President Ilham Aliyev of Azerbaijan urged for talks on a peace treaty with Armenia but said Yerevan would have to renounce any territorial claim against his nation, according to the news agency.

The President stated that the two former Soviet republics, which fought their last major war in 2020, could sign an agreement quickly if Armenia accepted the principles his country had put forward.

He was quoted as saying, “Armenia must officially recognise Azerbaijan’s territorial integrity, as well as the fact that it has no territorial claims against Azerbaijan and will not have any in the future.”

Otherwise, “we’ll not recognise the territorial integrity of Armenia; we will declare it officially,” he added.

While speaking in Armenia’s parliament following Aliyev’s comments, Armenian Premier Nikol Pashinyan said he would not sign any peace treaty without involving ethnic Armenians in Nagorno-Karabakh with Azerbaijan.

As per the reports, during the six-week war in 2020, at least 6,500 people were killed, the latest outbreak of a conflict dating back to the collapse of the Soviet Union. The war ended as a result of Russia’s intervention and sent peacekeepers to the region of Nagorno-Karabakh, which lies inside Azerbaijan but was home to an estimated 150,000 Armenians before the latest round of fighting.

At least 6,500 people were killed in a six-week war in 2020, the latest flare-up of a conflict dating back to the collapse of the Soviet Union. It ended when Russia intervened and sent peacekeepers to the flashpoint region of Nagorno-Karabakh, which lies inside Azerbaijan but was home to approximately 150,000 Armenians before the latest round of battle.

After emerging as the decisive victor and recapturing territory lost between 1991 and 1994, Azerbaijan is in a strong negotiating position. However, many issues remain unsolved, including border demarcation.

Electricity supply to Artsakh to be suspended due to repair work

Electricity supply to (Artsakh) Nagorno-Karabakh will be suspended due to maintenance work, ArtsakhEnergo reports

“The power supply to the Artsakh Republic will be suspended on 22 April, from 10am to 2pm, in order to repair the 110 kV overhead line Shinuhayr,” the statement says.

The company assures that the repair work will be completed in time.

YEREVAN, APRIL 16, ARMENPRESS. Ukrainian Prime Minister Denys Shmyhal and top Ukrainian finance officials will visit Washington next week during the spring meetings of the International Monetary Fund and World Bank, Reuters reported citing sources familiar with the plans.

The Ukrainian government officials will meet with finance officials of G7 countries and also take part in the April 21 World Bank discussion on Ukraine.

The IMF could revise its global economic growth projections after the talks.

As ARMENPRESS was infomred from the Offic eof the the President of Artsakh, first Arayik Harutyunyan listened to the reports of Defense Army commander Kamo Vardanyan about the operative-tactical situation on the contact line, then referred to the recent military-political developments in the country. Speaking about security issues, President Harutyunyan once again stressed that all defense programs should be synchronised with the functions of the Russian peacekeeping force stationed in Artsakh, adding that the main task remains to ensure the peaceful, sovereign life of the people of Artsakh.

An exchange of views took place during the meeting, the President answered the questions of those present.

The leitmotif of 1998 was that then-President Levon Ter-Petrosyan considered it acceptable that the Artsakh (Nagorno-Karabakh) issue be resolved in phases, whereas subsequent Presidents Serzh Sargsyan, Robert Kocharyan, the Nagorno-Karabakh authorities were saying no, the issue shall be resolved in a package. Prime Minister Nikol Pashinyan stated about this Wednesday during the National Assembly (NA) debates on the execution of the 2021 program of the government of Armenia.

“The negotiation paper that is put on my table, the title was as follows: ‘On the first stage of the Nagorno-Karabakh conflict settlement and further steps.’ That is, the person [i.e., Serzh Sargsyan] who said that the phased solution is a defeat left a piece of paper on the negotiating table in 2018, the title of which is this. (…).

But always keep in mind that the question is whether or not Azerbaijan agrees with all this. They say we would have resolved the Karabakh issue this way, that way. Dear people, you should have resolved it! They present the ideas in the unsigned papers as a victory,” said Pashinyan.

He recalled that Serzh Sargsyan had said about this matter from the NA rostrum.

“They tell me how it happened that you fell into the trap in 2019. Falling into the trap was that a negotiation package appears where Armenia is expected to now hand over seven regions to Azerbaijan. We were not in the trap; that paper recorded what Serzh Sargsyan announced from this rostrum. It was the result of his last negotiations because in 2019 we did not even start negotiations; we did not talk about substantive negotiations at all.

Today they say, ‘Could you have prevented the war?’ We could have prevented the war, as a result of which we would have had this same situation—of course, without casualties,” Pashinyan said.

Tech giant NVIDIA establishing research center in Armenia

NVIDIA, a world leader in visual computing technologies, is establishing a research center in Armenia, Deputy Speaker of the Armenian National Assembly Hakob Arshakyan informs.

In 2019, the Armenian delegation headed by Prime Minister Nikol Pashinyan visited NVIDIA’s headquarters in the heart of Silicon Valley. The company`s founder and CEO Jensen Huang briefed the Armenian officials on the future of gaming, visual computing and AI.

“At that meeting we also discussed possible cooperation with NVIDIA. Today, I’m thrilled to announce that NVIDIA is coming to Armenia. One of the world`s leading tech giants with $27 billion in revenue and more than 20,000 employees worldwide is opening the doors of their new office in Yerevan,” Arsahakyan said in a Facebook post.

Leading the site is Rev Lebaredian, vice president of Omniverse and simulation technology, who’s been with the company for two decades.

NVIDIA’s invention of the GPU in 1999 sparked the growth of the PC gaming market and has redefined modern computer graphics, high performance computing and artificial intelligence.

The company’s pioneering work in accelerated computing and AI is reshaping transportation, healthcare and manufacturing, and fueling the growth of many other industries. In Yerevan, the company is building a fully-fledged site for hundreds of engineers, researchers and more.

Armenian FM briefs CSTO Secretary General on situation after Azerbaijani invasion of Parukh

On April 8, Armeian Foreign Minister Ararat Mirzoyan met with CSTO Secretary General Stanislav Zas in Moscow.

The interlocutors referred to the current activities of the CSTO, the implementation of the decisions of the Collective Security Council and the schedule of upcoming events.

Both sides stressed the importance of implementing the priorities of the Armenian Presidency in the context of developing the Organization’s potential.

Ararat Mirzoyan stressed the need to continue the efforts aimed at improving the organization’s crisis response mechanisms.

The Armenian Foreign Minister also referred to the situation created by the invasion of Azerbaijani troops into the zone of responsibiloty of Russian peacekeepers in Parukh village in Nagorno Karabakh and the adjacent territories.

During the meeting, Stanislav Zas presented the security situation in the CSTO zone and the current challenges, informed about the process of agreeing on the documents negotiated within the CSTO.

The interlocutors touched upon other regional and international issues of importance for the CSTO member states.

Pasadena’s Armenian-American Community On Edge as Violence Renews in Homeland

As Russia continues to pound cities in Ukraine with artillery and missile strikes, Pasadena’s Armenian-American community has called on elected officials in Southern California not to overlook renewed violence over recent weeks in Armenia.

Azerbaijani armed forces have reportedly entered territories in disputed areas in eastern Armenia and unleashed drone strikes that have killed three people and wounded 15. 

The Azerbaijani forces also reportedly sabotaged a gas pipeline that serves most of the disputed region, leaving the entire civilian population of about 150,000 ethnic Armenians without heat in the midst of freezing temperatures. 

Former Pasadena Mayor William Paparian noted that much of the attention from the international community is currently focused on the plight of the civilian population in Ukraine, while Azerbaijan’s renewed “invasion” of their Armenian homeland has gone unnoticed. 

“As the former Mayor of Pasadena I’m issuing a call to action to elected public officials not only in Pasadena but throughout Southern California to stand up, be heard, and denounce the Azerbaijani military assault upon the civilian population of Artsakh,” Paparian said. 

Paparian said the action on the gas pipeline in Artsakh was followed by an attack by Azerbaijani forces on the village of Parukh and drone strikes by Azerbaijan on Armenian self-defense forces. The village was captured, and all of its residents have been evacuated.

Alison Ghafari, Chair of the Gaidz Youth Organization based in Pasadena, said the invasion by Azerbaijan into the disputed territories is a “huge concern,” pointing to an Azeri “dictatorship” that she said continues to hold a policy of ethnic cleansing towards Armenians in the region. 

“We are not surprised by this turn of events as it has become standard practice for the Azeri dictatorship,” Ghafari said. “The latest news shows the Azeris have withdrawn from the villages that they forcefully occupied this past week. Yet the Azeris continue to harass peaceful villagers and are currently holding the natural gas pipeline hostage, along with POWs of the recent war, as leverage over Armenia.”

Ghafari said many Armenian-Americans are wary of Russia’s intentions at the moment. 

As it stands right now, Russia is Azerbaijan’s number one arms source, and a day prior to the Ukraine war, Russia and Azerbaijan signed their ‘Allied Cooperation’ agreement, solidifying their allegiance to one another,” she continued. 

The latest Russia-Azerbaijan agreement was signed in Moscow on Feb. 22 as Russian tanks and infantry forces were preparing to cross into Ukraine.

Wire reports from Moscow said the Russian foreign and defense ministries have called on Azerbaijan to withdraw their troops in the disputed areas on the Armenia-Azerbaijan border, and to allow Russian peacekeepers to continue to monitor events in the area, as they have been doing for about two years. 

“The command of the Russian peacekeeping contingent is taking measures to resolve the situation,” the Russian defense ministry said. “An appeal has been sent to the Azerbaijani side to withdraw its troops.” 

Russia’s peacekeepers have been in the area since a tripartite ceasefire agreement was signed in November 2020 by the presidents of Armenia and Azerbaijan, and Russian President Vladimir Putin. Two other related agreements have been signed since then.

YEREVAN, MARCH 29, ARMENPRESS. The Russian peacekeeping contingent in Nagorno Karabakh said it was calling in reserve forces in order to thwart the Azerbaijani military advance in Parukh village.

“On March 24, the Azerbaijani armed forces crossed the line of contact between the sides in the Parukh settlement, violating clause 1 of the trilateral statement. The command of the Russian peacekeeping contingent made a decision to deploy reserve forces to thwart the further advance of the Azerbaijani troops. At this moment the settlement is under the control of the Russian peacekeepers,” the Russian peacekeeping mission said in a statement published on social media. It also published photos showing its troops.

On March 24-25 the Azerbaijani troops attacked Artsakh (Nagorno Karabakh) military positions and invaded the Parukh village.

Azeri drone strikes killed 3 Artsakh troops and wounded 15 others.




Gymnastics Federation of Armenia terminates cooperation with Natalia Rotenberg

The Federation informed that it terminates the cooperation with Mrs. Rotenberg.

Ballet dancer Natalia Rotenberg was appointed Vice President for Rhythmic Gymnastics of the Gymnastics Federation of Armenia in February 2022.
