard Sharmazanov said no final
decision had been made on the dates of early parliamentary elections
and the nomination of a candidate for prime minister.

Speaking at a rally in Yerevan on October 2, Pashinyan said the
Republican Party led by former President Serzh Sargsyan had gone over
to the counterrevolution and called for "eradicating" it from the
Armenian political landscape.

Azerbaijani Press: Baku to raise Armenian PM wife’s "humanitarian Karabakh visit" attempt before Russian MFA

Azerbaijan will raise an issue before the Russian Foreign Ministry about the initiative of the Armenian prime minister’s wife Anna Hakobyan to organize an illegal visit of Russia’s women to Azerbaijan’s occupied territories, Leyla Abdullayeva, spokesperson of the Azerbaijani Foreign Ministry, told Trend Oct. 5.

She was commenting on Hakobyan's campaign “Women for Peace” and in this context the intention of a group of women from Russia to visit the occupied Nagorno-Karabakh region of Azerbaijan.

“As a woman and mother, I can understand Hakobyan’s campaign in terms of humanitarian principles,” Abdullayeva said. “The main purpose of this campaign is allegedly to prevent the deaths of young soldiers, innocent people. Then it is necessary to thoroughly approach this problem and answer the question “What are the soldiers of Armenia doing in the territory of Azerbaijan?”

“Hakobyan incorrectly chose targets for her humanitarian mission, because in order to prevent the deaths of young people, she must first of all start from the society Armenia, to urge Armenia to stop occupation of Azerbaijani lands and call on Armenian women and mothers to refrain from sending their children to the occupied territories of Azerbaijan,” Abdullayeva noted.

It is obvious that this campaign in its current form, especially in anticipation of the election, is intended for the internal audience of Armenia, she said.

 

“However, it should be taken into account that such campaigns, primarily attempts under the guise of a “humanitarian mission” to motivate a group of women from Russia to visit the occupied territories of Azerbaijan, aren’t consistent with the mandate of Russia as co-chair of the OSCE Minsk Group, don’t serve to the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict and don’t correspond to the spirit of the conversation between Azerbaijani President Ilham Aliyev and Prime Minister of Armenia Nikol Pashinyan in Dushanbe. This issue will be raised before the Russian Foreign Ministry by the Azerbaijani Embassy in Moscow.”

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Turkey's vice president on Monday slammed countries which recognize
the Armenian allegations on the events of 1915.

"We don't respect the decisions of the parliaments that bow before the
Armenian diaspora and ban Turkish views," Fuat Oktay told a gathering
of historians in the capital Ankara.

Underscoring that the efforts to smear Turkey have failed, Oktay said:
"Despite all efforts, those who aimed to defame our history by using
the events of 1915 did not reach their goals."

"The slander campaigns, which intensified particularly before 2015,
have been pushed back with our country's stance and the efforts of our
official institutions, such as the Turkish Historical Society," he
told the 18th Turkish History Congress at the Bestepe National
Congress and Culture Center.

Saying Turkish history is a "whole," Oktay added: "We do not need to
approach our history with a 'disclaimer of inheritance' or take a
'revisionist' perspective."

Turkey's position on the events of 1915 is that deaths of Armenians in
eastern Anatolia in 1915 occurred after some sided with invading
Russians and revolted against Ottoman forces. A subsequent relocation
of Armenians resulted in numerous casualties.

Ankara does not accept the alleged "genocide," but acknowledges there
were casualties on both sides during World War I.

Turkey objects to the presentation of the incidents as "genocide" but
describes the 1915 events as a tragedy for both sides.

Ankara has repeatedly proposed the creation of a joint commission of
historians from Turkey and Armenia plus international experts to
tackle the issue.

The tendencies of development in the Armenian economy in January-June of 2018 can be estimated as unique and deserve much more thorough research than a simple analysis of economic growth indicators. This is stated in a study by Tatul Manaseryan, a doctor of economic sciences, member of the Eurasian Expert Club, on the topic "Armenia's economy in the first half of 2018 in the context of membership in the Unified Energy System", announced today at a press conference.

According to the expert, the fact that the "velvet revolution" not only did not lead to serious shocks in the country's economy, but also accelerated many positive processes – increase of confidence in the new government, in the banking system, which is reflected in the growth of the number of deposits, is unprecedented. In addition, the "velvet revolution" significantly increased the effectiveness of economic transformations.

For the first time, as noted in the report, after the global financial crisis, all economic indicators have a positive trend. In general, the indicator of business activity in January-June of 2018 compared to the same period of the previous year increased by 8.9%. It is noteworthy that economic activity in June of this year by June of last year increased by 9.6%, and in May economic activity grew by 5.4%. At the same time, the growth in the volume of industrial output amounted to 3.7%, and the total volume of agricultural output – 5.5%. Record growth was registered in terms of construction – 13.5%. Also high – double-digit growth (18.1%) is registered in the services sector (without trade – 9.1%). On the other hand, the growth of the consumer price index was only 2.4%, which is estimated within the limits of the norm. In absolute terms, for the reported period the volume of industrial output made about 805 billion drams, and the turnover of domestic trade amounted to 1 257.7 billion drams, services – 777.7 billion drams, the volume of gross agricultural output – 269, 7 billion drams and construction sphere – 127.8 billion drams.

The overall reduction in poverty, according to the expert, is also significantly facilitated by the growth of incomes of the population. In particular, the average monthly wage increased by 4.4%. Foreign trade has significantly increased, in part, due to the intensification of trade and economic ties with the EAEU countries. The growth of foreign trade turnover amounted to 28.9% ($ 3 476.1 million), including – exports grew by 20%, and imports – by 33.9%.

Armenia's gross domestic product in April-June 2018 (during and after the revolution) increased by 21.7% compared to the first quarter of 2018, and the overall growth in the first half of 2018 compared to the same period last year was 7.2 % [2]. In the first half of this year, Armenia's GDP totaled 2.5 trillion. drams or about 5.1 billion dollars. For comparison, Armenia's GDP in the first half of 2017 amounted to 2.2 trillion. drams or 4.5 billion dollars. In the structure of semiannual GDP, manufacturing industry amounted to 11% or 282.3 billion drams, trade – 11% or 276.6 billion drams, real estate – 10% or 240.3 billion drams, agriculture – 9% or 229.3 billion drams. It should be noted that according to the Central Bank of Armenia, GDP growth in 2018 will be 4.5-6.5%, and according to the World Bank estimates – 4.1%. The new government, according to the expert, believes that high-tech production can become the locomotive of the Armenian economy and that the country has prerequisites for the development of this industry and an interest in investments. On the example of the "Engineering City" high-tech production is represented in the country. The "engineering city" is created within the framework of public-private partnership. The program provides for the training and retraining of 1,500 highly qualified specialists in the industry, the creation of 2,000 new jobs, the establishment of start-ups, the increase in efficiency of organizations and the increase in exports. For the project, an area of 3.0 hectares was chosen. In particular, great importance is attached to the production of panels for solar energy stations. At present, there are certain opportunities and investment interest in the production of TVs and household appliances in Armenia. Also, according to Manaseryan, there are opportunities to turn Armenia into a high-tech country, which will lead to the creation of natural conditions for the development of the military industry aimed at enhancing the country's defense capability, which in turn will also positively affect the creation of new jobs with high wages. Consequently, there is a need for the development of the information technology and experimental production. Armenia can promote the development of biotechnology. From this point of view, the sphere of pharmaceuticals is also considered to be perspective. According to Manaseryan, confidence in the government is also reflected in the financial system. Only in three months the credit portfolio of Armenian banks increased by 99 billion drams. After the revolution, there are quite high indicators of economic activity. Already in June, which was the first post-revolutionary month, a 9.6% increase in economic activity was recorded and there is every reason to assert that the indicator of economic activity in Armenia will continue to grow. In Armenian banks deposits increased by 116 billion drams or approximately $ 250 million.
