Unfortunately, now we cannot fix any changes in the Karabakh peace
process, however, the status of Artsakh as an independent republic
will never decline, Armenian President Serzh Sargsyan said during the
reception in New York, organized by the Armenian Embassy in the US,
Armenian representation in the UN and other Armenian-American
organizations.

However, one should not say that these talks are not effective, but
the meeting in Kazan vividly showed how Azerbaijan is distinguished by
its constructivity, to be more precisely – by the lack of
constructivity, he said.

Sargsyan pointed out that Armenia strives for international
recognition of Nagorno-Karabakh as an independent republic, including
its recognition by Azerbaijan and excluding the unilateral ungrounded
concessions by Armenia. “It is very hard to speak of real progress as
long as Azerbaijan is still threatening to use force and is conducting
anti-Armenian propaganda”, the president said.

As regards normalization of Armenian-Turkish relations, the president
said that notwithstanding the results, the Armenian-Turkish process
was initiated in due time, as Armenia has gained a new level of
international image and revealed Turkey’s inability to face the truth.

Le ministre des transports et des communications Manuk Vardanian a
acheté le premier billet de chemin de fer vendu par un automate via le
système de réservation lancé par la compagnie des chemins de fer du
Sud Caucase (SCR).

Le système, développé sur la base de la plate-forme d’information
Orion, sera exploitée à Erevan, Gyumri, Vanadzor et Armavir.

S’adressant aux journalistes après la cérémonie, le ministre a déclaré
que le nouveau système facilitera le processus de traitement des
passagers.

« A partir de maintenant tous les passagers peuvent acheter des
billets sans faire face à des problèmes et perdre du temps.
L’introduction de ce système fait partie des réformes du gouvernement
visant à améliorer la qualité des services offerts aux passagers des
chemins de fer” a-t-il dit.

Il a ajouté que cela va exclure de nombreuses inexactitudes, comme la
vente d’un seul et même billet pour deux passagers différents.

Manuk Vardanian a aussi dit que le ministère envisage de lancer un
système similaire pour la vente de billets d’autobus.

YEREVAN. – Pyunik – Impulse match of Armenian Major League Soccer will
be replayed.

This unprecedented decision was taken at a meeting of the Executive
Committee of Armenian Football Federation, held on Saturday and
chaired by the head of the Federation Ruben Hayrapetyan.

After weighing all pros and cons a decision was made to appoint a
Pyunik – Impulse replay match.

Note that Pyunik – Impulse match of 22nd round of Armenian football
championship ended with a score of 1-0.

Turkey is ready to take on the role of a mediator to ensure stability
in the region and the Nagorno-Karabakh conflict, if it will be a
desire from Azerbaijan, told Trend in New York Turkish Foreign
Minister Ahmet Davutoglu.

“Turkey is ready to render any assistance in resolving the
Nagorno-Karabakh conflict” – Davutoglu said.

According to him, if Turkey falls to the lot of opportunity to enhance
the role in the conflict, she would do anything for liberation of
Azerbaijani territories and the restoration of stability in the
region.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Statement Summary:

SERZH SARGSYAN, President of Armenia, noting that his country highly
appreciated the mediation efforts of global and regional
organizations, said the success of mediation hinged on the
articulation of a clearly defined mandate, such as in the case of the
Organization for Security and Cooperation in Europe (OSCE) Minsk Group
in the settlement of the Nagorno-Karabakh conflict. Another key factor
was the mediators’ role in preventing conflict escalation and
resumption of hostilities, an aspect that was sometimes overlooked,
yet no less important. Congratulating South Sudan on being elected to
the Organization, he said its people had exercised their right to live
sovereignly and independently, a choice also made two decades ago by
the people of Nagorno-Karabakh. They had withstood the war unleashed
by Azerbaijan and survived bloodshed to earn their right to live in
freedom.

Azerbaijan’s unwillingness to reach an agreement and its `everything
or war’ position, however, had stalled peace talks, he said, adding
that it had rejected the previously elaborated arrangement. `Baku has
turned `armenophobia’ into State propaganda,’ he said, and even more
dangerously, `armenophobic’ ideas were being spread among young
Azerbaijanis. The Azerbaijani propaganda machine regularly overwhelmed
international and domestic audiences with lies about so-called
`Armenian brutality’. A number of documents had been signed, including
the Meindorf, Astrakhan and Sochi Declarations, which stressed the
need to boost confidence-building measures between the parties, but
Azerbaijan had turned down repeated international proposals related to
the non-use of force.

As a nation that had survived a `genocide’ – the most extreme form of
racism and xenophobia – Armenia was morally obliged to act to prevent
such future atrocities, he said. Eliminating racism and xenophobia
would succeed only with a clear prescription of liability and the
global community must denounce any expression of intolerance.
Unfortunately, Turkey continued to deny the genocide of Armenians
perpetrated in the Ottoman Empire. He unequivocally welcomed the
international community’s position to preclude any possibility of
immunity or pardon for the perpetrators of genocide or other crimes
against humanity.

He went on to say that, in 2008, he had expressed hope that the
process to normalize relations between Armenia and Turkey – initiated
by Armenia – and to open borders closed by Turkey would become the
first steps in starting dialogue and overcoming the `air of mistrust’.
But, Turkey had aborted the ratification and implementation of
protocols Armenia initiated in 2009. In other areas, he urged
honouring international commitments to turn the South Caucasus into a
region of cooperation and prosperity. The link between security and
development was not simply an abstract theory for his region. The time
had come for the leaders of regional countries to `stand above the
dictates of a narrow political agenda’ and move towards solutions
aimed at a peaceful and prosperous future.

Recalling that just two days ago, Armenia celebrated the twentieth
anniversary of its independence, he said that period had been one of
great change and he thanked all States that had supported its
construction of statehood. Gains had been made in the fields of
democratization, human rights, economic reforms and the establishment
of the rule of law. `We are convinced we are on the right path,’ he
said. Concluding, he said Armenia contributed to international
counter-terrorism efforts and would continue to do its best to create
a safer world.

Yesterday, the Chairman of the Football Federation of Armenia, MP
Ruben Hayrapetyan made a couple of significant statements which prove
that oligarchs in Armenia are in a fatal state.

The entire speech of Ruben Hayrapetyan was built on the `right to mob
law’. First, he said that he punishes those who, in the Avan district
of Yerevan or elsewhere, sell drugs by beating them. Then he promised
to punish those who insult him in Facebook.

It is not known whether proceedings will be launched against Ruben
Hayrapetyan, though it is highly doubted. Ruben Hayrapetyan confesses
that he knows those who sell drugs and instead of reporting to the
Prosecutor’s office he punished them personally is an obvious crime.

Mob rules and solution of problems through violence is the main
characteristic of the oligarchy. The rate of bloody incidents
involving Armenian oligarchs has dropped but the important thing is
that this method has stopped being taken as the only and `regular’ way
of settling conflicts. It means that the oligarchy is deprived of its
main weapon – violence and impunity.

The oligarchy, once deprived of mob law and tax evasion, will go on to
speak for a while, then everyone will understand that the king is
naked.

Ruben Hayrapetyan’s statements aim at `reminding’ everyone that there
is still powder in the gun that the oligarchs can use and beat up not
only the drug dealers in the streets but even the `spectacled’ guys
sitting in front of their computers.

US official meets with Armenian, Azeri FMs in New York

US Deputy Secretary of State Bill Burns has with Armenian and
Azerbaijani Foreign Ministers on the sidelines of the UN General
Assembly’s 66th session in New York.

According to the Azerbaijani news agency APA, the meeting with Azeri
FM Elmar Mammadyarov took place in the UN Headquarters on Friday.

The parties focused on the Nagorno-Karabakh conflict. The meeting with
FM Edward Nalbandyan was held later.

The United States called upon the two countries to choose peaceful
methods for the settlement of the Nagorno-Karabakh conflict. Both
foreign ministers reiterated their commitment to achieve a negotiated
settlement of the conflict.

The Commission proposes to open negotiations on Visa Facilitation and
Readmission Agreements with Armenia

Brussels ` Today the Commission proposed to open negotiations on
agreements to facilitate the procedures for issuing short-stay visas
as well as on the readmission of irregular migrants between the
European Union and Armenia.

`Easier access to visas will improve cooperation and exchanges between
the EU and Armenia. Visa facilitation and readmission agreements are
very tangible results of the Eastern partnership and I know how much
this means to the citizens of these countries’, said Cecilia
Malmström, EU Commissioner for Home Affairs.

`The human dimension of the Eastern Partnership is one of its most
important ones. Fostering mobility and people-to-people contacts
through visa facilitation is fundamental in order to promote social
and economic development and mutual understanding between the people.
The proposals to open negotiations on visa facilitation and
readmission agreements with Armenia are an important step in this
direction.’ said Åtefan Füle Commissioner for Enlargement and
Neighbourhood Policy.

The Commission proposes to open negotiations on a visa facilitation
agreement between the EU and Armenia. The agreements will be based on
reciprocity and provide visa facilitations for Armenian citizens. The
list of suggested visa facilitations include the simplification of
documentary evidence to be submitted in support of the visa
application, the possibility of issuing multiple-entry visas with a
long period of validity, the waiving/reducing of the handling fees for
specific categories of travellers, set deadlines for processing visa
applications, as well as a possible exemption from the visa obligation
for holders of diplomatic passports.

At the same time, the Commission proposes to combine the easing of
visa requirements for travellers from Armenia with agreed mechanisms
for the readmission of irregular migrants. The negotiation of
readmission agreements will provide for the speedy return of nationals
staying without authorisation on the territory of the EU or Armenia.

Background
The visa facilitation and readmission negotiations with Armenia follow
the political commitment taken at the Prague Eastern Partnership
Summit in May 2009 regarding the improvement of people`to people
contacts. This approach was reaffirmed more recently by the Eastern
Partnership Foreign Ministers’ conclusions in December 2010. Once
negotiated, the agreements on visa facilitation and readmission can
only enter into force simultaneously.

Iran suggests Armenia and Azerbaijan should sit at the negotiation
table and solve the problems based on justice, President Mahmoud
Ahmadinejad said at a press conference with the world media
representatives.

During a press conference on the sidelines of 66th session of the UN
General Assembly, Iranina leader also answered questions of the
Armenian reporter who asked about status of Armenians residing in Iran
and the Karabakh peace process, IRNA reports.

`Different peoples live in Iran and they enjoy equal rights. The
Armenians, too, live quite at ease in Iran and despite their small
minority they have a number of representatives at the Iranian National
Islamic Parliament,’ Ahmadinejad said.

The president also stressed that Tehran’s relations with both Baku and
Yerevan are good.

`Our suggestion is that the two countries of Azerbaijan and Armenia
should sit at the negotiation table and solve the problems based on
justice. If this measure would be observed no problem would remain
unsolved,’ news agency quotes the President.

Unprecedented rise in ceasefire violation at Karabakh-Azerbaijan line

STEPANAKERT. – In the recent period, an unprecedented rise is
registered in ceasefire violations at the line of contact between
Karabakh-Azerbaijani opposing forces. And these violations intensively
continued in the past week, too.

In the last period of the month of September alone, the Azerbaijani
army’s vanguard subdivisions fired more than 6,000 shots in the
direction of Armenian positions, thereby violating the ceasefire
approximately 900 times. It is noteworthy that nearly 35 percent of
these violations was registered past week.

It is also noteworthy that such activeness in the offensives by the
Azerbaijani side was more constant close to the festive days in
Nagorno-Karabakh Republic (NKR) and Armenia. And naturally, this had
the objective of affecting, in any way, the course of celebrations
being organized and, of course, the Armenian public mood.

Based on the created situation, NKR Defense Army’s vanguard
subdivisions took adequate responsive steps, and, in case of extreme
necessity, also dealt the deserving counterstrike to the adversary,
NKR Defense Army Press Service informed.
