International youth chess tournament kicked off in Yerevan today in
the House of Chess. Before the opening, the participants respected
the memory of Tigran Petrosyan, 9th World Champion.

Smbat Lputyan, vice chairman of Chess Federation of Armenia, Armenian
chess players always take part in chess championships with great
delight. In the words of Lputyan, youth championships take place in
Yerevan for the third time. "Youth tournaments are very interesting
and memorable," Lputyan said.

Young chess players from 50 countries take part in the tournament
which will run until October 17.

got at the Armenian National Committee of America (ANCA), in remarks
delivered on the Senate floor, John Ensign (R-NV) has shared with his
colleagues his "justifiable concern" regarding the circumstances of
the Administration’s controversial recall of the U.S. Ambassador to
Armenia, John Marshall Evans.

"We appreciate Senator Ensign’s expression of concern regarding the
circumstances of Ambassador Evans’ recall and value his leadership in
working toward U.S. recognition of the Armenian Genocide," said ANCA
Executive Director Aram Hamparian. "We share the Senator’s view that
it is simply unacceptable to dismiss a U.S. Ambassador over the failure
of our government to officially recognize the Armenian Genocide."

The Nevada Republican, in a September 29th speech, described as
"unacceptable" reports that, "the recall of Ambassador Evans revolves
around the failure of our Government to officially recognize the
Armenian genocide." A long-time leader of Senate efforts to secure
official recognition of the Armenian Genocide, the Senator stressed
that, "The bigger issue is not that of an appointment of this or any
official who recognizes his duties and will be diligent in carrying
them out but of acknowledging the genocide as part of an appropriate
foreign policy."

Cameroon-born goalkeeper Edel Bete has returned to the Armenia squad
for the UEFA EURO 2008~Y qualifiers against Finland and Serbia.

Erzrumyan in form Coach Ian Porterfield has recalled the AFC Rapid
Bucuresti custodian while FC Ararat Yerevan’s fine run of league form
has persuaded the Scot to give midfielder Artur Minasyan and striker
Nshan Erzrumyan – who has scored 13 league goals this season – their
first international call-ups. Porterfield will have to do without
injured trio Romik Khachatryan, Artavazd Karamyan and Aratashes
Bagdasaryan for the Group A games and midfielder Hamlet Mkhitaryan
has been omitted as he is currently without a club.

The fall sitting of the Parliamentary Assembly of the Council of
Europe (PACE) is to start today in Strasbourg. The delegation of
the RA National Assembly, with Speaker Tigran Torosyan at the head,
will participate in it.

The delegation includes head of the NA Standing Committee on Foreign
Relations Armen Roustamyan, member of the Republican Party Hermineh
Naghdalyan, head of the Justice faction Stepan Demirchyan and head
of the National Unity faction Artashes Geghamyan.

The fifth anniversary of Armenia’s membership in the CoE will also
be celebrated this week in Strasbourg.

The main issues of the CoE agenda are the situation in Kosovo and in
Balkans, as well as the speech of the Hungarian Prime Minister.

Foreign Minister of Russia Sergey Lavrov will make a speech on
Wednesday. The letter presides over the CoE Ministers’ Committee.

"The exclusion of Turkish candidates from the list for their rejecting
false "Armenian genocide" in the Netherlands have nothing to do with
democracy even with humanness," Turkish parliamentarian from ANAP
party, member of foreign relations commission Zubeyir Amber told.

He said such decisions by Europe which is trying to dictate principle
of freedom of thinking to Turkey are surprising.

"I have sent an inquiry to Foreign Minister Abdullah Gul. But, I have
not received a response as he was abroad."

Mr.Amber also commented on European Parliament’s demanding Turkey to
restore diplomatic relations with Armenia, APA reports.

"European Parliament’s decisions are not compulsory for us. Even
if they were compulsory, I think Turkey cannot possibly establish
diplomatic relations with Armenia now. Armenia makes groundless
territorial claims against Turkey. On the other hand, it has occupied
our brother Azerbaijan’s territories leading more than one million
people displaced. So, how logical it is to build diplomatic relations
with Armenia?" the parliamentarian stressed.

Aznavour et l’Arménie: une histoire d’amour de 82 ans

Jacques Chirac effectue en Arménie, à partir de vendredi, la première
visite d’Etat d’un président français. Charles Aznavour sera, bien s
r, présent.

Monument de la culture française, mme s’il n’aime pas ce
qualificatif, Charles Aznavour est aussi l’une des plus célèbres
vedettes internationales originaires d’Arménie, le pays de ses
parents, avec lequel il a entretenu des liens étroits tout au long de
sa vie.

Aznavour, 82 ans, donnera un concert à Erevan, la capitale de
l’Arménie, samedi, sous les yeux de Jacques Chirac, qui s’y rend en
visite de vendredi à dimanche.

La manifestation la plus tangible des liens entre Aznavour et
l’Arménie date de décembre1988, après le tremblement de terre qui
dévaste le nord du pays.

Le chanteur, dont le vrai nom est Aznavourian, fonde alors le comité
Aznavour pour l’Arménie pour collecter des fonds. Avant de se rendre
sur place, il écrit le texte de la chanson humanitaire Pour toi
Arménie. Elle est enregistrée début 1989 avec 90 artistes (dont
Gilbert Bécaud, Johnny Hallyday ou Renaud) et se vendra à plus d’un
million d’exemplaires.

Après cela, Charles Aznavour sera nommé ambassadeur permanent en
Arménie par l’Unesco. Jusqu’ici, je disais toujours: Je suis français
d’origine arménienne. Après le choc, je me suis rendu compte que
j’étais vraiment d’origine arménienne, avait-il déclaré en
décembre1988.

En avril1975, il avait créé à la salle Pleyel à Paris la chanson Ils
sont tombés, pour le 60e anniversaire du génocide arménien. La
musique était signée par son beau-frère Georges Garvarentz (fils du
poète Kevork Garvarentz, auteur de l’hymne national révolutionnaire
arménien).

Pour ses 80 ans, Aznavour a été nommé en 2004 héros national de
l’Arménie par le président Robert Kotcharian. En 2001, une place
d’Erevan a été baptisée à son nom, avec une statue à son effigie. Et
en 2002, il tenait le rôle d’un cinéaste tournant un film sur le
génocide de 1915 dans Ararat, film du Canadien Atom Egoyan, lui aussi
d’origine arménienne.

Une gloire pour la France

Le chanteur n’est pourtant pas né en Arménie mais à Paris, le 22mai
1924, o ses parents s’étaient établis après avoir quitté leur pays.

Charles Aznavour ou le destin apprivoisé, biographie de référence
parue en juin, révèle les liens d’amitié étroits qui existaient dans
les années 30 entre la famille Aznavourian et un autre Arménien
d’origine, entré depuis dans l’Histoire de France: Missak Manouchian,
chef du groupe FTP (Francs-tireurs partisans) de L’affiche rouge,
exécuté en février1944 par les nazis avec 22 autres résistants.
Manouchian qui, en 1940, avait écrit cette phrase prémonitoire à la
mère d’Aznavour: Charles sera l’honneur du peuple arménien, et une
gloire pour la France.

The meeting of Foreign Ministers of Armenia and Azerbaijan was not
held after inclusion of the "frozen conflicts" issue in the UN General
Assembly agenda, RA FM, Vardan Oskanyan, told "Svoboda" Radio station.

In fact, there was a proposal, during our Parisian meeting, about a
meeting in New York. However, when the GUAM initiative entered the
agenda, the situation has changed and this meeting was taken off the
agenda by our proposal", V. Oskanyan said. As for the meeting with
OSCE MG Co-Chairmen for the Karabakh conflict settlement , held the
day before, V. Oskanyan said the meeting was held in a constructive
atmosphere. According to him, the main issue at the meeting was the a
newly created situation. "I think, the Co-Chairmen now better conceive
the situation and we shall take a corresponding decision on what our
further actions will be", V. Oskanyan said.

According to the data of the "Trend" Azerbaijan Agency, the OSCE
MG Co-Chairmen will visit the Karabakh conflict region again in the
near future, which will be preceded by a visit to Helsinki. Finland
chairs the European Union at present and the mediators intend to inform
Helsinki about the course of negotiations for the Armenian-Azerbaijan
problem settlement. According to the same source, all the issues
concerning the Karabakh conflict settlement, are discussed during a
two-hour meeting of the FM of Azerbaijan, Elmar Mamediarov, held the
day before.

YEREVAN, SEPTEMBER 27, ARMENPRESS: Rosanna Petrosian, head of the
migration department, affiliated with the territorial ministry, said
six or seven Lebanese families who were granted temporary asylum in
Armenia in the wake of the military conflict with Israel, have gone
back to Lebanon. She said overall 326 people have asked so far for
temporary asylum, 260 are Lebanese and 61 are Israeli citizens.

She said 245 of Lebanese were ethnic Armenians, 15 were foreigners,
including one USA and four Syrian citizens. The majority of Israelis
were ethnic Armenians. She said more Israeli Armenians are coming
to Armenia because of the deteriorating situation and fears of a new
war with Lebanon.

The Director of Programmes of the Institute for Regional and
International Studies Marin Lessenski comments on Turkey’s cooling
toward the EU and the US:

UNEASY RELATIONS: EU Commissioner Olli Rehn, left, and Turkish
and Austrian foreign ministers Abdullah Gull and Ursula Plassnik in
Vienna. Turkey may be steadily moving away from the West and pursuing
alternative policies, specialists say.Turkey has been steadily moving
away from the West in recent years and pursuing its own policy that
some experts refer to as Eurasian, and the Transatlantic public opinion
survey of 12 European countries and the US showed that Turkish people
approve that. The downward trend in Turkey-US relations was there
since the Iraqi war, when Turkey denied American troops access to its
territory. Americans were then mad at Turkey, to say the least, and
further frictions followed when Turkey warmed to Syria and Iran. Turkey
has recently also developed a security co-operation with Iran. And
this year, the US named Iran security threat number one. Turkey also
managed to antagonise Israel and the powerful Israeli lobby in the US
after prime minister Recep Tayyip Erdogan referred to Israel’s policy
as state terrorism. There is another thing that concerns Bulgaria
also. Turkey opposes US policy in the Black Sea region and south
Caucasus by not allowing the Nato navy to enter the Black Sea region at
a time when the US wants to expand the Nato anti-terrorist operation
from the eastern Mediterranean to the Black Sea. (There is another
dimension to Turkey-US relations): Whenever Turkey’s relations with
the US deteriorate its relations with its eastern neighbours improve. I
mean Iran and especially Russia. The Turkey-Russian partnership started
several years ago. Russia is the second trading partner of Turkey
after Germany and its energy resources are the primary vehicles of
Turkish economy. There are many cases when their interests coincide,
especially in the Black Sea region and the south Caucasus. They also
share many concerns about the EU. But the most important thing is
that they pursue independent Eurasian policies. For centuries, the
Russian and Turkish empires have been enemies, and now they are very
good friends. The US, of course, does not like this.

Will this friendship weigh down heavier than that with the EU?

It could become an alternative if Turkey at some point decides that
the West has offended it too much. If the EU and Turkey decide on a
strategic partnership now, it could benefit both sides. Their relations
now are very emotional. Turkey is offended by the EU because it put
its negotiations off for too long. Its candidate status was agreed to
in 1999 and negotiations started in 2005. For six years, the Turkish
had enough time to think they were offended.

And the EU sometimes pushes Turkey too much.

Wouldn’t having bad relations with the US make Turkey a better friend
of the EU?

These are separate things. Currently, the Turkish secular establishment
is angry both at the US for its policies, because they see US influence
in the Middle East as something bad for Turkey, and at the EU, because
they think that it supplies double standards; and that central and
eastern European states were tolerated because they were Christian.

Will the Pope’s statement give fuel to this idea?

Absolutely; along with the revival of the issue of Christianity in
the EU constitution, which German chancellor Angela Merkel recently
brought up. There is something very wrong in Turkey’s understanding of
accession. The acquis is not negotiable, and Turkey is negotiating it.

Is Turkey slipping from the hands of the EU? Turkish novelist Eli
Shafak, who wrote about the plight of Armenians, has said that court
cases like hers attempt to stop Turkey’s accession.

I don’t think Turkey will recognise the genocide soon. And since
this is a condition of EU membership, Turkey will probably halt
negotiations. Turkey would do that whenever they think negotiations
don’t fit their national interest. They will not enter the EU at any
price. EU Commissioner Olli Rehn is trying to avert a train wreck, as
he said, by moving the Cyprus issue for next year. He will probably put
the question before the European Court, and until they take a decision
there will be another year for negotiations. Of course, neither side
wants to stop the process completely. By accepting Turkey, the EU would
become a powerful geopolitical player, especially in the Middle East
(ME). But Turkey also has a colonial past in the region. So there
would be ME concerns that Turkey would want to re-establish their
empire, which is why Turkey did not send troops to Iraq, at least not
officially. They sent troops to Kurdistan in north Iraq because the
Iraqis didn’t want their former colonial master to claim lands like
Kirkuk, which is populated by Turkmen as well. It is the same with
Lebanon. The pros and cons should be estimated carefully.

What goes on in Turkish intellectual circles regarding the EU?

There is a rift. On the one hand, you have the secular establishment
of the bureaucracy and the military that we can conditionally call the
Ankara circle. They think some EU demands threaten Turkish national
security. And those demands include the rights of minorities because
Kurdish terrorism is on the surge in Turkey – there were several
blasts in summer resorts. So, this establishment is sceptic toward EU
accession, even if it was educated in Western universities and speaks
several Western languages. The other circle is more liberal. We can
conditionally call them the Istanbul circle. They are more ready
to accept demands for democratisation, claims to recognise Cyprus,
and discussions on sensitive issues. But we should not forget that
the Justice and Development Party now in power does not have good
relations with any of the two sides.

team of karate shito-ryu style returned to Yerevan on September
25. It participated in the 5th World Championship in Tokyo. As NT
correspondent was informed by team coach Armen Gasparian, delegates of
40 countries took part in the championship. Armenia was represented by
4 sportsmen. Only Alina Rubinian (Maralik) among them took the second
place in the competition among 15-16-year-old participants. The other
3 sportsmen did not receive any medals.
