Lucas Papademos was named Prime Minister of Greece on Thursday. He will
lead a unity government that has pledged to quickly approve the tough
terms of a European aid package and save the country from bankruptcy.

The choice of Mr. Papademos, a former vice president of the European
Central Bank, came after four days of tense negotiations that put
Greece’s feuding political parties on full display.

Armenian Prime Minister Tigran Sargsyan sent a congratulatory message
to his newly appointed Greek counterpart. The message reads, in part:
“Taking office at this most important point of European and Greek
history is an extremely responsible mission, since the events in
Greece are in the focus of world attention.”

“You have worked effectively in the capacity of the Chairman of the
Central Bank of Armenia and have made a considerable contribution
to the strengthening of the European Central Bank. I’m confident you
will succeed now,” PM Tigran Sargsyan wrote.

The Armenian Prime Minister wished strength, vigor and success to Mr.

Papademos in overcoming the problems friendly Greece faces as soon
as possible.

The next chief of police Vova Gasparyan has launched a reshuffle,
the press reports, giving a reason to display the real situation in
the police.

First the policemen with nicknames were distinguished. Grisha
Amirkhanyan nicknamed Goebbels, the ex-chief of the central unit of
the Police, was appointed as the chief of the Nor Nork community unit.

Nazareth Mnatsakanyan known as Kankyul (fringe) was dismissed from
the position of the drug and trafficking unit of the department of
organized crime of the Police.

Yesterday Mihran Keshishyan, the deputy chief of the Erebuni community
unit of the Police was dismissed. He is charged with corruption and
is now a fugitive. A clear criminal world!

The head of the Nor Nork community unit of the police, Margar
Ohanyan~Rs brother Mushegh Ohanyan was dismissed and appointed as head
of the Metsamor Unit of Armavir region. It should be noted that Mushegh
Ohanyan was treated humanistic because his brother Margar Ohanyan,
the head of the Traffic Police, is charged with embezzlement of police
budget, and Mushegh himself was involved in an interesting story. A
murder was reported in Nor Nork, and everyone seemed to know that
members of the community council and relatives of some high-ranking
officials were involved but no investigation has been launched yet.

In Armenia, as the business and government have merged, so the
criminal and the police have merged. Cases of cooperation of separate
policemen and criminals are known. In Armenia, there is an opinion
that the network of prostitutes, thieves of cars and apartments is
under the ~Scontrol~T of the police. A number of scandalous crimes,
assaults involving policemen are known. Let alone the manner how the
police fulfill its Constitutional duties, the way it treats those it
catches in jails and places of detentions.

The new chief of police has launched rotation, appointing the same
people with similar behavior and morality in other positions within
the same system. The press exaggerates it calling it a reshuffle.

Soon perhaps the church will bless the police, which does not seem
impossible.

PanARMENIAN.Net – United Nations cultural agency UNESCO has been
forced to suspend all its spending programs until yearend after the
United States withdrew its funding, its director general said Thursday.

In an address to UNESCO diplomats, Irina Bokova said the agency
faces a $65 million (47 million euro) funding shortfall and would
have to halt all of its activities, following a row with Washington
over Palestinian membership.

Last month, the United States and Israel pulled the plug on their
UNESCO funding after members voted to admit Palestine as a full
member, a move seen as a step towards its eventual recognition as a
UN member state.

US legislation dating from the 1990s requires the US administration,
Israel’s staunchest ally, to withdraw funding from any UN agency
that admits Palestine as a full member before a final peace deal is
reached with Israel.

The Palestinians have also asked the UN Security Council for
recognition, but the request is still being examined and Washington
is all but sure to veto it.

Bokova said she hoped the year-end review would allow savings in
UNESCO programs which support cultural, educational and scientific
projects around the world — of around $35 million.

“But this won’t be enough to resolve our problem,” she warned in a
speech to the 36th session of the UNESCO General Conference.

She went on to urge member states to increase their contributions
to UNESCO’s working fund in order to make up the shortfall caused by
the US boycott, france24 reports.

A homeless man has been found frozen to death in Armenia’s second
largest city of Gyumri.

The police identified the person as Rafik Shavarsh Gevorgyan who
was found in the vicinities of a cottage district near the Charles
Aznavur Square.

Gevorgyan, 65, was said to have divorced his wife and used to spend
nights in the open air.

According to Shirak Kentron (Centre) – a local non-governmental
organization – currently there are four people in Gyumri spend the
night outside, in Ani district. Two of them are a couple.

Speaking to Tert.am, Vahan Tumanyan, the NGO’s president, said that
they could not find them at the place that a taxi driver said he had
seen them.

“In this country, where a human being has no price, no one is
interested in their fate,” said Tumanyan.

“We want to find these people, to try supporting them in solving their
problems. They have neither a cottage, nor even a demolished hostel
[room],” said Tumanyan.

Further, he said that a few days before they had helped one of homeless
people in Gyumri to find shelter.

climbed to the 2nd place at the European Team Chess Championship.

Sergei Movsesian won his game; Levon Aronian, Vladimir Akopian and
Gabriel Sargissian played in a draw to be 0.5 points behind the
leaders – Azerbaijan.

Women’s team lost 1.5:2.5 to Russia to drop to the 10th place with
14.5 points.

In the next round, Armenian men’s and women’s teams will face the

Qu’est-ce que le Phonethon ?

Organise par le Fonds Armenien de France depuis l’an 2000, le Phonethon
est la plus importante operation humanitaire en France au profit de
l’Armenie et du Karabagh. Cet evenement se deroule durant la Semaine
de la solidarite internationale ; il mobilise plus de 600 benevoles
qui, durant 4 jours, contactent par telephone environ 60 000 familles
et entreprises francaises. Les appels sont emis a partir de 5 centres
d’appels (Paris, Lyon, Marseille, Toulouse et Nice) mis a disposition
par Orange, partenaire officiel du Phonethon.

Objectif : recolter des dons pour construire des infrastructures en
Armenie et au Karabagh (routes, ecoles, dispensaires et hôpitaux,
reseau d’eau potable, de gaz et d’electricite, bases de materiels
agricoles, semences et elevage, etc.) indispensables au developpement
socioeconomique de ce pays.

Où iront les fonds recoltes ? Presentation des projets 2011/2012

1/ Tavush 2012 (Armenie), le projet agricole phare du Fonds Armenien
de France

Lance en 2009, le programme ” Tavush 2012 ” est soutenu par le Conseil
general des Hauts-de-Seine. Il a pour but de developper une region
particulièrement demunie du nord-est de l’Armenie. La première phase
a notamment permis la construction d’un canal d’irrigation de 15 km.

Une partie des dons collectes au cours du Phonethon 2011 permettra
la poursuite du projet de developpement agro-pastoral de 15 villages.

Construction et rehabilitation de canaux d’irrigation, developpement
des bases agricoles, mise a disposition d’equipements neufs, extension
de la pepinière, importation et reproductions de plants d’arbres
fruitiers et de vaches Jersiaises, creation d’une ferme experimentale
et d’une fromagerie, construction de salle de traite… sont autant
d’operations conduites par le Fonds Armenien de France pour permettre
a la region du Tavush d’entreprendre la construction d’un avenir
agricole durable.

2/ L’eau, element naturel dont depend le developpement du Karabagh

L’autre partie des dons collectes en 2011 permettra de financer de
nouveaux projets d’adduction d’eau dans 9 villages du Karabagh pour
1 753 habitants.

Tous ces projets seront conduits et supervises par les structures
propres au Fonds Armenien. Ils font l’objet d’audits très rigoureux
par le cabinet international Grant Thornton.

Qui sont les partenaires du Fonds Armenien de France ?

Parrain 2011 : Michel Drucker

Après la chanteuse Helène Segara (marraine du Phonethon 2009) et le
compositeur et musicien Andre Manoukian (parrain du Phonethon 2010),
c’est au tour de Michel Drucker de parrainer le Phonethon. Il sera
notamment present au centre d’appels de Cachan pour rencontrer les
benevoles et encourager les donateurs a faire leurs promesses de dons.

Institutionnels et entreprises

Depuis 2009, le Conseil general des Hauts-de-Seine s’est engage aux
côtes du Fonds Armenien de France par une subvention de 500 000 ~@
renouvelable, dediee au Projet ” Tavush 2012 “, vaste programme
de developpement rural en Armenie. Cette annee, le Conseil general
des Hauts de-Seine a missionne l’Institut National de la Recherche
Agronomique pour reperer les activites sylvo-pastorales a forte valeur
ajoutee a mettre en oeuvre dans les differents milieux montagneux.

Depuis 2000, Orange, partenaire du Fonds Armenien de France, met a
sa disposition des centres d’appels et toute la logistique technique
permettant le bon deroulement du Phonethon.

Le Fonds Armenien a beneficie egalement de subventions de la Region
Provence-Alpes-Côte d’Azur, de la Region Rhône-Alpes, des Conseils
generaux des Bouches-du-Rhône et de l’Isère, ainsi que d’une
cinquantaine de municipalites francaises.

A propos du Fonds Armenien de France

Contexte

Après le genocide de 1915, beaucoup d’Armeniens ont ete amenes
a se disperser a travers le monde. De son côte, la Republique
d’Armenie perdait son independance et etait sovietisee en 1921. Avec
l’effondrement de l’URSS, l’Armenie est redevenue independante,
en septembre 1991, suivie par la Republique du Haut-Karabagh en
janvier 1992.

Le Fonds Armenien a ete cree en mars 1992 pour aider a la
reconstruction de ces deux republiques, dont les populations ont
durement souffert du seisme de decembre 1988 et de la guerre de
1991-1994 au Haut-Karabagh. Les infrastructures essentielles etaient
obsolètes en Armenie et inexistantes au Haut-Karabagh.

Structure Le Fonds Armenien a cree 22 branches a travers le monde :
Allemagne, Argentine, Australie, Autriche, Bulgarie, Bresil, Canada
(Montreal et Toronto), Chypre, Etats-Unis (côtes Est et Ouest),
France, Grèce, Iran, Liban, Royaume-Uni, Russie, Pays-Bas, Suède,
Suisse, Syrie, Uruguay.

En 19 ans d’existence, il a realise plusieurs centaines de projets
(routes, ponts, reseaux d’adduction d’eau, lignes electriques,
habitations, etablissements scolaires, dispensaires, hôpitaux,
developpement de l’agriculture et de l’elevage, aide aux orphelins
de la guerre) pour un montant superieur a 220 millions de dollars,
soit l’equivalent de 380 millions en dollars de 2011. Tous les projets
sont realises par des entreprises locales et sont createurs d’emplois.

La nouvelle section des departs de l’aeroport international d’Armenie
ont recu ses premiers passagers lundi, marquant l’achèvement virtuel
de sa reconstruction de plusieurs millions de dollars par une societe
argentine.

Le groupe Corporacion America d’Eduardo Eurnekian, un milliardaire
argentin d’origine armenienne, a repris l’aeroport Zvartnots près
d’Erevan en 2002 après la signature d’un contrat de gestion de 30
ans avec le gouvernement armenien.

L’accord l’a engage a la construction d’une nouvelle aerogare et la
modernisation des autres equipements de l’aeroport datant de l’ère
sovietique. La section des arrivees du terminal est entree en service
en 2006.

Le plus grand secteur des departs a ete inaugure par M.Eurnekian et
le President Serge Sarkissian fin septembre. Mais il a commence a
fonctionner seulement jeudi matin quand les passagers se sont faits
enregistrer pour un vol regulier vers Saint Petersbourg en Russie.

Le groupe d’Eurnekian, qui fait fonctionner plus de 30 aeroports a
travers l’Amerique du Sud, pretend avoir investi 160 millions de $
dans la reconstruction de Zvartnots.

Le terminal nouvellement construit de l’aeroport emploiera 1500
personnes et aura la capacite de traiter jusqu’a 3,5 millions de
passagers par an alors que seuls 1,1 million de personnes l’ont
employe l’annee dernière.

Zvartnots espère attirer plus de vols de transit de l’Europe, du
Moyen-Orient et d’Asie.

M.Eurnekian a dit que l’aeroport mis a niveau facilitera aussi un
afflux plus grand de touristes en Armenie

” L’Armenie a besoin du meilleur, doit avoir le meilleur et nous
essayons de donner le meilleur ” a declare le magnat de 79 ans aux
journalistes a Zvartnots.

On 9 November President of the Artsakh Republic Bako Sahakyan visited
embassy of the Republic of Armenia in the Swiss Confederation and
handed in state awards to some members of the Swiss Armenian community.

For assistance provided to the NKR Bako Sahakyan handed in the
“Mesrop Mashtots” to philanthropist Vardan Sermakes and the “Vachagan
Barepasht” medal to public figure Arden Shelefyan.

On the same day Bako Sahakyan visited the Geneva Armenian center
where he met leaders of some Armenian organizations of Switzerland
and representatives of the country’s Armenian community.

During the meeting the Head of the State talked about socio-economic
situation in the NKR, foreign policy of our country and the current
stage and prospects of the Azerbaijani-Karabagh conflict settlement.

Bako Sahakyan also touched upon the necessity of deepening
ties between the Motherland and Diaspora, underlining that the
Armenia-Artsakh-Diaspora trinity is among the key bases of the Karabagh
statehood. Within this context the President noted the importance
of developing relations with the Swiss Armenian community stressing
the need to give a new impetus to them. At the end of the meeting
President Sahakyan answered questions raised by the attendees.

Archbishop Pargev Martirosyan, head of the central information
department of the office of the NKR President David Babayan, envoy
extraordinary and minister plenipotentiary of the Republic of Armenia

Yerevan To Host Second International Conference On Talishi Studies

The second international conference on Talishi Studies will be held
in Yerevan between November 11-12.

The discussion is a sequential gathering in the series of academic
events organized by the international journal Iran and the Caucasus
(BRILL, Leiden-Boston, Editor-in-chief Prof. Dr. Garnik Asatrian). The
co-organizers are the Modus Vivendi center (Yerevan, president Ara
Papyan), the Caucasian Center for Iranian Studies (Yerevan), the
International Society for Turkic, Iranian and Caucasian Studies,
and the Armenian Association for Academic Partnership and Support,
(ARMACAD, President Khachik Gevorgyan). The sponsor of the event is
the Hyksos foundation (president: Hrach Gabrielyan).

In his opening speech, Professor Garnik Asatryan (YSU) will address
the contemporary problems of Talishi Studies. Other keynote speakers
include Professor A Granmayeh (Great Britain; “The language and culture
of Talish. How to save them?”), and a prominent historian and writer,
Kave Farrokh (Canada; “The process of de-Iranization of the Caucasian
Azerbaijan”). Professor Vardan Vosaknyan from the YSU Department of
Iranian Studies will make a special presentation of a new Talishi
alphabet based on Avestan scripts.

The conference will also bring together scholars from Russia, Iran,
Georgia, the Netherlands, Great Britain, USA and Canada. It has
already boosted a great interest among Iranian studies experts and
received the most positive feedbacks from the Talishi intellectual
elites of deferent countries.

The first international conference on Talishi Studies was held in
Armenia’s resort town of Tsakhkadzor in May 2005. The organizers were
the Yerevan State University’s (YSU) Department of Iranian Studies,
and the Caucasian Center for Iranian Studies.

Talishi are an Iranian people indigenous to a region shared between
Azerbaijan and Iran which spans the South Caucasus and the southwestern
shore of the Caspian Sea. They speak the Talishi language, one of the
Northwestern Iranian languages. It is spoken in the northern regions
of the Iranian provinces of Gilan and Ardabil and the southern parts of
the Republic of Azerbaijan. Northern Talishi (the part in the Republic
of Azerbaijan) was historically known as Talish-i Gushtasbi. In Iran
there is a Talesh County in Gilan.

Anthropologically they belong to the Caspian type of the European race.
