Lazarian announced during the press conference that the Coalition
is artificial and imaginary. Both the Armenian Republican and the
Prosperous Armenia parties have lost their sense of reality. First
is made on administrative basis and the other on money basis.

He is sure that the dismissals and resignations are pre-election
rearrangements.

He compared this situation with a loaded traffic where they have to
make reforms there instead of changing the police officer.

Lazarian also commented on Hovik Abrahamyan’s resignation and noted
that the Armenian Republican party banned the Prosperous Armenia
party the right to play behind its back.

Lazarian became convinced of this when Hovik Abrahamyan announced
that with this deed he wanted to prove the president how devoted he is.

“I could have been killed by now, but they have not killed me,
because they don’t want to create new heroes for themselves,” Turkish
publisher Ragıp Zarakolu said during his visit to Armenia, adding
that the persecutions against him had decreased.

Now Zarakolu has been arrested among 44 activists. Most of the accused
face charges of membership in and/or aiding and abetting the Kurdistan
Communities Union (KCK).

Expert of Turkish studies Hakob Chakryan says Ragıp Zarakolu had
long been “blacklisted” by Turkish authorities for his struggle for
recognition of the Armenian Genocide.

“Zarakolu has been selflessly struggling for the recognition of the
Armenian Genocide. He was speaking in public in 1990s, when no one
had ever uttered the word “genocide.” Nine lawsuits have already been
filed against him,” Chakryan said.

Other well-known writers, publishers and lawyers were arrested,
including member of the “For Peace and Democracy” Party Byursra
Ersanli and writer Aziz Tunch. R. Zarakolu’s son, Deniz Zarakolu was
also arrested.

Hakob Chakryan says that these arrests have not found due response
among the international community, as it was the case with Orhan Pamuk.

“It’s surprising that those who were actively defending Orhan Pamuk or
Hrant Dink, keep silence in this case. Only the Platform for Solidarity
with Arrested Journalists and the Freedom of Thought Initiative have
protested against the arrests,” the expert said.

Nevertheless, a number of renowned Turkish publishers and writers
have spoken against Zarakolu’s arrest, noting that “His arrest was
a blow to the efforts of moving towards real democracy, freedom of
speech and social justice.” One or two international organizations
have also protested against the arrests.

Police investigating Russian grave robberies are holding a man after
the remains of at least 20 women were found in his flat, Russian
media report.

Mummified remains of 27 women were found in the flat in Nizhny
Novgorod, a police source told government newspaper Rossiyskaya Gazeta.

The suspect, 45, is a local historian, Russian news agencies say.

He is believed to have dug up the remains of young women at various
cemeteries and put dresses on them.

An official statement on the case is not expected until after Friday,
a public holiday in Russia.

The remains are believed to have been stolen from local graves in
Nizhny Novgorod, a city on the Volga.

The suspect may be charged with desecrating human remains, according
to Rossiyskaya Gazeta.

He apparently specialised in exploring cemeteries and was planning
to publish a guide book, it adds.

Positive changes can be seen in Hovhannes Vardanyan, the soldier who
became mentally ill after serving over a year of his two-year military
service in Askeran, Nagorno-Karabakh. He has begun to sleep longer
and eat normally, Hovhannes’ father, Vardan Vardanyan, told Epress.am.

“He’s now at home; he’s getting treatment at home, under our
supervision. But once every five days they take him to the
psychologist. The doctors say he has continue treatment for another
4 months. All the doctors say that he has to be taken out [of the
country] – they particularly advised taking him to Germany. I will
definitely take my son out [of the country] to be treated, but his
condition still has to become somewhat stable, in order to take him
out,” said Vardan Vardanyan.

As previously reported, RA military prosecutor Gevorg Kostanyan
instructed the launch of a criminal investigation into Hovhannes
Vardanyan’s case after his father charged that his son was beaten
while serving in the Askeran military unit.

Hovhannes’ father said that he spoke with the investigator on the
case who told him the investigation is being processed.

Vardan Vardanyan asserted that he has received no assistance from
the defense ministry during this time. He also complained that he
was treated roughly by the ministry.

“And when I went to the military police, the deputy [defense] minister
at the time Vladimir Gasparyan [who also coordinates the activities of
the military police] promised to send an investigative team to Karabakh
and he did. It’s true, investigation of the case is delayed, but the
military police at least displayed humane treatment. I also appealed
to the Human Rights Defender on this matter. They are also looking
into my son’s case. But all the same, I will succeed in meeting with
[defense minister] Seyran Ohanyan,” he said.

Epress.am contacted the Armenian defense ministry today and a
representative of the ministry’s investigative service, Meri Sargsyan,
informed us that the investigation into Hovhannes Vardanyan’s case
is still ongoing and no arrests have yet been made.

Nothing is strange about the latest resignations. Their aim is to gain
victory in the coming elections, particularly in Yerevan, Chairman of
the Popular Party of Armenia (PPA) Tigran Karapetyan told journalists
Nov. 4.

All the presidents win elections due to victories in Yerevan, he added.

Taron Margaryan will be appointed mayor of Yerevan to ensure votes
for the Republican Party of Armenia (RPA) the Avan community. Gagik
Beglaryan will be appointed to ensure votes in the Center community.

The newly appointed chief Armenia’s policed is from Yerevan as well.

“So they are trying to please the Yerevan residents to gain decisive
victory,” Karapetyan said.

“In fact, it is dictatorship, monopoly – in an indirect way,” he added.

By changing the Parliament speaker, President Serzh Sargsyan is

Mikael Minasyan (the Armenian president’s son-in-law) is considered
“a Grey Cardinal” and many of the staff members were discontent with
him, Karen Karapetyan, the ex-head of the presidential staff, being
among them.

By relieving his son-in-law of the post of deputy head of the
presidential administration, President Sargsyan is showing “personal
is of no importance for him. It is a deception, however.”

The ruling circles are in doubt – no one trusts the others. “Levon
Ter-Petrosyan will gather people before Parliament tomorrow, and they
will swear loyalty to him,” Karapetyan said.

Eighty percent of people within ruling circles are traitors, he added.

forward its proposals if the Armenian-Turkish borders remain closed,
Europe Program director of the International Crisis Group Sabine
Freizer stated, according to Azerbaijani media.

included in the agenda of Armenia and Turkey, and if Turkey wants

According to the UNDP monitoring on social cohesion, people in
Armenia are very united on the level of families, neighborhoods and
communities; however, they use their togetherness only for settling
their family issues or private problems, while outside their homes
they lose the feeling of ownership.

Many people are not active in demanding maintenance and reconstruction
of village roads or public parks, school yards or forests near their
communities, even though these are the main problems that are found
in almost all communities of Armenia.

Olga Yesayan, 27, resides in the Nalbandyan village of Armavir
province, where she believes that people avoid demanding performance
of duty from appointed bodies. She says villagers are afraid that
if they demand solutions to problems, they will lose friendships and
“they do not understand that those people are entitled to do all that
for them because of the positions they occupy.”

Meanwhile, her father-in-law, Davit Baghdasaryan, has a different
explanation.

“It doesn’t matter if we make demands or don’t, nothing will be
changed. We are co-villagers. Why should we spoil relations? We may
need each other later for other issues,” he says, adding that he deals
with cultivation and he usually needs the community head’s letter of
recommendation to get credits (from banks). “Even though, for example,
I have turned to him with the water issue and asked him to settle it.”

The first research into social cohesion in Armenia, which has been
done by the United Nations Development Program (UNDP) along with the
Caucasus Research Resources Centers (CRRC), aims to promote dialogue
and trust in Armenia (3,200 citizens of Armenia above 18 years old
have participated in the survey).

“UNDP expects that this initiative may have its influence upon
decision making on different levels, aiming to arm national and
local governments with complete strategy of social cohesion,” says
Dafina Gercheva, UN Resident Coordinator/UNDP Resident Representative
in Armenia.

Meanwhile, the level of civil participation is critically low.

According to the research, within the recent 12 months only four
percent of the survey participants have attended a public meeting or
procession, and only three percent – a picket. Moreover, only 0.4
percent of adults have entered a protest over local services and
problems to proper bodies.

Nonetheless, answers show that people do not consider themselves to
be isolated from society, which inspires hope among analysts that
the situation will be changed in the future.

Manvel Sargsyan, expert of the Armenian Center for National and
International Studies (ACNIS) believes the fact people started fighting
for their own rights is very important.

“It happens slowly, but people fight for their basic rights on their
own initiative, which will later grow to active public movements,”
says Sargsyan bringing a number of initiatives as examples, which
were mainly done through online social networks.

IT specialist Samvel Martirosyan says that especially Yerevan city
residents are active on social networks.

“Social network activism has not reached provinces yet. People are
a little bit active in Gyumri and Vanadzor. As for other places –
they are still sleeping. People still do not understand that a
social network can be used for the formation of a civil society,”
Martirosyan says.

Publisher and human rights activist Ragıp Zarakolu, recently arrested
in Turkey on terrorism-related charges, has sent his first letter
from the Metris prison where he is being held.

Zarakolu writes that, “My arrest and the accusation of membership of
an illegal organization are parts of a campaign aiming to intimidate
all intellectuals and democrats of Turkey and particularly to deprive
the Kurds of any support.”

He says that when the police raided his house only a few books were
confiscated as “evidence” linking him to any outlawed organization. A
few of the books dealt with Armenian history and the 1915 Genocide.

“During my interrogation, they did not ask any question about the
organization of which I was accused of being a member. They questioned
me only about the books that I wrote or edited for publication, the
public meetings where I spoke or attended. I think that everybody
should jointly react against this campaign of arrests that turns into
a collective lynching. These illegal practices should be stopped,”
Zarakolu writes in his letter from prison.

l’ancien President Serge Sarkissian.

Dans une interview au journal en ligne News.am, Gagik Tsarukian a
rejete la speculation des medias indiquant des rapports tendus entre
son parti Armenie Prospère (BHK) et le parti Republicain de Sarkissian
(HHK).

Gagik Tsarukian a accuse ” certaines articles des medias ” d’etendre
ce mensonge. ” Je pense que nos politiciens, medias et la societe en
general ont depuis longtemps compris que ces declarations de campagnes
sont inventees ” .

Gagik Tsarukian a cite la declaration de fevrier 2011, disant que
le BHK et le HHK reste attache par ” des buts communs “. ” Nous
avons annonce nos buts communs … avec le memorandum signe en
fevrier, declarant qu’avec nos actions actives nous augmenterons
le rôle de la coalition au pouvoir dans notre pays et, suite aux
elections parlementaires[de 2012], nous gagnerons pour nos partis
une representation plus grande dans l’Assemblee nationale ” a-t-il dit.

Encore significativement, gagik Tsarukian n’a de nouveau fait aucune
mention de l’election presidentielle de 2013.
