On February 20 Armenian Foreign Minister Edward Nalbandian participated
in the traditional operational training of the leadership of the
Ministry of Defense and the commandership of the Armed Forces.

During the meeting Minister Nalbandian presented the developments in
international relations and Armenia’s position on those.

Edward Nalbandian dwelt on the latest developments in the process
of settlement of the Karabakh issue and the steps taken towards its
final resolution.

DEFENDERS OF MASHTOTS PARK SING A SONG TO YEREVAN’S MAYOR

The defenders of Mashtots Park held an action of protest in front of
the Yerevan Municipality on Monday.

They demand that the Municipality should stop building trade pavilions
in the park.

The protesters carried Armenian flags and posters and sang the
following rap song: “We’ve come to this action/ To solve this problem/
We are the owners of this city/ Its each and every bush and tree/
Our demand is known – no boutiques in this park.”

They urged the Mayor to come out, but he sent his representative,
whom they handed a paper specifying the violations committed by
the constructors and containing almost 1,500 signatures against the
construction.

Later the policemen who were there said that the Mayor had convoked
a meeting in order to examine the paper.

Vahram Soghomonyan from the “We are the Owners of This City” civil
initiative group said that the construction project is contrary to
article 76 of the Land Code, saying that public land can be given
on lease only by a general construction plan; the law on urban
development, stipulating that such projects should be heard by the
public; and a standard requiring that a building should be no closer
than five meters from a tree, while the boutiques are being built as
close as half a meter to the local greenery.

Soghomonyan promised that the protest actions will be continued until
the construction is stopped.

Fuel prices in Armenia have grown again by 10 drams per liter since
February 18. Earlier, the prices grew in late January.

Now, Super AI98 petrol costs 510 drams per liter, Premium AI95 –
480 drams per liter, Regular Ai91 – 460 drams per liter, while diesel
costs 450 drams per liter.

Oil traders say the fuel price is still on upward trend due to the
growing prices of oil products in the world and the amendment to the
legislation imposing VAT tax on import of oil products since January
1 2012 instead of the previous fixed payment.

Nagorno Karabakh Republic Vassily Atajanian met with head of the ICRC
Stepanakert Office Roman Paramonov.

The office head noted that the ICRC would continue implementation of
the humanitarian programs in the NKR, specifying them. In particular,
he presented the plans on supporting the families of missing persons
and of those who suffered from mines in the Martakert and Hadrut
regions of the Republic.

Vassily Atajanian expressed his gratitude to Roman Paramonov for the
efficient activity and his readiness to support the leadership of
the ICRC Stepanakert Office in implementing the scheduled programs.

“What do you think, in case of proportional election system the party
will not include those “bad” people in their list?”asked RPA fraction
member Vardan Ayvazyan at the press conference today speaking of 100%
proportional election system.

According to him both the proportional and the majority election
systems have drawbacks, “The one who will say he is not putting his
candidacy by majority election systems will become a target for all
the parties which will try to involve him in their rows.”

V. Ayvazyan spoke about his participation in the elections. They
will decide after the RPA congress in which system he will put his
candidacy. He also mentioned that he does not have any problem as he
has been elected for four times in elections.

YEREVAN, FEBRUARY 21, ARMENPRESS: Proceedings have been initiated
over 15 companies and 12 medical establishments. Chairman of the
Armenian State Commission for the Protection of Economic Competition
Artak Shaboyan said at the sitting of the commission that the
registered violations accompanied with inefficient usage of budget
means seriously limited the competitive environment. “Not declaring
tenders, the medical establishments acquired the necessary medicine
with higher prices which was more obviously reflected when the latter
were interconnected with the supplying companies,” he noted.

Shaboyan said no tenders are being declared by medical establishments
in accordance with the legislation, and in some cases they are of
formal nature.

The studies showed that 109 out of 134 medical establishments have
not declared tenders. The 66 of them have not announced tenders at
all and 43 did it only in separate cases.

Violations have also been registered in acquiring of free or discounted
medicine for socially insecure groups of population.

Twenty-eight medical establishments which should have acquired medicine
for the mentioned group through a tender, did it from the organizations
they have preferred.

The commission studied 134 health institutions and 314 companies
selling medicine engaged in state purchasing sphere.

Jaguar’s Life Could Not Be Saved Due To Chronic Health Problems

Although the Jaguar of Yerevan Zoo was in the last months under very
attentive veterinary care it was not possible to save the animal’s
life. The Jaguar (Panthera onca) named Rostic has been one of the
elderly residents of the zoo, secretary of the Zoo Mane Madoyan
told Panorama.am.

In 2001 the animal moved from Rostov zoological garden into Yerevan
Zoo Predator Department under its head Yunona Khanzadyan. Since now
already four years Rostic suffered from serious health problems.

“Rostic had serious stomach problems, which get worse and lead to
the situation that the animal refused food for days,” says Khanzadyan.

Due to the chronic nature of the health problems the animal was also
examined last year by Mark Hoyer the Chief Veterinarian of Amsterdam
Zoo. Dr. Hoyer’s findings approved the chronic stomach problems and
the animal was treated accordingly.

“The treatment had a positive effect, but a week before the animal’s
condition again deteriorated,” says Harut Hovhannisyan, the Yerevan
Zoo veterinarian. “The death of the Jaguar was a result of the
serious and chronic nature of the animal’s health problems which
lasted already four years, in combination with the animal’s age. Both
factors prevented a successful cure,” says Harut Hovhannisyan.

A Jaguar’s average life expectancy is about 12-20 years. Rostik was
already 13 years old and additionally enfeebled by his chronic disease.

YEREVAN.- Armenia is a full member of the Collective Security Treaty
Organization (CSTO), the head of organization Nikolay Bordyuzha said
during today’s Moscow-Astana-Minsk-Yerevan-Kiev- Chisinau space bridge.

Bordyuzha commented on CSTO’s position on the Karabakh conflict saying
the organization is not interfering but is monitoring the situation.

“There is an OSCE Minsk Group acting as a mediator in negotiations,”
he recalled underscoring Russia’s efforts into organization of the
Armenian-Azerbaijani summits.

According to him, the existing mechanisms are working and there is
no necessity for other organizations to interfere.

“There are mechanisms to resolve this complicated conflict,” he stated.

Asked about CSTO’s actions in case the conflicts in organization’s
area are escalated, Bordyuzha said everything depends on particular
situation. He recalled that the organization has not only military,
but also political and peacekeeping potential.

“Armenia will get the require assistance as full members of CSTO,”
he concluded.

MOSCOW COURT RULES ON LAWSUIT FILED BY MOTHER OF KILLED ARMENIAN SCHOOLBOY

MOSCOW. – A Moscow court made a ruling on the lawsuit filed by Alla
Margaryan, the mother of Armenian schoolboy Eduard Margaryan who was
killed in a city school.

The court session was held on February 17, and a judgment for
compensation of damages was passed on the civil action, Alla Margaryan
told Armenian News-NEWS.am.

“Our future course of action will depend on the formulation of the
court’s ruling,” Margaryan added.

The judicial claim’s amount is 500 thousand rubles (approx. US$
16,668).

As Armenian News-NEWS.am informed earlier, the experts had made a
final conclusion on the death of Armenian student Eduard Margaryan,
killed in a scuffle at Moscow N501 school.

The forensic examination discovered that the student had died from
a lethal blow to the heart, causing a cardiomyopathic attack.

According to the experts, the boy had a heart disease; however, it was
not the leading cause of death, Life News reported. The examination
also revealed his body contained no trace of alcohol or drugs.

As reported previously, Edik Margaryan was killed at Moscow N 501
School on September 7. According to the Moscow Police Department,
Mamed, a 9th grade student of Azerbaijani origin, RF citizen, provoked
the scuffle. Local law enforcement agencies say the scuffle broke
out between the students not far from the school.

Eyewitnesses say that the conflict between the students broke out in
the morning. One pushed the other and both decided to have it out
after the classes. Both boys had small knives, but neither of them
managed to use them. First they were pushing and shouting at each
other, and then Mamed hit Edik in the face and the latter fell on
the ground. Mamed sat on him, and at that moment Margaryan began to
have convulsions. According to the preliminary medical examination,
Margaryan died from acute cardiovascular insufficiency.

The mother of the Armenian victim Eduard Margaryan had earlier told the
Armenian News-NEWS.am correspondent that Mamed had ordered his friends
to make a video of the scuffle on their mobile phones. At the moment,
the law enforcement agencies have the video as material evidence.
