Seyranyan met with the President of Senate Milan Stech to discuss
bilateral ties.

The two men focused on Association Agreement with the European Union
as well as the Nagorno Karabakh problem, with Seyranyan stressing
Armenia’s adherence to peaceful settlement of the conflict.

A meeting with other members of the Senate of the Czech Republic was
also on the ambassador’s agenda, Armenian Foreign Ministry’s press
service reported.

Nareg Harutunian believes charges set against him are groundless
and “are stemming from the greed of certain people who want to earn
more money”.

“What happened to me is an alert both for Armenia and Diaspora,”
Harutyunyan told a press conference, commenting on his arrest and
charges of tax evasion.

State Revenue Committee of Armenia found that “GH Storage Enterprise”
belonging to Harutyunian’s family evaded taxes of AMD 111 million
in total. The Court of General Jurisdiction ruled for Harutyunian’s
two-month detention on December 10.

On December 13, however, the measure of restraint was cancelled.

“We will gladly pay the required sum, should the court prove the
validity of charges,” said Harutyunian.

would not strengthen the Georgian one, as it will boost the more
powerful Turkish factor, according to an expert at “Mitk” analytical
center.

As Vahe Sargsyan told at a press conference on December 15, “Turkey
now leads a strong economic and demographic expansion in the southern
region of Georgia, particularly in Javakheti.”

In this regard, he ironically noted that Turkish investments in
Georgia will have a Trojan horse effect, the main aim of Turkey
being connection to its partner – Azerbaijan – and, subsequently,
Turkic countries of Central Asia.

As an example, Sargsyan recalled the disappearance of the Armenian
factor in Kvemo-Kartli.

After being detained and freed recently, the president of Narekatsi Art
Union and the director of GH Storage Enterprises, Narek Harutyunyan,
considers all kinds of accusations against him unjustified.

At a news conference on Thursday, Harutyunyan said some officials had
attempted to abuse power by detaining him, having turned a blind eye
to his unbiased efforts to contribute to the development of Armenia.

“The taxation act imposed on my company is absurd. We have never
avoided the Tax Inspection,” he said.

Introducing the circumstances of Harutyunyan’s case, his lawyer Lernik
Hovhannisyan said he had been subjected to a five-day detention,
without having any obligation to pay any tax.

He said that the former director of GH Storage Enterprises, Sevak
Artsruni, had abused authority in the company and added therefore
that his client cannot be held liable for its tax duties amounting
to 110 million drams (about $28,000).

“The sudden deterioration of relations caused Sevak Artsruni to inform
the law enforcement agencies, through a written letter, that the
company intentionally evaded taxes. He is confident that there are also
shadow forces that attempt to seize the company’s property,” he said.

Harutyunyan said the incident would not cause him to leave Armenia
or get disappointed with his homeland.

“It’s not my home country that disappoints me, but the officials who
have to be replaced,” he said, calling upon the population of Armenia
to join their efforts to fight injustice.

Stray animals in the streets of Yerevan continue to be a matter of
concern for animal-lovers who believe that the municipality is not
taking proper measures to solve the issue.

Nare Aramyan representing the Armenian office of Pro Paws British
charity organization, implementing a stray animal control project,
told the press on Wednesday that if the number of sterilized and
eliminated dogs reported, actually matched reality, there would not
be a single non-sterilized stray dog in the city.

The only organization authorized by the municipality of Yerevan to
be in charge of this task is Unigraph-X which had been sterilizing or
eliminating stray dogs since 2006. According to their official data,
more than 35,000 stray dogs were sterilized between 2006 and 2010
and around 90,000 were put away.

Over the past two years the municipality has allotted 180 million
drams (around $473,000) per year to the organization for the project
implementation, and a total of 120 million drams (around $315,000)
during the previous years.

Aramyan claims that despite Unigraph-X’s impressive data, the number
of stray animals and their aggressiveness have, in fact, grown.

“If the stray animal issue is settled there won’t be a need for budget
allocations any more, so if they [those in charge of the project]
have received $3 million in six years’ time, why not have as much
[money] in another six years?” says Aramyan.

In an interview with ArmeniaNow Lilit Grigoryan, deputy director
of Unigraph-X, said the organization puts away stray dogs if their
laboratory examination reveals that the dog is old, aggressive,
infectious or a virus carrier. And if it’s none of those, then it’s
sterilized. Their data for 2010 say more 25,000 have been put away
and 11,610 sterilized. It is noteworthy that according to the recent
years’ statistics, the number of killed dogs is much higher than that
of the sterilized.

“Mayors change, but the stray animal control projects don’t. They were,
are and will keep killing them,” Aramyan says accusingly.

Pro Paws suggests that Armenia join international conventions for
animal rights and pass a law that would prohibit cruel treatment of
animals. Aramyan says that Unigraph-X does not render anesthetic to
prepare for sterilization and the process turns into a torture.

In response to these accusations Unigraph-X’s Grigoryan says that
they do not subject dogs to any torture, they do anesthetize and
then only perform sterilization; and that their experts are using all
the legally permitted medications. She says that the average cost of
sterilization is 8,000 drams ($21) that covers also various vaccine
shots to protect from plague and rabies, in particular.

“It is thanks to Unigraph-X’s efforts that no cases of rabies have
been registered in Yerevan over the past years,” says Grigoryan.

She says that dogs become more aggressive in winter time when food
is hard to find, and are calmer during warm seasons. Grigoryan
also counterclaims that the number of stray dogs in Yerevan has not
increased; their number is kept at an optimum level.

“Stray animal control is done only in Yerevan, but there is a large
stream of them coming form the provinces. If measures are taken there
too, our work would be much more effective,” says Grigoryan.

“Correr” Museum of Venice dedicated to the 500th anniversary of the
Armenia typography. President’s press office told Armenpress that
President Sargsyan expressed gratitude to all who participated in the
organization of the exhibition, including the authorities of Italy,
local authorities of Venice, all the state and diplomatic officials.

After the exhibition the President visited San Marco Cathedral

presidents have consistently pressed other governments to respect
and protect their minorities, U.S. representative Adam Schiff said
from the House floor before it voted to pass the Return of Churches
Resolution (H. Res. 306) calling on the Republic of Turkey to end all
religious persecution and to return stolen Christian church properties.

The legislation now awaits Senate action.

“For more than two centuries our nation has stood for tolerance of
other faiths, and the promotion of religious freedom,” Rep. Schiff
said. “This resolution is in the finest tradition of advocacy for those
whose voices have been silenced. I am proud to be an original cosponsor
and am pleased that the House passed the Return of Churches Resolution
to shine light on the unacceptable violations and intolerance of
religious freedom in Turkey,” Rep. Schiff said.

“From the spring of 1915 and continuing for the next eight years,
the forces of the Ottoman Empire – police and military – engaged in
a genocide of the Armenian people living within the borders of their
dying empire.

“When it was over, more than 1.5 million men, woman and children had
been killed in the first genocide of the Twentieth Century. They were
beaten, shot, marched to their deaths through scorching deserts or
across frigid mountains and left where they fell. Families and entire
communities were destroyed as the Ottomans did everything in their
power to make a people disappear.

“But the physical near-annihilation of the Armenian people was not
enough to satisfy the Turks’ desire to wreak vengeance on Armenia,
which was the first nation in the world to adopt Christianity as its
official religion in AD 301. Their campaign against the Armenians
was broader and was aimed at destroying not only the Armenian people,
but also their history, their culture and their faith.

“When Ottoman forces began to massacre their Armenian neighbors
ninety-five years ago, there were nearly 2,000 Armenian churches
in what is now Turkey. Fewer than 100 remain standing and fully
functioning today. One of the world’s oldest Christian communities has,
for the most part, disappeared from its ancestral homeland.

“While the Armenian Genocide stands as a singular event, the
persecution of the Armenians has continued and much of it centers on
the Armenians’ status as a Christian minority in an overwhelmingly
Muslim country, where discriminatory laws are used to confiscate church
property and prevent free worship. And other Christian communities,
especially the Greek Orthodox, have also been the victims of Turkish
intolerance,” he said.

The businessman and Member of Parliament Ashot Tonoyan, BHP stated he
will not run for parliament. He said the National Assembly is not his
place, and he will deal with his business. Earlier, a similar statement
had been made by another businessman and MP Ruben Hayrapetyan. The
others who count more than seventy in the parliament, hence they are
almost constitutional majority, have not expressed their intentions
yet. Moreover, most of them are trying to convince the society that
they are not businessmen but political figures.

Not only are Ashot Tonoyan and Ruben Hayrapetyan unsuitable for the
National Assembly, but also the entire “constitutional majority”. This
“constitutional majority” being out of law, deprived the National
Assembly of legitimacy rendering it a body acting against the society.

The NA stopped being a representative body, just a framework for
ensuring the interests of a group of people.

Certainly, neither Ashot Tonoyan nor Ruben Hayrapetyan would make
such a step voluntarily but we need to state that unlike their other
businessmen colleagues, these two were rather adequate to the current
developments. The rest goes on looking for “loopholes”, being sure
that the old methods will ensure their impunity. Failing to understand
that walking against the logic of the time is fraught with different
dangers for them and they could stuck once and forever in a “loophole”.

This logic is evidence that old arrangements and the system of
guarantees do not work anymore. Guarantees are not provided by the
mandate now but being adequate to the logic of modern developments.

This logic is being realized in Armenia, two of the “class” of the
businessman-MPs understood this fact.

A real “diplomatic boxing” match has started between Armenia and
Turkey, and while formally the reason was the latest statement by
Armenian President Serzh Sargsyan, it seems that Turkey is simply
nervous because of growing international pressure.

Meeting with some senior representatives of the Armenian community in
the French city of Marseilles on December 7, President Sargsyan said:
“One day the Turkish leadership will find the strength to reconsider
its approaches towards the Armenian Genocide… Sooner or later Turkey,
which considers itself a European country, will have leadership which
will bow at Tsitsernakaberd.”

The statement caused a stormy reaction from Turkey.

Chairman of the Turkish Grand National Assembly Cemal Cicek said that
“the normalization of Turkish-Armenian relations entirely depends on
the solution of the Nagorno-Karabakh problem.” Speaking at an event
in Ankara commemorating Azerbaijan’s late leader Heydar Aliyev on
December 12, Cicek accused the president of Armenia of organizing the
“Khojalu tragedy” in Karabakh in 1992 in which Azerbaijan claims the
Armenian military killed Azeri civilians – an accusation strongly
denied by Armenians. “We all know who Serzh Sargsyan is. He is one
of the authors of the Khojalu genocide,” Turkish media quoted Cicek
as saying.

For his part, Turkish State Minister for EU Affairs Egemen Bagis said
that Sargsyan went beyond the limits by making that statement. He
stressed that the Armenian people cannot be strong “due to poverty
and hunger”. As quoted by the Turkish Anadolu news agency, Bagis
said that some Armenians were working in Turkey which showed “the
sincerity of Turks.”

An official response came from Armenia. Commenting on Turkey’s EU
affairs minister, Armenia’s Deputy Foreign Minister Shavarsh Kocharyan
said: “Such a response from the mouth of an official responsible for
the integration of Turkey into the European Union proves that today’s
Turkey does not yet have the leadership befitting a European country,
and some Turkish officials are not bearers of European values and
espouse the mentality in the spirit of the worst traditions of the
Ottoman Empire.”

For his part, Deputy Speaker of Parliament Eduard Sharmazanov said
that Cicek “repeated the legends of Azerbaijani propaganda about a
million refugees and occupied territories.” “What a cynic one has to
be to talk about occupation when your country has for decades occupied
the territory of an EU member state (Cyprus)? To talk about genocide
when your country has turned the denial of crimes against humanity
into a state policy?!” said Sharmazanov.

But international pressure on Turkey and at the same time on Azerbaijan
seems to be gradually building up. The U.S. Senate is voting on
Resolution 306, which calls on Turkey to return the confiscated
Armenian, Greek and Assyrian church property.

France’s position on Turkey’s membership in the EU has not changed,
with French President Nicolas Sarkozy confirming that he would not
approve Turkey’s entry bid.

Also, in France a draft law criminalizing the denial of the
Armenian Genocide seems to have reached the homestretch. MPs from
the French president’s Union for a Popular Movement (UMP) party that
has a parliamentary majority on December 8 submitted a bill to the
legislative committee of the National Assembly aiming to criminalize
the denial of the Armenian Genocide.

And in her December 9 statement in connection with International
Human Rights Day U.S. Secretary of State Hillary Clinton mentioned
Azerbaijan, along with Zimbabwe, as one of the negative examples in
the field of human rights and countries where there are political
prisoners.
