IN ROME PRESIDENT SERZH SARGSYAN MET WITH THE REPRESENTATIVES OF THE BUSINESS COMMUNITY OF THE COUNTRY

13.12.2011

President Serzh Sargsyan, who is in Italy on a working visit, last
night met with the representatives of the business community of
the country.

***

Statement by President Serzh Sargsyan at the meeting with the
representatives of the Italian business community

Distinguished Businessmen, Ladies and Gentlemen,

I cordially greet you and initiators of this important initiative.

Ages-long Armenian-Italian friendship is anchored in the spiritual
and cultural commonalities of our two nations. The geographical
position has never been an impediment for the incessant deepening of
our friendship which was formed centuries ago.

In the area of trade and economy too, our cooperation has deep
historical roots. In Italy, first references related to the Armenian
merchants date back to the 6th century. In 12-14 centuries, Cilician
Armenia and various Italian cities ~V Genoa, Venice, Pisa, Florence,
established closed trade relations. Some of these cities even had
their consulates in Cilicia.

Imagine this: Cilicia granted free trade and other privileges to
the merchants of Genoa back in 1201, and hundred years later same
privileges were granted to the merchants of Florence. Today, we
actually negotiate with the European Union over having free trade with
Italy, returning thus to the point where we had been 800 years ago.

After the fall of the Armenian Kingdom of Cilicia, close
Armenian-Italian trade relations had been maintained: Armenians began
to make their contribution to the economic development of the Italian
cities, promoting profitable trade among the Black Sea region states.

I would like to invite your attention to the fact that even in the
absence of statehood our nations managed to deepen economic relations.

Hence, today, when we, Armenians, have reestablished our statehood,
there is every reason to develop and deepen our trade and economic
relations. Today, our trade relations does not properly reflect the
level of our political relations. We should work toward bringing our
economic relation in line with our current political relations and
today~Rs meeting is a step in that direction.

A number of basic documents, which regulate the trade and economic
area of our relations, have created a good base for the development
of the Armenian-Italian cooperation. The overall turnover between
Armenia and Italy in nine months of 2011 has increased compared to the
same period of time last year by 50 percent, however it reached only
130 millions. Of course, fifty percent sounds fine but the absolute
number is very small and cannot satisfy us.

Italian capital is present particularly in Armenia~Rs construction,
hotels and light industries. Success in these areas is evident and,
I believe, the Italian businessmen feel comfortable in our country.

However, I would like to note that the amount of the Italian
investments in negligible: it is two times less than the investments
from Cyprus, three times less than the investments from the
Netherlands, six times less than German investments, eight times
less that Greek and twelve times less than French investments. And
if your European partners have been able to establish useful links in
Armenia, I am confident, that the Italian entrepreneurs can do it too,
probably with a greater success. Nowadays, we are implementing huge
programs in infrastructure and energy sectors. We are building the
North-South highway which will connect the Black Sea ports with the
ports at the Persian Gulf. Construction of the North-South railroad
is also under consideration. Works for the construction of a new unit
of the Armenian nuclear power station, which will further strengthen
Armenia~Rs position on the regional energy market, are also under
consideration. Our Russian and French partners have already expressed
desire to participate in these programs. Naturally, I urge Italian
businessmen to cooperate with us actively in these areas. I also
invite your attention to the cooperation opportunities opening with
the establishment in Armenia of Free Economic Zones. Other areas of
interest for the Italian business can be woodworking industry and
furniture production, jewelry, agriculture, processing and preserving
of agricultural products, etc. I believe tourism too can become a
very promising area.

I would like to mention yet another area of cooperation. Small and
medium enterprises constitute the backbone of the Italian economy
which can be the best example for Armenia. We are particularly
interested in cooperating with Italy in that area, as well as to study
Italian experience taking into consideration similar temperament and
mentality of our peoples, especially their pronounced predisposition
for family business. I trust, we will have an opportunity to speak
at greater length about economic reforms in Armenia. However I would
like to note that the current macroeconomic situation in Armenia
is assessed as stable, financial and monetary situation is steady,
while reforms implemented in different areas are meant to constantly
raise investment attractiveness as well as to ensure a free and secure
business environment.

The inauguration of the Eastern Partnership has elevated Armenia-EU
relations to a qualitatively new level. It will open new and serious
prospects for the Armenian-Italian cooperation too. Negotiations are
underway on the Armenia-EU Association agreement and soon negotiations
on the Deep and Comprehensive Free Trade Zone will also kick off.

After the conclusion of the negotiations and signing of the documents,
Armenia will have a system of the utmost integrated and liberal
economic relations with EU. Today Armenia already utilizes the
Generalized System of Preferences Plus regime. It is granted to a very
limited number of countries and proves that Armenia has a good system
of governance and creates a considerably privileged regime of trade
between the Republic of Armenia and EU member states. We are also
going to sign an agreement on the liberalization of the visa regime.

Besides, we are envisaging large-scale reforms with the financial and
expert assistance of the European structures in the tax and customs
area, judicial system, simplification of business procedures which
will considerably facilitate your business opportunities in Armenia.

We are ready to discuss the issue of privileges not only at the
executive but also at the legislative level.

Allow me to once again welcome the participants of this meeting,
thank you for your time and express hope that during our next meeting
we will register some tangible results.

Thank you.

“Before I was appointed as ambassador, I thought this problem could

Moscow – APA. “All are aware of Karabakh problem, one must not forget
the bloody pages of our history. The young generation will solve this
problem. Before I was appointed as ambassador, I thought this problem
could be solved only in a military way. But there is a notion of
“public diplomacy”. I visited Nagorno Karabakh. It was not so easy for
me to see my house in Karabakh. But I understood that we can achieve
something only through this way,” Azerbaijani ambassador to Russia
Polad Bulbuloglu said addressing the forum entitled “CIS youth –
future of public diplomacy” in Moscow, APA reports quoting vesti.az.

He said he can not forget the day when the symphony orchestra of the
CIS countries performed in Baku and Yerevan.

“In the past 20 years Azerbaijani musicians have not performed
in Yerevan, Armenian musicians in Baku. The parents of musicians
were anxious when idea appeared to organize these concerts. Then my
colleague Armen Smbatyan and I visited Baku and Yerevan, we were a
kind of guarantor of security of our youth. For the first time young
Armenian musicians saw Baku boulevard, Azerbaijani musicians were
surprised when they were positively met in Yerevan markets. But this
is not important, what is important is that they could listen to each
other, realize the essence of the conflict,” he said.

Polad Bulbuloglu said the visit of intellectuals to Karabakh and
Yerevan caused protests in Baku.

“I know that our visits to Karabakh and Yerevan caused protests in
Baku. But we will continue this work, so that our young generation
can solve the Nagorno Karabakh problem,” he said.

ANKARA: Ankara To Pressure Paris To Reject Its ‘Genocide’ Bill

ANKARA TO PRESSURE PARIS TO REJECT ITS ‘GENOCIDE’ BILL

affairs commission, will pay a visit to Paris to lobby for disapproval
of a ‘genocide’ bill. AA Photo

A Turkish parliamentarian delegation will pay a two-day visit to
Paris from Dec. 19 to 20 to warn the French Parliament of serious
damage to bilateral ties if it passes a bill that would criminalize
denial of the Armenian “genocide.”

Led by Volkan Bozkır, the head of Parliament’s foreign affairs
commission, the delegation will include Kasım Gulpınar of the
Justice and Development Party (AKP), Osman Koruturk and Haluk Koc
of the Republican People’s Party (CHP) and Yusuf Halacoglu of the
Nationalist Movement Party (MHP). The delegation will meet both with
French lawmakers and non-governmental groups ahead of the vote in
the lower house of French Parliament, expected on Dec. 22, Bozkır
told the Hurriyet Daily News yesterday.

He dismissed the bill as a political maneuver to lure support from
the Armenian community in France’s forthcoming presidential elections.

“Maybe we will fail to dissuade our French colleagues from approving
the bill, but our main objective is to inform the French public about
the damage that the bill would cause,” he said. Even if passed, the
bill will not take effect automatically, Bozkır said, adding that
a Senate approval was also needed. “The Senate will close on Feb. 22
before the elections. The bill will become invalid if further steps
are not taken until that time,” he said.

The CHP’s Koruturk said the bill flouted freedom of speech and freedom
of research. “Historians are also opposed to this law on grounds
that it would pose obstacles to history research,” he said. It was
uncertain whether the Peace and Democracy Party (BDP) would join the
delegation. “We have not received an invitation yet. We will decide
after we get it,” said Nazmi Gur, the BDP member of the foreign
affairs commission.

Other attempts to penalize the denial of the Armenian “genocide”
have failed in France since the early 2000s after Paris officially
recognized the killings of Armenians under the Ottoman Empire from
1915 to 1917 as genocide.

Businessmen should act: BagıÅ~_

EU Minister Egemen BagıÅ~_ voiced hope yesterday that French
entrepreneurs doing business in Turkey would take action to lobby
French lawmakers against the bill. “I believe that they will put their
weight [against the bill] because they know how sensitive the Turkish
people are on this issue,” BagıÅ~_ said in the northern city of Rize.

“Bilateral ties with France are very important. Presidents, prime
ministers and ministers have passed, but Turkish-French friendship
has persisted,” he said.

Referring to some of Rize’s best-known local products, BagıÅ~_
said tongue-in-cheek: “If there are people who have difficulties in
understanding Turkey, I recommend that they eat Anzer honey and drink
Rize tea. In this way, they may cheer up, relax and relieve themselves
a bit from the stress of the approaching elections.”

ANKARA: Dink’s Family Appeals Dismissal Of MİT Officials’ Proceedin

DINK’S FAMILY APPEALS DISMISSAL OF MİT OFFICIALS’ PROCEEDINGS

Today’s Zaman

Dec 14 2011
Turkey

The family of Turkish Armenian journalist Hrant Dink has appealed a
decision by an Ankara prosecutor to dismiss proceedings regarding two
members of the National Intelligence Organization (MİT) who allegedly
“warned” Dink to be careful in his articles prior to his assassination
in 2007.

Lawyers Fethiye Cetin and Hasan Urel submitted the petition on behalf
of the family concerning the Ankara court’s Oct. 29 decision to the
Sincan High Criminal Court on Tuesday.

In 2004, Dink published an article in Agos claiming that Sabiha
Gökcen, the adopted daughter of the founder of modern Turkey, Mustafa
Kemal Ataturk, and Turkey’s first female pilot, was an Armenian orphan.

The petition indicated that following the publication of Dink’s
story the Hurriyet daily reprinted it saying that “Ataturk’s adopted
daughter was an Armenian girl,” and then the General Staff issued
harsh statements against those news stories.

The lawyers also pointed out Dink’s accounts and some facts:

“After being called to the İstanbul Governor’s Office, where
two intelligence officers were present, Hrant Dink wrote about
this meeting because he was being warned and felt that he was being
targeted. When one of the two people, Ozel Yılmaz, became a defendant
in the Ergenekon case, it was revealed that the intelligence officials
were high-level members of MİT. MİT admitted in a statement to the
court three-and-a-half years after the murder that those who attended
the meeting were intelligence officers.”

According to Dink’s account published in Agos, where he was
editor-in-chief, on Jan. 12, 2007, MİT Marmara Regional Deputy
Director Ozel Yılmaz and Handan Selcuk summoned Dink to the İstanbul
Governor’s Office and issued a warning, telling him to “be careful”
about what he writes. The meeting took place on Feb. 4, 2004,
shortly after Dink wrote the article about Gökcen. After Dink’s
assassination in January 2007, one of the MİT agents who talked to
him at the governor’s office that day was revealed to be Yılmaz,
who is currently a suspect in the investigation into Ergenekon, a
clandestine gang charged with plotting to overthrow the government
which prosecutors said might also be responsible for Dink’s murder.

Lawyers for the Dink family also indicated that Prime Minister Recep
Tayyip Erdogan had given permission in January of this year for the
start of a probe into the MİT agents and that this is why the Ankara
prosecutor had opened an investigation.

“The actions of the suspects are clear. If they performed their duties
well, they would have prevented Hrant Dink’s murder, but they did not.

Therefore, they are responsible for negligent homicide,” the lawyers
stated, adding that it is not MİT officials’ area of responsibility to
“warn” or “threaten” journalists because of their writings.

The court admitted the fact that the MİT officials’ actions were in
line with “negligence and misconduct in office,” but since the statute
of limitations had passed, the proceedings were dismissed; however,
the lawyers said the date of the crime should have been Jan. 19,
2007, when Dink was assassinated, not 2004, when the meeting at the
governor’s office took place.

US HOUSE RESOLUTION 306 IS A SMALL STEP IN POSITIVE DIRECTION – ISTANBUL-ARMENIAN WEEKLY EDITOR

Armenia

YEREVAN. – H.Res.306, which passed at the US House of Representatives,
is a small step in the positive direction, Istanbul’s Agos Armenian
weekly’s Armenian section editor Sarkis Seropyan told Armenian
News-NEWS.am, commenting on the religious freedom measure, which
calls upon Turkey to return the Christian church properties.

In Seropyan’s words, this concerns the properties that were seized
from the churches after the 1970s, and which must be either returned
or compensated.

“We are talking about church properties in the cities, and not about
all churches in Anatolia. A petition must be made in order for them
to be returned, and, if they find that they were unlawfully taken,
only then will the homes [and] estates belonging to the churches
be returned. And if other buildings are constructed in their place,
they must be compensated,” Sarkis Seropyan noted.

ARMENIAN PARTY HERITAGE DEMANDS RESIGNATION OF SYUNIK GOVERNOR

Tert.am
14.12.11

Opposition Armenian party Heritage has demanded the resignation
of Syunik Governor Suren Khachatryan over a scandal in which he is
believed to have physically assaulted an Armenian businesswoman.

In a statement released late on Wednesday the party said the judicial
bodies were biased by dropping the criminal case filed against Suren
Khachatryan.

Further the statement said that the actions of the Syunik governor
were not decent of a man.

“The Heritage party considers the deed by Suren Khachatryan indecent of
a man, not to mention of the position he holds,” reads the statement.

It also said that though the criminal case against Khachatryan has been
dropped, the party demands from authorities to give it a “political
evaluation which should entail some administrative consequences in
the form of dismissal”.

Third Western Armenians’ Assembly Held In Sevres A Century Later

THIRD WESTERN ARMENIANS’ ASSEMBLY HELD IN SEVRES A CENTURY LATER

AZG DAILY
15-12-2011

The Western Armenians’ Assembly was held in Sevres after an interval
of 100 years. According to “ArmenPress”, during a December 14 press
conference, candidate of historical sciences and assistant professor
Vahan Melikyan noted that bodies representing Western Armenians’
interests hadn’t been formed in the past 90 years and that this was
a very important issue.

The first goal and objective of the third assembly was to create a
national council of Western Armenians hinged on legal and historical
grounds. The council has in itself an organizing committee, a financial
committee and many other committees. There is also a representative
group that includes representatives of large, conventional committees
of the Armenian Diaspora.

MP Aragats Akhoyan said the Assembly was important in that it had
brought together a group of Diaspora Armenians. The Assembly members
adopted a declaration and set correspondents in the regions that will
submit their proposals by January 1.

According to Melikyan, the International Organizing Committee on
December 10 terminated its activities and was replaced by the national
council of Western Armenians with its sub-committees. According to
the speaker, in our days, there is a problem with the unity of the
Diaspora and it would not be serious to expect this Assembly to
represent the Western Armenians’ interests right away. Our fellow
Armenians in the Diaspora understand that as well.

The first two assemblies of Western Armenians were held in Yerevan
in 1917 and 1919. The association formed during the third assembly
is non-partisan, but this doesn’t mean that those with political
affiliation are not allowed to enter. The Assembly collaborates with
the RA Ministry of Diaspora and other bodies, and what brings the
Western Armenians together is the goal to identify the issues and
find ways of solving them. According to the speakers, this is just
a step that should lead to further activities.
