CJSC RUSAL-ARMENAL RAISES OVERALL PRODUCTION 41 TIMES FOR 9 MONTHS OF

ArmInfo. CJSC Rusal-Armenal foil-rolling plant raised overall
production of aluminum foil for 9 months of 2007 as compared to the
same period of 2006 to 8,233 tons, the National Statistical Service
report says. The plant produced also 27 tons of rolled aluminum. Last
year the plant did not produce it. The produce is exported mainly
to Europe, USA and the Middle East. The company explains such high
production growth rates with the complex modernization of the plant
in 2004-2006.

The press release of the United Company RUSAL on the activity for the
nine months of 2007 says that the growth of rolled aluminum production
for the period under review totaled 25.4% – 50,104 metric tons due
to the activation of ArmenAl which will start 25,000 tons annual
capacity production in late 2007.

visit to Syunik region of Aram Haroutiunian, the RA Minister of
Environmental Protection, was on the spot to get acquainted with
activity of Zangezur, Agarak Copper and Molybdenum, and Kapan’s CJSC
Dino Gold Mining Company enterprises. "We should mainly study and
find out what investments have been made, what new technologies are
used and what equipment has been installed to reduce environmental
pollution," the Minister said.

According to him, the fulfilment of the claims, which are made by the
Ministry of Environmental Protection to the enterprises, is checked
periodically. A. Haroutiunian also said that the Ministry supports
the economic entities in solution of these problems. In particular,
it was mentioned that the issue of tailings’ operation is put very
strictly. The Minister assured that operation of tailings not fit
for use will be stopped immediately.

Turkey has intensified efforts which can be described in military
terminology as a carpet bombing strategy* against terrorists both
inside Turkey and within the Iraqi territory near the border, that
in the words of a senior Turkish diplomat may help to calm public
outrage, allowing decision-makers to devise more cool-headed policies.

Carpet bombing is considered an important tool for placating the
public and is also implemented as a means to demoralize the enemy. In
this strategy, militaries select a target that they drop bombs on via
fighter aircraft while simultaneously opening gunfire on the target.

During this kind of bombing, it is not always expected that the
enemy — in our case the outlawed Kurdistan Workers’ Party (PKK)
terrorists — will remain in place. But such a strategy gives the
impression to the public that the Turkish state has already started
bombing terrorist targets, no matter whether any disabling of the
terrorists will actually be achieved.

But this policy is hoped to at least soothe public fury so that
decision-makers can devise policies that will not push Turkey into
a quagmire.

The current front-page reports in the Turkish media give a strong clue
that the Turkish state has been pursuing a carpet bombing strategy
as part of psychological warfare to assuage public fury at increased
violence perpetrated by the PKK.

Mass demonstrations have been taking place all over Turkey with the
expectation that the Turkish military will invade northern Iraq to
crack down on the PKK terrorists, while the danger of an internal
conflict among Kurds and Turks has appeared on the horizon. In its
front-page news on Oct. 28, the Radikal daily reported sporadic
incidents of attacks against Turks assumed to be of Kurdish origin.

Yet while there have been attempts to lessen public outrage against
the PKK through psychological warfare, the possibility of a vote by
the US House of Representatives on a resolution labeling the deaths
of Armenians in 1915 at the hands of Ottoman Turks as genocide has
continued to remain an issue of tension, adding more fuel to the
Turkish desire to invade northern Iraq.

If the vague reports coming from the US saying the vote has been
postponed turn out to be correct, then this will take away some of
the immediate strain on the Turkish government, which has increasingly
come under strong pressure for an all-out invasion of northern Iraq.

A decision to postpone the resolution is expected to avert any possible
irrational steps that might be taken by Turkish decision-makers
concerning northern Iraq.

It has become highly important at this stage that common sense prevail
in Turkey so that decision-makers can make the right decisions,
decisions that will not have long-term negative effects on the country.

States prove their maturity during crisis situations, and Turkey has
been going through the delicate process of proving whether it has
been acting in a statesman-like manner.

Acting in a rational manner during moments of crisis is the first test
Turkey should pass. Once the dust has settled and if it is settled
with the implementation of cool-headed policies, then Turkey will go
through a crucial test of the degree of its maturity.

The only way to prove this maturity is through acting courageously
and pragmatically, seeking rational solutions to the problems that
have been taking Turkey captive for decades.

*The phrase carpet bombing refers to the use of large numbers of
unguided gravity bombs, often with a high proportion of incendiary
bombs, to attempt the complete destruction of a target region, either
to destroy personnel and materiel, or as a means of demoralizing the
enemy. The phrase probably is intended to invoke the image of bombs
completely covering an area, in the same way that a carpet covers a
floor. Initially, carpet bombing was effected by multiple aircraft,
often returning to the target in waves.

Political relations between Azerbaijan and Estonia are in good

relations between the two countries and stressed that the two sides
are interested in this sector. Mr. Mammadyarov also said that they
discussed situation on the settlement to Nagorno Karabakh conflict,
cooperation between European Union and GUAM. He said that Estonia
supports Lithuanian President Valdas Adamkus’s proposal on the
establishment of EU-GUAM friendship group during energy summit in
Vilnius. Urmas Paet stated that though Estonia-Azerbaijan bilateral
relations are in high level, they are not active. He said that
there are perspectives for the development in many fields. The guest
stressing great significance of energy summit held in Vilnius said
that construction of oil pipeline from Azerbaijan to Baltic Sea will
be useful for all sides. Minister replying to the question of APA on
Estonia’s joining Odessa-Brodi-Plotsk-Gdansk oil pipeline said that
they support this project. Mr. Paet replying to the question regarding
position of Estonia on Nagorno Karabakh conflict stated that there
should not be frozen conflicts in Caucasus, these conflicts should

participation of first RA President Levon Ter-Petrosian "has nothing
in common with our political programs and goals." Naira Zohrabian,
a member of the Bargavach Hayastan (Prosperous Armenia) faction,
stated at the parliamentary briefing held the same day.

In connection with the incident that happened between the demonstrants
and policemen on October 23 he said that the demonstrants acted within
the framework of the Constitution and laws, while any violence is
inadmissible for Bargavach Hayastan. Former journalist N. Zohrabian
also added that personally for her, "any violence to a journalist is
unequivocally inadmissible."

In her words, it will be possible to receive answers to all questions,
including a possible provocation by policemen after the end of the
official investigation proceeding in the Police, and the BH "has no
ground not to trust" in the investigation’s being unbiassed.

Avet Adonts, another member of the faction, the Chairman of the
Standing Committee on European Integration Issues, expressed an opinion
that the October 23 incident "did not proceed from the interests of
the authorities."

session in the Reception House of the Government with the participation

Education Minister Levon Lazarian noted that the meetings and
discussions within the framework of the council contribute not only
to NIS interstate cooperation but also to the development of local

"Eurasia" Foundation has spend more than $350 million in 12 countries
since 1992, $30 million of which in Armenia," the new director of the
foundation’s Armenia representation, Gevorg Ter-Gabrielyan, announced
today during a meeting with reporters. The foundation’s activity mainly
relates to social and institutional reforms, he said. In his words,
the foundation is undergoing reforms at the moment, as a result of
which "Eurasia-cooperation" foundation will be formed since 2008,
which will be an independent Armenian organization, and which also
means that opportunities will be created to be more independent and
implement programs more adapted to the Armenian environment.

According to foundation official Marine Aivazyan, "Eurasia" foundation
has set for a research since 2006 which aims to unveil corporative
social investments made by mid sized and big businesses. In her words,
if the charities made by the companies are one-time events, do not
have a strategy and are made no more than 1% of the annual turnover,
social investments bring together the mission of the company, its
business plan, resources and those interests that the profitable both
for the community and for the business.

"The foundation plans to initiate an assessment of the Armenian
legislation in terms of social investment and to conduct a comparative
analysis with other countries. The study will also include suggestions
for improvement of laws contributing to social investment." she said.

ArmInfo. The Microsoft Corporation intends to become active in
distribution of legal software in Armenia, vice President of the
Microsoft in Central and Eastern Europe Vahe Torosyan said at a
international conference in Budapest.

The conference was held on October 17-19 within the frames of the
Unlimited Potential programme for Central and Eastern Europe and was
targeted to present and discuss the Corporations activity in overcoming
the digital inequality by development of new products and decisions
intended for creation of social and economic opportunities. Total of
85 people from 20 countries, including Armenia, Latvia, Lithuania,
Serbia, Macedonia and Russia took part in the conference organized
for Mass Media representatives.

V. Torosyan said that the Microsoft schedules to hold serious
negotiations with Heads of big companies in Armenia, which assure high
employment for explanation of advantages of using the legal software,
till the end, 2007.

"I think that these big companies have no reasons to use unlicensed
software since they are conscientious tax payers", he emphasized. Along
with it, V. Torosyan expressed hope that RA government will put in
