One of our government’s priority tasks is increasing Karabakh’s being a subject in the negotiation process [to resolve the Nagorno-Karabakh (Artsakh) conflict].

The Prime Minister of Armenia, Nikol Pashinyan, on Wednesday stated the aforesaid at his get-together in Tehran, with representatives of the Iranian Armenian community, according to Tert.am.

“We have to meet with the president of Azerbaijan; it will be a meeting without an agenda, but discussion of the negotiation format will be one of its important benchmarks,” the PM said. “Unless we have reached agreement on the format, the contacts can’t be considered official talks.

“[But] I speak on behalf of Armenia because I’m the prime minister of the Republic of Armenia. I don’t speak on behalf of Artsakh because Artsakh has its own authorities. The Artsakh authorities should speak in the negotiation process on behalf of Artsakh. We must do everything so that Karabakh has a new level of being a subject in the negotiation process.”

Pashinyan added that in case of any threat against Artsakh, the unity of Armenians will be doubled.

YEREVAN, FEBRUARY 26, ARMENPRESS. The IMF predicts 4.5% economic growth for Armenia in 2019. The impact of the external environment was also an important factor for the prediction, ARMENPRESS reports Head of International Monetary Fund Armenia Mission Hossein Samiei said in a press conference.

“We have predicted 4.5% growth for Armenia’s economy in 2019. This prediction is based on 3-4 factors. The first of them is the potential for growth, or the so-called the potential growth that reflects the capacity of the economy for growth. In our opinion, it’s 4.5% in Armenia”, the Head of the Armenia Mission said.

According to him, the second factor is that the impact of the external environment can be quite serious for small open economies. According to the IMF, this year the external environment will be less favorable this year. “It will be mainly conditioned by the copper price and remittances that have quite an important role in the economic growth of Armenia”,  Hossein Samiei said.

He noted that Armenia’s economic growth in 2017 was significantly higher compared to the prediction of the potential growth of the IMF. In 2018 it was higher as well.

YEREVAN, FEBRUARY 21, ARMENPRESS. Armenian PM Nikol Pashinyan has called for a “powerful civil procession” on March 1, the 11th anniversary of the deadly 2008 post-election events in Yerevan that claimed 10 lives.

“This year marks the 11th anniversary of the [March 1] events. The decision on holding a procession was made as a result of discussions. This procession will be dedicated to the victory of the Armenian citizen, will be directed against vote rigging, violence, corruption and crime. The procession will mark the milestone that in Armenia the victory and power of the citizen are irreversible. No longer will there be vote rigging in Armenia, we are firmly standing against any violence, as well as political violence, corruption and illegal [activities]”, Pashinyan said in a live Facebook broadcast.

He said that on that day they will also pay homage to the victims of the 2008 March 1 events and overall to all victims of political violence.

“So, I am inviting everyone to the Freedom Square [Yerevan] at 18:30, March 1, 2019 to hold a civil procession heading to the Myasnikyan statue on the occasion of the 2008 March 1 events. I also intend to address the nation on that day. On March 1, we must demonstrate our decisiveness and dedication to democracy and people’s power in Armenia,” he said.

In March of 2008, 10 people, including two security officers, were killed in violent post-election unrest clashes in Yerevan. The outgoing president at that time was Robert Kocharyan, currently jailed amid an ongoing criminal investigation into the very same events. Other officials are also under investigation. The unrest was sparked when Serzh Sargsyan was named winner of the 2008 presidential election, which the then-opposition claimed was rigged.

On the sidelines of the Munich Security Conference on February 16 Foreign Minister Elmar Mammadyarov met with the US Senior National Security Council Director Fiona Hill, the Azerbaijani Foreign Ministry told Trend on Feb. 16.

The sides discussed the bilateral dialogue and cooperation issues between the United States of America and Azerbaijan.

Minister Elmar Mammadyarov informed the US official on the latest situation of the negotiation process over the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict. It was stressed that the resolution of the conflict would provide sustainable development and prosperity in the region.

At the meeting there was also an exchange on regional and international issues of mutual interest.

Karen Khachanov- the best in indoor courts

The Men’s Tennis Association summed up the season-2018. According to statistical data, Russian tennis player Karen Khachanov showed the best result in indoor courts.

In such tournaments, he spent 20 wins in 24 games and suffered four defeats. The second place was taken by another Russian tennis player Danil Medvedev, 17 wins, 7 defeats.

Ombudsman: Ex-President Kocharyan alone in cell, has no complaints

Human Rights Defender (Ombudsman) of Armenia Arman Tatoyan has paid a visit to Armenia’s second President Robert Kocharyan held in pre-trial custody and is in touch with his attorneys, he said today.

“Mr. Kocharyan is alone in the cell: the cells of Yerevan Penitentiary are small. He has no complaints about the treatment of the penitentiary staff,” the ombudsman told reporters as he was asked to comment on the conditions of the former president’s detention.

Tatoyan also said Kocharyan was not allowed to see his relatives but after their mediation the relatives had an opportunity to meet with Kocharyan.

Asked whether the ex-president can be considered a political prisoner, the ombudsman said he is not authorized to assess the charges brought against the former president.

Kocharyan has been placed in custody since December 7, 2018, pending trial. He is charged with overthrowing Armenia’s constitutional order during the March 1-2, 2008 post-election events in Yerevan. The former president strongly denies any wrongdoing.

[Armenian] political analysts have reacted to the meeting of [Armenian Prime Minister] Nikol Pashinyan and [Azerbaijani President] Ilham Aliyev in Davos [on 23 January]. Azerbaijan has renounced the “Madrid principles”, an MP of the ruling My Step party, Hovhannes Igityan believes. Azerbaijan is trying to reinforce its own positions and the Armenian government have to show toughness and readiness for negotiations at the same time, political analyst Alexander Iskandaryan noted. The USA does not want the resumption of war in [Azerbaijan’s breakaway] Nagorno-Karabakh because of the Iran problem, political analyst Suren Sargsyan said.

Kavkazsky Uzel wrote that the process of settlement of the Karabakh conflict is under way on the basis of the so-called “Madrid principles” put forward by the OSCE Minsk Group (MG) [that is mediating in the settlement of the conflict] in Madrid in 2007 and revised in 2009. Russia, the USA, and France are co-chairs of the OSCE MG. Azerbaijan accepts the “Madrid principles” with the reservation that Nagorno-Karabakh can only be part of Azerbaijan, admitting that it is possible to grant it broadest possible autonomy. Armenia also recognises the fundamentals of the “Madrid principles”, but under reverse conditions.

The news conference “A new stage of conflict. Expectations” was held in the Article 3 journalist club in Yerevan on 5 February, Kavkazsky Uzel correspondent, who attended the event, reports.

The approach of the new Armenian government to the settlement of the Karabakh problem differs from that of the previous government, Hovhannes Igityan, an MP of the ruling My Step bloc and deputy chairman of the Parliament Commission for External Relations, said at a news conference.

“Previously, Armenia, unlike Azerbaijan, did not have a clear formula and clear-cut objectives at the negotiations. The Armenian government spoke about the need to resolve the conflict peacefully without offering anything concrete. And it turned out now that Azerbaijan is not ready to cede anything. Therefore, the new position of the Armenian government is interpreted in Azerbaijan as an attempt to quit the negotiations,” Igityan noted.

He said that Azerbaijan essentially renounced the “Madrid principles” in 2016.

“The relevance of the ‘Madrid principles’ is discussed only in Armenia and in addition, only by journalists,” the MP said.

Armenian government have to show toughness and readiness for negotiations at the same time

Azerbaijan is trying to change the logic of the negotiating process and reinforce its own positions, political analyst and Caucasus Institute Director Alexander Iskandaryan believes.

“Up to now, the situation has looked like this: Armenia was ready for compromises and concessions, but Azerbaijan blocked all proposals by the Minsk Group. Azerbaijan had the image of a non-constructive side that thwarted all initiatives of the co-chairs. Azerbaijan is now trying to change its own image and make Armenia reject all of its proposals. The decreased level of tensions on the border, which Armenia tried to achieve for a long time, is part of Azerbaijan’s strategy,” he said at the news conference.

He also said that the Armenian government have to make statements on the settlement of the Karabakh conflict at four levels at the same time.

“The statements are addressed to the domestic audience, Nagorno-Karabakh, Azerbaijan, and the world community. The government have to demonstrate toughness and readiness to continue negotiations,” the political analyst explained.

He also noted that the “Madrid principles” had not yet ceased to be relevant.

“The proposals are part of the diplomatic language, in which the co-chairs speak with parties to the conflict. Their content is that some part of the territories is to be returned and other territories are not. It is a topic for discussion what territories and of what size. Paradigms like ‘we do not return anything, but you recognise the independence of Nagorno-Karabakh’ or Azerbaijan’s position ‘everything or nothing’ are not discussed,” the political analyst stressed.

It is too early to speak about progress at negotiations on Karabakh

The world community and the USA in particular have effectively vetoed the settlement of the conflict by using military force, expert in international issues and political analyst Suren Sargsyan said at the news conference.

“The position of the United States is as follows: You may resolve the problem as you like, but avoid war. You may resolve it on the basis of territorial integrity or the right to self-determination. Resumption of hostilities is extremely undesirable for the United States, as the USA is aspiring to resolve its own regional problems linked to Iran. They do not need any new hot spots near the Iranian border,” he thinks.

The negotiating process has become active, but it is too early to speak about progress until the Minsk group organises a meeting between the leaders of Armenia and Azerbaijan, Sargsyan believes.

“Although Pashinyan and Aliyev have met three times, … [ellipsis as published] it is possible to speak only about negotiations between the Armenian and Azerbaijani foreign ministers within the frames of the Minsk Group. A familiarisation stage is under way. That is why the Armenian government is avoiding answering questions on whether the ‘Madrid principles’ have been removed from the agenda or not,” the political analyst noted.

Despite the armistice, shooting on the line of contact [between Armenian and Azerbaijani forces in Karabakh] have not stopped even for 24 hours as evidenced by the infographics published on Kavkazsky Uzel – “Karabakh after the armistice – 365 days of war”.

According to Bako Sahakyan the year of 2018 has been an active period during which the Artsakh Republic Police conducted extensive work maintaining stability in the republic, combating crime, ensuring public order and security.

The President assessed the activities of the police in the reporting period as overall satisfactory.

“Significant and important tasks are set before the system. It is necessary to continue consistent work aimed at ensuring the security of the population, maintaining public order, protecting human and citizens’ rights, managing crime prevention”, highlighted in his speech President Sahakyan.

The Head of the State noted that the Police have a relevant potential to solve successfully those issues expressing confidence that every employee of the structure was well aware of the importance and the high level of responsibility of their service.
