Heikki Talvitie, special representative of OSCE Chairman in Office,
said in Azerbaijan that he hopes for activation in peace process on
Karabakh in the October of 2008, after the presidential elections
in Azerbaijan.

The European official noted that the peace talks between Armenia
and Azerbaijan have been held in the frameworks of the Minsk Group
suggestions for a long time. He marked the trio of Russia, France
and the USA as a "strong team".

Talvitie said that OSCE advocates peace settlement of the Karabakh
conflict and added that the question of the status of the NKR remains
still unresolved.

"Kosovo as a precedent"

"Armenia has to recognize Kosovo’s independence or recognize Kosovo’s
and Karabakh’s independence at the same time. I have always opposed
to recognizing the independence of the Nagornyy Karabakh republic
alone, as this would be an isolation from the world. But considering
that the Kosovo precedent nowadays works in our favour, tomorrow,
when everyone recognizes Kosovo, including the Russian Federation
and China, and this is going to happen very soon, our step will no
longer have a value," political expert Stepan Grigoryan has said.

"We must take unexpected steps." From this point of view political
expert Stepan Grigoryan welcomes Serzh Sargsyan’s offer to Turkey.

"As no process is taking place within the framework of the OSCE Minsk
Group, the Karabakh problem should worry our society in the following
aspect: The likelihood of a military resolution of the conflict is
high," Grigoryan says.

The expert is concerned about this because Armenia has not changed its
attitude towards the Karabakh issue and Serzh Sargsyan continues the
policy pursued by [former President] Robert Kocharyan. On the other
hand, Azerbaijan has managed to strengthen its political positions
regarding the issue in international bodies, through resolutions
adopted at the UN and the Parliamentary Assembly of Council of Europe
this year.

Proceeding from all this, the political expert says now that the world
disputes which [of these principles] is more important – the right to
self-determination or the inviolability of the countries’ territorial
integrity – we should recognize Kosovo’s independence, as Kosovo
proclaimed independence based on the principle of self-determination.

"In this way could we prevent a military settlement. Such steps
would make the world regard the Nagornyy Karabakh republic more
seriously. Let’s not cheat each other – Azerbaijan understands that
today Armenia has been quite weakened. As nowadays Azerbaijan has
other advantages as well – as a result of oil and gas transactions – we
should take unexpected steps. After recognizing Kosovo’s independence,
Armenia will make friends by several superpowers."

The expert said that the government’s recent steps in the sphere of
foreign policy show that there is an understanding to take unexpected
steps and these steps are aimed at raising the country’s international
standing.

to investigate the 1915 killings in Turkey is a compromise made
by Armenia.]

Mr Grigoryan is also worried about the fact that issues related to
the country’s security are not among the priorities.

"It has became clear after [Russian President Dmitriy] Medvedev’s
visit to Azerbaijan that the Russian Federation can get concessions
from Azerbaijan and it is obvious what Azerbaijan will demand in
return. It is wrong to pin hope on only the Collective Security Treaty
Organization, which is a non-working system. It is not sufficient
to advance with small steps. The recent aggravation of tension in
Russian-Georgian relations kills all projects that we wanted to carry
out via the Georgian territory. Thus, our only way is the opening
of the Armenian-Turkish border, to move in the direction of NATO,
towards the West, the European Union."

In this context, he believes that the discord and disputes in Europe
in the framework of the European Neighbourhood Policy is interesting.

"Where will we be? Our future and place are being decided today, in
the sense of the region and security. The issue of the NKR will be
settled when these issues are solved. If we are not ready for these
challenges, we will be in a bad situation."

And will the superpowers calmly observe if Azerbaijan decides to
resolve the Karabakh problem by military force?

"Changing the ‘status quo’ it is not beneficial to the Russian
Federation now. But I am not sure that maintaining the status quo
would be beneficial to Russia if Azerbaijan decides to supply its
gas via the Russian territory," Stepan Grigoryan says.

prospect of a "hold" on Marie Yovanovitch’s nomination to serve as
the next U.S. Ambassador to Armenia, the State Department, cleared
the way for her approval by retreating from statements calling into
question the historical record of the Ottoman Empire’s destruction of
its Armenian population, Armenian National Committee of America (ANCA)
Communications Director Elizabeth Chouldjian told PanARMENIAN.Net.

The Department of State letter – sent in response to sustained pressure
from Senate Foreign Relations Committee Chairman Joe Biden (D-DE), and
Senators Barbara Boxer (D-CA), and Bob Menendez (D-NJ) – was issued
only hours before the Senate Foreign Relations Committee was set to
vote on her nomination. The Committee confirmed the nomination by
voice vote, with Senator Boxer going on record against the nomination,
citing the Administration’s reluctance to properly characterize the
Armenian Genocide. The full Senate will likely consider her nomination
prior to their August recess.

"Today’s State Department letter, although clearly falling short of
America’s moral responsibility and national interest in recognizing and
condemning the Armenian Genocide, did mark a step in the direction of
distancing U.S. policy from the dictates of the Turkish government,"
said ANCA Executive Director Aram Hamparian.

"While we, of course, remain troubled by the President’s refusal
to properly characterize the Armenian Genocide – as reflected in
Ambassador Yovanovitch’s responses – we were gratified to see that,
as a result of pressure from Senators Biden, Boxer, and Menendez,
the Department of State has retreated from its most offensive and
factually unsupportable assertions calling into question the historical
fact of Ottoman Turkey’s destruction of its Armenian population."

"The U.S. government – and certainly I – acknowledges and mourns
the mass killings, ethnic cleansing, and forced deportations that
devastated over one and a half million Armenians at the end of the
Ottoman Empire. The United States recognizes these events as one of the
greatest tragedies of the 20th century, the "Medz Yeghern" or Great
Calamity, as many Armenians refer to it. That is why every April the
President honors the victims and expresses American solidarity with
the Armenian people on Remembrance Day.

The Administration understands that many Americans and many Armenians
believe that the events of the past that I have referred to should
be called "genocide." It has been President Bush’s policy, as well
as that of previous presidents of both parties, not to use that
term. The President’s focus is on encouraging Turkish citizens to
reconcile with their past and with the Armenians. He seeks to support
the painstaking progress achieved to date. President Bush believes
that the best way to honor the victims is to remember the past, so it
is never repeated, and to look to the future to promote understanding
and reconciliation between the peoples and governments of Armenia and
Turkey. A key part of that effort is to end Armenia’s isolation in the
region by encouraging normalization of relations between Armenia and
Turkey and the opening of their land border. The Armenian government
has requested that we facilitate this process. It will not be easy
nor will it likely be quick, but there are some hopeful signs,"
Ambassador-Designate Yovanovitch said in her testimony before the
Senate Foreign Relations Committee on June 19.

President Bush’s previous nominee as U.S. Ambassador to Armenia,
Richard Hoagland, was subject to two legislative holds by Sen. Menendez
and was ultimately withdrawn by the Administration, following the
nominee’s statements denying the Armenian Genocide.

Russian political scientist Zurab Todua does not see a sensation in
the talks between Turkey and Armenia.

"Such talks have been held at times almost since the first day of
existence of independent Armenia. As is known, former president
of Armenia Levon Ter-Petrosyan directly set the task to his
subordinates to search for opportunities to resolve the problems
in the Armenian-Turkish relations, including the opening of borders,
restoration of transportation communication and problem of the Armenian
Genocide. But he failed to do it," he said.

"Yet the frozen relations between the two states can’t last
eternally. Nagorno Karabakh is too expensive for Armenia which is
isolated from all regional economic projects. The people can bear
miseries encouraged by patriotic spirit only for a short historical
period… I think most Armenian residents will treat the fact of
talks at least with understanding. Although, there will also be
exceptions. There will be people, who will call it a "betrayal of
national interests" and "surrender positions", and "indulgence,"
he noted.

Russia will not make a tragedy of the Armenian-Turkish talks, according
to Todua.

"Everyone is aware that the attempt to normalize contacts between the
two states is pragmatic. Armenia will not stop being the strategic
and military and political ally of Russia after it reconciles with
Turkey. On the contrary, Russia, which maintains close trade and
economic relations with Turkey, will have more opportunities for
new perspective and large scale projects, which Armenia can join,
though theoretically. Like in other regions of the world, to separate
from a big neighbor, means to doom people to miseries and hardships,
deprive them of various opportunities. For which strategic purposes
and tasks does Armenia need to follow the West and separate from
Russia? This question has no logical answer. It means that such talks
are unfounded," he resumed, Day.az reports.

The US is setting up a jail in its main military base in Afghanistan
to hold the detained journalists, a human rights lawyer says.

Barbara J. Olshansky accused the army Sunday of establishing ‘legal
black holes’ for holding journalists and hindering them from covering
what is ‘really’ going on in Iraq and Afghanistan.

"Many people in Afghanistan and in Iraq that have been targeted for
detention are local journalists covering the conflict in their own
country," said the prominent US human rights lawyer, AFP reported.

Olshansky said she was concerned a new prison being planned for the
US Bagram Air Base in Afghanistan would resemble the Guantanamo Bay
Prison in Cuba set up for keeping suspects in the US ‘war on terror’.

"When the United States detains reporters, photographers, camera
operators and holds them for long period without charge for any
offence and without trials and without any evidence, we know that
part of the goal is to just shut people up," she said.

There are many in the US custody in Iraq and Afghanistan who are held
without a trial.

As we know less than seven days after the visit of the Council of
Europe Human Rights Commissioner Hammerberg to Armenia, PACE Chairman
Luis Maria de Puichy visited Armenia to "help implement resolution
1609, 1620 and assess the process of the investigation of March 1-2
developments."

Yesterday the high ranking official paid a visit to the National
Assembly and according to the tradition met with the members of
Armenian delegation, representatives of the parliamentary factions
and the members of the temporary committee investigating March 1-2
developments.

During the discussions, besides the regular conversations regarding
the development and strengthening of the democratic institutions in
Armenia and bringing them in conformity with European standards another
problem was put forward. Which was – to create an "independent"
fact-collection mission, to collect facts regarding March 1-2
developments from different sources, which will create conditions
for the complete and comprehensive investigation of what has happened
and will provide atmosphere of trust towards the investigation results.

Chairman of NA temporary committee Samvel Nikoyan represents the
agenda of the issues touched upon during the meeting with Luis Maria
de Puic hy.

"The visit was firstly aimed at following the process of the
developments in Armenia, the implementation of resolution 1620 and
of course familiarizing themselves with the works of the temporary
committee. We had a detailed conversation about our activity.

Our stance is as follows: the committee has worked in the framework of
its competencies and the principles enshrined in resolution 1620. If
the conversation is about publicity, which is one of the key demands
of the Assembly, I don’t think any committee is as public as ours.

I told Mr. Puichy that by now the committee hasn’t solved any issue by
means of discussion; all the issues have been solved in the condition
of consensus, which is also in the framework of their proposals.

The next proposal of the Assembly was about involving the Human Rights
Defender in the activity of the committee and as you know the committee
met the proposal half way.

I have a single approach – if they are trying to give assessments to
the committee they must assess the implemented work. If after studying
the works they say that something is wrong, we are ready to discuss
it with them. The fact-collection mission, which they are discussing
at the moment, the committee has already realized, and, by the way,
completely. All the facts that they are going to collect are under
the possession of the committee. If they real ly have some they can
submit them. We don’t have anything against it.

Moreover, we have said many times, those who have problems, statements,
approaches or proposals they can submit them to the committee. We have
appealed to all the extra-parliamentary forces, social organizations,
to the individuals saying that if they have proposals we are ready
to cooperate.

All the issues have been solved on this plane."

"Did you manage to make it clear after your discussions with
PACE Chairman, what fact-collection mission are they going to
realize? Where, from whom and how are they going to form this
"mission?"

"After Hammerberg’s visit, most probably they came to a conclusion
that there should be a difference between fact-collection mission and
political analysis, that in essence we realize as a political body. The
proposal is as follows – to create a balanced fact-collection body,
an independent body consisting of independent experts. But it is a
big question who will appoint them. The interesting thing is that
neither NA decision nor resolution 1620 mentions this. And secondly,
by its decision the parliament gave the fact-collection competencies
to the committee, and only in case this balanced fact-collection body
is created in the framework of the committee, can it be in conformity
with NA decision.

Otherwise we must change NA decision and take a new decisio n. We
can do this only in the middle of September, because as you know
the parliament is on holiday. The proposal about creating a separate
group of experts is, in essence, acceptable. If you remember I have
appealed to Levon Ter-Petrosyan, and proposed him to send an expert
to the committee. Which means the idea of creating a group of balanced
experts is not new, and we welcome this idea.

As a political body we couldn’t create a balanced committee in the
National Assembly, where the ruling power and "Heritage" party, which
has 6-7 MPs in the Parliament, would have had 10 representatives each,
only because people want this.

The approach of creating a fact-collection group is logical, but
I must repeat, it can be only in the framework of the committee’s
competencies, otherwise we will have to take a new decision. But even
in that case, they must submit the collected facts to the committee,
for the latter to analyze it and make political conclusions."

"Does PACE Chairman consider it normal that despite your enormous
appeals, the opposition, in the person of "Heritage" Party and
Ter-Petrosyan’s supporters refuses to participate in the works of
the committee?"

"Judging from all they are not concerned about the fact that opposition
ignores them. Maybe they are afraid that they will call them old,
materialistic, bureaucrats, cy nical political figures, which is why
they don’t hurt our opposition."

BAKU-TBILISI-KARS: GEOPOLITICAL EFFECT ON THE SOUTH CAUCASIAN REGION

View by Rovshan Ibrahimov – On November 21, 2007 in Georgia, near
the station Marabda, the official ceremony was held related with the
beginning of construction of a railway Baku-Tbilisi-Ahalkalaki-Kars,
which was attended by the presidents of Azerbaijan, Turkey and
Georgia. This project, the aim of which is to connect the Caucasus and
respectively the Asian region through the Caspian Sea, with Europe, is
the fruit of the efforts of those countries that are directly involved
in this project, in other words, Azerbaijan, Turkey and Georgia.

It is noteworthy that the development and funding of the project is
carried out without any involvement of international organizations or
third countries. Thus the construction of 105 km of railway track,
29 km of which will pass through the territory of Georgia, and 76
km through Turkey, consortium members have decided to implement its
own. In particular, Turkey will fund a section of road which passes
through its territory, while funding for the Georgian segment assumed
Azerbaijan. For instance, Azerbaijan has allocated for the project,
whose total cost is 600 million dollars, 200 million dollars, as
the government loan to Georgia for a term of 25 years under 1% per
annum. In few days the International Bank of Azerbaijan will provide
the first trance of the loan, which amount will be 40 million dollars.

It is expected that after completion of the construction of this road
will be carried on 15 million ton goods per year.

The importance of this road is that it will become an alternative, the
existing Trans Siberian line, in fact a monopoly in rail transport
between major countries in Europe and Asia. After construction
conclusion of the tunnel passing under the Turkish straits, will be
available unobstructed movement of trains from the Chinese cities up
to London.

This project is crucial for all three countries involved in
its implementation. It is noteworthy that this is not the first
regional project, uniting political and economic interests of the
three countries. The realization of Baku-Tbilisi-Ceyhan oil pipeline
and Baku-Tbilisi-Erzurum gas pipeline, as well as their successful
exploitation, has provided the ground for ideas of Azerbaijan, Turkey
and Georgia on further deepening of their relations, and the result of
which was the Baku-Tbilisi-Kars railroad project. It is noteworthy that
the President of Turkey Gul, during the official visit to Azerbaijan,
said that is to think about setting up a special economic zone between
the three regional countries.

This project has already attracted interest of such countries as
Kazakhstan and China, which has expressed a desire to use the railway
Baku-Tbilisi-Kars, with the aim of transporting their goods to European
markets. Provided with these facts, it possible to stress that this
project will be profitable and funds invested in it pays off in the
shortest possible time.

Implementation of this project will have implications not only for
Azerbaijan, Georgia and Turkey, but also for other countries in the
region. In summary, try to consider the possible implications for
the region.

Azerbaijan

Azerbaijan is the initiator of this project. Following the success
of its energy projects, both in terms of oil and gas and its
transportation to the world markets, Azerbaijan has become a major
supplier of energy in the Eurasian space, which has been able to
strengthen its independence. At this stage, Azerbaijan, using its
favorable geopolitical situation, also wants to become a transit
country for transportation of goods between Europe and Asia.

It should be noted that Azerbaijan already has transported oil products
from Kazakhstan and Turkmenistan on its territory and continue to
Georgian ports of Poti and Batum. However, with the realization of
the railroad Baku-Tbilisi-Kars, Azerbaijan will also receive an
opportunity to carry to the Georgian ports goods from China for
European markets and, if possible, at the prospect, to transport
goods and in the opposite direction.

Another political motive for Azerbaijan the implementation of the
project serves is the protracted Nagorno-Karabakh conflict between
Azerbaijan and Armenia. In the event of this project implementation,
Armenia will be finalized on the sidelines of ongoing regional projects
that for a country with poor natural resources and without exit to
the open seas, could have dire consequences, not only economically
but also politically. Having have problems in the relations not only
with Azerbaijan but also with Turkey and Armenia forced to review
its policy towards its neighbors. Otherwise, the country may face a
problem of exclusion in the region.

>>From an economic perspective, this project could serve as a serious
alternative to the oil and gas sector, which is at the core of today’s
date for the Azerbaijani economy. In addition, as increasing revenues
from oil projects Azerbaijan has been actively pursue projects outside
the republic. In particular, Azerbaijan State Oil Company acquired
in the Georgian Black Sea terminal at Kulevi, which Azerbaijan is
planning to export finished oil products to the countries of the
Black Sea basin. Azerbaijan Oil Company also is a major supplier of
oil products and natural gas on the territory of Georgia and has been
actively deploying its own filling stations in the country. SOCAR
is also participating in the tender for the privatization of gas
distribution lines on Georgian territory.

Turning, Turkey, the SOCAR together with the Turkish company Tupraz
planned construction of oil refinery in the port of Ceyhan with a
production force to 10 million tons of oil a year. SOCAR addition, in
conjunction with other associates won a tender for the privatization
of the Turkish largest petrochemical company Petkim, which produces up
to 25% of chemical products to Turkey. Therefore, Baku-Tbilisi-Kars
project, the construction of the Georgian part of which the company
transferred to the Azerbaijani Azerinshaatservis will allow Azerbaijan
to strengthen its position in the region politically and economically.

Turkey

As a candidate for full membership in the EU, Turkey hopes to
strengthen its position by becoming a transit country for the
supply of energy from the Caspian basin to the EU. Following the
introduction into service the Baku-Tbilisi-Ceyhan oil pipeline and
the Baku-Tbilisi-Erzurum gas pipeline, the strategic significance of
the parties has increased, and Turkey has become the main alternative
Russia, link in the supply of energy resources to world markets.

After November 17, 2007 was put a gas pipeline between Turkey and
Greece, became the first Azerbaijani gas to enter the European Common
Market. Turkey also hopes to increase its income from transit per
resale Azerbaijani gas to the European markets.

Baku-Tbilisi-Kars railroad project is important for Turkey so that
this country will receive unimpeded path to the countries of South
Caucasus and Central Asia. Without doubt this way will increase trade
with these countries. Already, the country has set itself the goal
to increase trade with Azerbaijan to 3 billion dollars, which is
currently about 1 billion dollars.

Georgia

Participation in regional projects plays a great importance for
Georgia. From these projects, Georgia receives significant infusions
to the budget, and she is not opposed to increasing them, which would
become possible after the project Baku-Tbilisi-Kars. For Georgia,
which has a policy of integration with European organizations,
the project is perceived as one of the concrete steps to translate
its goals. Through this route will be possible direct link with the
European countries through Turkey. Country actually lost owns rail
link with the Western countries because of Abkhazian conflict and it
will be able to recover after realization this project.

Moreover, given the current onerous political situation in Georgia,
formed after disperse demonstrators protesting against the Saakashvili
government, the start of theis project was timely and could contribute
to increasing president rating to the extraordinary presidential
elections to be held in early January this year.

Russia

Economically Russia is not interested in construction of the
Baku-Tbilisi-Kars railroad, since it would compete with existing
actually in the Eurasian space only by rail, Trans Siberian line. While
the annual pass from this line, compared with the Russian will be
not so significant, new road can change direction goods delivered
from Central Asia to Europe. In addition, Georgia and Azerbaijan
will be increasingly integrated into the European structures at the
same time reducing the political and economic dependence on Russia,
which could not arrange northern neighbor. In principle, a loss of
influence over the countries of the South Caucasus Russia should blame
only themselves. After independence, Azerbaijan and Georgia, Russia in
the relations with these countries followed a policy of sticks. Russia
although supported the separatist movements in these countries, when,
during the first Chechen war closed borders with these countries,
what in the short term heavily effected economy of these countries
but in a prospective led to economies of Azerbaijan and Georgia have
become more independent from Russian economy. Nowadays, these two
countries, carious about possible pressure from Russia, are trying
to protect themselves by creating new ways with the outside world.

Armenia

This country, because of the conflict with Azerbaijan and the historic
dispute with Turkey, in fact, does not have any economic relations
with its closest neighbors. Because of unresolved Karabakh conflict
Baku-Tbilisi-Ceyhan oil pipeline and Baku-Tbilisi-Erzurum gas pipeline
were built bypassing of this country, although the territory of Armenia
is provide the shortest route. Now in the case of the completion of the
project construction of the railway, Armenia will be finalized in the
economic impasse. Although official Yerevan called for the resumption
of existing work from Soviet times, the railway between Kars and Gumri,
and the lack of resolution of conflicts with its neighbors making
these desires utopist. In turn, Armenia, in order to maintain its
own economy, forced to transfer its strategic facilities in Russia
property or management. Moreover Armenia increasingly compelled to
seek increased cooperation with Iran, a country with serious problems
with the Western countries, because it has developed nuclear program.

Kazakhstan

Kazakhstan is interested in the emergence of alternative ways to
penetrate world, particularly to European markets. Construction
of the new railway could in fact coincide with his wishes. It is
noteworthy that this country has already used the Southern Caucasus
regions as transit route for the transport of oil products and other
strategic product-grain. Already in Baku grain terminal put into
operation with the capacity to 800 thousand tones of grain per year,
which is planned to store the Kazakh grain to further its exports to
world markets. In the future, Kazakhstan plans to export this route
to 5 million tons of grain per year. In this case the construction
of the railway Baku-Tbilisi-Kars could contribute to the expansion
of exports of grain from Kazakhstan to world markets.

upcoming September, Armenia will assume the chairmanship of the
Organization. With this regard the parties discussed the priorities
of the CSTO in that period of time, problems faced by the Organization
and the means to address them.

Police officers from the Istanbul Police Department, including the
police chief and a former intelligence unit head, will not be tried
for neglect of duty in the murder of prominent Turkish-Armenian
journalist Hrant Dink, news agencies reported yesterday.

The Istanbul Regional Administrative Court, ending a legal process of
one and a half years, decided on June 27 not to allow any investigation
of the police officers, including Police Chief Celalettin Cerrah
and former intelligence unit chief Ahmet İlhan. After Dink’s murder
on January 19, 2007, the Istanbul Governor’s Office had decided to
give permission for an investigation against İlhan and six other
police officers from the police intelligence unit, private NTV news
site reported. However, the governor’s office did not allow any
investigation against Cerrah. İlhan and six officers had objected
to the decision, while lawyers for the Dink family objected to the
decision about Cerrah.

Only one court member, Sadettin Yaman, voted to allow the investigation
of Cerrah, saying that, as the police chief, Cerrah had responsibility
in the event, despite allegations that there had been information
about Dink’s murder but that the flow of information to Istanbul
police was not sufficient. Istanbul’s police were criticized after
Dink’s murder for not providing a guard for Dink despite the fact
that there had been threats against him. In his dissenting vote,
Yaman said that providing Dink with "personal, physical and spatial
protection is a natural result of the state of law."

Dink, the editor-in-chief of multi-lingual weekly Agos, was shot to
death in front of the newspaper’s building in the central district
of Å~^iÅ~_li. Ogun Samast, the juvenile murder suspect in the Dink
case, was arrested in the Black Sea province of Samsun one day after
the murder.

A Chicago estate agent has sparked a row over the extent of his
religious fervour after he converted his home into a church, saving
himself $80,000 (£40,000) in taxes.
George Michael said he converted his $3 million home in a Chicago
suburb into the Armenian Church of Lake Bluff so his disabled wife and
daughter did not have to travel to worship.

Mr Michael told Illinois officials he started his own congregation –
reportedly numbering a few close friends and family – a year ago after
receiving a pastor’s degree from a religious internet site.

He placed a cross on the side of his lakeside mansion home which
neighbours accepted as a sign of his Christian devotion.
