The Council for Justice of Armenia which discusses the disciplinary
proceedings against Justice Pargev Ohanyan retired for deliberation.

Before the justice made a speech. The disciplinary proceedings were
taken against him after he had acquitted the Royal Armenia case.

After the acquittal disciplinary proceedings were taken against the
judge, allegedly for former verdicts involving breaches. Meanwhile,
Pargev Ohanyan says the breaches were put up, and are groundless.

"The Bible says as you sow, so shall you reap. I am a judge, at
least now I have no right and wish to become engaged in politics. I
am not opposition, I am the government, and power is from God. I am
grateful for the opportunity to experience the feelings of innocent
people who are brought to court. Dear Council, do not be making a
hero out of me, I did my job, I upheld justice, I applied the law,
I protected the rule of law. As a representative of the government,
if the government on behalf of the council finds that I am not worth
it, I will acknowledge that I am not," stated Justice Ohanyan before
the court retired to pass a verdict.

The Council of Justice will read the verdict on October 12.

Azerbaijani parliamentary delegation continues having meetings in
Hungary, member of delegation Azay Guliyev told the APA.

MPs Azay Guliyev, Rabiyyat Aslanova and official of Azerbaijani
Embassy in Hungary met with Azerbaijani army officer Ramil Safarov,
who was sentenced to life in prison for murdering Armenian lieutenant
Gurgen Markarian in Hungary.

Mr. Guliyev said that Azerbaijani officer’s health is normal. He said
that they will not give thorough information about the meeting.

Delegation have already had meetings with ministers of labor and
employment, finance, head of Parliament’s Hungarian-Azerbaijani
Friendship Group, head of commission for human rights, national
minorities.

Not writing in line with the rhetoric of the Armenian Diaspora
(basically American – and French) regarding Turkish-Armenian relations
usually leads to a flood of unwanted reactions.

Empirically speaking, some of the "feedback" is unpleasant, some of it
very unpleasant, some very insulting and full of hatred. However, all
the e-mails [which for instance have labeled me as a person maximally
stupid, uneducated, primitive with the "Ottoman medieval mentality,"
and also cursed me in such vulgar ways that this paper would have
to blush if even the "most innocent" of those invectives was written
here] had one thing in common: Their "authors" were from states like
California or Florida.

Well, I must admit, that at the time when I started receiving all this
"attention" I wasn’t much interested in the demographic composition
of the federal states. I just believed that both Turkish and Armenian
people could highly benefit from a potential reconciliation. Although
I have learnt "enough" about the demographic compositions since
than it remains perplexing why considering the establishment of the
amity in the Caucasian region (or elsewhere) more important than any
pushing of the "Armenian genocide denial bills" through creates such
volatile reactions.

Yet, this "who doesn’t play with us plays against us" mindset of
the powerful Armenian lobby in the United States seemed to play
a role also a few days ago when Patriarch Mesrob II (Mutafyan),
the spiritual and religious leader of the Turkish Armenian Orthodox
community, was visiting the States. Patriarch Mesrob II, who is of
course deeply concerned with the relations between Armenians and Turks,
wholeheartedly supports the reconciliation through intercultural and
inter-religious dialogue between the two. It is needless to say that
the unilateral campaigns for the adoptions of the "Armenian genocide
resolutions," like those currently pending both in the Senate and the
House of Representatives of the United States, don’t set a healthy
ground for mutual rapprochement.

A blow to dialogue

Be it as it may, Mesrob II’s speech titled "The Impasse between Turks
and Armenians Must Be Broken" which was scheduled to be delivered
at the Woodstock Theological Center of Georgetown University has
been indefinitely postponed, reportedly as a result of the Armenian
U.S. Diaspora’s pressure.

Apparently, people who didn’t want him to speak in the U.S. about the
necessity and possible ways of understanding between the two peoples
don’t desire any healthy dialogue. Or at least its continuous absence
doesn’t disturb them. And indeed, why should it? Why should those
living in the U.S. mind the nature of the relations between Turkey
and Armenia?

However, things look different from the other side of Atlantic. So
are the priorities. Thus it might not be too far stretched to presume,
that had the presentation by Mesrob II been scheduled in Armenia, it
wouldn’t have been canceled. Basically because breaking the impasse
between Turks and Armenians is desired by many living in the region
where the reconciliation is more than needed.

According to polls, the good relations with their neighbors – that
would naturally result to the inclusion of Armenia into the regional
structures and its development – are the priority for the majority
of Armenian Armenians. And this doesn’t necessarily correspond with
the primary agenda of those living on the other side of the Atlantic.

President Kocharyan Received The Archbishop Of Canterbury

RA President Robert Kocharyan received the Head of the Anglican Church,
the Archbishop of Canterbury, Dr. Rowan Williams and the Catholicos
of All Armenians Garegin II.

During the meeting the parties spoke about state-church
interrelationship, spiritual education of the society, the role of
the Church in education, and deepening of friendly relations between
the Armenian and Anglican Churches.

The President expressed confidence that the visit of the Head of the
Anglican Church to Armenia will become a new and strong impetus for
deepening the cooperation with the Armenian Apostolic Church.

Noting that throughout history the Armenian Church always stood next
to people and had a critical role from the perspective of maintenance
of national identity, Robert Kocharyan said today the Church continues
playing an important role in state-building.

The Archbishop of Canterbury emphasized the centuries-old history of
ties between the Anglican and the Armenian Churches.

At the suggestion of the guest, President Kocharyan turned to the
process of settlement of the Karabakh conflict, the economic situation
in the country and perspectives of development.

ArmInfo. ‘Over the ten yeas of my presidency I have tried not to lever
any criticism at Levon Ter-Petrosyan, but now I will have to remind
him much,’ President of Armenia Robert Kocharyan told journalists when
commenting on September 21 statement by ex-president L. Ter-Petrosyan.

In the above statement, the ex-president, particularly, called the
administration corrupted and criminal. The ex-president is still
thinking over all the positive and negative circumstances for running
for president. He said the sentiments in the political arena have
changed but not reached the necessary level so far.

In response, Robert Kocharyan told journalists that the present high
economic rates would be impossible if Levon Ter-Petrosyan’s statements
were right. He said that when he arrived in Armenia and took his post
of prime minister he inherited a $300 million state budget and $40
million deficit. "Now, the budget for 2008 will total $2.5 billion. In
order not to see all these successes, one should have been living in
very deep reclusion, " Robert Kocharyan said.

If the first president of Armenia Levon Ter-Petrosyan participates
in the presidential campaign in 2008, he will become an ordinary
oppositionist with all its circumstances, he said.

The world, the same Azerbaijan and Armenia too have become so used
to Baku’s strategy, that a single new portal will change nothing.

The Azeri propaganda machine has now started to function through the
new web-site called IREVAN. The way it is called already speaks of the
fact that the capital of Armenia Yerevan in the neighboring state is
called "Irevan", and consequently it may not be Armenian, like there
is no Armenia, but Western Azerbaijan in the Azeri history books,
which "sooner or later will reunite with the motherland". The most
interesting thing is that the name comes in Persian interpretation,
but such trifles have long stopped bothering anyone in Baku. What
must be paid attention to is that the "truth" about Armenia is
disseminated through internet, and that is in two languages; in
Armenian and Russian.

/PanARMENIAN.Net/ The site is created by the information-analytical
center "Irevan", which has been functioning in Baku since
2006. According to the head of the center Sabir Erivanli, the main
aim of the Center is the study of the Armenian-Azerbaijani relations
and the problems in the field: "The idea of creating the Internet
portal was born by the fact that Armenian speaking internet users
have so far had the chance to get information about the problems of
the region only in the light of the Armenian point of view. Starting
from today they will be given the opportunity to learn about the
viewpoints of both parties on the same problems and issues. The sites
in Armenian will interest not only the Armenian speaking citizens
of the neighboring Republic, but also for all the Armenian speaker
people spread all over the world, including the Azeri region of
Nagorno-Karabakh". In short, this site is created for Armenia and for
the Armenian Diaspora. Perhaps, there will be a godforsaken place,
where Russian and Armenian languages are spoken, where the articles
provided by some unknown and unauthorized people will be read it
would be thought that "Azerbaijan is on a right path".

We should not stay indifferent to the issue, for Armenia may lose
the information war that has launched. The initiators of the site are
well aware of the situation in Armenia. Moreover, it is predicted that
they will strongly advertise the candidacy of the first President of
Armenia Levon Ter-Petrosyan for the upcoming Presidential Elections in
Armenia scheduled in March. It is understandable, for the ex-President
has always said and done what has been quite pleasing to the opposite
party until he was sent in his resignation. There is no guarantee that
he has changed and his words of September 21st about the necessity of
opening the borders with Turkey and Azerbaijan serve as a proof. Levon
Ter-Petrosyan is hardly ignorant of the fact that the border was
closed by Turkey… The heading "Who is Who in Armenia" wrote about
the Armenian ex-President; "Levon Ter-Petrosyan is rather principled,
and besides he often gets under the influence of the surrounding. Is
partially indecisive, often avoids taking strict measures against his
opponents, partially isolated from the Armenian reality. In spite of
his popularity among the city intellectuals, L. Ter-Petrosyan could
never repair his relations with the lower social strata and there
was the opinion that he avoids the representatives of the province."

16 biographies, which could be written only in Armenia, have already
been published. Could this mean that the site has co-operators in
Yerevan? Let us bring two more examples; "Vano Siradeghyan (RA former
Minister of Home Affairs) is very determined, rather principled,
always ready to pursue his viewpoint, uncompromising, doesn’t avoid
open confrontations with his opponents, is loyal to his alleys, (he
fought till the last breath for L.Ter-Petrosyan). He doesn’t avoid
taking extreme measures to accomplish his political goals. He enjoys
the reputation of a generous person, has always been more attentive to
the poor and has been involved in charity. At the same time he is a
little contradicting, hot-tempered and emotional, unable to hide his
negative attitude to certain people. He isn’t a man of good manners
and often is rather rude with people. Anyone who shares the values and
opinions of those from Dashnaktsutiun he considers to be betrayers."

The truth is though that things are not as bad as we could think. The
world, the same Azerbaijan and Armenia too have become so used to

Zubkov’s First Foreign Guest, Armenia PM, Arrives In Moscow

The first foreign guest of Russia’ s new Prime Minister Victor Zubkov
– Armenia’s Prime Minister Serzh Sarkisyan – arrived for an official
visit in Moscow. His plane landed at Vnukovo-2 airport at 19:15
Moscow time.

This is not the first time Sarkisyan visits Moscow. He visited
the Russian capital more than once in the capacity of Armenia’s
defence minister to decide questions of cooperation in the defence
area and interaction in the framework of the Collective Security
Treaty Organization (CSTO). During the meeting with Viktor Zubkov,
Serzh Sarkisyan will discuss specific trends of cooperation in the
political and economic areas, Itar-Tass learned from the Russian
government’s press service.

The Armenian prime minister is to meet with Moscow Mayor Yuri
Luzhkov, with head of the Federal Atomic Energy Agency (Rosatom)
Sergei KIriyenko, general secretary of the Collective Security Treaty
Organization (CSTO) Nikolai Bordyuzha, and secretary-general of the
Eurasian Economic Community (EurAsEC) Grigory Rapota.

Serzh Sarkisyan retains the post of head of the Armenian part of the
Intergovernmental Commission for Economic Cooperation between the
Russian Federation and Armenia. He will tell a news conference at
Itar-Tass about the results of the talks.

The Armenian delegation includes minister of transport and
communication Andranik Manukyan, minister of trade and economic
development Nerses Yerinyan, defence minister Mikael Arutyunyan,
deputy foreign minister Gegam Garibdzhanyan,

Cooperation of the two countries develops on a bilateral and
multilateral basis. Armenia, just as Russia, is for the strengthening
of the Commonwealth of Independent States (CIS), is a member of the
Collective Security Treaty Organization.

Russia is Armenia’s main trading partner. The volume of trade between
Russia and Armenia has doubled and will exceed 0.5 billion dollars
by the end of the year, Igor Levitin said in Yerevan last week. The
head of the Russian part of the Intergovernmental Commission for
Economic Cooperation said that Russian investments into Armenia’s
economy increased. They amounted to 74 million dollars in the first
six months of 2007.

Armenia’s direct ties with Russian regions develop successfully. Some
70 subjects of the Russian Federation maintain bilateral economic
ties with Armenia.

The Armenian grand master Levon Aronyan celebrated his victory during
the World Championship in Mexico.

In the 10-th tour Levon defeated Alexander Grishchuk with white chess
pieces. After this success the Armenian chess player had 5 pointes,
thus became equal to Peter Lekoy and Vladimir Kramnik. The latter
tied the meeting with the leading player Anand. Now Anand leads the
match list with 6.5 points. Boris Gelfand is in the 2-nd place with
5.5 points. Aronyan, Kramnik and Leko share the 3-rd place.

In the 11-th tour Aronyan will compete with Peter Leko with black
chess pieces. In the first stage Levon defeated the Hungarian grand
master. Vishvanatan Anand will play with Morozevich. In case Anand
defeats the latter, he will retain his title of the champion.

Tbilisi, 16 September: The Georgian president’s press service has
released footage of a meeting held today in Ajaria between the
presidents of Georgia and Armenia, Mikheil Saakashvili and Robert
Kocharyan. The presidents met behind closed doors at the Boboqvati
residence.

Robert Kocharyan is visiting Georgia at the personal invitation of
his Georgian counterpart. No comments were made after the meeting.

According to behind-the-scenes information, the two discussed issues
of bilateral cooperation, the situation concerning ethnic Armenians
living in Georgia and regional security.

The timetable of Armenian football championship in the highest
group has been changed. Armenian football federation informs that
"Shirak"-"Piunik" will meet on September 23. The 21s round of "Piunik"
– "Shirak" will take place on September 26 in "Nairi" stadium.

Another postponed game of 18th round between "Mika" and "Banants"
is rescheduled on September 26.
