Armenian President Serzh Sargsyan goes on negotiating with the
“forgotten” political figures for the purpose of putting their names
on the Republican Party of Armenia (RPA) ticket.

The Armenian president has not given up the idea despite the silent
and serious opposition to it within the party. The RPA does not feel
any special liking for Artashes Geghamyan, leader of the National
Unity, Paruir Hairikyan, leader of the Self-Determination Union,
Khosrov Harutyunyan, leader of the Christian-Democratic Union of
Armenia and Aram Sargsyan, leader of the Democratic Party of Armenia.

The Armenian president’s aims are difficult to understand.

Interestingly, the list does not include the name of Vazgen Manukyan,
leader of the National Democratic Union (NDU). According to the
newspaper, the Armenian president instructed a businessman, native
of Nagorno-Karabakh, to sponsor the NDU’s election campaign.

Le Comite National Armenien d’Amerique (ANCA) s’est felicite de la
toute première declaration publique du Secretaire d’Etat Hillary
Clinton que le gouvernement americain fait pression activement a
tous les niveaux les plus eleves du gouvernement Turc pour que soit
restitue les es proprietes confisquees aux communautes religieuses.

La reconnaissance par Hillary Clinton de la pression de Washington sur
Ankara se trouve dans une reponse ecrite le 15 août 2011 a l’ANCA
faisant suite a une lettre que le president de l’organisation,
Ken Hachikian lui avait ecrite pour lui faire part des objections
de la communaute armeno-americaine suite au propos de l’Ambassadeur
americain en Turquie Francis Ricciardone quant au nombre d’eglises
chretiennes qui ont echappe a la purification ethnique et a la
destruction culturelle.

Hillary Clinton, dans sa reponse, a ecrit : ” nous continuons a
souligner l’importance que nous attachons a la liberte religieuse
en Turquie avec les leaders turcs. Nous continuons aussi a lever
nos inquietudes quant a la restitution des proprietes precedemment
confisquees aux communautes religieuses avec des autorites turques aux
niveaux les plus hauts. À cet egard, nous suivrons de près l’execution
par le Gouvernement de Turquie du decret du 27 août restituant toutes
les proprietes immobilières confisquees appartenant a 162 fondations
de communautes religieuses non-musulmanes officiellement reconnues
en Turquie “.

Le resistant Henry Karayan, l’un des deux derniers survivants du groupe
Manouchian, est mort le 2 novembre a l’âge de 90 ans, a annonce mardi
l’Association nationale des anciens combattants et resistants Armeniens
(Anacra).

Ne le 3 mai 1921 a Istanbul (Turquie), Henry Karayan arrive en France
en 1923. Il rencontre Missak Manouchian en 1942 et participe aux
actions armees et aux sabotages menees par les Francs-Tireurs et
Partisans – Main d’oeuvre immigree (FTP-MOI) du groupe en region
parisienne.

Responsable de la troisième equipe du groupe, il avait coutume de dire
: “Moi, je ne tuais pas des civils, je ne tuais pas des Allemands,
je tuais des nazis en uniforme”.

Avec Arsène Tchakarian, 94 ans, desormais dernier survivant du groupe
Manouchian, il temoignait regulièrement auprès des jeunes et avait
aide Robert Guediguian pour son film “L’Armee du Crime” sorti en 2009.

Selon l’Anacra, Henry Karayan “a de tout temps souligne la fraternite
d’armes entre tous ces immigres qui depassait tous les clivages
religieux et identitaires” et qui ont fait “l’Europe avant l’heure”.

Le Groupe Manouchian fut l’un des mouvements les plus actifs de la
Resistance. A Paris, des groupes armes FTP-MOI, communistes, furent
constitues dès avril 1942 et d’autres detachements formes en province.

Pour toute la France, ils seront moins de 200.

En fevrier 1943, Missak Manouchian rejoint un detachement des FTP-MOI
d’une cinquantaine de Juifs roumains et hongrois et d’Armeniens
qu’il commande six mois plus tard. Le groupe Manouchian realisa une
trentaine d’operations de sabotages ou d’executions de collaborateurs
d’août a mi-novembre 1943.

Vingt-trois membres du groupe sont arretes en region parisienne
en novembre 1943. Tortures, ils sont livres a la police militaire
allemande et juges par une cour martiale du tribunal allemand a Paris
le 15 fevrier 1944.

Les vingt-deux hommes sont fusilles au Mont-Valerien le 21 fevrier
1944. La seule femme du groupe, Olga Bancic, est decapitee a la prison
de Stuttgart le 10 mai 1944.

Au moment du procès, les Allemands impriment et placardent a 15.000
exemplaires une affiche qui presente sur un fond rouge les photos,
les noms et les actions de dix resistants du groupe avec le slogan :
“Des liberateurs ? La Liberation ! Par l’armee du crime” et Manouchian
“Armenien, chef de bande, 56 attentats, 150 morts, 600 blesses”.

L’affiche devient vite un symbole de la Resistance et des mains
anonymes ecrivent sur l’affiche “Morts pour la France”.

Onze ans après, Aragon ecrit un poème sur l’Affiche rouge, mis en
musique et chante quelques annees plus tard par Leo Ferre.

Le ministre des Affaires etrangères Ali Abkar Salehi a annonce mardi
que les echanges commerciaux entre l’Armenie et l’Iran etaient trop
insuffisants et a appele a resserrer les liens entre les deux pays.

” L’Iran est toujours determine pour developper des relations plus
etroites avec l’Armenie. ”

Les representants armeniens ont affirme que les pourparlers se
focalisent sur la prochaine visite du president iranien Mahmoud
Ahmadinejad en Armenie ainsi que sur les projets economiques
armeno-iraniens.

Deux centrales hydro-electriques ainsi qu’un gazoduc vont
etre construits sur la rivière de l’Araxe situee a la frontière
armeno-iranienne. Les deux gouvernements ont egalement l’intention
de construire une troisième ligne de transmission a haute tension
reliant leurs reseaux electriques.

Le gouvernement armenien a affirme que les travaux commenceront cette
annee. Cependant, aucune information officielle n’a ete diffusee.

Le ministre iranien a plutôt parle d’un potentiel inexploite dans les
relations economiques bilaterales. Le commerce armeno-iranien equivaut
a 300 millions de dollars cette annee. ” L’Armenie peut exporter ses
produits vers l’Iran, a-t-il dit. Nous sommes prets a importer mais
aussi a exporter nos produits vers l’Armenie. ”

Selon le Service statistique national armenien, l’Iran ne representait
que 6,1% du commerce exterieur de l’Armenie en 2011. L’Union
europeenne represente en comparaison 33,6% et les actions russes
20% au total. Pourtant, la moyenne des echanges commerciaux avec la
Republique islamique a augmente de plus de 21% pour atteindre 241,7
millions de dollars cette annee.

Teheran a repousse jusqu’a cette annee la signature d’un accord de
libre-echange armeno-iranien. Selon certains responsables a Erevan,
les deux parties sont en desaccord sur les fondements de ce plan.

Les gouvernements successifs armeniens ont egalement ete sceptiques au
sujet d’une proposition iranienne qui suggère de supprimer l’obtention
de visas pour les ressortissants armeniens et iraniens. M. Salehi a
reaffirme que Teheran maintient cette idee, affirmant qu’un regime
sans visas permettrait d’augmenter le nombre de touristes en Iran et
en Armenie.

” J’espère qu’un jour, un million de touristes iraniens se rendront
en Armenie “, a declare M. Salehi a une conference avec Nalbandian. ”
J’espère aussi qu’un jour, un regime sans visa sera etabli entre les
deux pays et que traverser notre frontière sera aussi facile que de
voyager a l’interieur de nos pays respectifs. ”

Selon Nalbandian, le president Ahmadinejad est attendu en Armenie. Il
devrait rendre visite au president armenien d’ici la fin de l’annee.

La visite etait prevue pour le mois de juin dernier. Ahmadinejad a
annule pour des raisons obsures.

Lors de la rencontre de Nalbandian a Teheran, Ahmadinejad a reitere
son desir de resserrer les liens avec son voisin armenien.

Salehi a egalement affirme qu’un rapprochement pourrait favoriser la
securite regionale. ” Teheran et Erevan ont des positions identiques
sur les questions regionales et internationales. ”

Salehi a egalement denonce la pression internationale faite a Teheran
sur son programme nucleaire.

Les tensions entre l’Iran et l’Occident se sont accrues. La presse
a annonce que l’Iran serait secrètement en possession de l’arme
atomique. Cela pourrait etre un declencheur potentiel d’une attaque
israelienne sur les installations nucleaires iraniennes.

L’Armenie a toujours evite toute critique publique au sujet des
ambitions nucleaires de Teheran. Les querelles entre l’Iran et ses
deux autres voisins musulmans, l’Azerbaïdjan et la Turquie continuent.

(AP) SAN FRANCISCO – A federal appeals court on Monday took up the
thorny issue of whether California law declaring there was an Armenian
genocide in Turkey conflicts with U.S. foreign policy.

At issue is a state law that labels the deaths a genocide, allowing
heirs of Armenians killed in the Turkish Ottoman Empire to pursue a
lawsuit seeking life insurance payments from three German insurers.

It’s the third time in two years the 9th U.S. Circuit Court of Appeals
has confronted the politically charged question. In a rare move,
the court reversed itself last year after a judge changed her mind
and turned a 2-1 ruling rendered in 2009 in favor of insurers into
a 2-1 decision supporting the heirs’ lawsuit.

On Monday, the court’s chief justice announced in a brief statement
that a majority of judges had voted to rehear the case – a move that
wipes out the 2010 decision.

The insurers, which include Munich Re AG, argue California’s law
should be struck down because it conflicts with U.S. foreign policy,
which they say sides with Turkey in refusing to call the Armenian
deaths genocide. Turkey describes the deaths as resulting from civil
unrest that accompanied the collapse of the Ottoman Empire.

The insurers point to decisions by former presidents Bill Clinton
and George W. Bush to defeat congressional legislation that would
have recognized an Armenian genocide.

Lawyers for the heirs argue those presidential views are not official
policy. They say the United States lacks a formal position, which
means the California law is not in conflict with any national policy.

Lawyers representing the heirs have filed similar lawsuits against
New York Life Insurance Co. and French insurer AXA, which were settled
in 2005 for a combined $37.5 million.

With more than 100,000 Armenian tourists visiting Iran every year,
it is necessary to consider the possibility of lifting visas between
the two countries, according to the Iranian foreign minister.

At a news conference held jointly with Armenian FM Edward Nalbandya,
Ali Akbar Salehi addressed bilateral cooperation issues, emphasizing
that the countries do not use their full potential.

“There are hopes that the trade turnover will reach $300 million,
but that is not satisfactory since Armenia has many products we wish
to import. The same goes for Iran,” Salehi said.

Speaking of bilateral strategic cooperation, he focused on programs
concerning the energy and transport sectors and the use of boundary
waters, including the plan to construct a hydropower plant on the
river Araks.

“The strengthening of ties in the economic sector will contribute
to a closer relationship between the private sectors,” the Iranian
official added.

The Foreign Minister of the Kingdom of Norway, Jonas Gahr, will pay an
official visit to Armenia November 8-10 at the invitation of Armenian
Foreign Minister Edward Nalbandian.

While in Yerevan, Norway’s Foreign Minister will meet Armenian
President Serzh Sargsyan, Foreign Minister Edwad Nalbandian and His
Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians.

Jonas Gahr will deliver a lecture at the Yerevan State University
and will visit the Armenian Genocide Memorial.

Within the framework of the visit, the Foreign Ministers of Armenia
and Norway will participate in the opening of the Armenian-Norwegian
cooperation program of Stable development of small hydroelectric
plants targeted at energy security, the ceremony of opening of
Fridtjof Nansen’s monument and the concert dedicated to the 150th
birth anniversary of the great humanist.

The team representing Armenia at the 18th European Team Chess
Championship held in Porto Carras, Greece, from Nov. 3-11, secured its
second victory on Monday. Levon Aronian, Sergei Movsesian, Vladimir
Akopian and Gabriel Sargissian beat the team from Denmark, 3.5-0.5,
in Round 5 of the open tournament. The only member of Armenia’s team
whose match ended in a draw was Sergei Movsesian, while the rest of
team won their matches, 1-0.

Armenia now has 7 points, moving up from 13th place to 6th in the
standings. Currently in first place is Bulgaria with 9 points, followed
by Romania, Azerbaijan, France and Greece – all with 8 points each.

PanARMENIAN.Net – Turkish scholar Taner Akcam, a Clark University
professor who studies the Armenian Genocide, spoke about Turkish
interpretations of the Genocide at University of South Florida
second annual Armenian Studies symposium, hosted by the USF Library’s
Holocaust and Genocide Center, The Oracle reports.

In 2009, Akcam’s name was one of five listed in a file that was
confiscated by Turkish police from a Turkish ultra-nationalist
organization, Ergenekon, which is composed mostly of Genocide deniers.

Akcam and the four other men on the list were assassination targets.

Some of the other men on the assassination list are in jail now,
Akcam said. One was assassinated. The police intercepted the list
just in time, he said, before he was killed for his work.

“One can, therefore, draw that conclusion that to be outspoken about
the Armenian Genocide is to be considered a threat by certain groups,”
he said.

Akcam has written 11 books on the genocide and has spoken about it
for about 21 years, making him a prime target by groups who deny the
existence of the Armenian Genocide.

Mark Greenberg, director of the Library’s Holocaust and Genocide
center, said he invited Akcam to speak because “the number of Turkish
scholars who speak openly in support of recognizing the Armenian
Genocide is very small.”

Akcam said if it were illegal to discuss slavery or the displacement
of Native Americans in the U.S., it would mirror the current situation
in Turkey.

“What we have here in the U.S., we should demand the exact same thing
for Turkey,” he said. “Can you imagine that the federal government
websites, where these historic events are uniformly, slavery and
Native American cases were referred to as ‘so called’ or ‘alleged’
and filled with openly racist, hate-filled propaganda, or that forcing
American children and Native American children to watch films denying
that slavery of Africans or subjugation of Native Americans ever took
place would be viewed here in this country as secure?”

Rachel May, director of the USF Institute for the Study of Latin
America and the Caribbean, spoke after Akcam and said a main issue in
today’s society is acknowledging genocide when it happens. “The issue
here is calling it ‘genocide,'” she said. “The implications are fairly
straightforward: Those who deny it are on the other side of the wall.”

Merrell Dickey, the USF Library’s director of development, said the
USF Holocaust & Genocide Studies Center, founded in 2008, is working
toward raising grant money to fund future speakers and expand the
Armenian Studies program at USF.

“We want to really bring alive the implications of genocide and the
denial of genocide and holocaust,” he said. “(By) understanding today
we do not continue to violate human rights, we heal the past.”

A heavy snowfall and a snow storm in the south of Armenia left several
cars trapped on Sunday.

The cars were stuck in snow on the 10th km of the Sisian-Yerevan
highway.

According to the official website of the Emergency Situations Ministry,
a rescue team from Vayots Dzor region and a truck loaded with gravel
found find 54 vehicles trapped.

But the cars reportedly moved down after the truck reached the scene
spreading gravel.
