Permanent Representative of Artsakh to RF: Fighting for centuries is not a thing

ArmInfo. The situation on the Contact Line of the armed forces of Artsakh and Azerbaijan is relatively calm, Permanent Representation of the Republic of Artsakh  in the Russian Federation, said in an interview with the Federal News  Agency of the Russian Federation.

According to him, there are incidents, but not in that quantity and  not as intense and aggressive as before.  According to the Permanent  Representative, this is connected with the policy of the new  leadership of Armenia – attitude to the problem, to the topic of  negotiations, to the balance of forces that has been established  today. The parties are well aware of the balance of forces, and what  could be the consequences in the event of the deployment of  large-scale hostilities. “But it is impossible to rule out a  situation when a conflict can flare up again, once again go into the  hot stage. Therefore, our armed forces are always in combat positions  and are ready to repel any blow,” the Permanent Representative said.  According to him, after the ceasefire in 1994, there were separate  incidents, but in fact only in 2016 [from the side of Azerbaijan] an  attempt was made to initiate the conflict. Fortunately, this attempt  was thwarted, but to say that this will not happen again is  premature. “As we all know, there is no special progress in the  negotiation process, the topic of negotiations is the same. Each side  adheres to its position. And until there are options for resolving  this conflict, the danger of a new aggravation remains. Therefore, we  need to always hold ourselves in readiness >, Albert Andryan  emphasized.

He also stated that the elections in Azerbaijan had no effect on  Artsakh. Provocations have not intensified.  “But you always want  those forces that can solve the conflict peacefully to come to power.  To finally stop this frenzied anti-Armenian policy, imposing this  artificial enmity: We need to move on to some reasonable options for  resolving the issue. So far, there’s no peace between us agreement,  we have not signed an agreement on ending the war, on status: While  the conflict is, in general, in a hot state, and it’s not possible to  establish neighborly relations, but I want to believe that not all  people want war.  Sooner or later, forces will come to power in  Azerbaijan that will understand that it is better to live in peace.  Anyway, you won’t change geography! We’ll live on our territory;  they’ll be on their territory. And that don’t wash off.  Fighting for  centuries is not a thing. After all, in the end, people are born not  in order to be killed by someone, but in order to live their lives  calmly, create a family, and benefit their relatives, loved ones,  their country, ” the Permanent Representative said.

He also noted that Armenia is the main guarantor of Artsakh’s  security. Naturally, the borders are protected by a single army.  Armed forces  are general, under general leadership. There is a  corresponding agreement between Artsakh and Armenia, according to  which Armenia is the guarantor of the security of the population of  Nagorno-Karabakh. “Our common armed forces are the guarantor of the  security of Armenia, Artsakh, and the Armenians in general, which  lives throughout this territory. And all Armenians are responsible  for this. The issue should not be considered in the sense that this  is Karabakh, and this is Armenia. All of Armenia stands for the  protection of citizens of Armenia and Karabakh. Everyone knows that  during the war not only the residents of Armenia and Artsakh took  part in it. The Diaspora helped a lot!  It’s important to emphasize  who is responsible for this territory all Armenians, ” the Permanent  Representative said.

Russian hikers make mayday call from Gegharkunik province requesting search and rescue team

YEREVAN, JANUARY 24, ARMENPRESS. Armenian emergency services have dispatched a search and rescue team after a hiking group made a 911 distress call 13km east from the village of Nshkhark in the Gegharkunik Province.

According to the Ministry of Emergency Situations, the group of hikers in distress are six Russian nationals. One of them has fallen ill.

Other details weren’t immediately clear.

The Armenian Embassy in Lebanon operates on a heightened mode amid the developments in Lebanon and is one of those embassies, the consulate section of which continued the receptions during this entire period and provided its daily services to the Armenian citizens.

As you know, our embassy issued a statement calling on the Armenian citizens who made a temporary visit to Lebanon to avoid visiting public places.

As for the Armenian community of Lebanon, it is represented in the country’s state structures by the constitution and deals with the ongoing domestic political processes as a normal participant and role-player in the country’s political life.

The Armenian Embassy in Beirut is in touch with both the leaders of community structures and the respective representatives of the Lebanese leadership.

A centuries-old Aleppo market re-opened on Thursday, seven years after it was partly destroyed in the fighting that took place in the city as part of the Syrian conflict, Euronews reported. The market is part of an area listed as a World Heritage Site by UNESCO for its Arab culture.

“By reopening this market, the Syrian government wishes to send the world a message that we are committed to preserving our cultural heritage. Although many of them were destroyed in the war, we are still trying to rebuild and recover them,” said Rami Martini, Syria’s Minister of Tourism.

YEREVAN, OCTOBER 11, ARMENPRESS. Ericsson CTO for Europe and Latin America Javier Garcia Gomez has noticed the abilities of young population of Armenia in mathematics and programming and states that this is very important for the development of the IT industry in the country.

Javier Garcia Gomez participated in the 23rd World Congress on Information Technology (WCIT) in Yerevan, Armenia.

“What I hear in this country is that you have a great bench of professional already working in IT. It’s well-known your capabilities of your young population for mathematics, physics, technology as such, so I think that this is a fundamental point. In the new world to develop IT, artificial intelligence you need people to understand mathematics, who are passionate of all mathematics, in coding, software, abstraction, so you need all these capabilities. As far as I know, as far as I hear I think you have all the ingredients in Armenia to be successful in that field”, he said.

Javier Garcia Gomez said the world is more decentralized, and according to him, if the technical capabilities, the mathematical brains are combined with the cozy structure of Armenia, this will be fantastic asset to be successful. “You don’t have to be in the Silicon Valley to develop successful software, nowadays you can develop it anywhere. It doesn’t matter where you are physically located, what matters is your knowledge and your passion”, he said.

The official said Ericson is a supplier of technology for Armenian operators. He said the mobile phones that Armenians use to connect to the internet are often provided by Ericson.

Javier Garcia Gomez said there are new opportunities in Armenia to digitalize enterprises and industries and this will be an additional potential for the Armenian communication service provides to develop additional business.

Commenting on the WCIT, the official said it was well organized as it is a global event followed by the whole world. He said this Congress brought many people to Armenia. Javier Garcia Gomez was visiting Armenia for the first time.

On October 1, the session of the Eurasian Supreme Economic Council began in Yerevan. Armenian Prime Minister Nikol Pashinyan, chairing the Eurasian Economic Union (EAEU), welcomed the participants, and the session continued behind closed doors. Heads of EAEU member states – Prime Minister of Armenia Nikol Pashinyan, President of Russia Vladimir Putin, President of Belarus Alexander Lukashenko, President of Kazakhstan Kasim Chomart-Tokayev, President of Kyrgyzstan Sooronbay Zheenebekov and Chairman of the Board of the Eurasian Economic Commission Tigran Sargsyan. Moldovan President Igor Dodon, head of the observer state, Iranian President Hassan Rouhani and Singapore’s Prime Minister Lee Hsien Loong, as heads of invited countries, also attended the enlarged session.

… The Eurasian Economic Union summit is always a significant event for the EAEU member states. It is a good opportunity to summarize the results of work done on a number of key benchmarks, analyze new strategic challenges, consider and suggest more effective, acceptable forms of cooperation for all member states. During the 5 years of its establishment, EAEU, despite being one of the most widely criticized post-Soviet structures, has done considerable work to promote balanced development of the economies of the Member States, to combine existing resources, and to increase product competitiveness. Prior to the Yerevan Summit in an interview with “EAEU Economics Bulletin ” («Вестник Economics EAEU”magazine, the Armenian Prime Minister emphasized the importance of holding economic forums within the EAEU with the wide participation of foreign representatives, international organizations, business environment, scientific and non-governmental organizations. In this regard, the October 1-2 event in Yerevan was the first in terms of both the number of participants and the saturation of the agenda. “Such forums will promote the establishment of an active trade-economic and institutional dialogue, both within the EAEU and with external partners and unions, which is one of the important factors for the development of the transit potential of the Eurasian continent,” Nikol Pashinyan said in his interview. And the other important, if not sensitive, locally important topic is the adoption of a decision on harmonization of member states’ legislation in the field of gas supply and transportation, as a result of which the price of gas supplied to Armenia may rise. In short, it seems that EAEU is still in search of stabilizing the economic component.

Coming to the political component, it should be noted that long before the summit the fake agenda of the Russian president’s participation or non-participation had become the subject of public discussion. Some circles were artificially generating rumors that Nikol Pashinyan’s and Vladimir Putin’s relations were not smooth, so he would not visit Yerevan. Whereas, the facts prove the opposite. Moreover, Russian media quoted Putin as saying that he was looking forward to arriving in Armenia. “I want to get to Armenia soon, to see Pashinyan and say that Armenian-Russian relations will now enter a new, more prosperous phase,” the Russian President noted. And there is nothing to be surprised about: Armenia with its geographical advantage is as important to Russia as Russia to Armenia. And, besides, Putin understands very well that on behalf of Pashinyan, he is dealing with a leader enjoying the confidence of the absolute majority of the Armenian people.  Soon there was another “balloon” circulated by the same circles that bursted out, according to which Putin will not have a separate meeting with Nikol Pashinyan besides the general meeting. In fact, there were not one, but two such meetings.

That’s how it goes. Well, the rest the time will show.

 

Last week, it was reported on the Internet that Yerevan City Court of First Instance Judge Anna Danibekyan had been subjected to harassment and bullying by unknown persons who had presented themselves as journalists. In the footage, a young man, while filming a judge, made disrespectful remarks to her, specifically asking, “Do you belong to the judges who are whining under the walls?” A criminal case has been launched in connection with the case, in which two persons, Narek Mutafyan and Sargis Ohanjanyan were charged under Article 332 1.1 of the Criminal Code for “interfering in any way with the activity of the court in order to impede the administration of justice.” As a precautionary measure, they have filed a petition to the court for their detention. The case is under the the RA Investigation Committee.

… The incident has received a wide response from the public, including lawyers, advocates, public-political figures, government officials, ordinary citizens and others. Some have condemned what has happened, while others have condemned the authorities and the law-enforcement system, which are guided by double standards, in one case protecting their own, and in the other neglecting more obvious encroachments on disfavored persons.  In the case of the latter the judges are Alexander Azaryan, David Grigoryan, Alvina Gyulumyan, David Balayan. As for the case of Danibekyan on September 27, the law enforcement agencies, the Supreme Judicial Council, the Ombudsman and the Minister of Justice also disseminated information. What is meant here, is that adding to this the criminal case, the discriminatory attitude really becomes apparent.

On the other hand, it should be noted that the public reaction to the latest incident is not accidental. In this case we are referring to the judge investigating the case of the second president of Armenia Robert Kocharyan and other high-ranking officials – a circumstance which is conditioned by the common interest and the sincere urge to support the judge. According to press reports, Anna Danibekyan is from a modest family, has become a judge by her own strength and knowledge, has no sponsor either in the present or in the former government, that is to say, she is alone against everyone. Consequently, needs the most support and encouragement of the public. Especially since Kocharyan is “almighty” on the opposite side, with his team of supporters quite formidable and, perhaps, mercenary. It was the two young “players” of that team who, at about 8:15 pm on September 27, decided to stalk a judge who had rejected the detention of the second president by trying to insult and humiliate her by unnecessary questions and to put her under psychological pressure. Judging from the vocabulary used by the journalist, “Are you one of the judges whining under the walls?” one can surely guess from which side the wind is blowing. Anna Danibekyan, who had filed a motion to deny Kocharyan a restraining order, applied to the second president’s lawyer Hayk Alumyan just days before. Apparently, Kocharyan’s team has a clear stipulation: the youth are committed to continue and develop the senior leadership’s initiatives. And the copyright of the phrase “judges whining under the walls” is, as is well known, belongs to the Prime Minister.

Whatever: Let’s finish the comment with the following post by human rights defender Ruben Melikyan: “Representatives of the ruling political force have no ‘face’ to criticize what happened – they just opened the Pandora’s box, blocking the courts, prosecuting Judges Azaryan and Grigoryan in different ways, calling the judges” harassers .” Have the wisdom to mitigate as much as you can.”

Aptly said and, most importantly, correctly.

EAU leaders and Singapore’s Prime Minister Lee Hsien Loong signed an agreement on free trade zone in Yerevan on October 1, according to the Russian TASS news agency. Kazakh President Kasim-Jomart Tokayev told the media, adding that this is the second country after Vietnam to sign a corresponding document with the EAEU.

Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin met in Yerevan on October 1. This was reported by the Armenian Prime Minister on Facebook. The two leaders praised the results of the EAEU summit in Yerevan, in particular the participation of the leaders of Iran and Singapore in the session, the signing of a free trade agreement with Singapore and the entry into force of the document signed with Iran. Pashinyan and Putin also stressed the strategic nature of the Armenian-Russian relations.

At a September 30 special government session, chaired by Prime Minister Nikol Pashinyan, the executive approved the 2020 state budget bill. Accordingly, next year’s state budget revenues will total 1 trillion 697 billion 618 million 538.8 thousand drams, expenditures – 1 trillion 880 billion 186 million 389.8 thousand drams, deficit – 182 billion 567 million 851.0 thousand drams.

  

Robert Kocharyan`s attorneys will submit a motion on Judge Anna Danibekyan`s recusal

ArmInfo. The team of lawyers of the second President of Armenia Robert Kocharyan will submit a motion for the recusal of Judge Anna Danibekyan.

As the former president’s advocates said in a statement, the petition  will be presented at the upcoming October 7 regular court hearing in  the Kocharyan case. As the reason for this step, “the behavior of the  judge in relation to Robert Kocharyan” is voiced.  The second  president of Armenia is accused in the case of March 1, 2008. On May  18, the court of general jurisdiction of Yerevan decided to change  the measure of restraint against Robert Kocharyan from arrest to  release on bail. On June 25, the Criminal Court of Appeal decided to  reverse the decision of the trial court.  On September 25, the Court  of Cassation rejected the request of Kocharian’s lawyers to annul the  decision of the Court of Appeal.

Iranian President Again Offers Closer Ties To Armenia

Iranian President Hassan Rouhani reaffirmed his country’s readiness to supply 
more natural gas to neighboring Armenia and deepen broader Armenian-Iranian 
relations when he visited Yerevan on Tuesday.
Prime Minister Nikol Pashinian reassured him that Armenia remains committed to 
closer ties with Iran despite U.S. sanctions against Tehran.
“Our position is that our relations with Iran must be beyond geopolitical 
influences as much as possible because we are neighbors and have many common 
interests and we need to cooperate for many more centuries and millennia,” 
Pashinian said during his talks with Rouhani.
Rouhani arrived in the Armenian capital the previous night to attend a summit 
of the Eurasian Economic Union (EEU), a Russian-led trade bloc comprising five 
ex-Soviet republics. He met with Pashinian just hours before the start of the 
summit attended by Russian President Vladimir Putin.
“We attach great importance to developing and expanding relations with our 
friend and neighbor Armenia in all areas,” Rouhani said in his opening remarks 
at the meeting with Pashinian cited by the latter’s press office.
“We are ready to continue working with your government to devise and implement 
new projects and expand the volume of the gas-for-electricity program,” he 
added.
Armenia currently receives up to 500 million cubic meters of Iranian gas each 
year and pays for it with electricity supplied to Iran. This swap scheme 
mentioned by Rouhani is due to be significantly expanded after the construction 
of a third electricity transmission line connecting Armenian and Iranian power 
grids.
Work on the high-voltage line, which is mainly carried out in southeastern 
Armenia by an Iranian company, was supposed to be completed in September this 
year. Citing a senior Armenian official, the Sputnik news agency reported last 
week that the end of the construction has been delayed until the end of 2020 
due to a host of factors, including the U.S. sanctions.

Rouhani already offered to boost Iranian gas supplies to Armenia when he 
received Pashinian in Tehran in February. The South Caucasus country’s annual 
gas imports total roughly 2 billion cubic meters and mostly come from Russia. 
According to the current and former Armenian governments, Russian gas is 
cheaper than Iranian gas.
Energy Minister Reza Ardakanian was among Iranian officials accompanying 
Rouhani on his latest visit to Armenia. Ardakanian met with Armenian Deputy 
Prime Minister Mher Grigorian late on Monday. The two men co-chair an 
Armenian-Iranian intergovernmental commission on economic cooperation.
Meeting with Pashinian, Rouhani was also reported to hail growing 
Armenian-Iranian trade and say that Tehran looks forward cooperating with the 
EEU.
Iran and the EEU signed last year a preferential trade agreement which will 
come into force later this month. The deal was strongly backed by Armenia, the 
only member of the trade bloc that has a land border with the Islamic Republic.
Government To Fund Many More IT Labs In Armenian Schools

In a move aimed at supporting continued rapid growth of Armenia’s information 
technology (IT) sector, the Armenian government has decided to help double the 
number of engineering labs in public schools across the country.
The Education Ministry announced on Monday that the government has allocated 
834 million drams ($1.7 million) in additional funding to the Yerevan-based 
Union of Advanced Technology Enterprises (UATE) for that purpose. It said the 
private association will use the money to open 284 more such labs before the 
end of this year.
The UATE began organizing extracurricular robotics and computer programming 
courses for schoolchildren in 2008 in an effort to alleviate a shortage of 
skilled personnel widely seen as the main challenge facing the Armenian IT 
industry. More than 7,500 students currently study at its 284 Armath labs 
equipped with computers, robot parts and 3D printers.
IT instructors running most of these labs are paid by the government. The UATE 
pays the wages of their colleagues working in the other schools.

According to the Education Ministry, the UATE will receive almost 1.2 billion 
drams in total government funding this year, sharply up from 180 million drams 
allocated to it in 2018.
“As a result, nearly half of Armenia’s schools will have Armath engineering 
labs by the end of 2019,” read a statement released by the ministry. This will 
include virtually all schools located in the country’s northern Shirak, Lori 
and Tavush provinces, it said.
IT is the fastest growing sector of Armenia’s economy, having expanded by over 
20 percent annually in the past decade. It employs more than 15,000 engineers 
and generates over 6 percent of Gross Domestic Product.
Industry executives and analysts say the sector would have grown even faster 
had the quality of education at IT departments of Armenian universities been 
adequate. According to the UATE, many of the children taking Armath courses 
will be skilled enough to work for tech firms right after finishing school.

Prime Minister Nikol Pashinian praised the Eurasian Economic Union (EEU) as he 
chaired a summit of the Russian-led trade bloc in Yerevan on Tuesday.
Pashinian, Russian President Vladimir Putin and the leaders of the other EEU 
member states -- Belarus, Kazakhstan and Kyrgyzstan -- met in closed session 
before being joined by Iranian President Hassan Rouhani, Moldova’s President 
Igor Dodon and Singapore’s Prime Minister Lee Hsien Loong.
“Our organization, which is already five years old, is getting stronger year 
after year,” Pashinian said in his opening remarks. “It has already proved its 
viability and attractiveness as an international integration grouping.”
“I am happy to note that Armenia is making its contribution to this process,” 
added the prime minister who criticized Armenian membership in the EEU when he 
was opposition to his country’s former government.
Putin likewise declared that the establishment of the EEU has sped up economic 
growth and boosted living standards in its member states. “The EEU is 
developing steadily,” he said at the summit. “A vast common market has been 
created and it is functioning with success.”
Putin went on to announce that Russia and its ex-Soviet allies making up the 
bloc will create a “common electricity space” by 2025. He said they are also 
planning a common oil and gas market. That requires the “harmonization of 
member states’ legislations on gas supplies and transport,” added the Russian 
president.
Pashinian touched upon this issue in his speech. He said the prices of Russian 
natural gas traded within the EEU should eventually be set in the national 
currencies of member states, rather than the U.S. dollar. Moscow is believed to 
have objected to this idea until now.
The session ended with the signing of a free-trade agreement between the EEU 
and Singapore. Armenia, Russia, Belarus, Kazakhstan and Kyrgyzstan signed a 
similar deal with Iran last year. Rouhani’s presence at the summit underscored 
the deal’s importance to the Islamic Republic.
The Iranian president also used the summit to denounce the “inhuman” U.S. 
sanctions against his country. “We believe that the international community 
must counter the U.S.’s hostile and unilateral approach and take serious 
decisions and effective actions against it,” he said.
Rouhani also complained that some of Iran’s partners, notably Russia, have been 
“following the U.S.’s example” and ignoring international law and breaching 
bilateral agreements. He did not elaborate.

“Zhamanak” describes as unprecedented the Iranian president’s and the Singapore 
prime minister’s participation in the Eurasian Economic Union (EEU) summit in 
Yerevan. The paper says the Armenian government should follow up on that by 
submitting concrete proposals to Russia and the other EEU member states.
Lragir.am reports that the Kremlin refuted on Monday Armenian media speculation 
that Russian President Vladimir Putin will avoid a one-on-one meeting with 
Prime Minister Nikol Pashinian on the sidelines of the EEU summit. “The Kremlin 
insisted that a Putin-Pashinian meeting will take place,” writes the 
publication. “Also not confirmed are reports that the Russian president will 
announce an increase in the price of Russian gas price for Armenia during his 
visit.” It claims that “some Armenian circles prefer to side with Moscow” in 
actual or potential Russian-Armenian disagreements.
“Haykakan Zhamanak” dismisses opposition criticism of the arrest of two 
supporters of Robert Kocharian arrested on charges of harassing the judge 
presiding over the former Armenian president’s trial. The pro-government paper 
also rejects claims that the weekend arrest of a Justice Ministry official 
close to Hrayr Tovmasian, the Constitutional Court chairman, was politically 
motivated and constituted government pressure on Tovmasian.
“Hraparak” wonders “how a society that gave the Republican Party 700,000 votes 
in 2017 could wake up and wholeheartedly hate it” a year later. “What invisible

tolerated all negative practices in our country. Of course some will counter 
that we did not elect [former governments] and vote irregularities and bribes 
played a role in the past. But we must not deceive ourselves. A large part of 
our society willingly elected, willingly accepted vote bribes and willingly 
contributed to the former regime’s reproduction, while the other part tolerated 
those who falsified elections, took voter bribes and served the former regime.”

Sid Haig, a Hollywood character actor who for more than 50 years played thugs, villains and, most famously, a psychotic clown named Captain Spaulding, died on September 21. He was 80, The New York Times reported.

His wife, Susan L. Oberg, announced his death on the actor’s Instagram account on Monday, writing, “He adored his family, his friends and his fans. This came as a shock to all of us.”

Haig, who lived in Los Angeles, played bit parts in more than 350 television shows and 70 movies, notably “Jackie Brown” and the James Bond thriller “Diamonds Are Forever.”

He had become a cult figure among horror fans, who reveled in his portrayal of the murderous clown who terrorized people in the 2003 Rob Zombie film “House of 1000 Corpses.” He would go on to play Captain Spaulding in two other films from the director.

He was born Sidney Eddie Mosesian on July 14, 1939, in Fresno, California, according to his official website. His parents were Armenian.
