David Arutyunian, who currently heads the standing committee on legal
affairs at the Armenian parliament and the Armenian delegation at the
Council of Europe Parliamentary Assembly (PACE), could be nominated
for parliamentary speaker, Armenian media have reported.

Armenian parliamentary speaker Ovik Abramian resigned on Tuesday
evening.

“I am resigning. The Republican Party has proposed that I be the
chief of the party’s campaign staff for the upcoming parliamentary
elections. I have offered to leave the speaker’s office and concentrate
on building the campaign staff,” Abramian told journalists on Tuesday,
following a meeting of the Republican Party’s executive body led by
President Serzh Sargsyan.

Armenia will hold parliamentary elections in 2012.

Turkey’s Foreign Minister Ahmet Davutoglu has stated that the
humanitarian aid sent by Armenia to Turkey cannot have any positive
impact on the normalization of Armenian-Turkish relations. Republican
MP Hovhannes Sahakyan asked Foreign Minister Edward Nalbandian to
deliver remarks in this respect.

“Armenia helped Turkey, and I don’t think similar statements can have
a positive impact on Armenian-Turkish mending ties,” said the FM.

Thus, Edward Nalbandian has stated, Turkey keeps faithful to its
destructive approach after Zurich meeting.

Republican MP Gagik Minasyan has added that Turkey hasn’t changed its
policy, while U.S. senior officials still believe and call on Turkey
to be more constructive.

“Diplomacy needs optimism. If you’re not an optimist, you’re not a
diplomat,” commented E. Nalbandian adding irrespective of destructive
approach of Turkey, Armenia is committed to normalize ties with Turkey.

YEREVAN.- Inter-parliamentary Armenia-EU delegation pointed out
Turkey’s destructive approach to relations with Armenia, said Naira
Zohrabyan, Armenian co-chair of the committee.

According to her, the European colleagues agreed on the fact that
linking Armenia-Turkey reconciliation to the Karabakh peace process
is unacceptable.

“We once again marked that the processes are completely different
and have no relation to each other,” Zohrabyan told journalists
on Thursday.

Speaking about the Karabakh peace process, Zohrabyan stressed all
the members voiced support for decisions of the OSCE Minsk Group.

In his turn the European co-chair Milan Cabrnoch said that peaceful
solution to the conflict without using force is the only acceptable
way. “In this context we pointed out undesirability of preserving
the status quo,” he added.

STEPANAKERT.- Defense Army of Nagorno-Karabakh remains adherent to
maintaining ceasefire regime.

Press reports saying an Azerbaijani soldier was killed in ceasefire
violation by the Karabakh side are untrue, Defense Army’s press service
informed Armenian News-NEWS.am. They also stressed it is Azerbaijani
side that violates ceasefire every day.

Earlier on Thursday Azerbaijani press reported that Lieutenant Aliyev
Emin Elmar oglu (1986) was killed as a result of ceasefire violation
by the Armenian side.

U.S. Senator Dianne Feinstein called on Turkey to recognize the
Armenian Genocide and calls for “some recompense” for the tragedies
that Armenians suffered, Asbarez reports.

During a wreath-laying ceremony last Thursday at the Armenian Genocide
Memorial in Montebello’s Bicknell Park she was greeted by Armenian
American church and community leaders.

The Senator’s wreath-laying was followed by formal remarks to all those
gathered, informal discussions regarding Armenian American civic and
advocacy priorities, and an interview by Horizon Armenian Television.

German MP Steffen-Claudio Lemme refuses to have made comments on the
Armenian Genocide which the Azeri media attributed to him, Nouvelles
d`Armenie informs.

Bundestag deputy and member of Germany’s Social Democratic Party
Steffen-Claudio Lemme disproved the statements to have called the
Armenian Genocide “false” which the Azeri agency Trend attributes
to him.

“I did not declare the genocide to be false. I think that the Armenian
Genocide committed by the Ottoman Empire is a historical fact. The
evidence is clear. Turkey as the Ottoman Empire’s successor state
must take responsibility if the negotiations with the EU lead
to a successful conclusion,” Steffen-Claudio Lemme said. “As a
syndicalist and social-democrat, I cannot allow the publication of
such untrue articles. It is unbearable for me to be concerned with
such publications. Those responsible for the article broke all the
journalistic standards. I again call the authors of that article to
publish a denial immediately.”

The United Nations will play no major role in international efforts
to end the Nagorno-Karabakh conflict even after Azerbaijan became a
member of its Security Council, Foreign Minister Edward Nalbandian
said on Thursday.

Nalbandian argued that the United States, Russia and France continue
to share Armenia~Rs view that the OSCE Minsk Group co-headed by them
must remain the key international body mediating Armenian-Azerbaijani
peace talks.

~SThe three co-chair countries and permanent members of the Security
Council — the United Nations, France and Russia — have repeatedly
stated that the Nagorno-Karabakh conflict must be solved within the
framework of the Minsk Group and not moved to other structures,~T he
told Armenian lawmakers.

~SSo I think there is no need to get emotional because of statements
coming from Azerbaijan,~T he said during parliamentary discussions
on Armenia~Rs state budget for next year.

Nalbandian referred to Azerbaijani leaders~R reported plans to use
their two-year membership in the Security Council for attaining a
solution to the Karabakh conflict desired by Baku.

Opposition politicians and some analysts in Yerevan have expressed
serious concern over this fact. They have also criticized the Armenian
government for failing to scuttle Azerbaijan~Rs election to the
Security Council last week.

Nalbandian dismissed this reaction as too “emotional.” He said Yerevan
is not troubled by the Azerbaijani seat on the council and will carry
on with its Karabakh policy without “nervous convulsions.”

Armen Rustamian, the chairman of the parliament committee on foreign
relations and a leader of the opposition Armenian Revolutionary
Federation, rejected the minister’s arguments.

“I absolutely don’t share the view that we must not react emotionally
to Azerbaijan’s becoming a non-permanent member of the Security
Council,” he told journalists. “That is not an adequate response to
the situation.”

Rustamian did not challenge Nalbandian when the latter addressed
members of his and other standing committees of the National Assembly,
though.

Capitalizing on strong support from many other Islamic nations,
Azerbaijan already pushed through the UN General Assembly in 2008
a non-binding resolution that demanded an “immediate, complete and
unconditional withdrawal of Armenian forces” from occupied Azerbaijani
lands.”

The Muslim world’s overwhelmingly pro-Azerbaijani stance is a key
reason for Armenia’s strong opposition to any UN involvement in the
Karabakh peace process.

The draft budget submitted to the Armenian parliament for the defense
envisages $405 mln, which is almost 6% higher than 2011. This was
stated by Armenia’s Defense minister Seiran Iganyan. Most of this
amount will be targeted for structural changes and more soldiers in
the Armenian army. A certain part will go to modernizing arms and
military technology. However there are no increases of salaries in
the Armenian defense segment envisaged so far.

In the Karabakh peace process the European Union only supports
the efforts of the OSCE Minsk Group, says the declaration adopted
during the 12th sitting of the Standing Parliamentary Commission on
Armenia-EU cooperation.

Upon completion of the sitting, Chairwoman of the Standing
Parliamentary Commission on Armenia-EU cooperation, Naira Zohrabyan,
told journalists that the declaration touches on the issue of Karabakh
peace process. “The declaration also states Turkey’s destructive
stance in its attempts to link the issue of normalization of the
Armenian-Turkish relations with the resolution of the Karabakh
conflict”, Zohrabyan said.

In addition, the declaration demands that the upcoming elections in
Armenia should be fair and transparent and that relevant work should
be done to raise the public confidence in the electoral process.

Executives of Japan Tobacco International (JTI) stood by as its
distributors engaged in widespread cigarette smuggling in a dozen
countries, according to company records, e-mails, secretly recorded
conversations by investigators, and interviews with a half-dozen
past employees.

When the company’s anti-smuggling unit cracked down on smuggling routes
and raised questions about suspect distributors, JTI retaliated last
year by hacking into the team’s computers, firing its leaders, and
phasing out nearly a dozen contractors who knew about the smuggling,
according to former employees.

This year, as Syrian president Bashar al-Assad killed his own people
and faced worldwide sanctions, JTI’s Middle East business partner
poured cigarettes into duty free shops that the European Union says
helped prop up the regime, the records show.

JTI is the international arm of Japan Tobacco, the world’s third
largest tobacco company and maker of such brands as Winston, Camel
and Benson & Hedges.

The widespread smuggling occurred despite a 2007 JTI agreement with
the European Union to crack down on illicit shipments.

The story is being released today by the Organized Crime and Corruption
Reporting Project, a joint program of 11 investigative journalism
centers in Eastern Europe and the former Soviet Union.

The internal JTI records were provided to OCCRP by sources close
to the company. Six former employees confirmed the authenticity of
the documents, which are available on the OCCRP website. Among the
revelations:

Smuggling incidents were reported almost monthly during 2009-10,
but former employees said no action was taken in the company’s
most profitable areas. Investigators suspected tens of millions of
JTI cigarettes were being diverted to smuggling operations in the
Philippines, Afghanistan, Jordan, Iraq and elsewhere, often with the
help of JTI’s own distributors.

When investigators received information that 13 JTI employees or
distributors may have been working directly with smugglers, a senior
JTI vice president blocked an investigation, according to company
e-mails and internal memos.

UJTI contractors paid officials in Iraq, Kurdistan and Iran to get
information on smuggling routes, according to company internal reports
and interviews with contractors.

Executives at JTI headquarters in Geneva, Switzerland, declined to
answer specific questions, but did issue a written statement blaming a
“former employee” for spreading false information. “Our company does
not wish to comment on the unfounded allegations raised in the various
e-mails you sent us,” media relations vice president Guy Cote wrote
in an e-mail.

“If JTI has carried on aiding and abetting smuggling, then it’s
clear that a regional agreement like that negotiated by the EU is
insufficient,” said Deborah Arnott, chief executive of Action on
Smoking and Health (ASH) in London. “When you have smuggling, you
undermine public health, you invite crime and you rob tax payers of
millions of pounds of revenue every year.”
