KARABAKH CULTURE MINISTRY RELOCATES TO SHUSHI

STEPANAKERT, DECEMBER 13, ARMENPRESS: As one of the oldest Armenian
culture centers, the town of Shushi will be home to Karabakh’s Ministry
of Culture and Education, announced its minister Wednesday.

This announcement came during a visit by Nagorno-Karabakh Republic
President Bako Sahakian, Prime Minister Ara Harutunian and other
government officials to Shushi with the aim of launching projects to
revitalize the cultural life in that town.

In assessing the construction projects underway in Shushi, President
Sahakian emphasized the importance of maintaining the architectural
integrity of Shushi, as well as the utilization of proper materials
to that end.

The Sahakian-led delegation also visited the Shushi museum, the Sos
Sarkisian Children’s Theater, where after assessing the poor conditions
of the building, a decision was made to temporarily move the activities
of the theater to the Yerevan Theater in the center of town..

Yerevan /Mediamax/. Candidate for the position of the President from
"Dashnaktsutiun" party, Vice-Speaker of the National Assembly of
Armenia Vahan Hovhannissian stated that it is necessary to struggle
against monopoly phenomena in Armenia.

Mediamax reports that, speaking in the National Press Club in Yerevan
today, Vahan Hovhannissian stated that the political picture,
present after the parliamentary elections, can lead not only to
monopoly in the sphere of economy, but also to political monopoly,
which is extremely dangerous for the future of Armenia.

According to him, despite the fact that in the course of the recent
nine years, "Dashnaktsutiun" party has been closely cooperating with
the Republican Party of Armenia, all this time the given political
forces have had and still have certain discords concerning the
political and economic course, which the RPA and the country’s
government keep to.

However, the Vice-Speaker stated, we cannot disregard the fact that the
RPA represents majority in the parliament, and we will be cooperating,
irrespective of the results of the upcoming presidential elections.

At that, Vahan Hovhannissian noted that "Dashnaktsutiun" has carried
out an "inventory" of its resource, and in the nearest future "you
will make sure that our chances are more than real".

Vice-Speaker of the parliament expressed regret that the presidential
elections have inimical nature between the present and the former
authorities, since this is "a quite sad phenomenon for our country".

Vahan Hovhannissian did not reveal the details of his pre-election
platform, noting that the pre-election campaign has not yet started. At
that he stated that in the process of campaign, "real team" will be
presented to the society, which will be working in the process of
the whole election campaign.

If the ARF Dashnaktsutyun candidate has not been acquitted of charges
brought against him by the previous government, how will the president
who has not been acquitted of charges represent the country to the
world, the reporters asked Vahan Hovanisyan, the ARF Dashnaktsutyun
candidate, on December 13 at the National Press Club.

He said he does not know and he does not care whether he has acquitted
or not. Vahan Hovanisyan said if it interests anyone, they can go
to the office of prosecutor general and inquire, he has no wish
to inquire.

Vahan Hovanisyan said he has been deputy speaker of the National
Assembly and represented the country with different parliamentary
delegations, to different parliamentary organizations, and he says
even his Turkish and Azerbaijan colleagues did not worry about the
charges like the Armenian media do.

When the reporters asked what if one day Vahan Hovanisyan is reminded
of the charges for political reasons, the presidential candidate said:
"If they remind, I will remember."

According to the minister of social security Narine Azatyan, from
January 1 the program of stimulation of birthrate will be revised. The
parents will get 500 thousand drams on the birth of the third child,
another 500 thousand drams will be deposited. On the birth of the
fourth child the one-time aid will mount to 700 thousand.

During the discussion of the budget bill at the National Assembly
the construction of houses for big families was discussed.

Member of Parliament Benik Bakhshiyan said the houses built for
families having 6 and more children are either ruined because they
do not live there or are destroyed by the owners to sell the building
materials and support their family. Benik Bakhshiyan offered to build
a house in case the family needs one, since the houses are small and
the family cannot live in two houses at the same time.

The minister of social security Narine Azatyan said it would not
be right to change the government policy because those are separate
cases. She also promised to study the facts.

It is not a secret that the houses do not comply with building
regulations.

Most families have lodged complaints with the government.

International conference on "The Azerbaijan-Turkey-US Relations
and their importance for Eurasia" was held in Mayflower Hotel in
Washington.

Addressing the conference, US Deputy Secretary of State for European
and Eurasian Affairs Daniel Fried decaled that "the time has come to
complete the work on the basic principles of Karabakh settlement."

"The South Caucasus cannot fully use its potential without resolution
of the Karabakh conflict. Until Armenia is isolated, the common
view of prosperity and freedom, therefore also stability will remain
unachievable," Daniel Fried declared.

YEREVAN, DECEMBER 10, NOYAN TAPAN. At present, the attitude of the main
outer players towards the forthcoming presidential elections of Armenia
is not distinct as yet and will become clear close to the deadline for
holding elections, in January, in all probability. This information was
provided to a Noyan Tapan correspondent by Stepan Grigorian, the Head
of the Analytical Center for Globalization and Regional Development.

In his words, the nomination of Levon Ter-Petrosian, the first
President of the Republic of Armenia, was unexpected for the outer
forces: the European Union, the Council of Europe, OSCE, as well as
the United States of America, as the latters are not accustomed to the
idea that there is a serious rival among the Armenian oppositionists
for the state power. In the opinion of Stepan Grigorian, the West,
in the face of the United States of America and Europe, should
demand from the Armenian authorities to hold transparent elections
and conduct a strict control over the electoral processes.

As regards Russia, in the words of Stepan Grigorian, it is interested
neither in fair elections nor in the development of democracy: the
most important thing for Russia is to preserve its influence upon
Armenia. The political scientist mentioned that they have not forgotten
in Moscow that it was during the very tenure of Levon Ter-Petrosian
that the agreements on the Russian military base in Armenia, on the
joint guard of the borders of Armenia, as well as the Great Agreement
on Cooperation between Armenia and Russia, signed in August 1997,
in Moscow, were concluded and ratified.

"These factors, of course, cannot help being taken into consideration
in Moscow, since they understand there that it is improvident to count
on the authorities, which do not enjoy the confidence of society,"
Stepan Grigorian said.

unilateral proclamation of Kosovo’s independence will
result in determination of the province’s status in
the framework of the EU and NATO but not UN,’ said
Charles A. Kupchan, a senior fellow at the U.S.
Council on Foreign Relations (CFR).

A new outburst of ethnic violence is probable in the
region with Albanian majority and Serbian minority,
according to him. `I do not even rule out a split of
Kosovo if independence is proclaimed. The issue will
go beyond UN reference and, consequently, military
contingent will turn over to NATO capable to prevent
collisions,’ he said. `Pristina’s unilateral
proclamation of independence is predetermined. At
that, establishment of international legitimacy will
not be an easy task. Nevertheless, Kosovo will be
satisfied with de jure independence recognized by the
European Union and United States.’

`Over 20 EU member states are ready to recognize
Kosovo’s sovereignty; the others will have to accept
the situation. Despite protests, Belgrade will not use
force. Kosovo for Serbia is the same as Jerusalem for
Israel and Palestine. Actually, Belgrade understands
that it has lost Kosovo,’ the expert said, RIA Novosti
reports.

The UN Security Council is scheduled to discuss
troika’s report on Kosovo December 19.

YEREVAN, DECEMBER 4, NOYAN TAPAN. Armenia has lately obtained an
"Airbus" A-319 brand airplane, which is envisaged to be operated
for representative purposes instead of Tu-134 produced in 1977,
which was used before.

According to the information provided to Noyan Tapan by the RA
President’s Press Office, the President of the Republic of Armenia,
will be the main user of the airplane, it will also be used, in case
of necessity, by the delegations headed by other RA high-ranking
officials when leaving abroad.

According to the same source, A-319 was bought for 45 million
U.S. dollars in one of the eastern aviation markets. 15 million
U.S. dollars out of the above-mentioned sum was paid by Armenian
benefactors, for the payment of the rest of the sum a credit has been
formulated with a ten-year redemption deadline. The airplane was
produced in 1988, its furnishings correspond to the representative
class and does not demand additional expanses.

Nothing, or worse

Another year, another "do-nothing" Congress. The only thing that has
changed is the party in power.

After spending most of the last 10 years in the minority, the
Democrats took control of Congress in January with great fanfare. But
on most issues ranging from war policy to health care, the new
Congress has been more talk than walk. Lawmakers are two months late
on the most basic task: passing annual spending bills to fund
government operations.

Failing to meet basic goals is bad enough. But this Congress could
actually create more problems through inaction, as millions of tax
filers may soon learn.

Congress’ failure to approve a temporary solution to the alternative
minimum tax will likely delay early tax refunds for millions of
taxpayers.

Until lawmakers agree on how to fix the problem, the IRS can’t
prepare tax forms and computer programs for the 2008 filing season.

Without a temporary correction by Congress, more than 20 million
taxpayers could be forced to pay tax increases averaging $3,000 under
the AMT. The higher tax would hit an estimated 1.5 million taxpayers
in New Jersey and 837,000 in Pennsylvania.

In previous years, the Republican-led Congress simply borrowed tens
of billions of dollars to ensure that these upper-middle-class
households would avoid the higher tax. That Wimpy "I’ll gladly pay
you Tuesday for a hamburger today" mindset contributes to deficits
irresponsibly. House Democratic leaders wisely decided that spending
increases on items such as the AMT must be offset with tax increases
elsewhere, to stop adding to deficits.

Republicans in the Senate, however, say they will block tax increases
to pay for the AMT. That strategy is short-sighted. The choices
should be either to shift taxes to another source or cut spending.
The AMT is a costly problem that shouldn’t be added to the debt of
the next generation of taxpayers. Too much debt has been piled on
them in the past six years as it is.

One of the few legislative achievements in Washington this year, an
expansion of the federal children’s health insurance program, was
vetoed by President Bush. On other issues, such as the war in Iraq
and immigration, this Congress has nothing to show for its year in
power. On the war, in fact, House Democrats nearly did worse than
nothing by angering ally Turkey with a pointless vote on century-old
atrocities against Armenians.

The Republican-led Congress was too often a rubberstamp for Bush. New
Speaker Nancy Pelosi (D., Calif.) and Senate Majority Leader Harry
Reid (D., Nev.) talk a good game but so far have produced very
little.

With the 2008 election looming, the Democratic majority in Congress
may find voters looking for leaders who can get results.

Public Perception Of Disability Has Not Yet Formed In Armenia, Prime

PUBLIC PERCEPTION OF DISABILITY HAS NOT YET FORMED IN ARMENIA, PRIME MINISTER OF RA SAYS

YEREVAN, DECEMBER 3, NOYAN TAPAN. Although many laws on problems of
the disabled have been adopted in Armenia and the amount of budgetary
allocations for solution of these problems is increasing year by year,
modern public perception of disability has not yet formed in Armenia,
the Armenian prime minister Serge Sargsian expressed this opinion
during the December 3 visit to special school No 15 for children with
hearing disorders. He pointed out that a lot of depends on nearly
300 NGOs that deal with this problems.

NGO representatives said that there were previously several
enterprises, at which deaf persons used to work but these enterprises
are not operating now due to high taxes. The problem of employment of
the disabled has not yet received a legislative solution. According to
NGOs, 3,500 deaf persons currently live in Armenia, about 70 million –
in the world.

In the words of the school headmaster Ashot Avetisian, 300 pupils have
graduated from their school which started functioning in 1960. The
graduates of recent years already work as carpet makers, tailors,
hairdressers, etc. – jobs they have learnt at school.
