The Collective Security Treaty Organization does not participate in the
resolution of conflicts in CSTO member states,” CSTO Secretary General
Nikolay Bordyuzha said during the Moscow-Yerevan-Astana-Kiev-Chisinau
space bridge.

“If the question refers concretely to the Karabakh issue, our
position is as follows: we do not interfere with the process of
conflict resolution. Understanding that Armenia is our partner, I
should not that there exist international mechanisms. The conflict is
being settled within the framework of the OSCE Minsk Group, Russia is
organizing trilateral meetings. That means there is no necessity of
creating new formats or attracting other organizations. There are
mechanisms targeted at the resolution of that complex conflict,”
he said.

How will CSTO react, if the parties to the Karabakh conflict face a
crisis? “As a full-fledged member of the CSTO Armenia is obliged to
provide assistance to any country in crisis, and has the right to
get necessary support from its allies,” Bordyuzha said.

He recalled that the organization has not only military, but also
political and peacekeeping potential.” Armenia will get the required
assistance as full members of CSTO,” he concluded.

The United States’ military operation against Iran may turn out a
real disaster for the whole huge region, Secretary General of the
Collective Security Treaty Organization (CSTO) Nikolay Boryuzha said
during a Yerevan-Moscow TV bridge on Tuesday.

“The region will be destabilized in terms of politics, economy,
ecology, defense and migration. We have always voiced our strong
objection to any attempts to use force against Iran. We hope that good
sense will prevail, and we will be able to avoid a new catastrophe,”
Boryuzha said.

At the same time, he noted that the CSTO is considering possible plans
of action in case of an attack against Iran and the flow of refugees.

On February 21, the Police Investigation Department of Erebuni
administrative district received a call that a man’s body had been
found near a private house in Yerevan’s Nubarashen district.

Arriving at the scene, the task forces found the body of Grigor
Hachi-Poghosyan, 45, with with traces of violence in front of a
half-built house.

On the same day, the police detained Lyova Aproyan who confessed
to the crime. As it turned out on February 20 Aproyan, under the
influence of alcohol, had a quarrel with Grigor Hachi-Poghosyan,
inflicting multiple blows to his face and head with fists.

Apoyan is placed under arrest.

An investigation is under way.

An anonymous donor fromToronto has gifted a new minibus to the
school of Shosh, a village in Artsakh’s Askeran Region, as a New
Year’s present.

“It’s hard to imagine how children from nearby villages walk some 2.5
kilometers daily to reach their school,” says Migirdich Migirdichian,
chairman of theHayastan All-Armenian Fund’sToronto affiliate. “We’re
overjoyed that those days are finally over for these youngsters and
they will be able to use their time more efficiently now.”

The three-story Shosh Schoolwas built in 2004 through the support of
the fund’sToronto affiliate. With the continued sponsorship ofToronto’s
Armenian community, the school’s computer room will be provided with
Internet access sometime within the next few weeks.

Moreover, thanks to the efforts of theTorontoaffiliate and a
contribution from another anonymous donor, the students will have
school uniforms early in spring.

“The Toronto Armenian community never makes a distinction between big
or small issues that face the homeland, instead providing assistance
to whichever area where its support is needed, and focusing special
attention on projects that benefit our young generation,” saidAra
Vardanyan, executive director of the Hayastan All-Armenian Fund.

Commenting on the ongoing support given to the Shosh School, principal
Hamlet Harutyunyan said, “On behalf of the entire school, I convey our
gratitude to all benefactors who contribute to the school as well as
Mr. Migirdichian of theHayastan All-Armenian Fund’sToronto affiliate.

To mark International Mother Language Day 2012, the Turkish website

Le ministre de l’energie et des Ressources naturelles Armen Movsisian
a affirme ue le geant russe Gazprom va probablement de nouveau eviter
de relever le prix du gaz naturel en Armenie cette annee.

Le prix du gaz a grimpe de 14 pour cent en 2009 et puis de 17 pour
cent, a 180 $ pour mille mètres cubes, en avril 2010. Gazprom a
annonce plus tard en 2010 que la societe projette de graduellement
relever son offre au prix internationaux.

Le conglomerat russe vend actuellement le gaz aux pays occidentaux
et europeens a plus de 300 $ pour mille mètres cubes.

Le gouvernement armenien a fait des pieds et des mains en 2011 pour
empecher une autre hausse des prix qui aurait frappe une grande
partie de la population. Le president Serge Sarkissian a discute de
la question avec son homologue russe Dmitry Medvedev en fevrier 2011
lors d’une visite a Moscou. Sarkissian a annonce ensuite que le tarif
du gaz restera inchange au moins jusqu’en 2012.

MArmen ovsisian a revele que le gouvernement et Gazprom ont formalise
un accord d’un an signe en août 2011. Il a dit que le conglomerat
russe n’a jusqu’ici exprime aucune intention de relever le prix du
gaz livre a l’Armenie. Il a dit qu’il croit que cela tiend au niveau
du prix actuel cette annee.

Le gaz russe est employe pour la production d’environ 40 pour cent
de l’electricite de l’Armenie et est aussi la source principale de
chauffage en hiver.

De plus, un tiers des voitures, des bus publics et d’autres vehicules
dans le pays fonctionnnent au gaz naturel liquefie

L’Union europeenne a donne son feu vert definitif pour le lancement des
negociations officielles avec l’Armenie sur un accord de libre-echange,
qui devrait considerablement renforcer l’integration du pays dans
le bloc des 27. La Commission europeenne, organe executif de l’UE, a
annonce lundi soir que les membres de l’UE ont autorise la negociation
d’une zone de libre-echange, approfondie et complète (DCFTA) avec
l’Armenie. La prochaine reunion aura lieu cette annee en 2012. ”
L’ouverture des negociations de libre-echange marquera un tournant
dans nos relations commerciales avec l’Armenie “, a annonce le
commissaire europeen Karel De Gucht.” C’est un signe supplementaire
du renforcement de nos liens politiques et economiques “,a declare
pour sa part le commissaire a l’Elargissement Stefan Fule.

La creation de la DCFTA fera partie d’un accord d’association qui est
deja en cours de negociations avec Bruxelles et Erevan dans le cadre du
Partenariat oriental de l’UE. Le programme propose aux six anciennes
republiques sovietiques, y compris aux trois Etats du Caucase du Sud,
des liens plus etroits avec le bloc en echange de reformes politiques
et economiques. Le ministère des Affaires etrangères a indique que
les reunions auront lieu a la fin du mois de mars dans le cadre de
la prochaine ronde de negociations entre l’UE et l’Armenie qui se
tiendra a Erevan.

La DCFTA envisage non seulement de supprimer toutes les barrières
commerciales, mais aussi d’harmoniser les reglementations economiques
de l’Armenie avec celles existant dans l’UE. La Commission europeenne
a souligne ce fait lors de sa declaration. ” L’Armenie doit poursuivre
ses travaux en vue d’atteindre un environnement economique stable,
transparent et previsible “, indique le communique. ” Cela est
essentiel pour attirer les investisseurs etrangers, conduisant a la
creation d’emplois et a la croissance a long terme. ” La Commission
europeenne a deja aborde les pourparlers concernant le libre-echange
pour eviter de faire l’evaluation des produits importes par le service
des douanes de l’Armenie. Il a egalement demande a Erevan d’arreter
la discrimination contre les importateurs de boissons alcoolisees.

En visite a Bruxelles en decembre, le Premier ministre Tigran
Sarkissian a affirme que son gouvernement a respecte les conditions
et attend de M. De Gucht et Fuele qu’ils accelèrent le debut des
pourparlers. L’UE a ete le partenaire commercial le plus important de
l’Armenie pendant la dernière decennie. Les statistiques officielles
montrent que les echanges armeniens avec l’UE sont en hausse de 16%
(environ 1,8 milliard), soit près d’un tiers de l’ensemble du commerce
exterieur du pays en 2011.

” La zone de libre-echange est prevue pour diversifier et renforcer la
capacite d’exportation de l’Armenie et d’ouvrir la voie pour acceder
au marche de l’UE avec 500 millions de consommateurs “, a annonce la
Commission europeenne.

L’Armenie beneficie deja d’un regime commercial preferentiel avec
les Etats de l’UE par le biais du Système generalise de l’UE de
preferences (GSP +) pour certains pays en developpement. Selon
le ministère armenien de l’Economie, le GSP + a couvert 96% des
exportations armeniennes vers l’UE en 2010.

the administrative acts approved by Yerevan City mayor, including
construction permission, the statement released by police reads in
connection to the Mashtots Park issue.

“In connection to the activities and statements by the
environmentalists and NGOs regarding the construction in the Park,
Armenia’s police states the following: Armenia’s police is not
authorized to interfere in the administrative acts approved by mayor,
including construction permission. Hence, police has to secure the
construction works as well as maintenance of public order in and
nearby the park. In the meantime, police considers more dangerous
challenges of demonstrators, which claim to disobey police orders.

Paying importance to raising awareness and considering various public
viewpoints, police express readiness to hold round table discussions
with all interested NGOs on legal issues of police activities. All
those interested are invited to register by Feb. 27,” the statement

YEREVAN. – Armenia’s former Chief of Police, advisor to the president
Alik Sargsyan rejected the statements by the former Chief of Road
Police Margar Ohanyan that he had allegedly discredited him.

Sargsyan claimed Ohanyan’s words do not correspond to reality and he
had never pursued him, he told Radio Liberty.

Ohanyan stated that Sargsyan has told him to apologize, which Sargsyan
claims is also not true.

As for the question that Sargsyan has not responded to Ohanyan’s
phone calls, he said he had never called, just once he did it to
report on work. Moreover, Sargsyan has no reason to decline calls of
his employees.

Asked if Sargsyan would like to see Ohanyan in freedom, he said let
the law should rule the issue.

To note, Ohanyan claimed in the court that Sargsyan makes personal
revenge, after some disagreements rose between them. Ohanyan is
charged with having appropriated 557,000 liters of petroleum.

Valery Gelbakhiani, former Georgian MP, head of the electoral
headquarters of the candidate for president businessman Badri
Patarkatsishvili, was caught on the Armenian-Georgian border on
February 20, News Georgia reports.

Gelbakhiani was accused of planning a coup on January 22, 2008. The
court ordered his detention on February 2, 2008. The former MP was
put on the wanted list on February 4, 2008.

Vestnik Kavkaza reported earlier that Georgian parliamentary opposition
vouched for Valery Gelbakhiani to allow him to visit his ill mother
in Georgia.
