Pashinyan – the last hope for a miracle
[Armenian News note: the below is translated from the Russian edition of Turan]

The last protest movement in Armenia ended in complete success in May 2018. The country’s former leader Serzh Sargsyan resigned. He was replaced by the leader of the protest movement, Nikol Pashinyan.

The [Azerbaijan’s breakaway Nagorno]-Karabakh clan, which has been running the country since 1998, is highly likely to be ceding ground. If the new political landscape is preserved, the fundamental result will be as follows: The Armenians of Armenia will now determine Armenia’s faith, rather than the Armenians of Karabakh, as this was before.

As is known, those living in Karabakh would not hear a word of anything except secession from Azerbaijan. Meanwhile, despite having paid the ultimate price for this, citizens of Armenia realise the futility of the war until exhaustion and feel concerned about their children’s gloomy future.

Now, it is time for experts to make guesses about who Nikol Pashinyan is, what he is going to do and what he will be able to do.

As noted, Nikol Pashinyan:

– Is a longstanding fighter against [the political] establishment; he is not corrupt;

– Is pro-Western;

– Is ignorant of politics and has no administrative experience;

– Is no stranger to populism and even chauvinism;

However, let us consider the aforementioned qualities and the aims, which Pashinyan has publicly voiced.

Nikol Pashinyan is not corrupt, but he is inexperienced. And it has not been proven yet which version is better.

Making a speech in parliament before his appointment, he said that from now on, elections, human rights, courts, attitude to businesses, and all the rest was going to be honest!

He is not going to take revenge on anyone. The country’s new government is going to be the government of national accord.

He is not going to break with Russia. “If the nation wants this…” (these words are worth focusing attention on [as they imply] that he does not want this very much, but since the nation wants this, what can he do?), Armenia will continue to be a member of the [Russian-led] CSTO [Collective Security Treaty Organisation] and the EEU [Eurasian Economic Union] in the future, too, but this membership should become more efficient. At the same time, cooperation with the United States and the EU should be further enhanced. (Observers insist that Pashinyan is oriented on the French diaspora.)

To cut it short, everything is going to be honest and in a new fashion…, but Karabakh will remain as it has been!

Karabakh should secure recognition of its independence at the global level and then it should reunite with Armenia“, “To this end, we need to seize yet another major city from Azerbaijan to make it more compliant”, “Our soldiers need to be properly fed”, [he said]. In other words, military expenses should rise.

“We need to carry on demanding that the 1915 Armenian genocide [in Turkey] be recognised internationally,” [he said].

Pashinyan is going to build “a new Armenia together with the Artsakh republic [Armenian name for Nagorno-Karabakh] and the diaspora”…

Is this target package implementable? Is it possible to reform domestic affairs in the country pursuing the same course in foreign policy? Most experts insist that this is impossible.

It would be appropriate to call him a semi-reformer. If Pashinyan’s Armenia is going to carry on fighting with Azerbaijan, it will need Russia’s help. And for this help, they will have to repay by their independence and development.

Apart from this, at the start of his political activities, Pashinyan made statements about the need in revising the country’s relations with Russia and cooperation with the West. However, what he came to face was as follows: Armenian society, which had shown massive support for Pashinyan, does not want this. Society wants to go on fighting for Karabakh.

And Pashinyan has to cede ground: “If the nation wants this…,”Pashinyan said, [Armenia] will maintain membership in Russian-led military and customs unions, securing Moscow’ support in the war for Karabakh by doing so…

What we can see in this case is old Armenia, the country, which has been living in myths about Armenia’s exclusiveness, hostile surrounding, its innocence, and unjustified misfortunes befalling it throughout history.

It can be said that Pashinyan is old Armenia’s last hope for a miracle. The course he has declared is highly likely to be dashed when confronting reality. Perhaps, only afterwards, Armenian society will finally renounce confrontational myths and at that point, we will see new Armenia.

No agreement has been reached on a meeting between Armenian Foreign
Minister Zograb Mnatsakanyan and his Azerbaijani counterpart Elmar
Mammadyarov to discuss ways to settle the conflict over
Nagorno-Karabakh, Armenian Foreign Ministry spokesman Tigran Balayan
said.
"The co-chairs of the OSCE Minsk Group have said that they plan to
visit Armenia in June. Concrete dates are being negotiated. But there
is currently no agreement on a meeting between the foreign ministers
of Armenia and Azerbaijan," Balayan said at a press briefing on
Tuesday.
Yerevan's stance on the Karabakh issue remains unchanged, he said.
"The problem must be resolved by exclusively peaceful methods on the
basis of the OSCE Minsk Group's suggestions and in accordance with the
agreements reached after Azerbaijan's April aggression," he said.
Armenia is not refusing to take part in Karabakh settlement
negotiations, Balayan said.
"But Nagorno-Karabakh's participation in these talks is a mandatory
condition for reaching a lasting peace," he said.
Armenia and the self-proclaimed Nagorno-Karabakh Republic established
a ceasefire with Azerbaijan in May 1994.
The negotiations are mediated by the OSCE Minsk Group, which was set
up in 1992 to search for a peaceful settlement of the Karabakh
conflict. The group consists of Azerbaijan, Armenia, Belarus, Germany,
Italy, Sweden, Finland, and Turkey. It is co-chaired by Russia,
France, and the United States.

Nikol Pashinyan: We must do everything to make that event historic (video)

Under the leadership of Prime Minister Nikol Pashinyan, a consultation took place, during which the process of preparation and holding of the 17th summit of Francophone States and Governments was discussed.

The Prime Minister attached importance of organizing and conducting of the summit. “It is an unprecedented event in the history of the Third Republic. We have to do everything to make this event historic not only for Armenia, but also for the International Organization of the Francophone,” Nikol Pashinyan noted.

It is reported that over fifty heads of states and governments will take part in the summit, and the participation of the Francophone partner delegations also is expected. More than one hundred delegates are expected to arrive, the total number of guests will be up to 5000 people. Foreign Ministers’ Conference will be held three days before the launch of the two-day summit, which will be followed by the regular meeting of the Permanent Council.
Within the framework of the event, a business forum will be organized with wide representation of companies and enterprises of the Francophone countries. A Francophone town will be formed, a gala concert will take place, a state dinner will be held in honor of the official delegations. It was noted that “Live Together” slogan has already been approved and a special web site will be developed, too.

During the consultation, the information about the works to be done to provide infrastructure and solve a number of other technical issues was reported to the Prime Minister.

Nikol Pashinyan noted that the consultations on the organization of the Summit will be periodic, with a view to promptly respond to all possible problems and to find solutions quickly.

Russian TV channel intentionally or unintentionally adds Armenian flag in logo


YEREVAN, MAY 4, ARMENPRESS. A Russian TV channel has added the Armenian flag’s tricolor in its logo.

Dozhd (Дождь) TV channel (TV Rain), has replaced the letter “ж” – “zh” with the sign “///” – with red, blue and orange.

The channel hasn’t made any official comments about the logo colors.

Although unclear if indeed the TV channel has deliberately added the Armenian tricolor in its logo or if it was a coincidence, the channel however has numerously covered the latest political developments of Armenia and the protests.

Police Chief orders to drop administrative proceedings over traffic violations for April 13-25

Armenia’s Police Chief has ordered traffic police to drop administrative proceedings which were launched on traffic violations in the period of April 13 – 25 , 2018, police spokesman Ashot Aharonyan said on Facebook.

“This relates only to those violations which were detected by traffic enforcement cameras and were committed as result of deliberate traffic obstruction or street blocking during rallies.

Administrative proceedings will be dropped based on legal regulations under Articles 17 and 27 of the Administrative offenses code.

Taking into account that initiators of the rally have already made public calls for maintaining traffic rules, police are notifying that the practice of dropping administrative proceedings will not continue and [future] violators will be subjected to administrative accountability. The decision of the Police Chief is agreed with the Acting Prime Minister,” Aharonyan said.

Armenian police department confirms readiness to detain all offenders

YEREVAN, April 19. /ARKA/. The Armenian police reaffirm their readiness to detain offenders. 

According to the press release issued by the Armenian Police Department, the law enforcement officers continue detaining all those who, as they say, “disturb public order”. 

The police department says in its statement that if some people, contrary to the law, remain detained longer than implied by the law, it means that the police are trying to find evidence of their criminal complicity.   

According to unconfirmed information, 20 people remain under the police’s custody now.  
On Tuesday, the Armenian National Assembly has elected ex-president Serzh Sargsyan as prime minister. As many as 77 MPs voted for him and 17 against.  

Serzh Sargsyan was the only candidate for the prime-ministerial post. He was nominated by the ruling Republican Party of Armenia and the Armenian Revolutionary Federation/Dashnaktsutiun. 

Mass protests broke out in Yerevan on April 13, which developed into civil unrest. On April 17, Nikol Pashinyan announced the beginning of a velvet revolution, which will rid the country of Serzh Sargsyan’s regime, and protesters blockaded buildings of government establishments. 

He warned people against responding to the provocations ordered for hindering the peaceful course of the protests and trigger clashes between protesters and the police. –0—

Tourism: Impossible to imagine tourism without cultural component – Ara Khzmalyan

YEREVAN, April 12. /ARKA/. Armenia’s rich historical and cultural heritage has never left the country’s guests indifferent. At the same time, Armenia can hardly be called ‘a tourist magnet’ even in the context of the region. However, things started changing in recent years, and the number of tourists is growing from year to year. Meanwhile, it is necessary to be nail down any success not to leave it in the history as a short bright flash.  The Tourism Development Fund of Armenia has been established in the country for this very purpose.  In an interview with ARKA News Agency, Ara Khzmalyan, director of the fund, presented the mechanisms used for attracting tourists. 

ARKA – What in Armenia’s tourist market can attract well-versed Russian tourists?

Khzmalyan –Perception of Russian market shouldn’t be limited to Moscow and Saint Petersburg. Russia is an enormous territory with rich northern regions, which fill the bulk of Russia’s budget. We are outlining now very important projects to attract tourists exactly from Russia’s northern regions.    What can be attractive in Armenia for Russian tourists? First of all, hospitality and comfort. There is no language barrier here, and this is very important to Russians. We have also plenty in common – we are connected to each other historically. In addition, Russians like Armenian cuisine, our wine and brandy.  
Russians don’t feel alien in Armenia – they feel free here. ‘Russian Trace’ tourist project is first of all aimed at enhancing psychological comfort. Very important steps have already been taken for that, for example, Russian citizens are allowed to visit Armenia with their national identity documents. This is a really friendly gesture from the Armenian side. Russia has always been considered as key tourist market, but we still have to do plenty to attract tourists from Russia. 

ARKA – And what is age category of Russian travelers to Armenia?

Khzmalyan – Our studies show that mostly young people come to Armenia. They come here with their families to have a good rest and experience Armenia as tourist country. Now many people already make their hotel and ticket reservations independently, without resorting to operators’ mediation.  We have plenty to do to increase the inflow of individual travelers. 

ARKA – What measures are to be taken to enhance Armenia awareness? What PR campaigns are planned?

Khzmalyan – First of all, we want to spur Armenian communities in Russia’s northern regions, since were see a big potential there. We want to hold presentations for residents of the northern areas, to show them how interesting our country is as tourist destination.  Appropriate promotional content is already prepared and commercials are filmed. They will be shown in Russia’s cities before May. 

ARKA – Dou you plan to establish permanently operating Armenian culture centers in Russia’s regions?

Khzmalyan – We are planning to establish information centers, for example in Surgut, where we have a strong community and partners who can help us. These centers will give us an opportunity to supply information.  Many regions already have such centers, but it is necessary to redefine them, enhance their professional levels and coordinate their activities. The goal of our fund is exactly to implement professional marketing measures. Now we are making necessary preparations for establishment of information centers.   We will send all advertisement and marketing contents, which will be printed and spread there. Information centers will help us in consolidation of tourist capacity of the region, i.e. will become our fund’s branch.   Thanks to these centers, we will know what tourists are interested in, how they spend their time, where they stay. This is very important for planning our steps.  

ARKA – Have you already established ties with various tour operators?

Khzmalyan – Of course, we have such contacts, but I want you to understand that the fund’s goal is not only to ensure B2B scheme.  Our aim is to enhance awareness of Armenia as tourist destination. Therefore, we take part in many prestigious tourist exhibitions, organize road shows and work hard at other markets.  We attract sponsors for implementing our marketing campaigns. The Guardian writes, that on 26 March “more than 20 western allies have ordered the expulsion of dozens of Russian diplomats in response to the nerve agent attack in the UK, in a show of solidarity that represents the biggest concerted blow to Russian intelligence networks in the West since the Cold War. Over 100 Russian diplomats alleged to be spies in western countries are being told to return to Moscow, in a coordinated response to the use of a chemical weapon in the attempted murder of Sergei Skripal, a former Russian intelligence official, and his daughter, Yulia, in Salisbury on 4 March.”

Theresa May made the following statement about the concerted action in the House of Commons: “I have found great solidarity from our friends and partners in the EU, North America, Nato and beyond over the past three weeks as we have confronted the aftermath of the Salisbury incident. And together we have sent a message that we will not tolerate Russia’s continued attempts to flout international law and undermine our values. If the Kremlin’s goal is to divide and intimidate the western alliance, then their efforts have spectacularly backfired.”

As Bloomberg informs, The United Kingdom puts on alert Putin and his oligarchs. “There are a number of rich Russians with millions invested in London, a lot of it in real estate. There have been signs that the U.K. government might be looking into ways of targeting those oligarchs that might also be Putin allies.

These rich Russians usually apply for a Tier 1 (Investor) visa that works for those who want to invest 2 million pounds or more in the U.K. May said she’s cracking down on “illicit and corrupt finance” and hinted she could tighten the rules that allow foreign nationals to apply for these visas.

Later in a week, it became known, that Britain will launch counter-propaganda war against Russia as Theresa May unveiled ‘Fusion Doctrine’ defense plan. The Telegraph informs, that “the Prime Minister has instructed the intelligence services to use social media to disrupt misinformation as she promised to use “every capability at our disposal” to defeat the new threat facing Britain.”

President Donald Trump also ordered the expulsion of 60 Russian officials and the closure of the Russian Consulate in Seattle. The U.S. Department of State said Russia must be held accountable for its destabilizing behavior in a following statement: “On March 4, Russia used a military-grade nerve agent to attempt to murder a British citizen and his daughter in Salisbury. This attack on our Ally the United Kingdom put countless innocent lives at risk and resulted in serious injury to three people, including a police officer. In response to this outrageous violation of the Chemical Weapons Convention and breach of international law, today the United States will expel 48 Russian officials serving at Russia’s bilateral mission to the United States. We will also require the Russian government to close its Consulate General in Seattle by April 2, 2018. We take these actions to demonstrate our unbreakable solidarity with the United Kingdom, and to impose serious consequences on Russia for its continued violations of international norms.

Separately, we have begun the process of expelling 12 intelligence operatives from the Russian Mission to the United Nations who have abused their privilege of residence in the United States.

The United States calls on Russia to accept responsibility for its actions and to demonstrate to the world that it is capable of living up to its international commitments and responsibilities as a member of the UN Security Council to uphold international peace and security.”

 

EU-Turkey leaders’ meeting took place on 26 March 2018, in Varna, Bulgaria. The EU was represented by Donald Tusk, President of the European Council, Jean-Claude Juncker, President of the European Commission and Boyko Borissov, Prime Minister of Bulgaria.

The leaders had a wide-ranging discussion on EU-Turkey relations and the way ahead. More specifically, they discussed the cooperation on the management of migration flows; the shared interest in combating terrorism; the rule of law in Turkey; Turkey’s recent actions in the Eastern Mediterranean and Aegean Sea and Turkey’s involvement in Syria.

Politico writes: “From Erdoğan’s dismantling of Turkey’s democratic institutions in the wake of the 2016 attempt to overthrow him to Turkey’s recent assault on Kurdish forces in Syria, EU leaders worry that Ankara has become more of a long-term problem than a partner.” But despite all of it — “both sides remain bound by a reality: Mutual dependence.”

“Europe needs Turkey to keep alive its two-year-old refugee deal, which has been crucial in helping to stem the flow of Syrian refugees to the EU. The EU has already committed about €3 billion to help Turkey manage its refugee population of about 3.5 million and another €3 billion is on the way… What Erdoğan gets from the EU can be summed up in a single word: survival.

Forget Erdoğan’s incendiary rhetoric about Europe and the anti-Turkish “terrorists” he accuses Germany and others of harboring. The cold reality is that Turkey is almost completely dependent on the EU to keep its economy afloat.”

Prior to the meeting, Erdoğan insisted: “EU membership remains our strategic goal.” But as the author writes, “such comments, though completely inconsistent with Ankara’s actions in recent years, are aimed at offering Turkey’s elites and financial markets a flicker of hope that, despite the recent turmoil, the country remains dedicated to the West.”

 

The Telegraph informs, that North Korean leader travelled to Beijing to meet the Chinese leader, Mr Xi Jinping. “The North Korean leader’s trip – his first journey outside of the country since taking power and his first reported meeting with a foreign head of state – lasted from Sunday to Wednesday.” According to the official sources, Kim Jong-un told Xi Jinping he was committed to denuclearisation as he reaffirmed his willingness to hold a summit with President Donald Trump. “The issue of denuclearisation of the Korean Peninsula can be resolved, if South Korea and the United States respond to our efforts with goodwill, create an atmosphere of peace and stability while taking progressive and synchronous measures for the realisation of peace,” Mr Kim said during his visit.

The Telegraph also informs, that “China briefed Mr Trump on Tuesday about on the visit, and the communication included a personal message from Mr Xi to the US president, the White House said in a statement. ”

“The United States remains in close contact with our allies South Korea and Japan. We see this development as further evidence that our campaign of maximum pressure is creating the appropriate atmosphere for dialogue with North Korea,” the statement said.”

“It was an obvious trade; people shamelessly approached the referees and bought the results. This is simply disgusting. I talked to European Boxing Confederation representative and asked: “What’s going on?”, “When is trade in boxing going to end?” The representative said that the trade will end only when amateur sport will no longer exist. It’s just ridiculous. In fights, when referees are supposed to make a decision about the winner, the victory is given to the athlete, who paid money for it. There were even some disputes. The Turkish athlete, who had advantage over his competitor, lost the game by the decision of the referees. He didn’t want to leave the ring, he fought, but it was useless,” Torosyan told Mediamax Sport.

He noted that the same happened to three of his athletes. Regarding Narek Manasyan, who became bronze medalist of the European Championship, Torosyan said:

“Narek was wining with obvious advantage, he knocked out his competitors. That’s why he got the medal. He really lost in 1/2 final, as the competitor was really more experienced. Still I can tell you that we have some talented athletes, and we need to continue our daily efforts.”
