BURBANK, CALIFORNIA, November 17 (Noyan Tapan). The Western Diocese
of the Armenian Apostolic Church of North America hosts this week the
Primate of Artsakh His Eminence Archbishop Barkev Mardirossian, and His
Eminence Archbishop Dirair Mardigian, Primate of Rumania and Bulgaria.
Both Primates paid an official visit to the Western Diocesan
Headquarters on November 15, to meet with His Eminence Archbishop
Hovnan Derderian, Primate of the Western Diocese.
According to the Press Office of the Diocese, on Sunday, November 21,
His Eminence Archbishop Barkev Mardirossian will celebrate Divine
Liturgy at St. John Garabed Armenian Apostolic Church in Hollywood,
and His Eminence Archbishop Dirair Mardigian will celebrate Divine
Liturgy at the Armenian Church of La Canada.

PARLEMENT EUROPEEN / TURQUIE : LA QUESTION ARMENIENNE AU CŒUR DES DEBATS
— Pour la 2ème fois en 2004, le Parlement européen présente un rapport sur
la Turquie,
— Les questions arméniennes largement évoquées à la Commission des

— Près de 500 amendements déposés
— Mainmise sur les positions du groupe socialiste par un petit groupe de «
responsables »
Strasbourg, France – La Commission des Affaires Etrangères du Parlement
européen (AFET) a examiné pour la seconde fois ce lundi 15 novembre le
deuxième rapport parlementaire de 2004 sur la demande d’adhésion de la
Turquie, présenté par le jeune parlementaire néerlandais Camiel Eurlings
(PPE).
Peu avant l’ouverture des débats, les parlementaires ont pu prendre
connaissance des 483 amendements déposés sur ce court rapport de sept pages,
qui attestent que la demande d’adhésion de la Turquie reste un sujet très
sensible. Parmi les critiques générales apportées au rapport Eurlings, la
plus saillante provient du fait qu’il n’émet aucune opinion claire sur
l’opportunité de l’ouverture des négociations d’adhésion avec ce pays.
Sur les questions arméniennes, la version provisoire du rapport Eurlings,
« considérant que les autorités turques n’ont toujours pas rouvert la
frontière entre la Turquie et l’Arménie et qu’elles ont perdu une occasion
de promouvoir de bonnes relations de voisinage avec l’Arménie », mentionne
que le Parlement européen « invite les gouvernements turc et arménien à
engager un processus de réconciliation […] afin de surmonter les expériences
tragiques du passé, et demande au gouvernement turc de rouvrir le plus
rapidement possible les frontières avec l’Arménie ».
Les amendements, de même que les débats ont très largement fait mention de
ces questions arméniennes, c’est-à-dire du génocide, du blocus mais aussi de
l’article 305 du code pénal turc qui sanctionne l’affirmation de ce génocide
ou des avis dissidents sur la question chypriote.
Des amendements demandant explicitement la reconnaissance du génocide et la
levée du blocus ont été déposés par des parlementaires des groupes
communiste, socialiste, chrétien-démocrate (PPE), libéral et souverainiste,
c’est-à-dire par les principaux groupes parlementaires, à l’exception
notable des Verts qui soutiennent inconditionnellement l’entrée de la
Turquie en Europe.
Les lignes de fractures sont cependant profondes dans la mesure où des
amendements inspirés du négationnisme turc ont également été déposés par des
parlementaires de certaines de ces formations, à l’exception des communistes
et des souverainistes. En particulier, M. Rocard (France) et Mme De Keyser
(Belgique), respectivement rapporteur fictif et coordinatrice AFET pour le
groupe socialiste ont présenté leurs amendements propres – traduisant des
positions marginales au sein du Parti Socialiste Européen – comme étant ceux
de l’ensemble du groupe. Plusieurs parlementaires socialistes se sont
inquiétés de ces méthodes. L’amendement 131 de M. Rocard mentionnant « la
réouverture du Mausolée national arménien d’Anatolie du Nord aux
pèlerinages, la suppression de l’interdiction d’usage des langues
minoritaires dont le kurde et l’arménien, ainsi que le remarquable travail
des historiens turcs sur le génocide et la renaissance des rapports d’Etat à
état avec la République Arménienne » fait particulièrement scandale.
« Nous avons signalé à Michel Rocard et à ses associés que leurs
affirmations sont non seulement des mensonges grossiers, mais qu’elles
participent activement à importer la négation du crime de génocide en Europe
» a déclaré Hilda Tchoboian, Présidente de la Fédération Euro-Arménienne.
La Fédération Euro-Arménienne travaille au Parlement européen et à la
Commission européenne en faveur de l’application de la résolution du 18 juin
1987. En dépit des pressions turques, ces efforts ont été couronnés de
succès : depuis 2000, plusieurs rapports du PE, ont demandé explicitement à
la Turquie de reconnaître le génocide et de lever le blocus. Dans son
rapport d’octobre 2004, bien qu’en termes vagues et édulcorés, la Commission
européenne elle-même a évoqué pour la première fois la question du génocide.
« Aujourd’hui, l’Europe ne peut plus ignorer le génocide et le blocus dans
ses relations avec la Turquie. » a conclu la présidente de la Fédération
Euro-Arménienne.
Le vote du rapport Eurlings à la Commission des Affaires étrangères aura
lieu le 22 octobre prochain à Bruxelles.

Non-involvement of Upper Garabagh in talks impeding conflict
settlement – Armenian leader
The process of talks on settling the Upper Garabagh conflict is
impeded by two factors, with the main one being the non-involvement
of Upper Garabagh, Armenian President Robert Kocharian told a press
conference on Monday.
Kocharian said that the Presidents of Azerbaijan and Armenia are
currently trying to find a mutually-acceptable resolution of the
problem but said `he is not really optimistic of the situation with
the Upper Garabagh conflict settlement’.
`Azerbaijan insists on holding talks with Armenia, which, in fact,
represents Upper Garabagh’s interests in the negotiations. However,
this is not a fully proper format as it does not reflect the essence
of the conflict’, Kocharian said.
Kocharian indicated as another hurdle Azerbaijan’s rejecting active
regional cooperation.
`Armenia believes that through cooperation a settlement can be
achieved, while Azerbaijan’s priority is to resolve the conflict,
after which such collaboration can be discussed.’*

In Calcutta, nearly 450 people die in road accidents every year,
and a few hundred more lose their limbs or become paralysed after
suffering a massive heart attack from trauma-related injuries.
“The first few minutes are very critical and that is the period
when a person has the best chance of survival, even in a near-fatal
accident. But sadly, we don’t have enough personnel or expertise
to handle trauma cases better,” said Sourav Koley, critical care
specialist in Calcutta.
All that is likely to change when the city’s first-ever trauma care
hospital opens on Monday. The Rs 27-crore hospital, a joint venture
of the Armenian Church of India and the Asia Heart Foundation, is the
first such project in eastern India, which started a year ago after
the state government greenlighted it.
Between 1998 and 2004, at least 38 people died on the city streets,
and the trend shows no sign of decelerating. Doctors believe it is
mainly owing to the lack of timely attention and proper medical care.
For some time, critical care specialists in the city were trying to
teach cardiac resuscitation to the police force. It is an important
technique for reviving trauma-affected people.
However, with little to show for all that, the government decided a
few years ago to start its own trauma care hospital at SSKM Hospital
and another such unit was planned at Medical College and Hospital.
The foundation stone for such a hospital was laid at SSKM Hospital,
but the project never got underway due to lack of funds.
Finally, early last year, the Armenian Church members and Devi Shetty,
chairman of the Asia Heart Foundation that runs the Rabindranath
Tagore International Institute for Cardiac Sciences, at Mukundapur,
off the Eastern Metropolitan Bypass, placed the proposal before the
government, which soon okayed it.
The 300-bed hospital will have a 30-member medical team throughout
the day, on duty 24 hours, for the benefit of patients who could be
rushed in for trauma care any moment. Apart from state-of-the-art
neuro-surgery speciality, the hospital has all top-of-the-line medical
equipment to tackle urgent cases of orthopaedics, neurology, nephrology
and urology.
Housed on the same campus as the Mukundapur hospital, the trauma care
centre will have cardiac specialists from the mother hospital to take
care of the cardiology part of the treatment, explained vice-chairman
Aloke Roy, himself an expert in nuclear medicine.
“The treatment will not be expensive. A dilation facility will be
available for Rs 700 and CT scan for Rs 800 only. If a patient is poor,
we won’t charge him anything at all,” Roy added.

Conyers, Theriault to Discuss Genocide Convention
DEARBORN, MI – The United Nations Genocide Convention and the right
to reparations will be the subject of an Armenian National Committee
(ANC) of Michigan public meeting on November 21 at the Armenian
Community Center in Dearborn.
Congressman John Conyers (D-MI) and Dr. Henry Theriault of Worcester
State College will discuss the significance of pursuing a just
settlement for the crimes of genocide and slavery, forms of legal
recourse for securing reparations, and the ethical and moral issues
raised by slavery and genocide.
Theriault is an expert on genocide and human right issues. He is an
advocate for reparations as a crucial piece of any resolution of the
Genocide and other cases such as African-American slavery. Among his
many articles, Theriault has published two important pieces on denial
of the Genocide and other genocides entitled, “Universal Social Theory
and the Denial of Genocide: Norman Itzkowitz Revisited,” published
in the June 2001 Journal of Genocide Research and “Free Speech and
Genocide Denial: The Armenian Case.” Theriault has also lectured
around the world on denial, reparation, and other related issues.
In addition to being a Worcester State College associate professor of
philosophy, Theriault has served as coordinator of the College’s Center
for the Study of Human Rights since 1999. The center is dedicated to
developing programs, events, and curricula concerning human rights
including genocide.
Congressman Conyers is the ranking Democrat on the House Judiciary
Committee and is now serving his 20th term as the Representative
to Michigan’s 17th Congressional District. Conyers is considered
the “dean” of the Congressional Black Caucus and is also a member
of the Armenian-American Issues Caucus. A staunch supporter of
Armenian-American issues in Congress, Conyers has worked hard on
various Congressional initiatives to recognize the Genocide and has
repeatedly called on various presidential administrations to properly
characterize the Genocide as a such. Conyers has also attended the
annual April ANCA Genocide Observance on Capital Hill and has made
special order speeches in Congress on the Genocide. In addition to his
support for Genocide recognition, Conyers has also been a long-time
supporter of US aid to Armenia and Karabagh.
Other human rights causes led by Conyers include support for Haiti’s
emerging democracy, pursuing reparations for the injustices from the
institution of slavery in the United States, demanding the lifting
of inhumane sanctions on the people of Iraq, and championing House
Resolution 193, which commemorates US ratification of the United
Nations Convention on Genocide. Conyers is a lead sponsor of House
Resolution 40, which if enacted would form a commission to study
reparations for African-Americans.
The November 21 event will begin at 7:00 pm at the Armenian Community

YEREVAN, NOVEMBER 9, ARMENPRESS: Members of Armenian parliament moved
today to swiftly pass a package of 15 bills that were discussed the
day before and ratified two international agreements, one related
to maintenance of archeological legacy and the second to joint
film-making.
The parliament also approved in the first reading a government designed
bill on making changes to the Property Tax Law, under which the right
to collect property taxes will be delegated to urban communities later
this year instead of 2005. The bill also proposes that transport
means run by local self-management bodies, which have become unfit
for using be written off from their books.
The lawmakers also approved in the third and final reading the Labor
Code, which is to be enforced six months after it is publicized
officially. The bill envisages that all employers will have to
conclude labor contractors with employees within 12 months since
its enforcement. The parliament also passed in the final reading
the Family Code that is to be put into force three days after its
official publication.

?a música es uno de los mejores alimentos para el espíritu, sobre
todo para los niños. En Coristanco lo saben y lo llevan a la
práctica. Así que ayer hubo un concierto para alumnos de secundaria
en la Casa da Cultura. Las interpretaciones corrieron a cargo de Hayk
Manukyán , Érik Vardanyán y Ludmila Orlova , que forman el Trío
Rusia. Hoy repiten actuación en el mismo lugar. Es una oportunidad
para que los chavales de los colegios de Agualada y Coristanco tomen
contacto con temas de Vivaldi y Mozart, entre otros. Uno de los
intérpretes del trío, Érik, sólo tiene 12 años. Nació en Armenia,
pero vive en A Coruña desde los dos. A los siete ya empezó a tocar el
violín. Todo un ejemplo para los chavales que asisten a los
conciertos.

Armenian Progressive Party and United Communist Party staged a protest
action on Tuesday against giving ArmenTel monopoly on IP telephony.
The protest action participants carried banners with “we demand
high-quality communication” written on them. They burned a huge
pasteboard telephone. Arshak Sadoyan, a devoted opposition activist
and MP was invited to the event.
Progressive Party’s deputy chair Sargis Harutyunyan was constantly
barring journalists from asking Sadoyan questions while protest was
under way. Sadoyan reacted angrily to Harutyunyan’s conduct. “If you
invited me, let me speak”, he said.
As it became clear later, the only aim of the action was to pursue
Sadoyan to reveal the name of a member of the cabinet ministers who
had been given a $7-million bribe by ArmenTel for retaining its sole
right to provide communication.
The opposition MP recently made the allegation without giving the
name of the bribe-taker.
The young provocateur’s instigation produced wanted effect. Using
pressure, he forced Sadoyan to name the corrupted minister. The
latter’s name was David Harutyunyan.
After extracting the stunning revelation from the opposition activist,
Sargis Harutyunyan said if Sadoyan doesn’t present convincing evidence
confirming his allegation before the end of the week, he will be
prosecuted for his libelous statement.
It is remarkable that both Progressive and Communist Parties have
supported current president Robert Kocharyan’s candidacy during the
2003 presidential elections.
Sadoyan admitted that the action initiators had accomplished a great
deal in carrying out their plan.
After the goal was achieved by using dishonest means, Harutyunyan
called on the action participants to go home.
The head of the party, Tigran Urikhanyan, was absent from the event
because of “health problems”.

Le numéro 2 du parti socialiste, Laurent Fabius, a réitéré son
opposition à l’adhésion de la Turquie dans l’Union européenne,
proposant à la place un “partenariat privilégié”, dans deux
interviews à paraître mardi.
“Je suis favorable à un partenariat privilégié avec elle, mais pas à
une adhésion”, a dit M. Fabius au quotidien gratuit Métro.
Il affirme qu'”il y a d’abord un problème de démocratie”, en relevant
notamment qu’Ankara ne reconnaissait pas le génocide arménien.
Il affirme également que l’adhésion de la Turquie coûterait 25
milliards d’euros par an, “ce qui veut dire que nos régions
n’auraient, elles, plus de soutien”, et que ce pays, du fait de sa
population, “aura 20% de plus de droits de vote que la France”.
Dans Nouvelles d’Arménie Magazine, le dirigeant socialiste qualifie
de “leurre” l’annonce par le président Jacques Chirac d’un référendum
à l’issue des négociations d’adhésion dans une quinzaine d’années.
“Il serait bien plus judicieux et démocratique de prendre une
décision dès maintenant” en faveur d’un partenariat, dit Laurent
Fabius.
Il estime aussi “indispensable que la population soit consultée. Sans
utiliser de fausses peurs et pratiquer de la démagogie. Mais en
appelant un chat un chat”, a-t-il ajouté.
M. Fabius, qui a pris la tête du non à la Constitution européenne,
estime que les deux questions sont liées parce que l’adoption du
traité constitutionnel comme l’entrée de la Turquie aboutiront, selon
lui, à une “Europe diluée” et non à l'”Europe puissance” qu’il
appelle de ses voeux.

[Presenter] The Russian and Armenian railway companies today declared
the start of cargo transportation between the two countries. During
his meeting with Armenian President Robert Kocharyan, the chairman of
Russian Railways Company, Gennadiy Fadeyev, spoke about promising
plans to develop regional communications.
Kocharyan spoke about the development of the Armenian economy and said
that cargo transportation was also on the increase. He pointed out
that the existing possibilities should be used in a way that will
allow transport links to help develop the economy in the future.
